	<legis-body id="HD4893ADF789A425784525D646002E08D" style="OLC">
 <section id="H1DA5BB874E154C99BBEBB55CEE800257" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>TSA National Deployment Force Act</short-title></quote>.</text> </section><section id="HB353E269225D4B23AE8B09C23941CDA6"><enum>2.</enum><header>National deployment office</header> <subsection id="H3229FF80FABD41EDAC139E3E6D6ECD41"><enum>(a)</enum><header>In general</header><text>Subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/449">chapter 449</external-xref> of title 49, United States Code, is amended by adding at the end the following new section:</text>
				<quoted-block id="HD6A56451449E47A1B0DC42E10F910196" style="USC">
					<section id="HAFE7F2A361684D4791BBAD9890B059C3"><enum>44947.</enum><header>National Deployment Office</header>
 <subsection id="H7FF3C7C5B7224DAC8CA2E01980213FAF"><enum>(a)</enum><header>Establishment</header><text>There is established within the Transportation Security Administration a National Deployment Office, to be headed by an individual with supervisory experience. Such individual shall be designated by the Administrator of the Transportation Security Administration.</text>
 </subsection><subsection id="H9BF57C146E054CB6B0EFB6375AC842B1"><enum>(b)</enum><header>Duties</header><text>The individual designated as the head of the National Deployment Office shall be responsible for the following:</text>
 <paragraph id="H6C6EE445C97B4399A40DB21B47C69E51"><enum>(1)</enum><text>Maintaining a National Deployment Force within the Transportation Security Administration that is comprised of transportation security officers, including supervisory transportation security officers and lead transportation security officers, to provide the Administration with rapid and efficient response capabilities and augment the Department of Homeland Security’s homeland security operations to mitigate and reduce risk, including for the following:</text>
 <subparagraph id="H361DED8CBE7B44099AE8683077F73CAD"><enum>(A)</enum><text>Airports temporarily requiring additional security personnel due to an emergency, seasonal demands, hiring shortfalls, severe weather conditions, passenger volume mitigation, equipment support, or other reasons.</text>
 </subparagraph><subparagraph id="H002866AABA504470A54C4ED85DCCCB82"><enum>(B)</enum><text>Special events requiring enhanced security including National Special Security Events, as determined by the Secretary of Homeland Security.</text>
 </subparagraph><subparagraph id="H80CC3C375B4649B899407D93D32C797C"><enum>(C)</enum><text>Response in the aftermath of any manmade disaster, including any terrorist attack.</text> </subparagraph><subparagraph id="H0A1B39F9C34E4F03AE938E79C8AAF646"><enum>(D)</enum><text>Other such situations, as determined by the Administrator.</text>
 </subparagraph></paragraph><paragraph id="HDCF563AC8BA14B6DAE6C7AA1300A7438"><enum>(2)</enum><text>Educating transportation security officers regarding how to participate in the Administration’s National Deployment Force.</text>
 </paragraph><paragraph commented="no" id="HD3235824A38C47F6B5BB8B23FCDDAF19"><enum>(3)</enum><text>Recruiting officers to serve on the National Deployment Force, in accordance with a staffing model to be developed by the Administrator.</text>
 </paragraph><paragraph id="H5DEF2C5A0DF54541B2830034FD524BDD"><enum>(4)</enum><text>Approving one-year appointments for officers to serve on the National Deployment Force, with an option to extend upon officer request and with the approval of the appropriate Federal Security Director.</text>
 </paragraph><paragraph id="HFA18B0C9673E4B86A8C5451DE6AFF696"><enum>(5)</enum><text>Training officers to serve on the National Deployment Force.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="H5CF46D62FFE146B4B5700AF9C4D8D06C"><enum>(b)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The analysis for subchapter II of <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/49/449">chapter 449</external-xref> of title 49, United States Code, is amended by adding at the end the following new item:</text>

						<toc-entry level="section">44947. National Deployment Office.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection></section><section id="HDC74721FEE51492188F724499E15555A"><enum>3.</enum><header>Conforming amendment</header><text display-inline="no-display-inline">Subsection (f) of section 114 of title 49, United States Code, is amended—</text> <paragraph id="HCC721DE037804449A97F978E76EA9FA3"><enum>(1)</enum><text>in paragraph (14), by striking <quote>and</quote> after the semicolon at the end;</text>
 </paragraph><paragraph id="H9FF1D5E2724240F8B7F795CC61B89B3C"><enum>(2)</enum><text>by redesignating paragraph (15) as paragraph (16); and</text> </paragraph><paragraph id="HB5782632D45E4F1C941C075E891FCB42"><enum>(3)</enum><text>by inserting after paragraph (14) the following new paragraph:</text>

 <paragraph id="H362ED928E0D242388D012891B2C2B092"><enum>(15)</enum><text>establish and maintain a National Deployment Office as required under section 44947 of this title; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section id="H5A0F0C056D5C4D8884F665680AD72510"><enum>4.</enum><header>Career development</header><text display-inline="no-display-inline">The Administrator of the Transportation Security Administration may consider service in the National Deployment Force as a positive factor when evaluating applicants for promotion opportunities within the Transportation Security Administration.</text>
 </section><section id="HB491EB6C3F6842E391BE8B80385D0681"><enum>5.</enum><header>Annual report</header><text display-inline="no-display-inline">Not later than one year after the date of enactment of this Act and annually thereafter for five years, the Administrator of the Transportation Security Administration shall submit to the Committee on Homeland Security of the House of Representatives and Committee on Commerce, Science, and Transportation of the Senate a report regarding activities of the National Deployment Office, including the National Deployment Force, established under section 44947 of title 49, United States Code, as added by section 2 of this Act. Each such report shall include information relating to the following:</text>
 <paragraph id="H0CBA3E05F10F46969F557EC265BA1483"><enum>(1)</enum><text>When, where, why, how many, and for how long the National Deployment Force was deployed throughout the 12-month period covered by such report and the costs associated with such deployment.</text>
 </paragraph><paragraph id="H9B0BA7615F5349C2B2B9BDCAC5D1A497"><enum>(2)</enum><text>A description of collaboration between the National Deployment Office and other components of the Department of Homeland Security, other Federal agencies, and State and local transportation security stakeholders.</text>
 </paragraph><paragraph id="H990A48A4A9E944EAADFCF2C493D42C17"><enum>(3)</enum><text display-inline="yes-display-inline">The size of the National Deployment Force, including information on the staffing model of such Force and adherence to such model as established by the Administrator.</text>
 </paragraph><paragraph id="H924BEC27A1C84BF38F8778141971DF74"><enum>(4)</enum><text>Information on recruitment, appointment, and training activities, including processes utilized to attract, recruit, appoint, and train officers to serve on the National Deployment Force.</text>
