			 authority over non-Federal property in the District of Columbia, and for

 <section id="H71D53912349648C1A505B9A33A266692" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Commission of Fine Arts District of Columbia Home Rule Act</short-title></quote>.</text> </section><section id="HF0E631D03FF5463EAA179611F224E380"><enum>2.</enum><header>Prohibiting Commission of Fine Arts from exercising authority over non-Federal property in the District of Columbia</header> <subsection id="H7808A612444E4845A946E0A8F224A2A1"><enum>(a)</enum><header>Limiting authority over location of statues, fountains, and monuments</header><text display-inline="yes-display-inline">Section 9102(a)(1) of title 40, United States Code, is amended by striking <quote>District of Columbia</quote> and inserting <quote>District of Columbia which are owned by the Federal Government</quote>.</text>
 </subsection><subsection id="HCA79526AA7734D6FA458720E1F433A99"><enum>(b)</enum><header>Clarification of limitations on authority</header><text>Section 9102(c) of such title is amended to read as follows:</text> <quoted-block display-inline="no-display-inline" id="HF2DE5B458A9F45BFBB7328E64EFFD3E8" style="USC"> <subsection id="H5A1995175A744F5EAB770DC6D6547224"><enum>(c)</enum><header>Nonapplication</header><text display-inline="yes-display-inline">The authority of the Commission under this section does not apply to any of the following:</text>
 <paragraph id="H6468E10EC92C44BD9CDE0D72BD3E2A8A"><enum>(1)</enum><text>The United States Capitol.</text> </paragraph><paragraph id="H58B91A8BEAC04FAFADCF82F293A0A1E1"><enum>(2)</enum><text>Any building of the Library of Congress.</text>
 </paragraph><paragraph id="H60293B77D9624C4CA2D294340DBE0944"><enum>(3)</enum><text>Any building, property, or project which is owned by the District of Columbia.</text> </paragraph><paragraph id="H14AAE99F803441498021EE2C10FF21EC"><enum>(4)</enum><text>Any private building, property, or project.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
