			 Fraud and Abuse Prevention Act with respect to certain common carriers,

 <section id="H9C5185121A08439AA399A3EB7F3BB9F9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Creating Enforcement Authority to Stop Enablers of Robocalls Act</short-title></quote> or the <quote><short-title>CEASE Robocalls Act</short-title></quote>.</text> </section><section id="HC4592E6A4682412DB07CE00D193F9240"><enum>2.</enum><header>Authority of FTC to implement and enforce Telemarketing and Consumer Fraud and Abuse Prevention Act</header> <subsection id="H64CF1F67D57640C3BDF03D4A42C2E831"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any limitation in section 6 of the Telemarketing and Consumer Fraud and Abuse Prevention Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6105">15 U.S.C. 6105</external-xref>), the exceptions to the powers of the Commission under the Federal Trade Commission Act (<external-xref legal-doc="usc" parsable-cite="usc/15/41">15 U.S.C. 41</external-xref> et seq.) relating to common carriers shall not apply to implementation or enforcement by the Commission, with respect to common carriers subject to the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/151">47 U.S.C. 151</external-xref> et seq.) and all Acts amendatory thereof and supplementary thereto, of the Telemarketing and Consumer Fraud and Abuse Prevention Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6101">15 U.S.C. 6101</external-xref> et seq.), the Telemarketing Sales Rule (16 C.F.R. part 310), or any other regulation issued by the Commission under section 3 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/15/6102">15 U.S.C. 6102</external-xref>).</text>
 </subsection><subsection id="HE410F6E7EAD2446C9A0A25E12DFF0458"><enum>(b)</enum><header>Commission defined</header><text>In this section, the term <quote>Commission</quote> means the Federal Trade Commission.</text> </subsection></section></legis-body></bill>
