 <section id="HF6037667FB3545A9831E04E68943EEEF" section-type="section-one"><enum>1.</enum><header>Management of agricultural property in Point Reyes National Seashore</header><text display-inline="no-display-inline">Public Law 87–657 (<external-xref legal-doc="usc" parsable-cite="usc/16/459c">16 U.S.C. 459c</external-xref>, et seq.) is amended as follows:</text> <paragraph id="H13DD1FE7A725433BB13DF0960B764813"><enum>(1)</enum><text>In section 5(b) (<external-xref legal-doc="usc" parsable-cite="usc/16/459c-5">16 U.S.C. 459c–5(b)</external-xref>)—</text>
 <subparagraph id="H6985BD9221C940D9B508319E62981E86"><enum>(A)</enum><text>in the first sentence, by striking <quote>As used in</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="HE8960630C3F647699C45B2E9F58C76D5" style="traditional"> <paragraph id="HEE27D3FFFF894625A1FA149B45E09DB4" indent="up1"><enum>(1)</enum><text display-inline="yes-display-inline">As used in</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H7FB5741C3D4242E1A2C60F81F9E63011"><enum>(B)</enum><text>by striking <quote>The term <term>agricultural property</term> as used</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="H8E36DB40D20F4A20B664B8425D5DC7F3" style="traditional"> <paragraph display-inline="no-display-inline" id="HBDA7DF31872C49F4B9691485A83ED95B" indent="up1"><enum>(2) </enum><text display-inline="yes-display-inline">The term <term>agricultural property</term> as used</text></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H9BB5EABEF0AC4C24AF0FFBA7C7813A33"><enum>(C)</enum><text>by striking <quote>means lands which were in regular use</quote> and inserting</text> <quoted-block display-inline="yes-display-inline" id="H7D29594E20DA419790564E5CDABBEE9F" style="OLC"> <text>means—</text><subparagraph id="H2601EA7B1FFF4C51810D932BF0B9BAB8" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">lands under agricultural lease or permit as of September 1, 2018, or lands that were in regular use</text></subparagraph><after-quoted-block>; and</after-quoted-block></quoted-block> </subparagraph><subparagraph id="H0566716A4E934CACAF25E59F32E8922B"><enum>(D)</enum><text>by striking the period at the end and inserting</text>
					<quoted-block display-inline="yes-display-inline" id="HA78B6C3FA7914292A93093845F19548D" style="OLC">
 <text>; and</text><subparagraph id="H82F8A999B4BD4017B4C4DC35C86BC2B0" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">on the northern district of the Golden Gate National Recreation Area, lands under agricultural lease or permit as of September 1, 2018, or lands that were in regular use for, or were being converted to, agricultural, ranching, or dairying purposes as of May 1, 1978, together with residential and other structures related to the above uses of the property that were in existence or under construction as of May 1, 1978.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subparagraph></paragraph><paragraph id="H4C9E04D0DB044B90B2222AEBB54F2D45"><enum>(2)</enum><text display-inline="yes-display-inline">In section 5 (<external-xref legal-doc="usc" parsable-cite="usc/16/459c-5">16 U.S.C. 459c–5</external-xref>)—</text> <subparagraph id="H6D8457A902D64306A0AE862909D90972"><enum>(A)</enum><text>by inserting before subsection (a) the following:</text>
					<quoted-block display-inline="no-display-inline" id="H69C4F3858E8C4A9089E313A5DC356331" style="OLC">
 <subsection display-inline="no-display-inline" id="HE4383E5C3A2A4407B8801B9F268B3908"><enum>(a)</enum><text display-inline="yes-display-inline">The Secretary shall manage agricultural property consistent with Congress' long-standing intent that working dairies and ranches continue to be authorized to operate on agricultural property as part of the seashore's unique historic, cultural, scenic and natural values.</text></subsection><after-quoted-block>; and</after-quoted-block></quoted-block>
 </subparagraph><subparagraph id="H41487E05D97B4DD3A848EBC2D33B20C8"><enum>(B)</enum><text display-inline="yes-display-inline">by redesignating subsequent subsections accordingly.</text> </subparagraph></paragraph><paragraph id="H7852E77620AE42428E08C780BCE0F3D7"><enum>(3)</enum><text display-inline="yes-display-inline">In section 6 (<external-xref legal-doc="usc" parsable-cite="usc/16/459c-6">16 U.S.C. 459c–6</external-xref>), by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H714A6C9418AF41F499718B03B2718B51" style="OLC">
					<subsection id="H745B433E76CA42A6BC9F4ABD2263B1CF"><enum>(c)</enum>
 <paragraph commented="no" display-inline="yes-display-inline" id="HF0BB7D5092BF4D3097E6D178140651D8"><enum>(1)</enum><text display-inline="yes-display-inline">In areas of agricultural property where Tule Elk present conflicts with working ranches or dairies, the Secretary shall manage the Tule Elk for separation from the working ranches or dairies. To minimize the conflicts and prevent establishment of new Tule Elk herds on agricultural property, the Secretary may work with Indian Tribes interested in the following:</text>
 <subparagraph id="HF03B143EE372448E8260B3DF3D10ABD9" indent="up1"><enum>(A)</enum><text display-inline="yes-display-inline">Partnering with the Secretary in the relocation and reestablishment of Tule Elk on Tribal lands.</text> </subparagraph><subparagraph id="H7CC49F27291044E9B7E626650A048800" indent="up1"><enum>(B)</enum><text display-inline="yes-display-inline">Participating in hunting Tule Elk on a subsistence or ceremonial basis.</text>
 </subparagraph><subparagraph id="HC3B47C5030DA4CF7B9E67BE92B2A2DA6" indent="up1"><enum>(C)</enum><text display-inline="yes-display-inline">Other partnerships and activities that the Secretary determines are suitable and feasible for this purpose.</text>
 </subparagraph></paragraph><paragraph id="H933C89B3FA6B4E1880009DD550D509C0" indent="up1"><enum>(2)</enum><text display-inline="yes-display-inline">Nothing in this subsection reduces or diminishes the authority of the Secretary to use other existing authorities or management tools to separate Tule Elk from agricultural property.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H8CFC6E329E3A4F25B3CB35A7F17E3D62"><enum>(4)</enum><text>By adding at the end, the following:</text> <quoted-block display-inline="no-display-inline" id="HA8CD3B7B44EC4FFD98B0BFC1C6B0A0B9" style="traditional"> <section id="H618E762CCCB041D6BBDA54A11B3BF5A2"><enum>10.</enum><text display-inline="yes-display-inline">Consistent with the purposes of this Act, including section 5(a), the Secretary is directed to complete, without delay, the General Management Plan Amendment for Point Reyes National Seashore and the northern district of Golden Gate National Recreation Area, its Environmental Impact Statement, and, upon completion of the Record of Decision, issue leases and special use permits of 20 years for working dairies and ranches on agricultural property. Nothing in this Act requires the Secretary to issue leases and special use permits of 20 years in circumstances where there is no willing lessee, or to a previous lessee who has abandoned or discontinued ranching.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
