 <section id="H3A75FC7D1E22433E8D75B7AA77A9EFD7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Border Tunnel Task Force Act</short-title></quote>.</text> </section><section id="H9321FCF6A3574082A7FA2F675E4CADC3"><enum>2.</enum><header>Border tunnel detection</header> <subsection id="HD6954FC5D7764D06ABC1D39490EC2F18"><enum>(a)</enum><header>In general</header><text>Subtitle B of title IV of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/211">6 U.S.C. 211</external-xref> et seq.) is amended by adding at the end the following new section:</text>

					<section id="H7713B89B1B5C44D1B0B8ADC5E7FDA862"><enum>420.</enum><header>Border Tunnel Task Forces</header>
 <subsection id="H8EE631E01D12473A9EAEC09437792328"><enum>(a)</enum><header>Establishment</header><text>The Secretary shall establish Border Tunnel Task Forces in jurisdictions in which such Border Tunnel Task Forces can contribute to border security missions after evaluating—</text>
 <paragraph id="H73046A5483BD4817AA30C2C5E0490CA9"><enum>(1)</enum><text>whether the areas in which such Border Tunnel Task Forces would be established are significantly impacted by cross-border threats; and</text>
 </paragraph><paragraph id="H10231AB73AB0462EB7D0D8025B257E4C"><enum>(2)</enum><text>the availability of Federal, State, local, and Tribal law enforcement resources to participate in such Border Tunnel Task Forces.</text>
 </paragraph></subsection><subsection id="H605802467BAD4267B0B5D1D3B73360F8"><enum>(b)</enum><header>Purpose</header><text>The purpose of the Border Tunnel Task Forces under subsection (a) is to enhance and integrate border security efforts by addressing and reducing cross-border tunnel related threats and violence by—</text>
 <paragraph id="H8DA3D296EE2D43D182C73FDEAF33A4F4"><enum>(1)</enum><text>facilitating collaboration among Federal, State, local, and Tribal law enforcement agencies to execute coordinated activities in furtherance of border security and homeland security; and</text>
 </paragraph><paragraph id="H7F923AB798D9470FB04554A5E5991E68"><enum>(2)</enum><text>enhancing information-sharing, including the dissemination of homeland security information, among such agencies.</text>
 </paragraph></subsection><subsection id="H134CDFCD07E54D1982297981C0B613F8"><enum>(c)</enum><header>Composition and establishment of Border Tunnel Task Forces</header><text>Border Tunnel Task Forces may be comprised of the following:</text> <paragraph id="HCA0659311503439391BAF232BB8B2A9B"><enum>(1)</enum><text>Personnel from U.S. Customs and Border Protection, including the U.S. Border Patrol.</text>
 </paragraph><paragraph id="H413610733C5E424D82FE49A117D466C3"><enum>(2)</enum><text>Personnel from U.S. Immigration and Customs Enforcement, including Homeland Security Investigations.</text>
 </paragraph><paragraph id="H9ECE63BEBE3145C08F29A45720BB83C9"><enum>(3)</enum><text>Personnel from other Department components and offices, as appropriate.</text> </paragraph><paragraph id="H52923522EAB24505B7D0EFA7DC3D9553"><enum>(4)</enum><text>Personnel from other Federal, State, local, and Tribal law enforcement agencies, as appropriate.</text>
 </paragraph><paragraph commented="no" id="HE994C9E71F3840B7AF28E600F9D2F744"><enum>(5)</enum><text>Other appropriate personnel at the discretion of the Secretary.</text> </paragraph></subsection><subsection id="HC83A0E6200914F0189E0F8F2D2F28057"><enum>(d)</enum><header>Duplication of efforts</header><text>In determining whether to establish a new Border Tunnel Task Force or to expand an existing Border Tunnel Task Force in a given jurisdiction, the Secretary shall ensure that the Border Tunnel Task Force under consideration does not unnecessarily duplicate the efforts of other existing interagency task forces or centers within such jurisdiction.</text>
 </subsection><subsection id="H3089AA71C3EB42D3B048EDFD5A51E3CA"><enum>(e)</enum><header>Coordination among components</header><text display-inline="yes-display-inline">The Secretary shall—</text> <paragraph id="HAB18CFD8EC5E4602A43E0455F4A5E398"><enum>(1)</enum><text>establish targets and performance measures for the Border Tunnel Task Forces that include consideration of whether border barriers impact cross-border tunnel threats;</text>
 </paragraph><paragraph id="HA5903EEE4A204C369A5B672CCAC924C3"><enum>(2)</enum><text>direct leadership of each Border Tunnel Task Force to monitor progress on such targets and performance measures for each such task force; and</text>
 </paragraph><paragraph id="H827D20950E414DE68C62A50EB121AB57"><enum>(3)</enum><text>periodically report to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate regarding progress on such targets and performance measures.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H9C5DAA39AC484F7894405E8054ACB36E"><enum>(b)</enum><header>Clerical amendment</header><text>The table of contents in section 1(b) of the Homeland Security Act of 2002 is amended by inserting after the item relating to section 419 the following new item:</text>
