 <section id="H6CA0ADA7860744A3942BA8EF8FBC36DA" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Combustion Avoidance along Rural Roads Act</short-title></quote> or the <quote><short-title>CARR Act</short-title></quote>.</text> </section><section id="H71DA2538E8F948C3A247D2BFCA6A398A"><enum>2.</enum><header>Exemption of certain wildfire mitigation activities from certain environmental requirements</header> <subsection id="HD3542ECBFB1A4095A6B1F311E6BB3B91"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Wildfire mitigation activities of the Secretary of the Interior and the Secretary of Agriculture may be carried out without regard to the provisions of law specified in subsection (b).</text>
 </subsection><subsection id="HBDA74940FA1C43BAA7A62B7B7A937ECF"><enum>(b)</enum><header>Provisions of law specified</header><text>The provisions of law specified in this section are all Federal, State, or other laws, regulations, and legal requirements of, deriving from, or related to the subject of, the following laws:</text>
 <paragraph id="H25F9329612E741F0B7BC690E42924832"><enum>(1)</enum><text display-inline="yes-display-inline">Section 102(2)(C) of the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4332">42 U.S.C. 4332(2)(C)</external-xref>).</text> </paragraph><paragraph id="HD491F2AAB2184287BE9F68EE95111A56"><enum>(2)</enum><text>The Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1531">16 U.S.C. 1531</external-xref> et seq.).</text>
 </paragraph></subsection><subsection id="HBDA13A875826496B998A4B08D06D1D06"><enum>(c)</enum><header>Wildfire mitigation activity</header><text display-inline="yes-display-inline">For purposes of this section, the term <quote>wildfire mitigation activity</quote>—</text> <paragraph id="H300AAA96F60F4AD987D5901F7E6B8873"><enum>(1)</enum><text display-inline="yes-display-inline">is an activity conducted on Federal land that is—</text>
 <subparagraph display-inline="no-display-inline" id="H18271385EF5C43109C6C8D87BA0DE2E4"><enum>(A)</enum><text>under the administration of the Director of the National Park System, the Director of the Bureau of Land Management, or the Chief of the Forest Service; and</text>
 </subparagraph><subparagraph id="H04B9731081874AD5BA306607BE8FCB62"><enum>(B)</enum><text display-inline="yes-display-inline">within 500 feet of any permanent or temporary road, as measured from the center of such road; and</text> </subparagraph></paragraph><paragraph id="H900BE244B03B458EAFA8D044C4B8B859"><enum>(2)</enum><text>includes forest thinning, hazardous fuel reduction, prescribed burning, and vegetation management.</text>
