 </subsection></section><section id="HA7D91A7858514C0D9EBCB1A0D8779742"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text> <paragraph id="HFB54C6D79B8C4B4095A909E9C4AA0CB6"><enum>(1)</enum><text display-inline="yes-display-inline">the native fish, wildlife, and plant species in the United States are part of a rich natural heritage and an important legacy to pass on to future generations;</text>
 </paragraph><paragraph id="H96978DF698E240D3A3902FF53FFC89D6"><enum>(2)</enum><text display-inline="yes-display-inline">the populations of many native fish, wildlife, and plant species in the United States are declining;</text>
 </paragraph><paragraph id="H687DC3BACE034660A0D2283D17B82C71"><enum>(3)</enum><text display-inline="yes-display-inline">scientists estimate that 1 in 5 animal and plant species in the United States is at risk of extinction, and many species are declining in numbers;</text>
 </paragraph><paragraph id="HF62CCBEC08174D46A57B6A22F962F4C3"><enum>(4)</enum><text display-inline="yes-display-inline">one of the greatest threats to the survival and diversity of many native fish, wildlife, and plant species in the United States is the loss, degradation, fragmentation, and obstruction of natural habitats;</text>
 </paragraph><paragraph id="H69D1127231E84D65A49978777769D869"><enum>(5)</enum><text display-inline="yes-display-inline">the conservation of landscape corridors and hydrological connectivity, through which native fish, wildlife, and plant species and ecological processes can transition from 1 habitat to another, plays an important role in helping—</text>
 <subparagraph id="H2114AF9376BC4EF8A7444F7F4FD6AEFC"><enum>(A)</enum><text display-inline="yes-display-inline">to conserve native biodiversity; and</text> </subparagraph><subparagraph id="H34E8E3BE379843F0AF42CAEA75F899CF"><enum>(B)</enum><text display-inline="yes-display-inline">to ensure resiliency against impacts from a range of stressors;</text>
 </subparagraph></paragraph><paragraph id="H77ACC338FD5B46FCB24785779F67CDD7"><enum>(6)</enum><text display-inline="yes-display-inline">climate change threatens native fish, wildlife, and plant species;</text> </paragraph><paragraph id="H47789BB466694CE2BD6B3DC4AB5E62E7"><enum>(7)</enum><text display-inline="yes-display-inline">the conservation, restoration, and establishment of new ecological connections to facilitate the shift of species into more suitable habitats is a key climate change adaptation strategy;</text>
 </paragraph><paragraph commented="no" id="HF2FD1B2A1DDD411C88A4E9952A043D87"><enum>(8)</enum><text display-inline="yes-display-inline">protecting landscape-scale corridors and hydrological connectivity is—</text> <subparagraph commented="no" id="HD0EADA0C07344902969E50453B18E65D"><enum>(A)</enum><text display-inline="yes-display-inline">a broadly accepted strategy—</text>
 <clause commented="no" id="HE959476D868C47D7823DDFEBC5866BB3"><enum>(i)</enum><text display-inline="yes-display-inline">to conserve native fish, wildlife, and plant species; and</text> </clause><clause commented="no" id="H68ED2401635C4C3ABF849A4D5569D62F"><enum>(ii)</enum><text display-inline="yes-display-inline">to ensure ecosystem resilience; and</text>
 </clause></subparagraph><subparagraph commented="no" id="HCF931BE8166E4938B19C3905C07E0CEF"><enum>(B)</enum><text display-inline="yes-display-inline">often 1 of the first steps in restoration and recovery planning;</text> </subparagraph></paragraph><paragraph commented="no" id="H11776F48D84B4183BB9FE11099469C4D"><enum>(9)</enum><text display-inline="yes-display-inline">in the policy resolution of the Western Governors’ Association entitled <quote>Protecting Wildlife Migration Corridors and Crucial Wildlife Habitat in the West</quote> and the resolution of the New England Governors and Eastern Canadian Premiers’ Conference, which recognizes the importance of ecological connectivity for the adaptability and resilience of the ecosystems of participating regions, biodiversity, and human communities in the face of climate change, States have recognized the importance of connectivity;</text>
 </paragraph><paragraph commented="no" id="H2518E9EDB12E47DF8008D9D3BA76E6F3"><enum>(10)</enum><text display-inline="yes-display-inline">the strategic plan of the United States Fish and Wildlife Service to respond to accelerating climate change entitled <quote>Rising to the Urgent Challenge</quote> acknowledges that <quote>processes such as pollination, seed dispersal, nutrient cycling, natural disturbance cycles, predator-prey relations, and others must be part of the natural landscapes we seek to maintain or restore … and are likely to function more optimally in landscapes composed of large habitat blocks connected by well-placed corridors</quote>; and</text>
 </paragraph><paragraph commented="no" id="HE70A1434616C4F62B5208E8776E6B480"><enum>(11)</enum><text display-inline="yes-display-inline">Federal and State agencies continue to develop policies to address—</text> <subparagraph commented="no" id="H68D38E04851243CAA061D58C90534CCB"><enum>(A)</enum><text display-inline="yes-display-inline">the importance of conserving fish, wildlife, and plant corridors;</text>
 </subparagraph><subparagraph commented="no" id="H1BFF9F6AF10647CEB871D7DDA2A69A6B"><enum>(B)</enum><text display-inline="yes-display-inline">the gap between science and management for at-risk species; and</text> </subparagraph><subparagraph commented="no" id="HCC8972B879604B3C939DC49C388FA692"><enum>(C)</enum><text display-inline="yes-display-inline">ecological connectivity.</text>
 </subparagraph></paragraph></section><section id="H6778768D7DD24309B209904021223088"><enum>3.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="HC8142447E1B640509313436BB85BC7C9"><enum>(1)</enum><header>Appropriate committees of Congress</header><text>The term <term>appropriate committees of Congress</term> means—</text>
 <subparagraph id="HBE074A45FF3445428487E5AFD3D97A06"><enum>(A)</enum><text>the Committee on Energy and Natural Resources of the Senate;</text> </subparagraph><subparagraph id="H084E44D6DDD844F791B65ADD7C570E27"><enum>(B)</enum><text>the Committee on Environment and Public Works of the Senate;</text>
 </subparagraph><subparagraph id="H26BD9A3D09684D27AD97A9C332B7F009"><enum>(C)</enum><text>the Committee on Appropriations of the Senate;</text> </subparagraph><subparagraph id="H6F9EFCDADBC547E59BA50AFFEBE5943B"><enum>(D)</enum><text>the Committee on Energy and Commerce of the House of Representatives;</text>
 </subparagraph><subparagraph id="HE5051BD03F19450C83DDF7798A00B05E"><enum>(E)</enum><text>the Committee on Natural Resources of the House of Representatives; and</text> </subparagraph><subparagraph id="HCE9CCA26B77C46F58398BD51E339E054"><enum>(F)</enum><text>the Committee on Appropriations of the House of Representatives.</text>
 </subparagraph></paragraph><paragraph id="HAA16A86236014E8E9927397EEA581279"><enum>(2)</enum><header>Connectivity</header><text display-inline="yes-display-inline">The term <quote>connectivity</quote> means the degree to which the landscape or seascape facilitates or impedes native species movement.</text>
 </paragraph><paragraph id="H8ED637D6A3BF4021985F97B98D229BC6"><enum>(3)</enum><header>Corridor</header><text display-inline="yes-display-inline">The term <quote>corridor</quote> means a distinct component of the landscape or seascape that—</text> <subparagraph id="H6D30AD252A0745EBA65257DEBF92CFD6"><enum>(A)</enum><text display-inline="yes-display-inline">provides habitat or ecological connectivity; and</text>
 </subparagraph><subparagraph id="HFAEF2280CDE743D4A74DDDEEA2034418"><enum>(B)</enum><text display-inline="yes-display-inline">allows for fish, wildlife, or plant movement.</text> </subparagraph></paragraph><paragraph id="H040E1FDED82B4016A9E67333D7E56DB5"><enum>(4)</enum><header>Database</header><text>The term <quote>Database</quote> means the National Wildlife Corridors Database established under section 5(a).</text>
 </paragraph><paragraph id="H343D724F2849446C8F28C005379D2869"><enum>(5)</enum><header>Fund</header><text display-inline="yes-display-inline">The term <quote>Fund</quote> means the Wildlife Corridors Stewardship and Protection Fund established by section 9(a).</text> </paragraph><paragraph commented="no" id="HD5FD6220206045C0A2D069715C5E46ED"><enum>(6)</enum><header>Indian tribe</header><text>The term <quote>Indian tribe</quote> has the meaning given the term in section 4 of the Indian Self-Determination and Education Assistance Act (<external-xref legal-doc="usc" parsable-cite="usc/25/5304">25 U.S.C. 5304</external-xref>).</text>
 </paragraph><paragraph id="H2FA1F092D9C44E40AFAF1960C53DAAC0"><enum>(7)</enum><header>National Coordination Committee</header><text>The term <quote>National Coordination Committee</quote> means the National Coordination Committee established under section 7(b).</text> </paragraph><paragraph id="H38573504C34D4F228A57FEE3834D7BB3"><enum>(8)</enum><header>National Wildlife Corridor</header><text>The term <quote>National Wildlife Corridor</quote> means any land or water designated as a National Wildlife Corridor under section 6(a).</text>
 </paragraph><paragraph id="HE8E31075E8F54083A0E59678122D3B97"><enum>(9)</enum><header>Native species</header><text>The term <quote>native species</quote> means—</text> <subparagraph id="H7A46B84602F940EA92E0F0219F42A29E"><enum>(A)</enum><text>an indigenous fish, wildlife, or plant species of the United States (including territories and freely associated states of the United States), including subspecies and plant varieties; and</text>
 </subparagraph><subparagraph id="H00C04640312B40248FC20B21614D9902"><enum>(B)</enum><text>a noninvasive fish, wildlife, or plant species of the United States (including territories and freely associated states of the United States) that—</text>
 <clause id="H185A7FD9FE5349EAA8497569353E34B6"><enum>(i)</enum><text>are not indigenous to the United States (or territories and freely associated states of the United States); but</text>
 </clause><clause id="H0682C57408F347978688AEF705EAFE5B"><enum>(ii)</enum><text>are valued for—</text> <subclause id="HF66E37814CF549C2A13ACAE5108C7341"><enum>(I)</enum><text>the contribution of the species to species diversity; or</text>
 </subclause><subclause id="H89F904E039B14C8C82C005E712A1B0C7"><enum>(II)</enum><text>the social, cultural, or economic value of the species.</text> </subclause></clause></subparagraph></paragraph><paragraph id="H41E1397E66CD471184B3F9947C972390"><enum>(10)</enum><header>Program</header><text>The term <quote>Program</quote> means the National Wildlife Corridors Program established under section 4(a).</text>
 </paragraph><paragraph id="H1B43068B98304FA48A213C9F144C2557"><enum>(11)</enum><header>Regional ocean partnership</header><text>The term <quote>regional ocean partnership</quote> means—</text> <subparagraph id="H735F1D894B5B4948868479B48FB5A8F6"><enum>(A)</enum><text>a regional organization of 2 or more coastal States, Great Lakes States (as defined in section 118(a)(3) of the Federal Water Pollution Control Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1268">33 U.S.C. 1268(a)(3)</external-xref>)), territories, or freely associated states voluntarily convened by the Governors of those coastal States, Great Lakes States, territories, or freely associated states, as applicable, to address crossjurisdictional ocean or Great Lakes matters; or</text>
 </subparagraph><subparagraph id="H004F0989AB5A440CABDB999011D23C86"><enum>(B)</enum><text>the functional equivalent of a regional organization described in subparagraph (A) designated by 2 or more governors of a State, territory, or freely associated state.</text>
 </subparagraph></paragraph><paragraph id="H6480BFEFACC4426CBD73317FC98B2998"><enum>(12)</enum><header>Regional wildlife movement council</header><text>The term <quote>regional wildlife movement council</quote> means a regional wildlife movement council established under section 7(c).</text> </paragraph><paragraph id="HFFFFEC67DAD0423C88CA02314AD55764"><enum>(13)</enum><header>Secretaries</header><text>The term <term>Secretaries</term> means—</text>
 <subparagraph id="H1AF820EB5D6F49A88DC96FDDBC6889B9"><enum>(A)</enum><text>the Secretary of Agriculture;</text> </subparagraph><subparagraph id="H8D4784F153FA48589EE2B9AE92D587CB"><enum>(B)</enum><text>the Secretary of Commerce;</text>
 </subparagraph><subparagraph id="H2645347A2DAF4317A5A8BCD0D0CAB13A"><enum>(C)</enum><text>the Secretary of Defense;</text> </subparagraph><subparagraph id="H19D2A08D42964DFB805FF0ED879FC2CF"><enum>(D)</enum><text>the Secretary of the Interior; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H16E69737EA304B3998A8D32435368FF1"><enum>(E)</enum><text>the Secretary of Transportation.</text> </subparagraph></paragraph><paragraph id="H199D664183E74702AE10216BF8C4928C"><enum>(14)</enum><header>Secretary</header><text>The term <quote>Secretary</quote> means the Secretary of the Interior, acting through the Director of the United States Fish and Wildlife Service.</text>
 </paragraph><paragraph id="HA5A439A3874D492E89A174765EC94236"><enum>(15)</enum><header>Territory; freely associated state</header><text>The terms <quote>territory</quote> and <quote>freely associated state</quote> mean any of the following territories of the United States or freely associated states:</text> <subparagraph id="H3A054A622BD14DFEB7BE3E54EDA0126A"><enum>(A)</enum><text>The Commonwealth of Puerto Rico.</text>
 </subparagraph><subparagraph id="HF3EA4C6D03EF45A0A93C4FD69DC6CDE7"><enum>(B)</enum><text>Guam.</text> </subparagraph><subparagraph id="H22BA6F6BEED047A4A74688D9DCE31075"><enum>(C)</enum><text>American Samoa.</text>
 </subparagraph><subparagraph id="HA06842768F0A4FDAB51AFDBA5DA2EDE8"><enum>(D)</enum><text>The Commonwealth of the Northern Mariana Islands.</text> </subparagraph><subparagraph id="H078C1DB1A5844B5686A79DDA326E08C7"><enum>(E)</enum><text>The Federated States of Micronesia.</text>
 </subparagraph><subparagraph id="HE964F663A894418EB4B7A7C39BE785A3"><enum>(F)</enum><text>The Republic of the Marshall Islands.</text> </subparagraph><subparagraph id="H0256963C50D34CEC96D5BE6E8D7D193D"><enum>(G)</enum><text>The Republic of Palau.</text>
 </subparagraph><subparagraph commented="no" id="H71E6E094EB804DF7A8007F45D4B87DDE"><enum>(H)</enum><text>The United States Virgin Islands.</text> </subparagraph></paragraph><paragraph commented="no" id="H296DE754253E4281916BF3555F09418D"><enum>(16)</enum><header>Wildlife movement</header><text>The term <quote>wildlife movement</quote> means the passage of individual members or populations of a fish, wildlife, or plant species across a landscape or seascape.</text>
			</paragraph></section><section commented="no" id="HE6061A3E527347DEB5A5C009626DDCAA"><enum>4.</enum><header>National Wildlife Corridors Program</header>
 <subsection commented="no" id="H990D63F5B1804951838C5C8CC3D787BA"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretary, in consultation with the Secretaries, shall establish a program, to be known as the <quote>National Wildlife Corridors Program</quote>.</text>
 </subsection><subsection commented="no" id="H561AC864A33E4932A94A6CBF07B3CE80"><enum>(b)</enum><header>Purposes</header><text>The purposes of the Program are—</text> <paragraph commented="no" id="H7F071039161A44F8AA8B866F5D9CC704"><enum>(1)</enum><text>to provide for the conservation and restoration of habitats that—</text>
 <subparagraph commented="no" id="H249A22B4DF1F4143B1CF5B632F13F81B"><enum>(A)</enum><text>support a diverse array of native species, including at-risk species protected under Federal, State, and Tribal law, as applicable, that have experienced or may experience habitat loss, degradation, fragmentation, or obstruction to connectivity;</text>
 </subparagraph><subparagraph commented="no" id="H004A9A24D3A242BB8B43696A3AF1C72A"><enum>(B)</enum><text display-inline="yes-display-inline">provide long-term habitat connectivity for native species for migration, dispersal, adaptation to climate and other environmental change, and genetic exchange; and</text>
 </subparagraph><subparagraph commented="no" id="H5AA0B0FDD7ED4BEAA245F5BF48785083"><enum>(C)</enum><text display-inline="yes-display-inline">help restore ecological processes that have been disrupted by habitat loss, degradation, fragmentation, or obstruction;</text>
 </subparagraph></paragraph><paragraph commented="no" id="H6C767DAC683248A287BEAF9FADF7FB89"><enum>(2)</enum><text display-inline="yes-display-inline">to support State, Tribal, local, private landowner, and Federal agency decisionmakers in the collaborative development of the Database and National Wildlife Corridors that would inform planning and development decisions within the respective jurisdiction of each decisionmaker;</text>
 </paragraph><paragraph commented="no" id="HD0879C65A0D045F191542EFAED925E1F"><enum>(3)</enum><text display-inline="yes-display-inline">to provide mechanisms to support collaborative research, mapping, and planning of habitats and National Wildlife Corridors; and</text>
 </paragraph><paragraph commented="no" id="H7D7CEDA53D314A1A885DB8CA222DF89E"><enum>(4)</enum><text display-inline="yes-display-inline">to facilitate coordinated landscape- and seascape-scale connectivity planning and management across jurisdictions through—</text>
 <subparagraph commented="no" id="H899CFCE9FBCE4D2BBD6E864CBB7E8D5C"><enum>(A)</enum><text display-inline="yes-display-inline">the establishment of a National Coordination Committee and regional wildlife movement councils; and</text> </subparagraph><subparagraph commented="no" id="HC3025B0152954B698AD660DCCDDB7564"><enum>(B)</enum><text>the use of the Database by State, Tribal, local, private landowner, and Federal agency decisionmakers to incorporate information on native species habitats and National Wildlife Corridors.</text>
 </subparagraph></paragraph></subsection><subsection commented="no" id="H4E5227C480CE4DF789525A5E112C1F46"><enum>(c)</enum><header>Components</header><text display-inline="yes-display-inline">The Program shall consist of—</text> <paragraph commented="no" id="HD944CB921D454783B863323600941025"><enum>(1)</enum><text display-inline="yes-display-inline">the Database;</text>
 </paragraph><paragraph commented="no" id="HA3D580EC0B724F859F40EFCE79E8AF32"><enum>(2)</enum><text>National Wildlife Corridors;</text> </paragraph><paragraph commented="no" id="HA960BCC4412142CB8F4BEB73E04F99BE"><enum>(3)</enum><text>the National Coordination Committee and the wildlife movements grant program established under subsection (d);</text>
 </paragraph><paragraph commented="no" id="H8E72C755DEAC4FE49483A3F43821A04D"><enum>(4)</enum><text>regional wildlife movement councils; and</text> </paragraph><paragraph commented="no" id="H6DC899A3B6A641DCB4596E7DB5EC176F"><enum>(5)</enum><text>the Fund.</text>
				</paragraph></subsection><subsection commented="no" id="H22AE7267D3BA450383C2E8FCD93FE84F"><enum>(d)</enum><header>Wildlife movements grant program</header>
 <paragraph commented="no" id="H65EE6606C0BD45F6B8C5A5503C769200"><enum>(1)</enum><header>In general</header><text>The Secretary shall establish a wildlife movements grant program (referred to in this subsection as the <quote>grant program</quote>) to encourage wildlife movement in accordance with this subsection.</text>
 </paragraph><paragraph commented="no" id="HCB092119CC324F2ABF0F5A1522F3373C"><enum>(2)</enum><header>Grants</header><text>Beginning not later than 3 years after the date of enactment of this Act, the Secretary, based on recommendations from the National Coordination Committee under section 7(b)(5)(E)(iii), shall make grants to 1 or more projects that—</text>
 <subparagraph commented="no" id="HD849D21D09364802B1CA45B96B2E8CAC"><enum>(A)</enum><text>are a priority project identified by a regional wildlife movement council;</text> </subparagraph><subparagraph commented="no" id="H348FD4FA72824C628354C156D2DF9E24"><enum>(B)</enum><text>satisfy the purposes of the Program described in subsection (b); and</text>
 </subparagraph><subparagraph commented="no" id="HB57A60D731A0411A9B4E19F92B336501"><enum>(C)</enum><text>increase connectivity for native species.</text> </subparagraph></paragraph><paragraph commented="no" id="H6F1A7F1181C04E0286B153D7625D933D"><enum>(3)</enum><header>Requirements</header><text>In administering the grant program, the Secretary shall use the criteria, guidelines, contracts, reporting requirements, and evaluation metrics developed by the National Coordination Committee under clauses (i) and (ii) of section 7(b)(5)(E).</text>
				</paragraph></subsection></section><section id="H04F89974327246C4919727CA951408A7"><enum>5.</enum><header>National Wildlife Corridors Database</header>
 <subsection id="HB1DF5F25E7E3473680345AC27879EFDF"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Director of the United States Geological Survey (referred to in this section as the <quote>Director</quote>), in consultation with the National Coordination Committee and the regional wildlife movement councils, shall establish a database, to be known as the <quote>National Wildlife Corridors Database</quote>.</text>
			</subsection><subsection id="H9C27ADE5AA604DA6AD714F500D502869"><enum>(b)</enum><header>Contents</header>
 <paragraph id="HC7A80D1B5CDE400AAAFB80CA51930059"><enum>(1)</enum><header>In general</header><text>The Database shall—</text> <subparagraph id="H0A42DDDC0538405FBFDF289AE75990E1"><enum>(A)</enum><text>include maps, data, models, surveys, and descriptions of native species habitats and corridors that have been developed by Federal agencies, State fish and wildlife agencies and natural heritage programs, Indian tribes, local governments, nongovernmental organizations, and industry; and</text>
 </subparagraph><subparagraph id="HF45C5A5E949A40A8AD9047F5E7BD4E94"><enum>(B)</enum><text>include maps, models, analyses, and descriptions of projected shifts in habitats and corridors of native species in response to climate change or other environmental factors.</text>
					</subparagraph></paragraph><paragraph id="H4E985262D2174B61A5C944D8D773DFEB"><enum>(2)</enum><header>Requirements</header>
 <subparagraph id="HF7A8CF6D9048432EB892FC402803C048"><enum>(A)</enum><header>Data quality</header><text>In establishing the Database, the Director shall ensure—</text> <clause id="H3AD09C51AAD046C8AE64144F2F880FCA"><enum>(i)</enum><text>the quality of the data in the Database; and</text>
 </clause><clause id="H05487F0BAE314F8DBA9B7FC74227155A"><enum>(ii)</enum><text>that the data in the Database—</text> <subclause id="H0ED5AD4112AA415FBDF7622A7A543942"><enum>(I)</enum><text>reflects the best scientific data available; and</text>
 </subclause><subclause id="H4D1C873E1A494912B6194898D78B2BBD"><enum>(II)</enum><text>meets accepted geospatial and metadata protocols and standards.</text> </subclause></clause></subparagraph><subparagraph id="H4507C0CA2DC14A288D2B8D82FCBA3DF4"><enum>(B)</enum><header>Availability</header><text>The Director shall make the data, models, and analyses included in the Database available at scales useful to State, Tribal, local, private landowner, and Federal agency decisionmakers and the public.</text>
 </subparagraph></paragraph></subsection><subsection id="H3ACF78B8B1204DE8BFA6D076021FA4D4"><enum>(c)</enum><header>Requirements</header><text>Subject to subsection (d), the Director, in collaboration with the National Coordination Committee and the regional wildlife movement councils, shall—</text>
 <paragraph id="H6E28201CF84B43A1A17810D4758890BD"><enum>(1)</enum><text>design the Database to support State, Tribal, local, private landowner, and Federal agency decisionmakers and the public with data that will allow those entities—</text>
 <subparagraph id="HA211403E69774213B3A909F3BC1194E9"><enum>(A)</enum><text>to prioritize and target natural resource adaptation strategies;</text> </subparagraph><subparagraph id="H436940EC207D4E54B79694F6269955B0"><enum>(B)</enum><text>to assess the impacts of proposed energy, water, transportation, and transmission projects, and other development activities, and to avoid, minimize, and mitigate the impacts of those projects and activities on habitats and National Wildlife Corridors;</text>
 </subparagraph><subparagraph id="HD92BA08CFCD145AC93C003BA9E2A6845"><enum>(C)</enum><text>to assess the impact of existing development on native species habitats and National Wildlife Corridors; and</text>
 </subparagraph><subparagraph id="H4547D2A8094F4D48A37279647A40DF97"><enum>(D)</enum><text>to develop strategies that promote landscape and aquatic connectivity to allow native species to move—</text>
 <clause id="H14BA30F78474435580B8669F04009826"><enum>(i)</enum><text display-inline="yes-display-inline">to meet biological and ecological needs;</text> </clause><clause id="H2B9B721CD3654710AC62A40248B215BE"><enum>(ii)</enum><text display-inline="yes-display-inline">to adjust to shifts in habitat; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="HB549A60F32D7428EA91AA787161450D6"><enum>(iii)</enum><text display-inline="yes-display-inline">to adapt to climate change; and</text> </clause></subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="HA0E72B6B1A2A47ACA1D54A01A05E2777"><enum>(2)</enum><text>establish a coordination process—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="HACF2677E57A74E2A9DBC75FA1F437C86"><enum>(A)</enum><text>to establish geospatial data and metadata protocols and standards that enhance capabilities for integrating geographical information systems, databases, and analytical tools that have been developed by Federal agencies, State fish and wildlife agencies and natural heritage programs, Indian tribes, local governments, nongovernmental organizations, and industry;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H499A0DEF3B924275B4FD1B7A2D8F9BB5"><enum>(B)</enum><text>to ensure consistent data collection and monitoring system protocols of maps, models, high-quality data, surveys, and other geospatial information with respect to native species connectivity;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HD50DABD866DA4D3C88796A483BA86654"><enum>(C)</enum><text>to update maps and other information with respect to landscapes, native species habitats and ranges, National Wildlife Corridors, native species populations, and wildlife movement changes as information becomes available;</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3F1C2E2A96CA4225875F763E9D78EA2E"><enum>(D)</enum><text>to design useful and relevant search tools and methods for relevant stakeholders;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H01D842163FC9422DA3065F83C0AA6D3D"><enum>(E)</enum><text>not later than 2 years after the date of enactment of this Act, to develop and submit to the Secretary and the appropriate committees of Congress a report that—</text>
 <clause commented="no" display-inline="no-display-inline" id="H730AFF12406B41AF95D2BC1360DE2858"><enum>(i)</enum><text>provides an assessment of existing maps, data, models, surveys, and descriptions of native species habitats and corridors that have been developed by Federal agencies, State fish and wildlife agencies and natural heritage programs, Indian tribes, local governments, nongovernmental organizations, and industry; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="HF1296B5D5C2A480A8E8EB8AC4FA1C7AB"><enum>(ii)</enum><text>identifies gaps in native species habitat and corridor information; and</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H2DE37E82C7C44D7287879A92D007C797"><enum>(F)</enum><text>not less frequently than once every 5 years, to develop and submit a report to the Secretary and the appropriate committees of Congress, to be made publicly available, that—</text>
 <clause commented="no" display-inline="no-display-inline" id="H6E1DE34B2E0440C1B79EDF1548067452"><enum>(i)</enum><text>outlines the categories for data that may be included in the Database;</text> </clause><clause commented="no" display-inline="no-display-inline" id="H056B8DD11E834CBD82BB3EAF7A3B3D53"><enum>(ii)</enum><text>outlines the data protocols and standards for each category of data in the Database;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="HCD3F66C595AF4AA297FF49894CB71C4C"><enum>(iii)</enum><text>identifies gaps in native species habitat and National Wildlife Corridor information, mapping, and research in the Database that should be addressed to fully understand and assess current data;</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="H7E2BBD24F7C14CDB8F89CEAFC809D6A3"><enum>(iv)</enum><text>prioritizes research and future data collection activities for use in updating the Database; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="H57864477C77045C09C3997530C61EB24"><enum>(v)</enum><text>evaluates and quantifies the efficacy of the Database to meet the needs of the entities described in paragraph (1).</text>
 </clause></subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="H8633672603494F569475F922CB9ACD19"><enum>(d)</enum><header>Proprietary interests and protected information</header><text>In developing the Database, the Director shall—</text> <paragraph commented="no" display-inline="no-display-inline" id="HE4891EA518C640419EA48EBF1B2C7935"><enum>(1)</enum><text>as applicable, protect proprietary interests with respect to any licensed information, licensed data, and other items contained in the Database; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HEC657AA652664E029A2A500BB790EE5A"><enum>(2)</enum><text>protect information in the Database with respect to the habitats and ranges of specific native species to prevent poaching, illegal taking and trapping, and other related threats to native species.</text>
				</paragraph></subsection></section><section id="H0788DFB789CE43FCBB1B4C3113DB1099"><enum>6.</enum><header>National Wildlife Corridors</header>
 <subsection commented="no" id="H878F39D5AEA643FABA7C2C7ECD4C69E5"><enum>(a)</enum><header>Designation</header><text>The Secretaries shall designate connectivity corridors, to be known as <quote>National Wildlife Corridors</quote>, on the land or water under the respective jurisdictions of the Secretaries in accordance with regulations promulgated by the Secretary under subsection (c)(1).</text>
			</subsection><subsection commented="no" id="H20D90D1E4BD34AA0857EB10D5B564445"><enum>(b)</enum><header>Strategy</header>
 <paragraph commented="no" id="H57222E43CE2E472BA6A5F21F95027955"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 18 months after the date of enactment of this Act, the Secretary shall develop a strategy for the effective development of the National Wildlife Corridors designed—</text>
 <subparagraph commented="no" id="HA06C5D46B6694B32BDD51AF65D4E156D"><enum>(A)</enum><text display-inline="yes-display-inline">to ensure the fulfillment of the purposes of the Program described in section 4(b); and</text> </subparagraph><subparagraph commented="no" id="H6B9A9EEFF7314FBEA587D965B5E61ED8"><enum>(B)</enum><text>to include—</text>
 <clause commented="no" id="H29DDC45970DF4547848EF916FD53D8DE"><enum>(i)</enum><text display-inline="yes-display-inline">consideration of connectivity needs with respect to non-Federal land and water;</text> </clause><clause commented="no" id="H8CC65ADD083C4CA0824062FEF09173FA"><enum>(ii)</enum><text display-inline="yes-display-inline">effective coordination of National Wildlife Corridors that span across land and water of Federal, State, Tribal, and local jurisdictions and private land with the National Coordination Committee and the regional wildlife movement councils; and</text>
 </clause><clause commented="no" id="HB76D70EB3FED4720A4977F1DAB0FEA53"><enum>(iii)</enum><text display-inline="yes-display-inline">an approximate development timeline for the implementation of National Wildlife Corridors.</text> </clause></subparagraph></paragraph><paragraph commented="no" id="H42D8A9A6B291450096EED13283A4DE30"><enum>(2)</enum><header>Scope</header><text display-inline="yes-display-inline">The scope of a National Wildlife Corridor to be designated under subsection (a) may vary according to the habitat needs of individual or ecologically associated native species.</text>
 </paragraph><paragraph commented="no" id="H56F5B458B8D14E24A575B5BFF2DFAC73"><enum>(3)</enum><header>Consultation and coordination</header><text>The Secretary shall develop the strategy under paragraph (1)—</text> <subparagraph commented="no" id="H55C1692593294DA5AEC4FE878F547FB3"><enum>(A)</enum><text>in consultation with the Secretaries; and</text>
 </subparagraph><subparagraph commented="no" id="HC1B511269F9A49B29591F9D891A0D722"><enum>(B)</enum><text>in coordination with—</text> <clause commented="no" id="H21AEC1577C9445A08E9EFFD13D8F74C4"><enum>(i)</enum><text>States, Indian tribes, and other interested stakeholders, including relevant private landowners;</text>
 </clause><clause commented="no" id="H2E8027D109C64F07A776072D58A0B632"><enum>(ii)</enum><text>landscape- and seascape-scale partnerships, including—</text> <subclause commented="no" id="H66CABCA2268843E29E21359818142121"><enum>(I)</enum><text>the National Fish Habitat Partnership;</text>
 </subclause><subclause commented="no" id="HACC435B10D0545129DD8DDAD42B8EA99"><enum>(II)</enum><text>the National Ocean Service of the National Oceanic and Atmospheric Administration;</text> </subclause><subclause commented="no" id="H52A1A006C1174667A95143FAF2657482"><enum>(III)</enum><text>the National Marine Fisheries Service;</text>
 </subclause><subclause commented="no" id="H3B919E9CF4D047808BB93EF89992497D"><enum>(IV)</enum><text>regional ocean partnerships;</text> </subclause><subclause commented="no" id="HEBDAFA9970FF49378CC1997F782B7151"><enum>(V)</enum><text>the Climate Science Centers of the Department of the Interior; and</text>
 </subclause><subclause commented="no" id="HC5FB35A462D04B2C81514003E475D887"><enum>(VI)</enum><text>the Landscape Conservation Cooperative Network;</text> </subclause></clause><clause commented="no" display-inline="no-display-inline" id="H9E57B57E78A9485E9D5C00081C854C0E"><enum>(iii)</enum><text>the National Coordination Committee; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="H908CBFC88D38496EBF7767C8E5F19692"><enum>(iv)</enum><text>the regional wildlife movement councils.</text> </clause></subparagraph></paragraph></subsection><subsection id="H9AA8E81AFF50421792D329B7BD829A8C"><enum>(c)</enum><header>Rulemaking</header> <paragraph id="HB1F42B0100B84183A1D5FA4D1A4D7A2A"><enum>(1)</enum><header>National wildlife corridors</header><text display-inline="yes-display-inline">Not later than 2 years after the date of enactment of this Act, the Secretary, in consultation with the Secretaries, pursuant to the land, water, and resource management planning authorities of the Secretaries, shall establish a process, by regulation, for the designation and management of National Wildlife Corridors of land and water under the respective jurisdictions of the Secretaries.</text>
 </paragraph><paragraph id="H73AE5AD2AD514AD688589586B58C5E31"><enum>(2)</enum><header>Federal land and water management</header><text display-inline="yes-display-inline">The Secretaries shall consider the designation of National Wildlife Corridors in any process relating to the issuance, revision, or modification of a management plan for land or water under the respective jurisdiction of the Secretaries.</text>
 </paragraph></subsection><subsection id="H9564E6E7699A45609ED61D8550E5F26D"><enum>(d)</enum><header>Criteria for designation</header><text>The regulations promulgated by the Secretary under subsection (c)(1) shall ensure that, in designating a National Wildlife Corridor, the Secretaries—</text>
 <paragraph id="HE090A42B963448138114F7ACD7734B81"><enum>(1)</enum><text>base the designation of the National Wildlife Corridor on—</text> <subparagraph id="HE75129B7904C45BCA34D288F179AD2E9"><enum>(A)</enum><text>the best available science; and</text>
 </subparagraph><subparagraph id="H77CD76106654409399AD26C9F4067B54"><enum>(B)</enum><text>historic, current, or likely future continuous, annual, or periodic use of the land or water to be designated as a National Wildlife Corridor by native species;</text>
 </subparagraph></paragraph><paragraph id="H01922E811BA546A09CC3FF0A08563CBE"><enum>(2)</enum><text>may take into consideration recommendations from the National Coordination Committee under subparagraph (F) of section 7(b)(5) and information from the North American Plan for Maintaining Wildlife Movements under subparagraph (C) of that section;</text>
 </paragraph><paragraph id="HDA02D61446484BD3A3578FFC021976B1"><enum>(3)</enum><text display-inline="yes-display-inline">may consider information contained in—</text> <subparagraph id="H6E83FFABE4C143C29CB9FD06ABA839F8"><enum>(A)</enum><text display-inline="yes-display-inline">governmental or nongovernmental assessments, plans, monitoring reports, and studies; and</text>
 </subparagraph><subparagraph id="H4B0FAA6721A4435EA03234EA06D87593"><enum>(B)</enum><text display-inline="yes-display-inline">other relevant sources of information, such as—</text> <clause id="H59909012BF1C4643813A80E9CA7C0629"><enum>(i)</enum><text display-inline="yes-display-inline">ecoregional assessments;</text>
 </clause><clause id="H5E754D5C19A94527B6DDCCC0F7FD053F"><enum>(ii)</enum><text display-inline="yes-display-inline">nongovernmental reports;</text> </clause><clause id="HF83C791DC0DF49C781B5C169D6E9F24A"><enum>(iii)</enum><text display-inline="yes-display-inline">public transportation plans;</text>
 </clause><clause id="HFC58AB0A0B884BA2904B9A1AC4E3A091"><enum>(iv)</enum><text display-inline="yes-display-inline">State native species data and State wildlife action plans;</text> </clause><clause id="H52770CC5C753475EB81EF27C05EF7B0A"><enum>(v)</enum><text display-inline="yes-display-inline">traditional ecological knowledge, including Tribal and indigenous ecological knowledge; and</text>
 </clause><clause id="HDF066CA2D9A041199E731D22F8C390FC"><enum>(vi)</enum><text display-inline="yes-display-inline">Federal agency reports;</text> </clause></subparagraph></paragraph><paragraph id="H33C293BFCA524FCC848120FFE39ADDC0"><enum>(4)</enum><text display-inline="yes-display-inline">shall ensure that the National Wildlife Corridor supports the connectivity, persistence, resilience, and adaptability of native species by providing for—</text>
 <subparagraph id="H0345F0EFAF494757AFEC49580A3A00B0"><enum>(A)</enum><text>dispersal and genetic exchange between populations;</text> </subparagraph><subparagraph id="HCAA2FF07494442C9BA23337A29F00166"><enum>(B)</enum><text>range shifting, range expansion, or range restoration, such as in response to climate change;</text>
 </subparagraph><subparagraph id="H412B48A0F77F412CAAC62C10D4AEE3A4"><enum>(C)</enum><text>seasonal movement or migration; or</text> </subparagraph><subparagraph id="HFB207E8C8CCE460FBAD1C04D768B0B3A"><enum>(D)</enum><text>succession, movement, or recolonization following—</text>
 <clause id="H798C6E9671BF40E2AFED25E3217F6F6D"><enum>(i)</enum><text>a disturbance, such as fire, flood, drought, or infestation; or</text> </clause><clause id="H98562651A6B841109FC211ACC8CEF3C2"><enum>(ii)</enum><text>population decline due to disease or previous extirpation; and</text>
 </clause></subparagraph></paragraph><paragraph id="HB87363C837FC4E46A620CC2A4FF1F894"><enum>(5)</enum><text display-inline="yes-display-inline">shall be informed by the Database.</text> </paragraph></subsection><subsection id="H4A727E193CAE4EEB9AE5E73EC026EA74"><enum>(e)</enum><header>Designation of land or water requiring restoration or connection of habitat</header><text>The Secretaries may designate as a National Wildlife Corridor land or water that—</text>
 <paragraph id="HF6569FCB6AF14E7DB7366593F4B7C2A2"><enum>(1)</enum><text>requires restoration, including—</text> <subparagraph id="HEB1F5038B50D44A39BE89F88225ACDC0"><enum>(A)</enum><text>land or water that is degraded; and</text>
 </subparagraph><subparagraph id="HBA5BD98F54A34A159FA0EBBD0E8F6BED"><enum>(B)</enum><text display-inline="yes-display-inline">land or water from which a species is currently absent—</text> <clause id="HD128809AAD0544C7848B79295223FF56"><enum>(i)</enum><text display-inline="yes-display-inline">but may be colonized or recolonized by the species; or</text>
 </clause><clause id="H2281223B1464493DA0A6C92D4664D396"><enum>(ii)</enum><text display-inline="yes-display-inline">to which the species may be reintroduced or restored; and</text> </clause></subparagraph></paragraph><paragraph id="H56DFDE576944484487D9BE0F866B2D14"><enum>(2)</enum><text display-inline="yes-display-inline">is fragmented or consists of only a portion of the habitat required for a native species.</text>
				</paragraph></subsection><subsection id="HBD95AE6E94A7447ABDCC40900607C4AA"><enum>(f)</enum><header>Nomination for designation</header>
 <paragraph id="HB37E3BE7DA6A44FBB04001E60D20EC06"><enum>(1)</enum><header>In general</header><text>In establishing the process for designation under subsection (c)(1), the Secretary shall include procedures under which—</text>
 <subparagraph id="HEAB7F5C96E864EB38142FF2E032960DB"><enum>(A)</enum><text display-inline="yes-display-inline">any person or State, Tribal, or local government may submit to the Secretaries a nomination to designate as a National Wildlife Corridor an area under the respective jurisdiction of the Secretaries; and</text>
 </subparagraph><subparagraph id="H1E829DA690EC4D8D849D9BC6FE23ED73"><enum>(B)</enum><text display-inline="yes-display-inline">the Secretaries shall consider and, not later than 2 years after the date on which the nomination was submitted under subparagraph (A), respond to any nomination submitted under that subparagraph.</text>
 </subparagraph></paragraph><paragraph id="HBF76380B40A34C548A326A231F6FBC02"><enum>(2)</enum><header>Supporting documentation</header><text>A nomination for designation under paragraph (1)(A) shall include supporting documentation, including—</text>
 <subparagraph id="H301ECCEEB69444C9BB3741E6C7886C03"><enum>(A)</enum><text>summaries and references of, with respect to the designation of a National Wildlife Corridor—</text> <clause id="H7E1E20E7B14F4DC7B67FA70BFB53BEB7"><enum>(i)</enum><text>the best science available at the time of the submission of the nomination for designation; and</text>
 </clause><clause id="HB1956C5CA888489EB09B0AA0C82CFC5D"><enum>(ii)</enum><text>the most current scientific reports available at the time of the submission of the nomination for designation;</text>
 </clause></subparagraph><subparagraph id="H3AA98FD3B9D2440F9EB57D3B3D6CE47B"><enum>(B)</enum><text>information with respect to how the nomination was coordinated with potential partners;</text> </subparagraph><subparagraph id="HB48FA6FB8522435E9FF18855E559F596"><enum>(C)</enum><text>a description of supporting stakeholders, such as States, Indian tribes, local governments, scientific organizations, nongovernmental organizations, and affected private landowners; and</text>
 </subparagraph><subparagraph id="HB4036C6931B54D728F5B5F1D4FCAB059"><enum>(D)</enum><text>any additional information the Secretaries, in consultation with the National Coordination Committee, determine is relevant to the nomination.</text>
					</subparagraph></paragraph></subsection><subsection id="H08DB209C9318458F82D2E9E157F444C1"><enum>(g)</enum><header>Designation on military lands</header>
 <paragraph id="HEE13F43CE4144FD099A167B6681F1B51"><enum>(1)</enum><header>In general</header><text>Any designation of a National Wildlife Corridor on a military installation (as defined in section 100(1) of the Sikes Act (<external-xref legal-doc="usc" parsable-cite="usc/16/670">16 U.S.C. 670(1)</external-xref>))—</text>
 <subparagraph id="HD7565D3607E94EAEA9AD9C2FEB993F6E"><enum>(A)</enum><text display-inline="yes-display-inline">shall be consistent with the use of military installations and State-owned National Guard installations to ensure the preparedness of the Armed Forces; and</text>
 </subparagraph><subparagraph id="H59EAF92DEC9545D394FB0D5CAC0DD58B"><enum>(B)</enum><text display-inline="yes-display-inline">may not result in a net loss in the capability of military installation lands to support the military mission of the installation.</text>
 </subparagraph></paragraph><paragraph id="HC69844428A844958A6A6FDD2C203FF32"><enum>(2)</enum><header>Suspension or termination of designation</header><text>The Secretary of Defense may suspend or terminate the designation of any National Wildlife Corridor on a military installation if the Secretary of Defense considers the suspension or termination to be necessary for military purposes, after public notice of—</text>
 <subparagraph id="H6EE0255E4B22436BBA6B3E3EFCC31510"><enum>(A)</enum><text>the suspension or termination; and</text> </subparagraph><subparagraph id="H73D3BB3725134C569945020333CBDAE5"><enum>(B)</enum><text>any voluntary steps taken by the Department of Defense to attempt to provide similar ecological connectivity elsewhere on the military installation.</text>
					</subparagraph></paragraph></subsection><subsection id="HC556360D16EE45BD8A42636D9446A406"><enum>(h)</enum><header>Coordination and cooperation</header>
 <paragraph id="HA7B876DC34E6497782CDE91E9E9D46F7"><enum>(1)</enum><header>In general</header><text>To the maximum extent practicable, consistent with applicable law, the Secretaries shall coordinate the designation of a National Wildlife Corridor with—</text>
 <subparagraph id="H2931F78508964BFB92DFF87F84B43103"><enum>(A)</enum><text>other relevant Federal agencies;</text> </subparagraph><subparagraph id="HB2BF1953B8FD4D77AF614AA6E5F4CB30"><enum>(B)</enum><text>the National Coordination Committee;</text>
 </subparagraph><subparagraph id="HDB12D5848898435AAF939B4803D184BF"><enum>(C)</enum><text>the regional wildlife movement councils; and</text> </subparagraph><subparagraph id="H4676D6A1D47B43CEB16BC06320BB4949"><enum>(D)</enum><text>affected—</text>
 <clause id="H6C59C9A619044A3C8074DABB140A21D8"><enum>(i)</enum><text>States, including State fish and wildlife agencies and other State agencies responsible for managing natural resources;</text>
 </clause><clause id="H313EF04D71AB40BA9F78667A94E602BD"><enum>(ii)</enum><text>local governments;</text> </clause><clause id="HCD779D1E8B9B459894606B07A5732B5D"><enum>(iii)</enum><text>Indian tribes;</text>
 </clause><clause id="H3E0C65A2C22A4ABCAE3B6E986D0FEA9F"><enum>(iv)</enum><text>private landowners; and</text> </clause><clause id="H1C8A6FD3255740D89D99002AEF15A022"><enum>(v)</enum><text>nongovernmental organizations engaged in the conservation of native species.</text>
 </clause></subparagraph></paragraph><paragraph id="H344EFE5FA2544461908338B2E297B2CC"><enum>(2)</enum><header>Identification of supporting non-Federal land and water</header><text>In designating a National Wildlife Corridor, the Secretaries may identify, in consultation with affected States, Indian tribes, local governments, private landowners, the applicable regional wildlife movement council, and nongovernmental organizations engaged in the conservation of native species, non-Federal land and water that support the purposes of the National Wildlife Corridor by—</text>
 <subparagraph id="H87FC026140E341BA83491196BBF738A3"><enum>(A)</enum><text>maintaining habitat connectivity; or</text> </subparagraph><subparagraph id="H753E29A7B90742FEA693B0EA31670B11"><enum>(B)</enum><text>providing other essential functions for native species and the habitats of native species.</text>
					</subparagraph></paragraph></subsection></section><section commented="no" id="H566C9F06EFB1474EB7C3A0AE03781A5B"><enum>7.</enum><header>National Coordination Committee and regional wildlife movement councils</header>
 <subsection commented="no" id="H6950B7F4C43541FF8B32143BD60AD017"><enum>(a)</enum><header>Purposes</header><text>The purposes of this section are—</text> <paragraph commented="no" id="H9E07FEDEBECC44D59A7C4AB39E75B3CF"><enum>(1)</enum><text>to ensure the fulfillment of the purposes of the Program described in section 4(b); and</text>
 </paragraph><paragraph commented="no" id="H2070E02C319441FEAFCAC454F84557D5"><enum>(2)</enum><text>to support habitat connectivity and the movement of native species on Federal and non-Federal land through coordination, collaboration, administrative, and financial support, including the sharing of data contained in the Database.</text>
				</paragraph></subsection><subsection commented="no" id="H09F00F4585EC44119FE2F47CBD10EAA7"><enum>(b)</enum><header>National Coordination Committee</header>
 <paragraph commented="no" id="H629486ADF3234B3FAE1CCC9320D1F162"><enum>(1)</enum><header>Establishment</header><text>Not later than 18 months after the date of enactment of this Act, the Secretary shall establish a committee, to be known as the <quote>National Coordination Committee</quote>.</text>
 </paragraph><paragraph commented="no" id="H3596BABF4FE54E3A8DF9882525AB5325"><enum>(2)</enum><header>Administrative support</header><text>The Secretary shall provide administrative support for the National Coordination Committee.</text> </paragraph><paragraph commented="no" id="H5894157046214177A589246355F465BE"><enum>(3)</enum><header>Membership</header><text>The National Coordination Committee shall be composed of—</text>
 <subparagraph commented="no" id="H7F620474085941E2A75315B8ABB1A908"><enum>(A)</enum><text>the Secretary (or a designee);</text> </subparagraph><subparagraph commented="no" id="H30637BE5565C46A38A14F98CCCA73FE2"><enum>(B)</enum><text>the Secretary of Transportation (or a designee);</text>
 </subparagraph><subparagraph commented="no" id="HB37A49D2398E4D43A49FA9799FC54EC8"><enum>(C)</enum><text>the Secretary of Agriculture (or a designee);</text> </subparagraph><subparagraph commented="no" id="HC9ED2B0C044C433E8307988BCFD2FED5"><enum>(D)</enum><text>the Secretary of Commerce (or a designee);</text>
 </subparagraph><subparagraph commented="no" id="HBBE51E7CAC7F4FD28D166A2C3BC42727"><enum>(E)</enum><text>the Secretary of Defense (or a designee);</text> </subparagraph><subparagraph commented="no" id="H090693A65D5141F39321A36EAB6A913C"><enum>(F)</enum><text>the Director of the Bureau of Indian Affairs (or a designee);</text>
 </subparagraph><subparagraph commented="no" id="HC94CD3B05C5F4B7FA6D284738CB1B9AE"><enum>(G)</enum><text>the Executive Director of the Association of Fish and Wildlife Agencies (or a designee);</text> </subparagraph><subparagraph commented="no" id="HD90BBE06130443AE8477E9A09AECCA07"><enum>(H)</enum><text>a representative of an intertribal organization, to be appointed by the Secretary;</text>
 </subparagraph><subparagraph commented="no" id="H263BDDAD848642B197DDA0D42767CB88"><enum>(I)</enum><text>the chairperson of each regional wildlife movement council (or a designee); and</text> </subparagraph><subparagraph commented="no" id="H4402A3E09B3F46ECA4945EC9FA09E469"><enum>(J)</enum><text>not more than 3 representatives of nongovernmental, science, or academic organizations with expertise in wildlife conservation and habitat connectivity, to be appointed by the Secretary in a manner that ensures that the membership of the National Coordination Committee is fair and balanced.</text>
 </subparagraph></paragraph><paragraph commented="no" id="H29F5AEA6194D41218930C5A1A17205EC"><enum>(4)</enum><header>Chairperson</header><text>The National Coordination Committee shall select a Chairperson and Vice Chairperson from among the members of the National Coordination Committee.</text>
 </paragraph><paragraph commented="no" id="H350AF58A0BDB42EBB1B997A3F94A6285"><enum>(5)</enum><header>Duties</header><text>The National Coordination Committee—</text> <subparagraph commented="no" id="H760E0627145545818FA715C3FD40E323"><enum>(A)</enum><text>shall discuss issues of relevance to all regional wildlife movement councils, including issues and reports related to the purposes of the Program described in section 4(b) and implementation of this Act;</text>
 </subparagraph><subparagraph commented="no" id="H1F0C11698E7043C99F7ABF438127FF24"><enum>(B)</enum><text>shall establish standards for regional wildlife movement plans to allow for better cross-regional collaboration;</text>
 </subparagraph><subparagraph commented="no" id="H2BC8598874904F23B7EE335C3ECBCE43"><enum>(C)</enum><text>shall, not later than 3 years after the date of enactment of this Act, create a plan, to be known as the <quote>North American Plan for Maintaining Wildlife Movements</quote>—</text>
 <clause commented="no" id="H0085A6996F8A41DFB965DA39D0F75098"><enum>(i)</enum><text>to incorporate the Federal strategy for wildlife movement on land developed under section 6(b) under the jurisdiction of the Secretaries;</text>
 </clause><clause commented="no" id="HDB1300D6AE7846D4BFA31443FD281B56"><enum>(ii)</enum><text>to incorporate regional wildlife movement plans; and</text> </clause><clause commented="no" id="H3050EEC8A95D49DEB9CD48DCE362EFA3"><enum>(iii)</enum><text>to identify connectivity priorities;</text>
 </clause></subparagraph><subparagraph commented="no" id="HDF8D3320B0B04FDDB5BF9611A677B4DF"><enum>(D)</enum><text>shall ensure consistency between National Wildlife Corridors and the North American Plan for Maintaining Wildlife Movements;</text>
 </subparagraph><subparagraph commented="no" id="H1AF5356BAED541BE8CCF89E544F33514"><enum>(E)</enum><text>shall, with respect to the wildlife movements grant program under section 4(d)—</text> <clause commented="no" id="HE723A05A1AB546F2B678F5D37C961F80"><enum>(i)</enum><text>establish criteria and develop guidelines for the solicitation of applications for grants by regional wildlife movement councils;</text>
 </clause><clause commented="no" id="H130A739BB86D4264AC73014BEF6FCDC3"><enum>(ii)</enum><text>develop standardized contracts, reporting requirements, and evaluation metrics for grant recipients; and</text>
 </clause><clause commented="no" id="HFAF26B3916AD4287AC87525512AEE221"><enum>(iii)</enum><text>make recommendations to the Secretary for the selection of grant recipients; and</text> </clause></subparagraph><subparagraph commented="no" id="H5454E5F013A24E8C844CA350EB08FFDF"><enum>(F)</enum><text>may make recommendations to the Secretaries for designating National Wildlife Corridors on Federal land—</text>
 <clause commented="no" id="HCC89FDEA677941B7A9BFCF0C5486FBB1"><enum>(i)</enum><text>based on—</text> <subclause commented="no" id="H55B82E7C21ED405DA77E3B43F01C2F23"><enum>(I)</enum><text>regional wildlife movement plans; and</text>
 </subclause><subclause commented="no" id="HBEE21E1DFE2D48F982D4CCA15D011049"><enum>(II)</enum><text>information from the Database; and</text> </subclause></clause><clause commented="no" id="H3F67D908D377409E90DB5A05A87EF64D"><enum>(ii)</enum><text>that are consistent with the purposes of the Program described in section 4(b).</text>
 </clause></subparagraph></paragraph><paragraph commented="no" id="HEA7A67BBE85643599E1CBB90D9A4C962"><enum>(6)</enum><header>Applicability of FACA</header><text>Except as otherwise provided in this subsection, the Federal Advisory Committee Act (5 U.S.C. App.) shall apply to the National Coordination Committee.</text>
				</paragraph></subsection><subsection commented="no" id="H7E7ECDC466394406832EC36A20C506E3"><enum>(c)</enum><header>Regional wildlife movement councils</header>
 <paragraph commented="no" id="H3C3E0F4BB3D54F808BE4FDA3AA9A319D"><enum>(1)</enum><header>Establishment</header><text>Not later than 18 months after the date of enactment of this Act, the Secretary shall establish not less than 4 regional wildlife movement councils with separate geographic jurisdictions that encompass the entire United States, including territories and freely associated states.</text>
				</paragraph><paragraph commented="no" id="HC980956D2AE8472FBF27380E4EB319EA"><enum>(2)</enum><header>Membership</header>
 <subparagraph commented="no" id="HE9093F633D4D4C3FAF37030F3E9177BC"><enum>(A)</enum><header>In general</header><text>Each regional wildlife movement council shall be composed of—</text> <clause commented="no" id="H2D50EF9A8AB54A35B83057B37A808E19"><enum>(i)</enum><text>the director of each State fish and wildlife agency within the jurisdiction of the regional wildlife movement council (or a designee);</text>
 </clause><clause commented="no" id="H20F625A428524E2687E78948ECC914A0"><enum>(ii)</enum><text>representatives from Tribal governments within the jurisdiction of the regional wildlife movement council;</text>
 </clause><clause commented="no" id="H6C2C181BB3C742C9B5E57ED327E3C918"><enum>(iii)</enum><text>to serve as a Federal agency liaison and nonvoting, ex officio member—</text> <subclause commented="no" id="H3EC74263155343C1A04F35B684344D8C"><enum>(I)</enum><text>the Director of the United States Fish and Wildlife Service (or a designee); or</text>
 </subclause><subclause commented="no" id="H937F37B6F814493DBA92D6494BFE1DF8"><enum>(II)</enum><text>the director of any applicable regional office of the United States Fish and Wildlife Service (or a designee); and</text>
 </subclause></clause><clause commented="no" id="H22D255ADA1B04585916B1B6F3A2A271E"><enum>(iv)</enum><text>not more than 3 representatives of nongovernmental, science, or academic organizations with expertise in native species conservation and the habitat connectivity needs of the region covered by the regional wildlife movement council.</text>
						</clause></subparagraph><subparagraph commented="no" id="HA92A89DEBDE64CA589127C5F87D6B431"><enum>(B)</enum><header>Requirements</header>
 <clause commented="no" id="HA5E9A9BD956F49B99E92B644295E43F7"><enum>(i)</enum><header>Membership</header><text>The Secretary shall ensure that the membership of each regional wildlife movement council is fair and balanced in terms of expertise and perspectives represented.</text>
 </clause><clause commented="no" id="H4AAC6F3FAFB04041804EF4155AFDA1CE"><enum>(ii)</enum><header>Expertise</header><text>Each regional wildlife movement council shall include experts in ecological connectivity, native species ecology, and ecological adaptation.</text>
 </clause></subparagraph><subparagraph commented="no" id="HFA2A063AF20A45E8AD7125D0DCDD3CCC"><enum>(C)</enum><header>Chairperson</header><text>Each regional wildlife movement council shall select a Chairperson and Vice Chairperson from among the members of the regional wildlife movement council.</text>
 </subparagraph></paragraph><paragraph commented="no" id="H26EF013C37C54F3BAC77BCCCB34D4C73"><enum>(3)</enum><header>Duties</header><text>Each regional wildlife movement council shall—</text> <subparagraph commented="no" id="H076E50EA8E7F4087834BC2D58AD7CE47"><enum>(A)</enum><text>not later than 2 years after the date of enactment of this Act and in accordance with any standards established by the National Coordination Committee, prepare and submit to the Secretary and the National Coordination Committee a regional wildlife movement plan that—</text>
 <clause commented="no" id="HC68742B2845C4DE292F419D72797ED5B"><enum>(i)</enum><text>maintains native species movement by identifying—</text> <subclause commented="no" id="H89D3FA1C36594C15B358489C88E8DACA"><enum>(I)</enum><text>priority areas on non-Federal land under the jurisdiction of the regional wildlife movement council where resources are needed to secure biological movements by native species; and</text>
 </subclause><subclause commented="no" id="HD2A52CFE059B4871AFCE501CD1145EC0"><enum>(II)</enum><text>research priorities and data needs for the Database; and</text> </subclause></clause><clause commented="no" id="H6112918D374D42679679BF3ADB4D945D"><enum>(ii)</enum><text>not less frequently than once every 5 years, is revised, amended, or updated, as determined necessary by the regional wildlife movement council;</text>
 </clause></subparagraph><subparagraph commented="no" id="H6A2C37CCAEE54148BF9F3E05DE905EF3"><enum>(B)</enum><text>provide for public engagement, at appropriate times and in appropriate locations in the region covered by the regional wildlife movement council, to allow all interested persons an opportunity to be heard in the development and implementation of a regional wildlife movement plan;</text>
 </subparagraph><subparagraph commented="no" id="H3C1B026170944322A5B040AAF46D6821"><enum>(C)</enum><text>establish criteria for soliciting project proposals to be submitted to the Secretary for a wildlife movements grant under section 4(d) that are consistent with the purposes of the Program described in section 4(b);</text>
 </subparagraph><subparagraph commented="no" id="HDAF33CE4A4F04234980C08F02754C69A"><enum>(D)</enum><text>recommend proposals to the National Coordination Committee for recommendation to the Secretary for priority projects for wildlife movements grants under section 4(d) to maintain wildlife movements in the area under the jurisdiction of the regional wildlife movement council; and</text>
 </subparagraph><subparagraph commented="no" id="H789C34A7D78D40048FD22F748719C32A"><enum>(E)</enum><text>submit to the Secretary and the National Coordination Committee, and make publicly available, an annual report describing the activities of the regional wildlife movement council.</text>
 </subparagraph></paragraph><paragraph commented="no" id="H83137B4004CC483F92522EC5F57EA05F"><enum>(4)</enum><header>Coordination</header><text>If applicable, to increase habitat connectivity between Federal and non-Federal land and water, a regional wildlife movement council shall coordinate with—</text>
 <subparagraph commented="no" id="H3B1E9753EB064F42B3CFC9818D51A0C1"><enum>(A)</enum><text>Federal agencies;</text> </subparagraph><subparagraph commented="no" id="H5F656763719545C588D5D0D38EB001FF"><enum>(B)</enum><text>Indian tribes;</text>
 </subparagraph><subparagraph commented="no" id="H841EDE7063814401ADF5EA5EFC683ED2"><enum>(C)</enum><text>regional fishery management councils established under section 302(a) of the Magnuson-Stevens Fishery Conservation and Management Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1852">16 U.S.C. 1852(a)</external-xref>);</text>
 </subparagraph><subparagraph commented="no" id="H34AFC01AF94049259F8C12C3612211BC"><enum>(D)</enum><text>migratory bird joint ventures partnerships recognized by the United States Fish and Wildlife Service with respect to migratory bird species;</text>
 </subparagraph><subparagraph commented="no" id="H9651CA1E5FAB4D30AA4868673AB1962B"><enum>(E)</enum><text>State fish and wildlife agencies;</text> </subparagraph><subparagraph commented="no" id="HEE9A7FFF227B4483B1E5E10FE4D275F4"><enum>(F)</enum><text>regional associations of fish and wildlife agencies;</text>
 </subparagraph><subparagraph commented="no" id="H823D795ECE584EE48A7CFB696347A84D"><enum>(G)</enum><text>nongovernmental organizations;</text> </subparagraph><subparagraph commented="no" id="H90DA7ECA63E9497BB2A8169DEB498A7D"><enum>(H)</enum><text>the National Coordination Committee;</text>
 </subparagraph><subparagraph commented="no" id="HBE3E79BBD7A44DD8B85CEC8A9A66F3A8"><enum>(I)</enum><text>fish habitat partnerships;</text> </subparagraph><subparagraph commented="no" id="H01DC035337C1400EACC44F22E7A7094F"><enum>(J)</enum><text>other regional wildlife movement councils with respect to crossregional projects;</text>
 </subparagraph><subparagraph commented="no" id="HDF1981DD31AF4A8BB2B7EA16E9AF0D19"><enum>(K)</enum><text>international wildlife management entities with respect to transboundary species; and</text> </subparagraph><subparagraph commented="no" id="HCDE68DD181BE494498E3F6BA2437E127"><enum>(L)</enum><text>Federal and State transportation agencies.</text>
 </subparagraph></paragraph><paragraph commented="no" display-inline="no-display-inline" id="H715E5729A51644598C4CE290C93815CE"><enum>(5)</enum><header display-inline="yes-display-inline">Applicability of FACA</header><text display-inline="yes-display-inline">Except as otherwise provided in this subsection, the Federal Advisory Committee Act (5 U.S.C. App.) shall apply to the regional wildlife movement councils.</text>
				</paragraph></subsection></section><section id="H196C082FABE74386A4144BC3E83924F2"><enum>8.</enum><header>Protection and management of National Wildlife Corridors</header>
 <subsection id="HBFC27B55982F4C91B70D87838AB00B82"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretaries shall, consistent with other applicable land and water management requirements, laws, and regulations, manage each National Wildlife Corridor under the respective administrative jurisdiction of the Secretaries in a manner that contributes to the long-term connectivity, persistence, resilience, and adaptability of native species, including through—</text>
 <paragraph id="H18154799ACE54D96B2C88593806D97DC"><enum>(1)</enum><text>the prevention of habitat loss, degradation, fragmentation, and obstructions within the National Wildlife Corridor;</text>
 </paragraph><paragraph id="H1D123DE5DD4D40D2B082AA9554DE2ECF"><enum>(2)</enum><text>the implementation of strategies and activities that enhance the ability of native species to respond to climate change and other environmental factors;</text>
 </paragraph><paragraph id="H23CD7B0C89934876AA32AF8CE7782B5C"><enum>(3)</enum><text>the maintenance or restoration of the integrity and functionality of the National Wildlife Corridor and associated habitat;</text>
 </paragraph><paragraph id="H63546FBFD73E4FD2B0A67E17680250E9"><enum>(4)</enum><text display-inline="yes-display-inline">the mitigation or removal of human-caused obstructions to native species movement, including—</text> <subparagraph id="H86908FECE6A640ACB12E800AEAB9BDEA"><enum>(A)</enum><text display-inline="yes-display-inline">power lines;</text>
 </subparagraph><subparagraph id="HAA399B2B13194A65B95FDC8D4BB18FA2"><enum>(B)</enum><text display-inline="yes-display-inline">roads;</text> </subparagraph><subparagraph id="H1AD45AC12E874E909AE62E1B0BB12A41"><enum>(C)</enum><text display-inline="yes-display-inline">fences;</text>
 </subparagraph><subparagraph id="HFB57A99A55C241E98C91CC9020A6134E"><enum>(D)</enum><text display-inline="yes-display-inline">dams;</text> </subparagraph><subparagraph id="HC4EDD2FE5EA340E29EB02A5355B667A0"><enum>(E)</enum><text display-inline="yes-display-inline">bridges;</text>
 </subparagraph><subparagraph id="H7AF1E6BEFA0E46D59E944F4ACE49A97D"><enum>(F)</enum><text>railways;</text> </subparagraph><subparagraph id="HCACE2C58B6B541A896D42C9029DA824E"><enum>(G)</enum><text display-inline="yes-display-inline">culverts; and</text>
 </subparagraph><subparagraph id="H90B04EE1CFBA4D6088A0C870CDA082C3"><enum>(H)</enum><text display-inline="yes-display-inline">other hydrological obstructions; and</text> </subparagraph></paragraph><paragraph id="H6EA5AB078EC74787B9185CA3939D16D6"><enum>(5)</enum><text display-inline="yes-display-inline">the use of existing conservation programs under the respective jurisdiction of the Secretaries to contribute to the connectivity, persistence, resilience, and adaptability of native species.</text>
 </paragraph></subsection><subsection id="H22D06C48608C46CEB40870BFF59A04B2"><enum>(b)</enum><header>National Wildlife Corridors spanning multiple jurisdictions</header><text>In the case of a National Wildlife Corridor that spans the administrative jurisdiction of 2 or more of the Secretaries, the relevant Secretaries shall coordinate management of the National Wildlife Corridor in accordance with section 6(c)(1) to advance the purposes of the Program described in section 4(b).</text>
 </subsection><subsection id="HA819B40973004E59A665DCF645B8638B"><enum>(c)</enum><header>Road mitigation</header><text display-inline="yes-display-inline">In the case of a National Wildlife Corridor that intersects, adjoins, or crosses a new or existing Federal, State, Tribal, or local road or highway, the relevant Secretaries shall coordinate with the Secretary of Transportation and State, Tribal, and local transportation agencies, as appropriate, to develop, implement, and fund environmental mitigation measures—</text>
 <paragraph id="H6CCC684E680E45DB957B8AFAEE7651B5"><enum>(1)</enum><text>to improve public safety and reduce vehicle-caused native species mortality while maintaining habitat connectivity; and</text>
 </paragraph><paragraph id="H84279D11C5484D5A8E59D8603C9EC4A0"><enum>(2)</enum><text display-inline="yes-display-inline">to mitigate damage to native species, aquatic species passage, flood resiliency, habitat, and ecosystem connectivity, including through—</text>
 <subparagraph id="H940DB96F607445378BCF2CEF72CD32B7"><enum>(A)</enum><text display-inline="yes-display-inline">the construction, maintenance, or replacement of native species underpasses, overpasses, and culverts; and</text>
 </subparagraph><subparagraph id="H7626A30D7A894EB08E1976323DFFC21B"><enum>(B)</enum><text display-inline="yes-display-inline">the maintenance, replacement, or removal of dams, bridges, culverts, and other hydrological obstructions.</text>
 </subparagraph></paragraph></subsection><subsection id="H5A14D081FA794681BC62F8C20C6D5233"><enum>(d)</enum><header>Working landscapes</header><text>The Secretary of Agriculture—</text> <paragraph id="HE156E674A54E431D9C6656C2B55153D2"><enum>(1)</enum><text>may direct investment in working landscapes through conservation programs under the jurisdiction of the Secretary of Agriculture to support the purposes of the Program described in section 4(b); and</text>
 </paragraph><paragraph id="H1DEA18C700374658AE9058E2B85FB409"><enum>(2)</enum><text>acting through the Chief of the Natural Resources Conservation Service, shall give priority under the conservation programs under the jurisdiction of the Chief, notwithstanding any provision of law with respect to those programs, to non-Federal land and water identified under section 6(h)(2) as supportive of the purposes of a National Wildlife Corridor.</text>
 </paragraph></subsection><subsection id="H60059E123B9646CFBAF65D2349890E8E"><enum>(e)</enum><header>Coordination</header><text>In managing a National Wildlife Corridor, the Secretaries shall, to the maximum extent practicable—</text> <paragraph id="H3FA5F37D4F3144E094FE051DE780730D"><enum>(1)</enum><text>coordinate with other applicable Federal agencies; and</text>
 </paragraph><paragraph id="HEA3745BD432C4217B974624B098F1FD4"><enum>(2)</enum><text>take into consideration any State conservation plans for native species and the habitats of native species, including any—</text>
 <subparagraph id="H095124994AC9497BADE4EE3F9BB0D426"><enum>(A)</enum><text>State comprehensive fish and wildlife conservation strategy;</text> </subparagraph><subparagraph id="H11F6AC10E8FA4492A81C6BD41D5601BE"><enum>(B)</enum><text>State conservation strategy for a species;</text>
 </subparagraph><subparagraph id="HC9419D9B5AFE49AD90EB060CE1AACC59"><enum>(C)</enum><text>Tribal conservation plan;</text> </subparagraph><subparagraph id="H72DD72E4A15A41D39CDBCA182463D5C7"><enum>(D)</enum><text>local government land use and conservation plan;</text>
 </subparagraph><subparagraph id="H61273C9B8F3141C6B7E410DF37D3F347"><enum>(E)</enum><text>nongovernmental conservation plan; and</text> </subparagraph><subparagraph id="H4B361056023145F8831A4145DFCEB7EC"><enum>(F)</enum><text>relevant private land conservation plan.</text>
					</subparagraph></paragraph></subsection></section><section id="HFE373FAAAAE44F62880544660E0D3D63"><enum>9.</enum><header>Wildlife Corridors Stewardship and Protection Fund</header>
 <subsection id="H0F20BC1A5D334468A89C6BDE8CC14C21"><enum>(a)</enum><header>Establishment and contents</header><text>There is established in the Treasury a fund, to be known as the <quote>Wildlife Corridors Stewardship and Protection Fund</quote>, that consists of donations of amounts accepted under subsection (c).</text> </subsection><subsection id="H872F6E9F4B394627A4AA46ED5DC31C1C"><enum>(b)</enum><header>Use</header><text>The Fund—</text>
 <paragraph id="H71E8B331AFD84EE2B68BE20111755BB2"><enum>(1)</enum><text>shall be administered by the National Fish and Wildlife Foundation; and</text> </paragraph><paragraph id="H570390C8E3E34DB2BFB070C319A2B805"><enum>(2)</enum><text display-inline="yes-display-inline">may be used by the National Fish and Wildlife Foundation to enhance the management and protection of National Wildlife Corridors and non-Federal land and water identified under section 6(h)(2)—</text>
 <subparagraph id="HD56F638301DC4BE3B2318BE6045C7614"><enum>(A)</enum><text display-inline="yes-display-inline">to provide financial assistance to the Federal Government, States, Indian tribes, local governments, and nongovernmental, science, and academic organizations; and</text>
 </subparagraph><subparagraph id="HB5B01D3477AC49D6802EAE50EFEEB0CA"><enum>(B)</enum><text display-inline="yes-display-inline">to support the voluntary efforts of private landowners.</text> </subparagraph></paragraph></subsection><subsection id="H0B3458EA519C47768BFEB3C711C11DF6"><enum>(c)</enum><header>Donations</header><text display-inline="yes-display-inline">The National Fish and Wildlife Foundation may accept donations of amounts for deposit into the Fund.</text>
 </subsection><subsection id="H3F5B93EB617C42979A08E2D1F397BA74"><enum>(d)</enum><header>Coordination</header><text>In administering the Fund, the National Fish and Wildlife Foundation may coordinate with regional wildlife movement councils and the National Coordination Committee to the maximum extent practicable.</text>
 </subsection><subsection id="HF560CD1286904659BD953D6193CA3FB3"><enum>(e)</enum><header>Disclosure of use</header><text>Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Secretary shall ensure that the National Fish and Wildlife Foundation makes publicly available a description of usage of the Fund during the preceding calendar year.</text>
			</subsection></section><section id="H44043D34121C487B83649945792C16E7"><enum>10.</enum><header>Protection of Indian tribes</header>
 <subsection id="HE5670EAD298D44189E17935EAB3A2C30"><enum>(a)</enum><header>Federal trust responsibility</header><text>Nothing in this Act amends, alters, or waives the Federal trust responsibility to Indian tribes.</text> </subsection><subsection id="HB6FBD781C27944E8BFCB0DE3487C4616"><enum>(b)</enum><header>Freedom of Information Act</header> <paragraph id="H18E3F65D047F41E89C4080CCC314F583"><enum>(1)</enum><header>Exemption</header><text>Information described in paragraph (2) shall not be subject to disclosure under section 552 of title 5, United States Code (commonly known as the <quote>Freedom of Information Act</quote>), if the head of the agency that receives the information, in consultation with the Secretary and the affected Indian tribe, determines that disclosure may—</text>
 <subparagraph id="H490E7F206B1D44DD9D8B0ABE48C5D7C1"><enum>(A)</enum><text>cause a significant invasion of privacy;</text> </subparagraph><subparagraph id="H41D25170B8FD40578317024765372806"><enum>(B)</enum><text>risk harm to human remains or resources, cultural items, uses, or activities; or</text>
 </subparagraph><subparagraph id="H0876449AB9F54A6A8AB38F2C1FADB543"><enum>(C)</enum><text>impede the use of a traditional religious site by practitioners.</text> </subparagraph></paragraph><paragraph id="HFF176E739D164E0B9C1CE2FBA4D5BAC1"><enum>(2)</enum><header>Information described</header><text>Information referred to in paragraph (1) is information received by a Federal agency—</text>
 <subparagraph id="H68EEBCDFDEE14F1FAA09BF2E6159E7DB"><enum>(A)</enum><text>pursuant to this Act relating to—</text> <clause id="HDEF2BBAFC0E54015949B7FDE4535689F"><enum>(i)</enum><text>the location, character, or ownership of human remains of a person of Indian ancestry; or</text>
 </clause><clause id="H89B18D42D3C04D258F0791272FCC6E54"><enum>(ii)</enum><text>resources, cultural items, uses, or activities identified by an Indian tribe as traditional or cultural because of the long-established significance or ceremonial nature to the Indian tribe; or</text>
 </clause></subparagraph><subparagraph id="HFDC3FBCECB8D425CA182AB693CAC39E4"><enum>(B)</enum><text>pursuant to the Native American Graves Protection and Repatriation Act (<external-xref legal-doc="usc" parsable-cite="usc/25/3001">25 U.S.C. 3001</external-xref> et seq.).</text> </subparagraph></paragraph></subsection></section><section id="H93473EA6660E4932B8278435B9D30FE2"><enum>11.</enum><header>Relationship to other conservation laws</header><text display-inline="no-display-inline">Nothing in this Act amends or otherwise affects any other law (including regulations) relating to the conservation of native species.</text>
 </section><section id="H4325608C62B14CA09CF116219E81EB84"><enum>12.</enum><header>Collaboration</header><text display-inline="no-display-inline">The Secretaries may partner with and provide funds to States, local governments, Indian tribes, the National Coordination Committee, and the regional wildlife movement councils to support the purposes of this Act.</text>
		</section><section id="HE6BE9C5D75BF4AB6A48A95DB7015E47C"><enum>13.</enum><header>Authorization of appropriations</header>
			<subsection id="HC0CDF093BA5C43FF9FB4CA86A515BFB8"><enum>(a)</enum><header>Wildlife movements grant program</header>
 <paragraph id="HAFC2A468286344E4BAF0CB473A92A8B9"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to the Secretary to carry out the grant program under section 4(e) $50,000,000 for fiscal year 2019 and each fiscal year thereafter.</text>
 </paragraph><paragraph id="H6769F2B11E0C40A6AF12EFF9AAEFCAEE"><enum>(2)</enum><header>Requirements</header><text>Amounts appropriated under paragraph (1) may be used to complement or match other Federal or non-Federal funding received by the projects funded by those grants.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HC35C98DAFA5F4387B1F651A56BB44A86"><enum>(3)</enum><header>Administrative support</header><text>Not more than 5 percent of amounts appropriated under paragraph (1) may be used for administrative support.</text>
				</paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HDFC84F0C31A84D8580C9782248F56EBF"><enum>(b)</enum><header>Regional wildlife movement councils</header>
 <paragraph commented="no" display-inline="no-display-inline" id="HAD0753EAF10B4C578B4CA55EE382BA1B"><enum>(1)</enum><header>In general</header><text>There is authorized to be appropriated to the Secretary to provide support for the regional wildlife movement councils to carry out section 7(c) $1,000,000 for fiscal year 2019 and each fiscal year thereafter.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H824E388558BE4123B6F743FD0E83B1FE"><enum>(2)</enum><header>Equal division</header><text>Amounts appropriated under paragraph (1) shall be proportionally divided between each regional wildlife movement council.</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0560253D74274BE48C20FFDC6608695E"><enum>(3)</enum><header display-inline="yes-display-inline">Administrative support</header><text display-inline="yes-display-inline">Not more than 10 percent of amounts appropriated under paragraph (1) may be used for administrative support.</text>
 </paragraph></subsection><subsection id="H6480DE602B654D79B1D27964028E22E9"><enum>(c)</enum><header>National Wildlife Connectivity Database</header><text>There are authorized to be appropriated to the Secretary of the Interior to carry out section 5—</text> <paragraph id="H8458C5E62A2C47FB815852B85EF29CA0"><enum>(1)</enum><text>$3,000,000 for fiscal year 2019; and</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="HFFD685B2565D4BF4940B532C349B895A"><enum>(2)</enum><text>$1,500,000 for fiscal year 2020 and each fiscal year thereafter.</text> </paragraph></subsection><subsection id="HAD08D247D71C41179F938C5069247768"><enum>(d)</enum><header>Designation and Administration of National Wildlife Corridors</header><text display-inline="yes-display-inline">There are authorized to be appropriated to carry out sections 6 and 8 for fiscal year 2019 and each fiscal year thereafter—</text>
 <paragraph id="H20B177E4CFBE436DB5755320D652B3F9"><enum>(1)</enum><text display-inline="yes-display-inline">to the Secretary of the Interior, $7,500,000;</text> </paragraph><paragraph id="HF685A0B646864C34A830307F01345958"><enum>(2)</enum><text>to the Secretary of Agriculture, $3,000,000;</text>
 </paragraph><paragraph id="H1CD8ABDFE59B4679956C5772DC04AE78"><enum>(3)</enum><text>to the Secretary of Defense, $1,500,000;</text> </paragraph><paragraph id="H37976885DB024689A2251E7D0A7F7819"><enum>(4)</enum><text>to the Secretary of Commerce, $3,000,000; and</text>
 </paragraph><paragraph id="H9F52ADA268E84722843713EA763BA0CD"><enum>(5)</enum><text>to the Secretary of Transportation, $3,000,000.</text> </paragraph></subsection></section></legis-body></bill>
