			 universities and other minority-serving institutions.</official-title></form>
	<legis-body id="H07D7BFD2D4744E268F3BA10D8D7A720F" style="OLC">
 <section id="H83E865AAF622449284132C7604262549" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Strengthening Minority-Serving Institutions Act of 2018</short-title></quote>.</text> </section><section id="HA84B7962D58548A498905288EFEB0303"><enum>2.</enum><header>Strengthening historically black colleges and universities and other minority-serving institutions</header><text display-inline="no-display-inline">Section 371(b) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q(b)</external-xref>) is amended—</text>
 <paragraph id="H46F72826A36F47FD86BE7921EAD7123F"><enum>(1)</enum><text>in paragraph (1)(A)—</text> <subparagraph id="H3D207C9214584B5DB58867A28B4065CD"><enum>(A)</enum><text>in the first sentence, by striking <quote>appropriated,</quote> and all that follows through <quote>2019</quote> and inserting <quote>appropriated, $300,000,000 for fiscal year 2019 and each succeeding fiscal year</quote>; and</text>
 </subparagraph><subparagraph id="HC12AFB5844CA4A6D9C802EB423A25865"><enum>(B)</enum><text>by striking the second sentence; and</text> </subparagraph></paragraph><paragraph id="HE3A62333B973492B8E64761E0C135869"><enum>(2)</enum><text>in paragraph (2)—</text>
 <subparagraph id="HBFE31F647A7C480AB512D37726898952"><enum>(A)</enum><text>in subparagraph (A)—</text> <clause id="H5AC219CBFE3C46C48C0A225B0DA87AE2"><enum>(i)</enum><text>in clause (i), by striking <quote>$100,000,000</quote> and inserting <quote>$117,500,000</quote>;</text>
 </clause><clause id="HE84EB742999F446AB3D1F575D00ED1DA"><enum>(ii)</enum><text>in clause (ii)—</text> <subclause id="H5996CC0460D24F1495C10BF0A5BC84B4"><enum>(I)</enum><text>by striking <quote>$100,000,000</quote> and inserting <quote>$99,875,000</quote>; and</text>
 </subclause><subclause id="HA0040704804C491090CA776332A00BB3"><enum>(II)</enum><text>by striking <quote>and</quote> after the semicolon;</text> </subclause></clause><clause id="H1BDB711BD01F45E5A0F67203BC983AD5"><enum>(iii)</enum><text>by redesignating clause (iii) as clause (iv);</text>
 </clause><clause id="HEEBD51D659054399B8960C41AC6DB9A9"><enum>(iv)</enum><text>by inserting after clause (ii) the following:</text> <quoted-block display-inline="no-display-inline" id="HF8F4A3F99FB2491BB33D8EF5BACC06D8" style="OLC"> <clause id="HFCC8C3FD42EC4E698CB9B132EDCE834B"><enum>(iii)</enum><text>$17,625,000 shall be available for allocation under subparagraph (D); and</text></clause><after-quoted-block>; and</after-quoted-block></quoted-block>
 </clause><clause id="HCDBAA6A04825477281534F955C99F8E3"><enum>(v)</enum><text>in clause (iv), as redesignated by clause (iii)—</text> <subclause id="HBF230E90C7414C1CA79CFEBED09336FE"><enum>(I)</enum><text>by striking <quote>$55,000,000</quote> and inserting <quote>$65,000,000</quote>; and</text>
 </subclause><subclause id="H5236649DD69148E8B949F539FE0CA70D"><enum>(II)</enum><text>by striking <quote>(D)</quote> and inserting <quote>(E)</quote>;</text> </subclause></clause></subparagraph><subparagraph id="H5840087188A945D6A7CFDB23FA937CE3"><enum>(B)</enum><text>by striking subparagraph (C) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="H3A5055FB57914D09B9B70A5C38416560" style="OLC">
 <subparagraph id="H83E247239FFC4BE486321E446550D0AB"><enum>(C)</enum><header>Allocation and allotment hbcus</header><text display-inline="yes-display-inline">The amount made available for allocation under this subparagraph by subparagraph (A)(ii) for any fiscal year shall be available to eligible institutions described in subsection (a)(1) and shall be made available as grants under section 323 and allotted among such institutions under section 324, treating such amount, plus the amount appropriated for such fiscal year in a regular or supplemental appropriation Act to carry out part B of this title, as the amount appropriated to carry out part B of this title for purposes of allotments under section 324, for use by such institutions with a priority for—</text>
 <clause id="HEB94F16AF9FC40CD846CE46C1F02C3A6"><enum>(i)</enum><text>activities described in paragraphs (1), (2), (4), (5), and (10) of section 323(a); and</text> </clause><clause id="H84EE2C4BFFBA4DE6A9E7D52D29252771"><enum>(ii)</enum><text>other activities, consistent with the institution's comprehensive plan and designed to increase the institution's capacity to prepare students for careers in the physical or natural sciences, mathematics, computer science or information technology or sciences, engineering, language instruction in the less-commonly taught languages or international affairs, or nursing or allied health professions.</text></clause></subparagraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="HBCAF50181E4546F09D1B3CC85BCA2461"><enum>(C)</enum><text>by redesignating subparagraph (D) as subparagraph (E);</text> </subparagraph><subparagraph id="HDE8446FB8A35433CA834F592A66056D1"><enum>(D)</enum><text>by inserting after subparagraph (C) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H43E815EC19444F2DB0A716E3CBED033D" style="OLC">
						<subparagraph id="H6B1C579AD56F4780B3E5E6FCC4ECA009"><enum>(D)</enum><header>Allocation and allotment pbis</header>
 <clause id="H290F16DF3C6649B88CC16ABE1084C740"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">The amount made available for allocation under this subparagraph by subparagraph (A)(iii) for any fiscal year shall be available to eligible institutions described in subsection (a)(5) and shall be available for a competitive grant program to award grants of $600,000 annually for programs in any of the following areas:</text>
 <subclause id="H6E8416FB403E4763B87DD3D6607308E7"><enum>(I)</enum><text>Science, technology, engineering, or mathematics (STEM).</text> </subclause><subclause id="H416643C789D34C96825FF3B865538A68"><enum>(II)</enum><text>Health education.</text>
 </subclause><subclause id="H3839178309124D1B90424AE9A62194AE"><enum>(III)</enum><text>Internationalization or globalization.</text> </subclause><subclause id="H905267DEC1464C16A01A9A0280E8DB23"><enum>(IV)</enum><text>Teacher preparation.</text>
 </subclause><subclause commented="no" display-inline="no-display-inline" id="H3E7F206752CE4FBB8152CAD870C7F715"><enum>(V)</enum><text>Improving educational outcomes of African American males.</text> </subclause></clause><clause commented="no" display-inline="no-display-inline" id="H5F2E64F47AED4946AB1BDFBA398A463B"><enum>(ii)</enum><header>Excess funds</header><text>The Secretary shall allot any amounts remaining from the amount made available for allocation under this subparagraph by subparagraph (A)(iii) for any fiscal year after grants are awarded under clause (i) to eligible institutions described in subsection (a)(5) for activities determined appropriate by the Secretary.</text></clause></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H262855A56622434187BA13B81111A2B3"><enum>(E)</enum><text>in subparagraph (E), as redesignated by subparagraph (C)—</text> <clause commented="no" display-inline="no-display-inline" id="HFC503E8491A24319AC0B45266D6BDC5E"><enum>(i)</enum><text display-inline="yes-display-inline">in clause (i), by striking <quote>$30,000,000</quote> each place it appears and inserting <quote>$35,000,000</quote>;</text>
 </clause><clause id="HBD759E52065943098D66EFA60C017C67"><enum>(ii)</enum><text>in clause (ii), by striking <quote>$15,000,000</quote> each place it appears and inserting <quote>$18,000,000</quote>; and</text> </clause><clause id="HE7337B3593884A119B8D1774576FA060"><enum>(iii)</enum><text>in clauses (iii) and (iv), by striking <quote>$5,000,000</quote> each place it appears and inserting <quote>$6,000,000</quote>.</text>
					</clause></subparagraph></paragraph></section><section id="H67174091EAE04061A79A69CD6D1923E9"><enum>3.</enum><header>Mandatory funding for masters and postbaccalaureate programs</header>
 <subsection id="HBAB23F490C2A4ED7B3BD6917F3029C4A"><enum>(a)</enum><header>Masters degree programs</header><text>Section 897 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1161aa">20 U.S.C. 1161aa</external-xref>) is amended by striking <quote>$11,500,000</quote> and all that follows through <quote>succeeding fiscal years</quote> and inserting <quote>$13,500,000 for fiscal year 2019 and each succeeding fiscal year</quote>.</text> </subsection><subsection id="H9C1C135C262D4DF79D48640A7EEF0D43"><enum>(b)</enum><header>Postbaccalaureate programs</header><text>Section 898 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1161aa-1">20 U.S.C. 1161aa–1</external-xref>) is amended by striking <quote>$11,500,000 for fiscal year 2009 and for each of the five succeeding fiscal years</quote> and inserting <quote>$21,000,000 for fiscal year 2019 and each succeeding fiscal year</quote>.</text>
