<section id="H43FDDA930B2241D3BB10C83E1E766CE0" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Secure Border Communications Act</short-title></quote>.</text> </section> <section id="HDA746C4799BA49DEA4303F660096B0C6"><enum>2.</enum><header>Secure border communications</header> <subsection id="HD781632917A344688536466B9F8597B1"><enum>(a)</enum><header>In general</header><text>Subtitle B of title IV of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/211">6 U.S.C. 211</external-xref> et seq.) is amended by adding at the end the following new section:</text>

<section id="H14D04127F5124EBBBB8DFB62A3E7FAA0"><enum>420.</enum><header>Secure border communications</header> 
<subsection id="H334394B751F4411BB368B481E09A2FE6"><enum>(a)</enum><header>In general</header><text>The Secretary shall ensure that each U.S. Customs and Border Protection officer or agent, if appropriate, is equipped with a secure radio or other two-way communication device, supported by system interoperability, that allows each such officer or agent to communicate—</text> <paragraph id="H73E34452002B4248AEE10E593EBC1C16"><enum>(1)</enum><text>between ports of entry and inspection stations; and</text> </paragraph> 
<paragraph id="H85F083AEADE04406AB6912934DD8BC4A"><enum>(2)</enum><text>with other Federal, State, Tribal, and local law enforcement entities.</text> </paragraph></subsection> <subsection id="HC9680E6C7FA34B2A8F892AB8B14FF336"><enum>(b)</enum><header>U.S. Border Patrol agents</header><text>The Secretary shall ensure that each U.S. Border Patrol agent assigned or required to patrol in remote mission critical locations, and at border checkpoints, has a multi- or dual-band encrypted portable radio.</text> </subsection> 
<subsection id="H32484AC839AF4DC7B364E2EAE20F9A9E"><enum>(c)</enum><header>Commercial mobile broadband connectivity</header><text>In carrying out subsection (b), the Secretary shall acquire radios or other devices with the option to connect to appropriate commercial mobile broadband networks for deployment in areas where such networks enhance operations and are cost effective.</text> </subsection> <subsection id="HBAEC85380C214A5697D8D2DF60EC611A"><enum>(d)</enum><header>Emerging communications technologies considered</header><text>In carrying out this section, the Secretary may evaluate new or emerging communications technologies to determine their suitability for the unique conditions of border security operations.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection> 
<subsection id="H41A5D9D2DFCF40F3B1C76F89063AFADD"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting after the item relating to section 419 the following new item:</text> <quoted-block display-inline="no-display-inline" id="H2F68842D0A6B49748CB16354903FC22C" style="OLC"> <toc regeneration="no-regeneration"> <toc-entry level="section">Sec. 420.
