			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To authorize the Secretary of Veterans Affairs to make grants to public institutions of higher
			 education for the establishment of Veterans Resource Centers, and for
			 other purposes.</official-title></form>

 <section id="H0667A789AAB2474E9B4D8CF4C251EA04" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Veterans Resource Center Act of 2018</short-title></quote>.</text> </section><section id="HB2D22DE18CD543208B8113E1023B10F7"><enum>2.</enum><header>Grants for Veterans Resource Centers at public institutions of higher education</header> <subsection id="HAE643E9882A144399C697CA661F83E22"><enum>(a)</enum><header>Grants authorized</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall carry out a program under which the Secretary makes grants, on a competitive basis, to public institutions of higher education to enable such institutions to establish and maintain Veterans Resource Centers as described in subsection (d).</text>
 </subsection><subsection display-inline="no-display-inline" id="H13D89AE7BEEC4202B6265995B7546184"><enum>(b)</enum><header>Applications</header><text display-inline="yes-display-inline">To be eligible to receive a grant under this section, a public institution of higher education shall submit to the Secretary of Veterans Affairs an application at such time, in such manner, and containing such information as the Secretary may require.</text>
 </subsection><subsection id="H3E9BF29D0C454497B1E90081D3B3652C"><enum>(c)</enum><header>Priority registration</header><text display-inline="yes-display-inline">As a condition of receiving a grant under this section, a public institution of higher education that offers priority course registration to any subgroup of students who are in a class year shall offer priority course registration to military-connected students who are in such class year.</text>
 </subsection><subsection id="H4E09F2CA1A6140E0B39B26DBFB6C9CEE"><enum>(d)</enum><header>Veterans Resource Center</header><text display-inline="yes-display-inline">A public institution of higher education that receives a grant under this section shall use the grant to establish, maintain, and provide services from a Veterans Resource Center on the grounds of the institution. Each Veterans Resource Center shall be a dedicated space where military-connected students can—</text>
 <paragraph id="HAC00441486A64890A4BA8CAF90513BAC"><enum>(1)</enum><text>socialize with each other;</text> </paragraph><paragraph id="H94628C73FF1E4858B33A09704809E74E"><enum>(2)</enum><text>meet with relevant individuals and organizations, including representatives of the Armed Forces, the Department of Veterans Affairs, Veterans Service Organizations, and military student advocates; and</text>
 </paragraph><paragraph id="HF618AA92B5E5475EAA6FAF33FB432195"><enum>(3)</enum><text>engage in such other activities as may benefit the student, as determined by the institution.</text> </paragraph></subsection><subsection id="H555FA67139CD4954A5E8E2EC8F59FEB9"><enum>(e)</enum><header>Grant duration and amount</header> <paragraph id="H4CC83501F4734F5FBDD3318C96AFA29D"><enum>(1)</enum><header>Duration</header><text>Each grant under this section shall be made for a period of 5 years.</text>
 </paragraph><paragraph id="H8D118BD656024A2FB6B0F809DFB716A3"><enum>(2)</enum><header>Amount</header><text>The Secretary of Veterans Affairs shall determine the maximum amount of each grant under this section.</text>
 </paragraph></subsection><subsection commented="no" id="HD6131E06050B4067AB6F0E8B9E3B17ED"><enum>(f)</enum><header>Supplement, not supplant</header><text>A public institution of higher education shall use a grant received under this section only to supplement funds that would, in the absence of such grant, be made available from other Federal, State, or local sources for activities supported by the grant, not to supplant such funds.</text>
 </subsection></section><section id="H450F5BA336144FE7B7CA278B1F4FB187"><enum>3.</enum><header>Priority recruiting and access</header><text display-inline="no-display-inline">To the extent determined to be appropriate by the Secretary of Defense, the Secretary shall ensure that covered institutions receive priority access to military installations for purposes of recruiting students, including students eligible for the Transition Assistance Program under section 1144 of title 10, United States Code.</text>
 </section><section id="HD728BB5BDAA745A7A74E1D9146DB1294"><enum>4.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="H886A2819CCCC4655BB26551C65288EAA"><enum>(1)</enum><text display-inline="yes-display-inline">The term <term>Armed Forces</term> has the meaning given that term in section 101(a) of title 10, United States Code.</text>
 </paragraph><paragraph id="H4EA2E36191F0426AA13D00BB9A564EEE"><enum>(2)</enum><text>The term <term>covered institution</term> means a public institution of higher education that—</text> <subparagraph id="H297527A9D9DA44CD887F6E49EE83A3F3"><enum>(A)</enum><text>has a Veterans Resource Center (as described in section 2(d)); and</text>
 </subparagraph><subparagraph id="H2C74459BEFCA46D89E060D37D1E9BD25"><enum>(B)</enum><text display-inline="yes-display-inline">offers priority course registration to military-connected students (as described in section 2(c)).</text> </subparagraph></paragraph><paragraph id="HAA49E5ABD1C14BD0A597251D1C3B7436"><enum>(3)</enum><text display-inline="yes-display-inline">The term <term>institution of higher education</term> has the meaning given that term in section 101(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001(a)</external-xref>).</text>
 </paragraph><paragraph id="HB1E5B59FDCE34F5D84653E1F4B3D8FCD"><enum>(4)</enum><text display-inline="yes-display-inline">The term <term>military-connected student</term> means a student who is a member of the Armed Forces or a veteran.</text> </paragraph><paragraph id="HE958F28FBAEE4A65A5E71F213075AAA2"><enum>(5)</enum><text display-inline="yes-display-inline">The term <term>veteran</term> has the meaning given that term in section 101(2) of title 38, United States Code.</text>
