			 Department of Homeland Security, and for other purposes.</official-title>

 <section id="H46D50F8E0EF042E7AD832BA303BEFB8A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Department of Homeland Security Chief Data Officer Authorization Act</short-title></quote>.</text> </section><section id="H30EDA7B1CDBC4112A4EAAB79665D7A45"><enum>2.</enum><header>Chief Data Officer of the Department of Homeland Security</header><text display-inline="no-display-inline">Section 703 of the Homeland Security Act of 2002 (<external-xref legal-doc="usc" parsable-cite="usc/6/343">6 U.S.C. 343</external-xref>) is amended by adding at the end the following new subsection:</text>
			<quoted-block display-inline="no-display-inline" id="HAA6A05E3A229476DB4261B51096326BD" style="OLC">
				<subsection id="HE3AC53A7A28640F8ACCAE829739292C2"><enum>(c)</enum><header>Chief Data Officer</header>
 <paragraph id="H8711BB39140C4AD0B0A9EDF4FABFCB00"><enum>(1)</enum><header>In general</header><text>The Secretary, in consultation with the Chief Information Officer, shall designate a career appointee (as such term is defined in section 3132 of title 5, United States Code) of the Department as the Chief Data Officer of the Department.</text>
 </paragraph><paragraph id="H3F52BC66AE7F414792E87EF28B4E1DDD"><enum>(2)</enum><header>Qualifications</header><text display-inline="yes-display-inline">The Chief Data Officer shall possess demonstrated training and experience in the management, governance, generation, collection, protection, analysis, use, and sharing of data, including the protection and de-identification of personally identifiable information.</text>
 </paragraph><paragraph id="H58B6C661777C4453B4ECDD4D997C637D"><enum>(3)</enum><header>Functions</header><text>The Chief Data Officer shall be responsible for the following:</text> <subparagraph id="H7F8C4A4F507A4B65BE5DF5C3DFDCD941"><enum>(A)</enum><text>Ensuring that the Department conforms with data management best practices recognized across industry and the Federal Government.</text>
 </subparagraph><subparagraph id="H8F9A32EA9C834764A8B9140DA9D434E7"><enum>(B)</enum><text display-inline="yes-display-inline">Coordinating the organization and integration of data across the Department for improved interoperability, analysis, and decision-making.</text>
 </subparagraph><subparagraph id="HAA3163DA19E74375AD52682110A6A047"><enum>(C)</enum><text>Reviewing the impact of the infrastructure of the Department regarding data integrity and interoperability.</text>
 </subparagraph><subparagraph id="H04485EF4158C4D1A9EA05F04154682DB"><enum>(D)</enum><text display-inline="yes-display-inline">Coordinating the release of data for public use following appropriate privacy reviews within the Department, as coordinated with the Chief Privacy Officer.</text>
 </subparagraph><subparagraph id="H66B41420424642818DEB9E4D4EF04FF0"><enum>(E)</enum><text>Promoting the use of modern data systems to improve Department operations.</text> </subparagraph><subparagraph id="HB57316452A88416EBF3488ABFF396B50"><enum>(F)</enum><text display-inline="yes-display-inline">Coordinating the storage of Department records in accordance with the National Archives and Records Administration’s General Records Schedules.</text>
 </subparagraph><subparagraph id="H9FF18720B42A42CDBC6557B8A3DFB39D"><enum>(G)</enum><text display-inline="yes-display-inline">Overseeing, in coordination with the Chief Privacy Officer of the Department, as appropriate, the Department’s compliance with the following responsibilities:</text>
 <clause id="H5E539B296989448DAA54843FC6E9F0D1"><enum>(i)</enum><text display-inline="yes-display-inline">Issuing guidelines ensuring and maximizing the quality, objectivity, utility and integrity of information (including statistical information).</text>
 </clause><clause id="H1E574BA76EFC4A57BAA91D993B34FF32"><enum>(ii)</enum><text>Establishing administrative mechanisms that allow affected persons to seek and obtain correction of information maintained and disseminated by relevant components of the Department that does not comply with the Department’s guidelines.</text>
 </clause><clause id="H9F475B6DBD60403D84CB8B6BA0E486CF"><enum>(iii)</enum><text>Reporting to the Director of the Office of Management and Budget about the number and nature of complaints received by relevant components of the Department regarding the accuracy of information disseminated and how such complaints were handled by such components.</text>
 </clause></subparagraph><subparagraph id="H49943200D0684A17BEC7247876DEC0BB"><enum>(H)</enum><text display-inline="yes-display-inline">Coordinating with appropriate officials of the Department, including the Chief Privacy Officer, component privacy officers, component Chief Data Officers, and program managers, regarding the use of data within their respective components and under their authorities.</text>
 </subparagraph><subparagraph id="H468736AA374C44D79BF10D69263F4355"><enum>(I)</enum><text display-inline="yes-display-inline">Serving as the liaison to other Federal agencies and the Office of Management and Budget on data and the best way to use existing Department data for statistical purposes.</text>
 </subparagraph></paragraph><paragraph id="HCFF1E79D9D9F48E388864D3DFF0A306B"><enum>(4)</enum><header>Component Chief Data Officers</header><text display-inline="yes-display-inline">The heads of each operational component of the Department, in consultation with the Chief Data Officer of the Department and the Chief Information Officer of such component, shall designate a career appointee (as such term is defined in section 3132 of title 5, United States Code) from each such component of the Department as the Chief Data Officer of their respective component. Each such component Chief Data Officer shall—</text>
 <subparagraph id="H3F5A94CC5DC34C9D800F622AB599DBE8"><enum>(A)</enum><text>have the qualifications described under subsection (c)(2); and</text> </subparagraph><subparagraph id="HA30416BD999C47AC961AD7D00FB5B76E"><enum>(B)</enum><text display-inline="yes-display-inline">coordinate with and assist the Chief Data Officer of the Department in the implementation of the functions specified in subparagraphs (A) through (F) of paragraph (3) for their respective component.</text>
 </subparagraph></paragraph><paragraph id="H98E13A310E7147EBA7526621EAFCCCCB"><enum>(5)</enum><header>Reports</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this subsection and periodically thereafter as necessary, the Secretary shall submit to the Committee on Homeland Security of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate a report on the implementation of this subsection, including any concerns regarding such implementation.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
