			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To amend the Energy Policy and Conservation Act to establish the CHP Technical Assistance
			 Partnership Program, and for other purposes.</official-title></form>
	<legis-body id="HA4E0F2B5103A40328914F9E9133B54E8" style="OLC">
 <section id="HF0E5D1E7D0144E0B9C503EB6EA46E9E4" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>CHP Support Act</short-title></quote>.</text> </section><section id="H4E5F59844DE842F59DAA84EA562F9C63"><enum>2.</enum><header>CHP Technical Assistance Partnership Program</header><text display-inline="no-display-inline">Section 375 of the Energy Policy and Conservation Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6345">42 U.S.C. 6345</external-xref>) is amended to read as follows:</text>

				<section id="HA1F38305C849403E9ADAEFBFB9D1A696"><enum>375.</enum><header>CHP Technical Assistance Partnership Program</header>
					<subsection id="H83B4FC653356417E8658B98EDA5A0B45"><enum>(a)</enum><header>Renaming</header>
 <paragraph id="H2A661467DCF447E3AF7BEC91621EDEAE"><enum>(1)</enum><header>In general</header><text>The Clean Energy Application Centers of the Department of Energy are redesignated as the CHP Technical Assistance Partnership Program (referred to in this section as the <quote>Program</quote>).</text>
 </paragraph><paragraph id="H9A1392E540D54F26B373F97B368A3C23"><enum>(2)</enum><header>Program description</header><text>The Program shall consist of—</text> <subparagraph id="HBDB3F9010D5D4CACA27855A7EA5865AC"><enum>(A)</enum><text>the 10 regional CHP Technical Assistance Partnerships in existence on the date of enactment of the <short-title>CHP Support Act</short-title>;</text>
 </subparagraph><subparagraph id="H3F5898E910C94B52A9C0CB65EDE8C8D2"><enum>(B)</enum><text>such other regional CHP Technical Assistance Partnerships as the Secretary may establish; and</text> </subparagraph><subparagraph id="H72741500CCC3493D935A54241D0FE6BA"><enum>(C)</enum><text>any supporting technical activities under the Technical Partnership Program of the Advanced Manufacturing Office.</text>
 </subparagraph></paragraph><paragraph id="H000E5BEF88784494B8C981851CFA5B29"><enum>(3)</enum><header>References</header><text>Any reference in any law, rule, regulation, or publication to a Combined Heat and Power Application Center or a Clean Energy Application Center shall be deemed to be a reference to the Program.</text>
						</paragraph></subsection><subsection id="HF8B9919B09B94494A975E72AC33C84A1"><enum>(b)</enum><header>CHP Technical Assistance Partnership Program</header>
 <paragraph id="H341D30A5224E4BC4BD74027F9B584C42"><enum>(1)</enum><header>In general</header><text>The Program shall—</text> <subparagraph id="H001EF126B49A4932BEFF292F5B908FC9"><enum>(A)</enum><text>operate programs to encourage deployment of combined heat and power (referred to in this subsection as <quote>CHP</quote>) technologies by providing education and outreach to—</text>
 <clause id="H10EF7F4A4E4245C0BEAE336A301911BF"><enum>(i)</enum><text>building, industrial, and electric and natural gas utility professionals;</text> </clause><clause id="H7A3AA510DA2C4527821538C9CA14BE94"><enum>(ii)</enum><text>State and local policymakers; and</text>
 </clause><clause id="HBE64744A7EB04CFEA6027CC610594E47"><enum>(iii)</enum><text>other individuals and organizations with an interest in efficient energy use, local or opportunity fuel use, resiliency, or energy security, microgrids, and district energy; and</text>
 </clause></subparagraph><subparagraph id="H48D7175A38304AA190527DA9345B4E11"><enum>(B)</enum><text>provide project specific support to building and industrial professionals through economic and engineering assessments and advisory activities.</text>
							</subparagraph></paragraph><paragraph id="H9054CF480FC64626933AEEC0A4046E3A"><enum>(2)</enum><header>Funding for certain activities</header>
 <subparagraph id="HBC0A1727B57545CE8CB4C13E4D35E70F"><enum>(A)</enum><header>In general</header><text>The Program shall make funds available to institutions of higher education, research centers, and other appropriate institutions to ensure the continued operations and effectiveness of the regional CHP Technical Assistance Partnerships.</text>
 </subparagraph><subparagraph id="H9106C820077B49F4AD9D3622C387B260"><enum>(B)</enum><header>Use of funds</header><text>Funds made available under subparagraph (A) may be used—</text> <clause id="H07708CF5183C48B6AF05DEEF8FEBC216"><enum>(i)</enum><text>to research, develop, and distribute informational materials relevant to manufacturers, commercial buildings, institutional facilities, and Federal sites, including continued support of the mission goals of the Department of Defense, on CHP and microgrid technologies, including continuation and updating of—</text>
 <subclause id="H2382DD5DBD99424590CD5DFEB7F4C71B"><enum>(I)</enum><text>the CHP Technical Assistance Partnerships installation database;</text> </subclause><subclause id="HBA4807AFFD9C4D69A610C0E4EC9CF615"><enum>(II)</enum><text>CHP technology potential analyses;</text>
 </subclause><subclause id="H2376CCC7B80143C7BB28D2E6B15B7F57"><enum>(III)</enum><text>State CHP resource pages; and</text> </subclause><subclause id="H8E122F833DB848B180DEE9254F3106AC"><enum>(IV)</enum><text>CHP Technical Assistance Partnerships websites;</text>
 </subclause></clause><clause id="H9257D871891D479789831A085AE6D52B"><enum>(ii)</enum><text>to research, develop, and conduct target market workshops, reports, seminars, internet programs, CHP resiliency resources, and other activities to provide education to end users, regulators, and stakeholders in a manner that leads to the deployment of CHP technologies;</text>
 </clause><clause id="HE93F2927613D43DE997ADAE3B3BDB380"><enum>(iii)</enum><text>to provide or coordinate onsite assessments for sites and enterprises that may consider deployment of CHP technology;</text>
 </clause><clause id="H00FD432D936744B59865DE5D9B5BB695"><enum>(iv)</enum><text>to perform market research to identify high profile candidates for deployment of CHP technologies, hybrid renewable-CHP technologies, microgrids, and clean energy;</text>
 </clause><clause id="H19539CB2ABC144B4A3A647C119DB943E"><enum>(v)</enum><text>to provide nonbiased engineering support to sites considering deployment of CHP technologies;</text> </clause><clause id="HEF8495560AA5407F80E73FCE0C5E1459"><enum>(vi)</enum><text>to assist organizations developing clean energy technologies and policies in overcoming barriers to deployment; and</text>
 </clause><clause id="HA462306E06D74787B1B356503FE8BB07"><enum>(vii)</enum><text>to assist companies and organizations with field validation and performance evaluations of CHP and other clean energy technologies implemented.</text>
 </clause></subparagraph><subparagraph id="H2F14B6C85E7C4478A34BF7B5EC5B31CE"><enum>(C)</enum><header>Duration</header><text>The Program shall make funds available under subparagraph (A) for a period of 5 years.</text> </subparagraph></paragraph></subsection><subsection id="H481072FABEFD49509EC55BDE3D5508FA"><enum>(c)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated to carry out this section $12,000,000 for each of fiscal years 2018 through 2022.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
