 <section id="H4F0F750BD5214BE5ABA842F315B5310C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>National Guard and Reserve Entrepreneurship Support Act</short-title></quote>.</text> </section><section id="HBAF969FECF644F0AA3178CECCB8DB642"><enum>2.</enum><header>Extension of loan assistance and deferral eligibility to reservists beyond periods of military conflict</header> <subsection id="HBEDD07FF4CC0470DBE4F81E4882734F1"><enum>(a)</enum><header>Small Business Act amendments</header><text display-inline="yes-display-inline">Section 7 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636</external-xref>) is amended—</text>
 <paragraph id="H83949E2EC5F54E45BB46ED28F4B2D753"><enum>(1)</enum><text>in subsection (b)(3)—</text> <subparagraph id="HBDD6FA0FDD904B75B778B9F6A3F07DCF"><enum>(A)</enum><text>in subparagraph (A)—</text>
 <clause id="HC03F88F8511F4CF8A319C60B408907EF"><enum>(i)</enum><text>by striking clause (ii);</text> </clause><clause id="HD74EF07F43FB43A9BB02F9A80AF5FB43"><enum>(ii)</enum><text>by redesignating clause (i) as clause (ii);</text>
 </clause><clause id="HF6093D8E078648E5A5558F72009428C2"><enum>(iii)</enum><text>by inserting before clause (ii), as so redesignated, the following:</text> <quoted-block display-inline="no-display-inline" id="H82707C9B0C084075B3C1765685628982" style="OLC"> <clause id="HE2FEACD491DF43678618724037433722" indent="up1"><enum>(i)</enum><text>the term <term>active service</term> has the meaning given that term in section 101(d)(3) of title 10, United States Code;</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause><clause id="H8104176B9A444E94B997416993844639"><enum>(iv)</enum><text>in clause (ii), as so redesignated, by adding <quote>and</quote> at the end;</text> </clause></subparagraph><subparagraph id="HB318BA4B3FDE42E783176B7C420A04D8"><enum>(B)</enum><text>in subparagraph (B), by striking <quote>being ordered to active military duty during a period of military conflict</quote> and inserting <quote>being ordered to perform active service for a period of more than 30 consecutive days</quote>;</text>
 </subparagraph><subparagraph id="H03474F72A38C4D73B74CE60D9DB4827A"><enum>(C)</enum><text>in subparagraph (C), by striking <quote>active duty</quote> each place it appears and inserting <quote>active service</quote>; and</text> </subparagraph><subparagraph id="HEF8A50B957B641BFB19E92F9EB9CE75D"><enum>(D)</enum><text>in subparagraph (G)(ii)(II), by striking <quote>active duty</quote> and inserting <quote>active service</quote>; and</text>
 </subparagraph></paragraph><paragraph id="H75684107ED7C4F56AC06C4C6CE07D815"><enum>(2)</enum><text>in subsection (n)—</text> <subparagraph id="H5BF650408FBD4A5983A5A42EB22B39E3"><enum>(A)</enum><text>in the subsection heading, by striking <quote><header-in-text level="subsection" style="OLC">Active Duty</header-in-text></quote> and inserting <quote><header-in-text level="subsection" style="OLC">Active Service</header-in-text></quote>;</text>
 </subparagraph><subparagraph id="H00DEA321CAE6496894BD61795E2C051F"><enum>(B)</enum><text>in paragraph (1)—</text> <clause commented="no" display-inline="no-display-inline" id="H96DD6EEBF8024282BDDCBBCC64ECDF4A"><enum>(i)</enum><text display-inline="yes-display-inline">by striking subparagraph (C);</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="H1A7C45ABC4CB46FFB086CDE58F0CAAA2"><enum>(ii)</enum><text display-inline="yes-display-inline">by redesignating subparagraphs (A) and (B) as subparagraphs (B) and (C), respectively;</text> </clause><clause commented="no" display-inline="no-display-inline" id="H84CB489116E742DF9F3476DA0EF9E49A"><enum>(iii)</enum><text>by inserting before subparagraph (B), as so redesignated, the following:</text>

 <subparagraph commented="no" display-inline="no-display-inline" id="HDF53B88E386E4DCDA5056A57CEA50E56"><enum>(A)</enum><header>Active service</header><text display-inline="yes-display-inline">The term <term>active service</term> has the meaning given that term in section 101(d)(3) of title 10, United States Code.</text></subparagraph><after-quoted-block>; </after-quoted-block></quoted-block> </clause><clause commented="no" display-inline="no-display-inline" id="H7A145FE68A664605895F9E6E04BAE58C"><enum>(iv)</enum><text display-inline="yes-display-inline">in subparagraph (B), as so redesignated, by striking <quote>ordered to active duty during a period of military conflict</quote> and inserting <quote>ordered to perform active service for a period of more than 30 consecutive days</quote>; and</text>
 </clause><clause commented="no" display-inline="no-display-inline" id="HB72A32D1873C4E3B8C15C53A6AF442B3"><enum>(v)</enum><text>in subparagraph (D), by striking <quote>active duty</quote> each place it appears and inserting <quote>active service</quote>; and</text> </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H59173CBC60264152B04FA5E70ED6C945"><enum>(C)</enum><text>in paragraph (2)(B), by striking <quote>active duty</quote> each place it appears and inserting <quote>active service</quote>.</text>
 </subparagraph></paragraph></subsection><subsection id="H25BFFED7379240ABA38A4F467C1756B5"><enum>(b)</enum><header>Applicability</header><text>The amendments made by subsection (a)(1) shall apply to an economic injury suffered or likely to be suffered as the result of an essential employee being ordered to perform active service (as defined in section 101(d)(3) of title 10, United States Code) for a period of more than 30 consecutive days who is discharged or released from such active service on or after the date of enactment of this Act.</text>
 </subsection><subsection id="H6D84FDA558A64A86BBC7E91F28EEBA84"><enum>(c)</enum><header>Semiannual report</header><text>Not later than 180 days after the date of enactment of this Act, and semiannually thereafter, the President shall submit to the Committee on Small Business and Entrepreneurship and the Committee on Appropriations of the Senate and the Committee on Small Business and the Committee on Appropriations of the House of Representatives a report on the number of loans made under the Military Reservist Economic Injury Disaster Loan program and the dollar volume of those loans. The report shall contain the subsidy rate of the disaster loan program as authorized under section 7(b) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/636">15 U.S.C. 636(b)</external-xref>) with the loans made under the Military Reservist Economic Injury Disaster Loan program and without those loans included.</text>
 </subsection><subsection id="H23B68E9B8F854CE9B89617116EC911B1"><enum>(d)</enum><header>Technical and conforming amendment</header><text>Section 8(l) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(l)</external-xref>) is amended—</text> <paragraph id="H29D8A86DCA7849519173B232B0638DD3"><enum>(1)</enum><text>by striking <quote>The Administration</quote> and inserting the following:</text>

 <paragraph id="H23646A3B5A704EB9AB31EDFCBD43F846"><enum>(1)</enum><header>In general</header><text>The Administration</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block> </paragraph><paragraph id="H1C4702BCA4EE48FAAEFBC10E883CB03C"><enum>(2)</enum><text>by striking <quote>(as defined in section 7(n)(1))</quote>; and</text>
 </paragraph><paragraph id="H639E538927664BC79E6D8D1222BF147C"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H47AC7395035F4836A9CBF4F6FC5C76FE" style="OLC"> <paragraph commented="no" display-inline="no-display-inline" id="HB29CAD63DEF3426E8FE4B9794BD19BE5"><enum>(2)</enum><header display-inline="yes-display-inline">Definition of period of military conflict</header><text display-inline="yes-display-inline">In this subsection, the term <term>period of military conflict</term> means—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="HB83724A3E0E7487EB2E85A61D645B0F4"><enum>(A)</enum><text>a period of war declared by the Congress;</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H103134D39E334A1BBD6AC1DD279CBA70"><enum>(B)</enum><text>a period of national emergency declared by the Congress or by the President; or</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H3E4B93EF8C5849FD871B8E757CA47BBE"><enum>(C)</enum><text>a period of a contingency operation, as defined in section 101(a) of title 10, United States Code.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection></section><section id="HF9969B85F95E436EB30272E79029250D"><enum>3.</enum><header>National Guard and Reserve Deployment Support and Business Training Program</header> <subsection id="H17631641423B4E438CCC88323A51897F"><enum>(a)</enum><header>Expansion of Small Business Administration outreach programs</header><text>Section 8(b)(17) of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/637">15 U.S.C. 637(b)(17)</external-xref>) is amended by striking <quote>and members of a reserve component of the Armed Forces</quote> and inserting <quote>members of a reserve component of the Armed Forces, and the spouses of veterans and members of a reserve component of the Armed Forces</quote>.</text>
 </subsection><subsection id="HDBDA43FD6418469F9EBC888D9A069AA8"><enum>(b)</enum><header>Establishment of program</header><text>Section 32 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/657b">15 U.S.C. 657b</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block act-name="" display-inline="no-display-inline" id="HD05B2722CDDE46F7BA68E2DC5375C893" style="OLC">
					<subsection id="H350DF3D311394C028A442A89BCEE176D"><enum>(g)</enum><header>National Guard and Reserve Deployment Support and Business Training</header>
 <paragraph id="H31BB30C360464B89ABAE33A19AA4206B"><enum>(1)</enum><header>In general</header><text>In making grants carried out under section 8(b)(17), the Associate Administrator shall establish a program, to be known as the <quote>National Guard and Reserve Deployment Support and Business Training Program</quote>, to provide training, counseling and other assistance to support members of a reserve component of the Armed Forces and their spouses.</text>
 </paragraph><paragraph id="H0FDBCE293385492585DA25DC43B7A085"><enum>(2)</enum><header>Authorities</header><text>In carrying out this subsection, the Associate Administrator may—</text> <subparagraph id="H0B1CCE5CE1F742FFB83E20C2514FAAAE"><enum>(A)</enum><text>modify programs and resources made available through section 8(b)(17) to provide pre-deployment and other information specific to members of a reserve component of the Armed Forces and their spouses;</text>
 </subparagraph><subparagraph id="H9B1F1CBC95D24953ADE963EEB6202EAE"><enum>(B)</enum><text>collaborate with the Chief of the National Guard Bureau or the Chief's designee, State Adjutant Generals or their designees, and other public and private partners; and</text>
 </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H899F58227D6141B497D1AAF78593FCF2"><enum>(C)</enum><text>provide training, information, and other resources to the Chief of the National Guard Bureau or the Chief's designee and State Adjutant Generals or their designees for the purpose of supporting members of a reserve component of the Armed Forces and the spouses of veterans and members of a reserve component of the Armed Forces.</text></subparagraph></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
