 <section id="H69DA151F88EA4660ABCF5A1DE097A363" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Information Transparency &amp; Personal Data Control Act</short-title></quote>.</text> </section><section id="HEA5CAE97E45C4F7D97BDA10027105807"><enum>2.</enum><header>Requirements for sensitive personal information or behavioral data</header> <subsection id="H0C8B6F11240D42489A7D5617E8691B79"><enum>(a)</enum><header>Regulations</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Federal Trade Commission shall promulgate regulations under section 553 of title 5, United States Code, to require, except as provided in subsection (b), any operator that provides services to the public involving the collection, storage, processing, sale, sharing with third parties, or other use of sensitive personal information from United States persons or persons located in the United States when the data is collected, to meet the following requirements:</text>
 <paragraph id="H3E3ED7FD8DA8477693BD3AF9B1D2061E"><enum>(1)</enum><header>Affirmative, express, and opt in consent</header><text display-inline="yes-display-inline">Provide users with notice through a privacy and data use policy of a specific request to use their data and require that users provide affirmative, express, and opt in consent to any functionality that involves the collection, storage, processing, sale, sharing, or other use of sensitive personal information, including sharing personal data with third parties.</text>
 </paragraph><paragraph id="H32E57E1FE695415293AB063BF0C1B5D2"><enum>(2)</enum><header>Privacy and data use policy</header><text display-inline="yes-display-inline">Provide users with an up-to-date, transparent privacy, security, and data use policy that meets general requirements, including that such policy, presented to users in the context where it applies—</text>
 <subparagraph id="HC41EFE1B33D6461F9DF38073B62EB93F"><enum>(A)</enum><text>is concise and intelligible;</text> </subparagraph><subparagraph id="H5512295C964B421AAB4BC95F5EAA76FE"><enum>(B)</enum><text>is clear and prominent in appearance;</text>
 </subparagraph><subparagraph id="H8ED30087597C40019B830729C98A93B5"><enum>(C)</enum><text>uses clear and plain language;</text> </subparagraph><subparagraph id="HFA0A90064FE34773A523E0548E815EA4"><enum>(D)</enum><text>uses visualizations where appropriate to make complex information understandable by the ordinary user; and</text>
 </subparagraph><subparagraph id="HA5BC1DB5259D48F396C2EC172BA7A469"><enum>(E)</enum><text>is provided free of charge.</text> </subparagraph></paragraph><paragraph commented="no" id="H2CE04B4CF58D454DA55551A4E0C74F69"><enum>(3)</enum><header>Additional requirements for privacy and data use policy</header><text>The privacy, security, and data use policy required under paragraph (2) shall include the following:</text>
 <subparagraph commented="no" id="H8E836C8772CD4961B61E43F549DBC9DD"><enum>(A)</enum><text display-inline="yes-display-inline">Identity and contact information of the entity collecting the sensitive personal information.</text> </subparagraph><subparagraph commented="no" id="H9B3607D50EB0401E8F5482549567EF39"><enum>(B)</enum><text>The purpose or use for collecting, storing, processing, selling, sharing, or otherwise using the personal information, including how the sensitive personal information is shared with third parties.</text>
 </subparagraph><subparagraph commented="no" id="HA6653BCB62424B6283978C0C1B2E51CC"><enum>(C)</enum><text display-inline="yes-display-inline">Third parties with whom the sensitive personal information will be shared and for what purposes.</text> </subparagraph><subparagraph commented="no" id="H410861D8DB4B4F3B92B706B0F2E2AA54"><enum>(D)</enum><text>The storage period for how long the personal information will be retained by the operator and any third party, as applicable.</text>
 </subparagraph><subparagraph commented="no" id="H0986AE97400C4F78A8BF7A86E42BE02D"><enum>(E)</enum><text>How consent to collecting, storing, processing, selling, sharing, or otherwise using the sensitive personal information, including sharing with third parties, may be withdrawn.</text>
 </subparagraph><subparagraph commented="no" id="H00CFA0B113F04C14B26C0CBAA8CD3F10"><enum>(F)</enum><text display-inline="yes-display-inline">How a user can view the sensitive personal information that they have provided to an operator and whether it can be exported to other web-based platforms.</text>
 </subparagraph><subparagraph commented="no" id="H6B305B1124254D91A441FF149F41CC58"><enum>(G)</enum><text display-inline="yes-display-inline">What kind of sensitive personal information is collected.</text> </subparagraph><subparagraph commented="no" id="H4326A34ACA60472D95156A98995FDE26"><enum>(H)</enum><text display-inline="yes-display-inline">Whether the sensitive personal information will be used to create profiles about users.</text>
 </subparagraph><subparagraph id="H232605E34FEA4012982F176A8E54B0A6"><enum>(I)</enum><text display-inline="yes-display-inline">How sensitive personal information is protected from unauthorized access or acquisition.</text> </subparagraph></paragraph><paragraph id="H433A628C1C834C2F87FC1E5B7E54EBC0"><enum>(4)</enum><header>Opt out consent</header><text display-inline="yes-display-inline">For any collection, storage, processing, selling, sharing, or other use of non-sensitive personal information, including sharing with third parties, Operators shall provide users with the ability to opt out at any time.</text>
				</paragraph><paragraph id="HEE05ECF0E80D449FA9093433991776AD"><enum>(5)</enum><header>Privacy audits</header>
 <subparagraph id="H77D965F213504A0BB8F237D19B7DA958"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Annually, Operators collecting, storing, processing, selling, sharing, or otherwise using sensitive personal information shall obtain a privacy audit from an objective, independent third-party professional with substantial experience in the field of privacy and data protection, who uses procedures and standards generally accepted in such field.</text>
 </subparagraph><subparagraph id="H826DA11CA063413D829DD690D3B067AD"><enum>(B)</enum><header>Audit requirements</header><text>Each such audit shall—</text> <clause id="HBAC70D940EC641FDB4439B9B28897EE5"><enum>(i)</enum><text>set forth the privacy, security, and data use controls that the operator has implemented and maintained during the reporting period;</text>
 </clause><clause id="H653D5D41808C4C62BF86023C4E3B6507"><enum>(ii)</enum><text>describe whether such controls are appropriate to the size and complexity of the operator, the nature and scope of the activities of the operator, and the nature of the sensitive personal information or behavioral data collected by the operator;</text>
 </clause><clause id="H60D723BBA6AA421091130873A7DEF8B4"><enum>(iii)</enum><text>certify whether the privacy and security controls operate with sufficient effectiveness to provide reasonable assurance to protect the privacy and security of sensitive personal information or behavioral data and that the controls have so operated throughout the reporting period;</text>
 </clause><clause id="H51364AE6BF6C4452BDA3E1B8A0EB4CDB"><enum>(iv)</enum><text display-inline="yes-display-inline">be prepared and completed within 60 days after the end of the reporting period to which the audit applies; and</text>
 </clause><clause commented="no" id="H30E047C91916454595049CF089F76AEF"><enum>(v)</enum><text display-inline="yes-display-inline">be provided to the Federal Trade Commission or to the attorney general of a State, or other authorized State officer, within 10 days of notification by the Commission or the attorney general of a State, or other authorized State officer where such person has presented to the Operator allegations that a violation of this Act or any regulation issued under this Act has been committed by the Operator.</text>
 </clause></subparagraph><subparagraph id="H628973E0481E4DA9A6ADFE8F9C43E786"><enum>(C)</enum><header>Small business exemption</header><text>Notwithstanding other authorities of the FTC, the audit requirements set forth above shall not apply to Operators with 500 or fewer employees.</text>
 </subparagraph><subparagraph id="H09D2DBB2BFDF4EC0A8F0AE4BC88C2247"><enum>(D)</enum><header>Non-sensitive personal information exemption</header><text>The audit requirements set forth above shall not apply to Operators who do not collect, store, process, sell, share, or otherwise use sensitive personal information.</text>
					</subparagraph></paragraph></subsection><subsection id="HE728032D4C274EC6A4E0CB210525E9A9"><enum>(b)</enum><header>Exemptions</header>
 <paragraph id="H46D7AC5687014A7E87B6F70194416609"><enum>(1)</enum><header>Necessary operations and security purposes</header><text>Subsection (a) shall not apply to the processing, collecting, storing, sharing, selling of sensitive personal information for the following purposes:</text>
 <subparagraph id="H15FDF9742CEE4350B76B230E527741A4"><enum>(A)</enum><text>Preventing or detecting fraud.</text> </subparagraph><subparagraph id="H394D7EAED3B448D787A92E7084C3AC2B"><enum>(B)</enum><text>Protecting the security of people, devices, networks, or facilities.</text>
 </subparagraph><subparagraph id="HC3BE26A5B2044C28A71439EE47F704E5"><enum>(C)</enum><text>Protecting the health, safety, rights, or property of the covered entity or another person.</text> </subparagraph><subparagraph id="H937E42EBEDF44F2180209FE82CB58E1E"><enum>(D)</enum><text>Responding in good faith to valid legal process or providing information as otherwise required or authorized by law.</text>
 </subparagraph><subparagraph id="HE53D92B0B46341FEA371115A9768E1B1"><enum>(E)</enum><text>Monitoring or enforcing agreements between the covered entity and an individual, including but not limited to, terms of service, terms of use, user agreements, or agreements concerning monitoring criminal activity.</text>
 </subparagraph></paragraph><paragraph id="HDEBDE41231FC4870A98729B8A895D096"><enum>(2)</enum><header>Reasonable expectation of users</header><text display-inline="yes-display-inline">The regulations promulgated pursuant to subsection (a) with respect to the requirement to provide opt in consent shall not apply to the processing of sensitive personal information or behavioral data in which such processing does not deviate from purposes consistent with an operator’s relationship with users as understood by the reasonable user.</text>
				</paragraph></subsection></section><section id="H37E2F65E654B4885AC24BDAC913570F3"><enum>3.</enum><header>Application and enforcement by the Federal Trade Commission</header>
 <subsection id="H142C0A73BBE24BFD8B7F219E6709A9E8"><enum>(a)</enum><header>General application</header><text display-inline="yes-display-inline">This Act applies, according to its terms, to those persons, partnerships, and corporations over which the Federal Trade Commission has authority pursuant to section 5(a)(2) of the Federal Trade Commission Act (<external-xref legal-doc="usc" parsable-cite="usc/15/45">15 U.S.C. 45(a)(2)</external-xref>). Notwithstanding the limitations in the Federal Trade Commission Act on Commission authority with respect to common carriers, this Act also applies, according to its terms, to common carriers subject to the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/151">47 U.S.C. 151</external-xref> et seq.) and Acts amendatory thereof and supplementary thereto.</text>
			</subsection><subsection id="HD3AF503D142940059899BC0BF20F8C9A"><enum>(b)</enum><header>Enforcement</header>
 <paragraph id="HD20F8599A5F84F7BA12007BFCB5C1B29"><enum>(1)</enum><header>Unfair or deceptive acts or practices</header><text display-inline="yes-display-inline">A violation of this Act or a regulation promulgated under this Act shall be treated as a violation of a regulation under section 18(a)(1)(B) of the <act-name parsable-cite="FTCA">Federal Trade Commission Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/57a">15 U.S.C. 57a(a)(1)(B)</external-xref>) regarding unfair or deceptive acts or practices.</text>
 </paragraph><paragraph id="H90CC882ECF6E44BC9605AE40515D3223"><enum>(2)</enum><header>Powers of Commission</header><text display-inline="yes-display-inline">Except as provided in subsection (a), the Federal Trade Commission shall enforce this Act and the regulations promulgated under this Act in the same manner, by the same means, and with the same jurisdiction, powers, and duties as though all applicable terms and provisions of the <act-name parsable-cite="FTCA">Federal Trade Commission Act</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/15/41">15 U.S.C. 41</external-xref> et seq.) were incorporated into and made a part of this Act. Any person who violates this Act or a regulation promulgated under this Act shall be subject to the penalties and entitled to the privileges and immunities provided in the Federal Trade Commission Act.</text>
 </paragraph></subsection><subsection id="H5704434972B54E17B7BD3A9D228B8720"><enum>(c)</enum><header>Construction</header><text>Nothing in this Act shall be construed to limit the authority of the Federal Trade Commission under any other provision of law.</text>
 </subsection></section><section id="HE6199A31824C47139790D01812C50B68"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="H5DAE69646B5749849707BF60A2A6D122"><enum>(1)</enum><header>Call detail record</header><text display-inline="yes-display-inline">The term <term>call detail record</term>—</text>
 <subparagraph id="H7EA012E27C9C48D2BE5758441B0F807E"><enum>(A)</enum><text>means session-identifying information (including an originating or terminating telephone number, an International Mobile Subscriber Identity number, or an International Mobile Station Equipment Identity number), a telephone calling card number, or the time or duration of a call;</text>
 </subparagraph><subparagraph id="H2C78D48872934821B060E0F1FB684E18"><enum>(B)</enum><text>does not include—</text> <clause id="HB051C76A490F477FB45CDD7AF92632A2"><enum>(i)</enum><text>the contents (as defined in section 2510(8) of title 18, United States Code) of any communication;</text>
 </clause><clause id="H38CCDF56969242F88DA5248B40AC7BB3"><enum>(ii)</enum><text>the name, address, or financial information of a subscriber or customer; or</text> </clause><clause id="H374BCDC6BCF442D9B6E82D35CD2A130D"><enum>(iii)</enum><text>cell site location or global positioning system information.</text>
 </clause></subparagraph></paragraph><paragraph id="H6DE39D2D2D6049AB8536CFCFE2B8CCB8"><enum>(2)</enum><header>Clear and prominent</header><text>The term <term>clear and prominent</term> means in any communication medium, the required disclosure is—</text> <subparagraph id="H8B324CCE250544A6A082A3AC9362BAB8"><enum>(A)</enum><text>of a type, size, and location sufficiently noticeable for an ordinary consumer to read and comprehend the communication;</text>
 </subparagraph><subparagraph id="HB6A7F585247A43EDB18E24A491B0DBF7"><enum>(B)</enum><text>provided in a manner such that an ordinary consumer is able to read and comprehend the communication;</text>
 </subparagraph><subparagraph id="H88BA9C66307848FAA0060594A09A040B"><enum>(C)</enum><text>is presented in an understandable language and syntax;</text> </subparagraph><subparagraph id="H6421DB65AB5048E6A24AC3B1E9259939"><enum>(D)</enum><text>includes nothing contrary to, inconsistent with, or that mitigates any statement contained within the disclosure or within any document linked to or referenced therein; and</text>
 </subparagraph><subparagraph id="HB70851AFA5A7474DABB52DCBFE52610A"><enum>(E)</enum><text>includes an option that is compliant with applicable obligations of the operator under title III of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12181">42 U.S.C. 12181</external-xref> et seq.).</text>
 </subparagraph></paragraph><paragraph id="H42842C21F8334782A1DCCEEBE9DFF360"><enum>(3)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Trade Commission.</text> </paragraph><paragraph id="H9A8828B5348D49A0976AA100C23E23CD"><enum>(4)</enum><header>Operator</header><text display-inline="yes-display-inline">The term <term>operator</term> means any entity who operates a website located on the internet or an online service and who collects or maintains personal information from or about individuals, or on whose behalf such information is collected or maintained, where such website or online service is operated for commercial purposes, including any entity that buys and sells consumer data without direct consumer interaction, and any entity offering products or services for sale through that website or online service, involving commerce among the States or with one or more foreign nations.</text>
 </paragraph><paragraph id="H5AF812F6B2B4448191781179A0C29DE2"><enum>(5)</enum><header>Sensitive personal information</header><text display-inline="yes-display-inline">The term <term>sensitive personal information</term> means information relating to an identified or identifiable individual, including the following:</text> <subparagraph id="H5D27C6F7167C4C10B48A8E8005116629"><enum>(A)</enum><text>Financial information.</text>
 </subparagraph><subparagraph id="H942E3A21F2CA4E858ED2C2BA8B931865"><enum>(B)</enum><text>Health information.</text> </subparagraph><subparagraph id="H531CED71AE334607BA6AAC8111EF7EB1"><enum>(C)</enum><text>Relationships.</text>
 </subparagraph><subparagraph id="H4FC4B104048C470F9D2D97E0C83BEA52"><enum>(D)</enum><text>Information pertaining to children under 13 years of age.</text> </subparagraph><subparagraph id="H03508AA6CEE94AA79E16BB55406BF25D"><enum>(E)</enum><text>Social Security numbers.</text>
 </subparagraph><subparagraph id="H28909F3D6CCC4C30B22E64FD048C9407"><enum>(F)</enum><text>Driver’s license or other government-issued identification number.</text> </subparagraph><subparagraph id="H67757231EE2F44FC984011C76257C421"><enum>(G)</enum><text>Authentication credentials, such as a username and password.</text>
 </subparagraph><subparagraph id="H9382866DE2A140E7A9A8794C897CB3FE"><enum>(H)</enum><text>Precise geolocation information.</text> </subparagraph><subparagraph id="HD383AADC46B541D1B29E28101642C53A"><enum>(I)</enum><text>Content of communications.</text>
 </subparagraph><subparagraph id="H362E461F8F104AFD9671744326379E07"><enum>(J)</enum><text>Call detail records.</text> </subparagraph><subparagraph id="H8FB0FC12C2CF492B809CD2A1464E6894"><enum>(K)</enum><text>Web browsing history, application usage history, and the functional equivalent of either.</text>
 </subparagraph><subparagraph id="H4E521F7AA47A4D43A43242AEFC5AE779"><enum>(L)</enum><text>Biometric information.</text> </subparagraph><subparagraph id="HBDCB738B261347A7874FAFBACBABFB0D"><enum>(M)</enum><text>Sexual orientation.</text>
 </subparagraph><subparagraph id="HCB0390FF905045EEB83B445BC43054E3"><enum>(N)</enum><text>Political preferences.</text> </subparagraph><subparagraph id="H3D684A553CAC40898471F69D5324C057"><enum>(O)</enum><text display-inline="yes-display-inline">Religious beliefs.</text>
 </subparagraph><subparagraph id="HD5C04735D6D246C3A3FA8F99FAA14685"><enum>(P)</enum><text display-inline="yes-display-inline">Any other personal or behavioral information that the Commission determines to be sensitive.</text> </subparagraph></paragraph><paragraph commented="no" id="H906813DD84074F4D87F9B8466B132B23"><enum>(6)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each State of the United States, the District of Columbia, and each commonwealth, territory, or possession of the United States.</text>
 </paragraph><paragraph id="H428DE65C1ACD48D8B5A2EC5B6F7E9019"><enum>(7)</enum><header>Third party</header><text>The term <term>third party</term> means an individual or entity that uses or receives sensitive personal information or behavioral data obtained by or on behalf of an operator, other than—</text>
 <subparagraph id="HF46ADCD80052492BA639C5A8D4F47223"><enum>(A)</enum><text display-inline="yes-display-inline">a service provider of an operator to whom the operator discloses the consumer’s sensitive personal information for an operational purpose pursuant to an agreement that prohibits the person receiving the personal information from using or disclosing the personal information for any purpose other than the purposes contemplated by the agreement; and</text>
 </subparagraph><subparagraph id="HC3460A8A958E4B918E73C4B26E6F33A2"><enum>(B)</enum><text>any entity that uses such data only as reasonably necessary—</text> <clause id="H67CE94A614B8433A9400C57564E88C19"><enum>(i)</enum><text>to comply with applicable law, regulation, or legal process;</text>
 </clause><clause id="H03316821726F421B9A3EE6D7A966A75E"><enum>(ii)</enum><text>to enforce an operator’s terms of use; or</text> </clause><clause id="H671FE1B9B8AF4AA1B6779857D962748B"><enum>(iii)</enum><text>to detect, prevent, or mitigate fraud or security vulnerabilities.</text>
 </clause></subparagraph></paragraph></section><section id="H228B1D6C94D7451181A4D3770B9AFF09"><enum>5.</enum><header>Rule of construction</header><text display-inline="no-display-inline">Nothing in this Act shall be construed to preclude the acquisition by the Federal Government of—</text> <paragraph id="H1CA4DB84586F4392B20C795A64147EEA"><enum>(1)</enum><text>the contents of a wire or electronic communication pursuant to other lawful authorities, including the authorities under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/119">chapter 119</external-xref> of title 18, United States Code (commonly known as the <quote>Wiretap Act</quote>), the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1801">50 U.S.C. 1801</external-xref> et seq.), or any other provision of Federal law not specifically amended by this Act; or</text>
 </paragraph><paragraph id="HF056368A0DC34BA5A5F3BD35248F9795"><enum>(2)</enum><text display-inline="yes-display-inline">records or other information relating to a subscriber or customer of any electronic communication service or remote computing service (not including the content of such communications) pursuant to the Foreign Intelligence Surveillance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/50/1801">50 U.S.C. 1801</external-xref> et seq.), <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/119">chapter 119</external-xref> of title 18, United States Code (commonly known as the <quote>Wiretap Act</quote>), or any other provision of Federal law not specifically amended by this Act.</text>
			</paragraph></section><section id="H75E240C81DC24478994F6099CED8BC3A"><enum>6.</enum><header>Right of action</header>
 <subsection id="H30611B538AAC4080BE9834C11D79BCB6"><enum>(a)</enum><header>Right of action</header><text>Except as provided in subsection (e), the attorney general of a State, or other authorized State officer, alleging a violation of this Act or any regulation issued under this Act that affects or may affect such State or its residents may bring an action on behalf of the residents of the State in any United States district court for the district in which the defendant is found, resides, or transacts business, or wherever venue is proper under section 1391 of title 28, to obtain appropriate injunctive relief.</text>
 </subsection><subsection id="H461AA5944CC948EA961CB99245AF45D3"><enum>(b)</enum><header>Notice to commission required</header><text>A State shall provide prior written notice to the Federal Trade Commission of any civil action under subsection (a) together with a copy of its complaint, except that if it is not feasible for the State to provide such prior notice, the State shall provide such notice immediately upon instituting such action.</text>
 </subsection><subsection id="H1A3AA4901B9B4A489C7538AE1B3F7EB7"><enum>(c)</enum><header>Intervention by the Commission</header><text>The Commission may intervene in such civil action and upon intervening—</text> <paragraph id="H8D68EB421EF244629FC3BF2C79784639"><enum>(1)</enum><text>be heard on all matters arising in such civil action; and</text>
 </paragraph><paragraph id="H415F9911A286413DB89DC43624B639F1"><enum>(2)</enum><text>file petitions for appeal of a decision in such civil action.</text> </paragraph></subsection><subsection id="HE91C609232654D8F952ED3701CC0048A"><enum>(d)</enum><header>Construction</header><text>Nothing in this section shall be construed—</text>
 <paragraph id="H1D649B2863C44042BFE65A9CB27318EB"><enum>(1)</enum><text>to prevent the attorney general of a State, or other authorized State officer, from exercising the powers conferred on the attorney general, or other authorized State officer, by the laws of such State; or</text>
 </paragraph><paragraph id="H4153290A7DB64CC3B79DE2667DC581E8"><enum>(2)</enum><text>to prohibit the attorney general of a State, or other authorized State officer, from proceeding in State or Federal court on the basis of an alleged violation of any civil or criminal statute of that State.</text>
 </paragraph></subsection><subsection id="HE240748F370342FC9FA6EE1DE4478FA7"><enum>(e)</enum><header>Limitation</header><text>No separate suit shall be brought under this section if, at the time the suit is brought, the same alleged violation is the subject of a pending action by the Federal Trade Commission or the United States under this chapter.</text>
 </subsection></section><section id="HB93C110E226849858FD1555D862EC080"><enum>7.</enum><header>Effective date</header><text display-inline="no-display-inline">This Act shall take effect 180 days after the date of the enactment of this Act.</text> </section></legis-body></bill>
