			 security efforts, and for other purposes.</official-title></form>
	<legis-body id="H6AC7575E63FB4FC0AA9850C7F703FE34" style="OLC">
 <section id="H34F3B6C5153E4E2BB9EDD34DB18D48FC" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>School Security is Homeland Security Grant Act of 2018</short-title></quote>.</text> </section><section id="H7678512209724B40AF32CF585F304385"><enum>2.</enum><header>School security grant activities</header><text display-inline="no-display-inline">The Homeland Security Act of 2002 is amended—</text>
 <paragraph id="H00CC935CA49F48C79E414EC777B398AA"><enum>(1)</enum><text>in section 2001 (<external-xref legal-doc="usc" parsable-cite="usc/6/601">6 U.S.C. 601</external-xref>)—</text> <subparagraph id="H730EF394273848AEB51937B4AAAB5757"><enum>(A)</enum><text>by redesignating paragraphs (5) through (14) as paragraphs (7) through (16), respectively; and</text>
 </subparagraph><subparagraph id="HE5F462C0D36B4698A3984C260896C0A9"><enum>(B)</enum><text>by inserting after paragraph (4) the following new paragraphs:</text> <quoted-block display-inline="no-display-inline" id="H3CA395E184C44D56A5BDD341D6097B25" style="OLC"> <paragraph commented="no" id="H7560BB0DEC7D40BA8B49E4B1A1D8F4B9"><enum>(5)</enum><header>Early childhood education program</header><text>The term <quote>early childhood education program</quote> means—</text>
 <subparagraph commented="no" id="H7CA29612A0EA4FB8B366698977DD0CCF"><enum>(A)</enum><text>a Head Start program or an Early Head Start program carried out under the Head Start Act (<external-xref legal-doc="usc" parsable-cite="usc/42/9831">42 U.S.C. 9831</external-xref> et seq.), including a migrant or seasonal Head Start program or an Indian Head Start program; or</text>
 </subparagraph><subparagraph commented="no" id="HE8EB184BD68B4A0DA29CE994290E3E72"><enum>(B)</enum><text>a State prekindergarten program or a program authorized under section 619 or part C of the Individuals with Disabilities Education Act (<external-xref legal-doc="usc" parsable-cite="usc/20/1419">20 U.S.C. 1419</external-xref> and <external-xref legal-doc="usc" parsable-cite="usc/20/1431">20 U.S.C. 1431</external-xref> et seq.), that serves children from birth through age six and that addresses the children’s cognitive (including language, early literacy, and pre-numeracy), social, emotional, and physical development.</text>
 </subparagraph></paragraph><paragraph id="H59861FAC878F4A068CEE3F23CFFA325E"><enum>(6)</enum><header>Elementary school, high school, secondary school</header><text>The terms <quote>elementary school</quote>, <quote>high school</quote>, and <quote>secondary school</quote> have the meanings given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>).</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H5E398E0F701441098BD59A7611F451FF"><enum>(2)</enum><text>in section 2003(e) (<external-xref legal-doc="usc" parsable-cite="usc/6/604">6 U.S.C. 604(e)</external-xref>)—</text> <subparagraph commented="no" id="H6CD2EE7C214440738EAC6EDBF3208E4E"><enum>(A)</enum><text>by striking paragraphs (1) through (6); and</text>
 </subparagraph><subparagraph commented="no" id="H6C1CD7942A67402287A3EAE70F9BCD1C"><enum>(B)</enum><text>by striking <quote>—</quote> and inserting <quote>$900,000,000 for each of fiscal years 2019 through 2023, of which not less than five percent for each of such fiscal years shall only be for grants relating to securing early childhood education programs, elementary schools, high schools, and secondary schools.</quote>;</text>
 </subparagraph></paragraph><paragraph id="H6D0B3442E9694BB7ABBCB9889EA6C9F5"><enum>(3)</enum><text>in section 2004(f) (<external-xref legal-doc="usc" parsable-cite="usc/6/605">6 U.S.C. 605(f)</external-xref>)—</text> <subparagraph commented="no" id="H623364EE2241443FBF4E301BE2B38E77"><enum>(A)</enum><text>by striking paragraphs (1) and (2); and</text>
 </subparagraph><subparagraph commented="no" id="HF6BEF416A4904DF6BD369AC81EB96C28"><enum>(B)</enum><text display-inline="yes-display-inline">by striking <quote>—</quote> and inserting <quote>$900,000,000 for each of fiscal years 2019 through 2023, of which not less than five percent for each of such fiscal years shall only be for grants relating to securing early childhood education programs, elementary schools, high schools, and secondary schools.</quote>; and</text>
 </subparagraph></paragraph><paragraph id="H0B0936075C104F5B8621AEB64FC73AF0"><enum>(4)</enum><text>in section 2008 (<external-xref legal-doc="usc" parsable-cite="usc/6/609">6 U.S.C. 609</external-xref>)—</text> <subparagraph id="H906AB3EA2E724869937B6FCF5516F256"><enum>(A)</enum><text display-inline="yes-display-inline">in subsection (a)(8), by inserting before the semicolon at the end the following: <quote>, including securing early childhood education programs, elementary schools, high schools, and secondary schools</quote>;</text>
 </subparagraph><subparagraph id="HE15CEC1AA2D443CDA0CAA86973E7C6DF"><enum>(B)</enum><text>in subsection (b), by adding at the end the following new paragraph:</text> <quoted-block display-inline="no-display-inline" id="H5821D2DEB1424C9F824DD0CCF7053C0E" style="OLC"> <paragraph id="H1D09D76DC6964A2FB94BBFEF661D572A"><enum>(6)</enum><header>Firearms</header><text display-inline="yes-display-inline">A grant awarded under section 2003 or 2004 may not be used to purchase firearms or firearm accessories, such as ammunition, including for use by teachers.</text></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H9AAEFC8398014FF3B7ACCEF2EE54A47C"><enum>(C)</enum><text>by adding at the end the following new subsection:</text> <quoted-block display-inline="no-display-inline" id="H82DF0D677CF64A189FB330175FC11909" style="OLC"> <subsection id="H45AEDB44E9CE43988058FBFDA84DA1B8"><enum>(g)</enum><header>School preparedness activities</header><text display-inline="yes-display-inline">Grants awarded under section 2003 or 2004 relating to securing early childhood education programs, elementary schools, high schools, or secondary schools may be used for the following activities:</text>
 <paragraph id="H39D4178924D44037AEDB72DF8C1F770D"><enum>(1)</enum><text display-inline="yes-display-inline">Target hardening and other enhancements of the physical security of such programs and schools, including through the acquisition of electronic or non-electronic security technology.</text>
 </paragraph><paragraph id="H2545B261ECE949FF86BA693442C2617F"><enum>(2)</enum><text display-inline="yes-display-inline">Security planning, exercises, and training.</text> </paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block> </subparagraph></paragraph></section></legis-body></bill>
