			 information authentication technology, and for other purposes.</official-title></form>

 <section id="HF4988190187C4646A7937724DF14FCA2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Discourage Dishonest Dialing Act</short-title></quote>.</text> </section><section id="HA808DDFD21C34AC6A719DB6AE34A6906"><enum>2.</enum><header>Regulations relating to caller identification information authentication stan­dards</header> <subsection id="HCCCC0B8ACBB746B680BA0C1D4A6BAA91"><enum>(a)</enum><header>Requirements for caller identification information authentication technology</header> <paragraph id="H60D5BE83BA2E4224B289800E8E758BE9"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 1 year after the date of the enactment of this Act, the Commission shall prescribe regulations that—</text>
 <subparagraph id="H35BDDA6E2BC14755AB346B2B5D277E8D"><enum>(A)</enum><text>require providers of voice service to implement, by a date specified by the Commission, caller identification information authentication technology that has the ability to—</text>
 <clause id="H06A35E1B6759408E9532BDA4376DF90B"><enum>(i)</enum><text display-inline="yes-display-inline">verify that any caller identification information transmitted in connection with a call (including a call originating outside the United States if the recipient is within the United States) is accurate; and</text>
 </clause><clause id="HB4BC6E755F5F405AAA7A6FA3E9245FE9"><enum>(ii)</enum><text display-inline="yes-display-inline">alert a subscriber, through a distinctive ringtone, distinctive caller identification information, automatic message, or some other method determined to be appropriate and technologically feasible by the Commission in consultation with providers of voice services, that a call is not able to be verified as described in subparagraph (A), whether because a person has blocked the capability of a caller identification service to transmit such information in accordance with paragraph (2) of section 227(e) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/227">47 U.S.C. 227(e)</external-xref>) or otherwise; and</text>
 </clause></subparagraph><subparagraph commented="no" id="H7100950C3B314DB1AF67002E8B3A39DF"><enum>(B)</enum><text display-inline="yes-display-inline">in consultation with providers of voice services, provide a method for exempting from the requirements of subparagraph (A) information that is exempted under the regulations promulgated under paragraph (3) of section 227(e) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/227">47 U.S.C. 227(e)</external-xref>) from the prohibition under paragraph (1) of such section.</text>
 </subparagraph></paragraph><paragraph commented="no" id="HF56F74705C814D048B53C2E422C1593B"><enum>(2)</enum><header>No additional cost to subscribers</header><text>Such regulations shall prohibit providers of voice service from making any additional charge to subscribers for the caller identification information authentication technology required under paragraph (1).</text>
 </paragraph></subsection><subsection id="H58E04DAEB1DF4115A23DD0020837AEAA"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="H5647A2E39E2841D68CF52E6E125731A5"><enum>(1)</enum><header>Caller identification information</header><text>The term <term>caller identification information</term> has the meaning given such term in section 227(e)(8) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/227">47 U.S.C. 227(e)(8)</external-xref>).</text>
 </paragraph><paragraph id="H0264C750CBBA46B9A413D30D1DC5EFEA"><enum>(2)</enum><header>Caller identification service</header><text>The term <term>caller identification service</term> has the meaning given such term in section 227(e)(8) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/227">47 U.S.C. 227(e)(8)</external-xref>).</text>
 </paragraph><paragraph id="HE07942CE0E314EADACF95FA7B5723BBB"><enum>(3)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Communications Commission.</text> </paragraph><paragraph id="H1658DB96E1794B32BE7F8A123A4B78C6"><enum>(4)</enum><header>Voice service</header><text>The term <term>voice service</term> has the meaning given such term in section 227(e)(8) of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/227">47 U.S.C. 227(e)(8)</external-xref>). This paragraph shall apply before the effective date of the amendment made to such section by subparagraph (C) of section 503(a)(2) of division P of the Consolidated Appropriations Act, 2018 (<external-xref legal-doc="public-law" parsable-cite="pl/115/141">Public Law 115–141</external-xref>) as if such amendment was already in effect.</text>
