			 pending a determination by the Secretary of State regarding the status of
			 Jamal Khashoggi, and for other purposes.</official-title></form>
	<legis-body id="HFC74C42BF6FD4F4BBBC4B0FEAFC0B4E7" style="OLC">
		<section id="HF0772E83D97C4E20AE6AE89B8147853D" section-type="section-one"><enum>1.</enum><header>Prohibition on security assistance</header>
 <subsection id="H9253B6B4E6B1437986F515E1AC2E7E25"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">For the period beginning on the date of the enactment of this Act and ending on the date described in <internal-xref idref="H34AE369676D14CAB91E986B088579A2A" legis-path="3.">section 3</internal-xref> the Secretary of Defense may not—</text>
 <paragraph id="HBD3174D925BD4E8D885EAFB1D7D1C25A"><enum>(1)</enum><text>provide any United States assistance, including security assistance, intelligence, training, equipment, or services relating to maintenance, testing, or technical data, to—</text>
 <subparagraph id="HA8033E8777D841FA84A5463BE99BB6C1"><enum>(A)</enum><text>the Government of Saudi Arabia, including the Ministries of Defense, Interior, and Intelligence; or</text> </subparagraph><subparagraph id="H96CDF7992FCC49B4BD0907A9939C0CFE"><enum>(B)</enum><text>any agent or instrumentality of such Government; or</text>
 </subparagraph></paragraph><paragraph id="H3B175B1AF39E4F1588EFD80410D37AAD"><enum>(2)</enum><text>engage in any defense cooperation with such Government, Ministries, agents, or instrumentalities.</text> </paragraph></subsection><subsection id="HBA542B0683DA46EE9D79009FDC557559"><enum>(b)</enum><header>Exception for the protection of United States personnel and citizens</header><text>The prohibition under <internal-xref idref="H9253B6B4E6B1437986F515E1AC2E7E25" legis-path="1.(a)">subsection (a)</internal-xref> shall not apply with respect to activities of the Department of Defense relating to the protection of United States diplomatic and consular posts or personnel or to the evacuation of United States citizens.</text>
			</subsection></section><section id="H46FC78B5BECE4797B47A949551816CC0"><enum>2.</enum><header>Prohibition on arms sales</header>
 <text display-inline="no-display-inline">For the period beginning on the date of the enactment of this Act and ending on the date described in <internal-xref idref="H34AE369676D14CAB91E986B088579A2A" legis-path="3.">section 3</internal-xref>, no defense article, defense service, or design and construction service, as such terms are defined for purposes of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751</external-xref> et seq.), may be sold or otherwise made available to the Government of Saudi Arabia or to any agents or instrumentalities of such Government.</text>
 </section><section id="H34AE369676D14CAB91E986B088579A2A"><enum>3.</enum><header>Determination and certification by Secretary of State</header><text display-inline="no-display-inline">The date described in this section is the date on which the Secretary of State, in consultation with the Secretary of Defense, determines and certifies to the appropriate congressional committees that—</text>
 <paragraph id="H5BACC94E15FA49D992ACE54791FD79C3"><enum>(1)</enum><text>the Government of Saudi Arabia did not order or direct the disappearance, imprisonment, or death of Jamal Khashoggi; and</text>
 </paragraph><paragraph id="H772EA86F684A4C87B4EE5064307E6133"><enum>(2)</enum><text>no agent or instrumentality of the Government of Saudi Arabia ordered, directed, or was in any other way responsible for such disappearance, imprisonment, or death.</text>
			</paragraph></section><section id="HB425670BADCE4966BC86F86B30903252"><enum>4.</enum><header>Report on status of Jamal Khashoggi</header>
 <subsection id="HD29216CF2F754590836BC0896E019500"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report on the status of Jamal Khashoggi, the progress and findings of the United States investigation into his disappearance and its aftermath, and the role of the Government of Saudi Arabia and its agents and instrumentalities in such status, disappearance, and aftermath.</text>
 </subsection><subsection id="HC2D44A2CC51A4620AB430596308C5FA8"><enum>(b)</enum><header>Form</header><text>The report required by <internal-xref idref="HD29216CF2F754590836BC0896E019500" legis-path="4.(a)">subsection (a)</internal-xref> shall be submitted in unclassified form but may contain a classified annex.</text> </subsection></section><section id="H4936398D594D4976AD25E7E5012A7BC6"><enum>5.</enum><header>Appropriate congressional committees defined</header><text display-inline="no-display-inline">In this Act, the term <term>appropriate congressional committees</term> means—</text>
 <paragraph id="H0A6A664C51EA4D84AB2921B4FB8C8084"><enum>(1)</enum><text>the Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives; and</text>
 </paragraph><paragraph id="H6083EDFDEE5447E9ADCA471165D31211"><enum>(2)</enum><text>the Committee on Armed Services and the Committee on Foreign Relations of the Senate.</text> </paragraph></section></legis-body></bill>
