			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To provide for measures to strengthen dialogue with the Russian people and support Russian civil
			 society, and for other purposes.</official-title></form>
	<legis-body id="HCBB7A7C40DFC4D71A9D298B56BFE884C" style="OLC">
 <section id="H8AEDC18E692E47E980D22BA6E3479612" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This title may be cited as the <quote><short-title>CPR for Russian Civil Society Act</short-title></quote>.</text> </section><section id="H4BE001BF202943729E2260C1FE0E0078"><enum>2.</enum><header>Strengthening dialogue with the Russian people</header> <subsection id="HD6B37E29A92E408AB76958A3FC6D616C"><enum>(a)</enum><header>Improved visa screening procedures for Russian visitors</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of State, in coordination with the Secretary of Homeland Security, shall conduct a study on how to streamline and simplify visa procedures for Russian students and persons involved in professional and cultural exchanges in order to reduce the overall visa processing period and facilitate people-to-people exchanges. Such study shall examine average visa wait times for successful visa applicants from Russia and overall rejection rates of Russian nationals applying for visas.</text>
 </subsection><subsection id="HA07B300086AE4BDF8AE366F19C40BC0E"><enum>(b)</enum><header>Enhanced screening for Putin allies</header><text>In conjunction with the study undertaken pursuant to subsection (a), the Secretary of State, in coordination with the Secretary of Homeland Security and the Secretary of the Treasury, shall develop enhanced visa screening procedures for the following individuals:</text>
 <paragraph id="HBB170C726B994F2FAFB8CACE5C57C737"><enum>(1)</enum><text display-inline="yes-display-inline">Persons identified as <quote>the most significant senior foreign political figures and oligarchs in the Russian Federation</quote>, as listed in a classified annex to a report issued on January 29, 2018, pursuant to section 241(a)(1) of the Countering America’s Adversaries Through Sanctions Act, but who are not already included in the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury.</text>
 </paragraph><paragraph id="H651E08675F5B4C2FB4172F9EFE84DE2E"><enum>(2)</enum><text>Persons who are not otherwise included in the specially designated nationals list but who promote Russian President Vladimir Putin’s policies of repression, as determined by the Secretary of State.</text>
 </paragraph><paragraph commented="no" id="HE288A5A380C140428D3DA8483E14222A"><enum>(3)</enum><text>Persons who benefit from or act as agents of Russian persons on the specially designated nationals list.</text>
 </paragraph></subsection><subsection id="HDFC80D1DBA2548C199189902A63FC67D"><enum>(c)</enum><header>Improved tracking of exchange programs</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate a report on current cultural exchange and educational programs with Russia. Such report shall include the following:</text>
 <paragraph id="H2285B02E2BE74E07B5BA45E4EAC937FC"><enum>(1)</enum><text>A list of existing programs funded by the United States Government dedicated to United States-Russia cultural and educational exchange and research, including funding levels for each program.</text>
 </paragraph><paragraph id="H12F5DC5614E14CBDBAB5A1FE8FE74932"><enum>(2)</enum><text>Information relating to funding of the programs specified in paragraph (1), including overall history of such funding since 1991, relative to funding for other regions with such exchange and research programs.</text>
				</paragraph></subsection><subsection id="HF709A607884C45ABAAF65208B0C2BF58"><enum>(d)</enum><header>Strategic stability</header>
 <paragraph id="H566C1B5362C54AD2B7B47850A0D01263"><enum>(1)</enum><header>Report</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense, in concurrence with the Secretary of State, shall submit to Congress a report on efforts to strengthen strategic stability with Russia.</text>
 </paragraph><paragraph id="H3536F9E2B3BF48CABA27E67F91B2A243"><enum>(2)</enum><header>Annual meetings</header><text display-inline="yes-display-inline">The Secretary of Defense, in concurrence with the Secretary of State, shall host an annual bilateral meeting, through 2023, with Russian counterparts in order to discuss relevant issues of common interest, including maintaining strategic stability and open lines for crisis communications.</text>
				</paragraph></subsection></section><section id="H4FFAE557E35F44458600DDA91FEC9FF7"><enum>3.</enum><header>Support Russian civil society</header>
 <subsection id="HDC759E36570348A8A132BB94CAF77573"><enum>(a)</enum><header>Fight Putin’s censorship</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall convene a meeting of senior leaders of United States technology companies that sell, license, or otherwise facilitate the installation of tools that allow the Government of Russia to censor, harass, or suppress the activities of civil society activists. Such meeting shall focus on developing a common code of conduct to restrain United States companies aiding and abetting the Government of Russia’s efforts to suppress Russian civil society, fundamental freedoms in Russia, and efforts to expose corruption on the part of the Government of Russia.</text>
			</subsection><subsection id="HDCA1AEDC54A9425D9BEE3DA5C8831794"><enum>(b)</enum><header>International broadcasting operations fund</header>
 <paragraph id="H5620F54F3E3A4EB1AF847E0153731344"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">In addition to amounts otherwise authorized to be appropriated for the Broadcasting Board of Governors’ International Broadcasting Operations Fund, there is authorized to be appropriated $10,000,000 to expand Russian language programming and to provide for the dissemination of accurate and independent information to the Russian people through online media, radio, television, cellular telephone, short message service, and other communications. The Broadcasting Board of Governors shall identify those countries that serve as Russian vacation destinations and further target United States international broadcasting and programming activities towards such countries.</text>
 </paragraph><paragraph id="HF66883A29CAA4AAE8C73B45BA0EA9BF7"><enum>(2)</enum><header>Use of amounts</header><text>To achieve the objectives described in paragraph (1), amounts in the International Broadcasting Operations Fund referred to in such subparagraph may be used to develop—</text>
 <subparagraph id="HBC20237350274250AE43FEEC07EA71C6"><enum>(A)</enum><text>additional transmission capability for Radio Free Europe/Radio Liberty, including through additional shortwave and medium wave transmissions, satellite, and Internet mechanisms;</text>
 </subparagraph><subparagraph id="H13A7EC45D4D9401AB8FD65B249896901"><enum>(B)</enum><text>additional proxy server capability and anti-censorship technologies to counter efforts by the Government of Russia to censor political and civil society activities, such as blocking of the Telegram app, and investigations into corruption on the part of the Government of Russia;</text>
 </subparagraph><subparagraph id="H8A2D2B3AC2C7415FA6F3CA13F01FCCCC"><enum>(C)</enum><text>technologies to counter efforts to block SMS text message exchange over cellular phone networks; and</text>
 </subparagraph><subparagraph id="HEF302DF348D246B6BF75904DC6CC18F3"><enum>(D)</enum><text>additional digital programs and operations for Voice of America in Russia.</text> </subparagraph></paragraph><paragraph id="H1A3E82531581426A9FDCD5DA78BFA3DE"><enum>(3)</enum><header>Conforming amendment to expanded broadcasting in countries of the former Soviet Union</header><text>Paragraph (1) of section 8(e) of the Ukraine Freedom Support Act of 2014 (<external-xref legal-doc="usc" parsable-cite="usc/22/8927">22 U.S.C. 8927(e)</external-xref>; <external-xref legal-doc="public-law" parsable-cite="pl/118/272">Public Law 118–272</external-xref>) is amended by striking <quote>2018</quote> and inserting <quote>2020</quote>.</text>
				</paragraph></subsection></section><section id="H16AD700FEC744145BEC06015ADE0B03F"><enum>4.</enum><header>Publicize Russian misdeeds</header>
			<subsection id="H5D0642AF38E3429B9FFAE4FB0BCC2AED"><enum>(a)</enum><header>Donbass recruitment</header>
 <paragraph id="H6C8EC5C745364C7A936A5568160AE6FE"><enum>(1)</enum><header>Report</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall compile and publicly release a list of Russian-based persons, including organizations and their executives, who recruited or otherwise facilitated the transfer of Russian personnel for—</text>
 <subparagraph id="HF8CA3F858EE14441BB8EABCABC5A23EA"><enum>(A)</enum><text>the war in the Donbass; or</text> </subparagraph><subparagraph id="HD9791737E24040769FA8880C88DDFDEC"><enum>(B)</enum><text>targeting of civilians in Syria.</text>
 </subparagraph></paragraph><paragraph commented="no" id="H3EE6E288BFDB4E1D9129DA0EAE91E9AE"><enum>(2)</enum><header>Visa ban</header><text>Notwithstanding any other provision of law any persons identified in the list required under paragraph (1) shall be prohibited from entry to the United States.</text>
 </paragraph></subsection><subsection commented="no" id="HFEAA419E260B480EB090A38928ABEB5C"><enum>(b)</enum><header>Report on actions by Russian proxies</header><text>Not later than 90 days after the date of the enactment of this Act, the Secretary of State shall submit to Congress a list of the following:</text>
 <paragraph commented="no" id="H81E7635EF3BF449B8276CA16E825BF10"><enum>(1)</enum><text display-inline="yes-display-inline">Persons, including corporations with United States subsidiaries, acting in Europe and the United States as front companies or intermediaries of the Government of Russia, and the executives of such persons.</text>
 </paragraph><paragraph id="H41443EE91B0F4820A69372AA24900B70"><enum>(2)</enum><text>Politicians serving or acting as proxies of the Government of Russia.</text> </paragraph><paragraph commented="no" id="H485D2FDDFB614A61BF5193EE2257B99A"><enum>(3)</enum><text>Russian media entities, including producers and reporters, who—</text>
 <subparagraph commented="no" id="H1ACD73C068804B0C8932D78FC3FB3EAE"><enum>(A)</enum><text>traffic in forgeries, fabrications, and altered media products with intent to obfuscate factual reporting; or</text>
 </subparagraph><subparagraph commented="no" id="H5023D6E06C814964A3B87B7C34A4E4D1"><enum>(B)</enum><text>instigate conflict and violence in Europe or the United States.</text> </subparagraph></paragraph><paragraph commented="no" id="HAD22E48A27E74D77A92D0EB3760631CF"><enum>(4)</enum><text>Non-Russian persons that have knowingly or negligently provided hardware or other forms of assistance to the Government of Russia that has furthered Russia’s efforts to—</text>
 <subparagraph commented="no" id="H411C1CF9E0044B53929004A553768612"><enum>(A)</enum><text>filter online political content;</text> </subparagraph><subparagraph commented="no" id="HA89AAB7C869F4B88990EA7AE4F916D78"><enum>(B)</enum><text>disrupt cell phone and Internet communications;</text>
 </subparagraph><subparagraph commented="no" id="H85FA35B61FB44E12A79D190841769D18"><enum>(C)</enum><text>monitor the online activities of Russian citizens; or</text> </subparagraph><subparagraph commented="no" id="H2E518B38D131481EB36EA906E2FF6C73"><enum>(D)</enum><text>discriminate against or suppress the activities of independent civil society institutions.</text>
 </subparagraph></paragraph><paragraph commented="no" id="HC152BF2013E34FD48C96C700A2278A9E"><enum>(5)</enum><text>Each person that—</text> <subparagraph commented="no" id="H99A12D288604446582D0DEEEDA800C23"><enum>(A)</enum><text>receives subsidies from the Government of Russia, thereby eroding market opportunities for private businesses;</text>
 </subparagraph><subparagraph commented="no" id="H200032E276C54218A4DF3605E96E2A50"><enum>(B)</enum><text>provides financial or material support to Russia-backed forces actively involved in aggression against Russia’s neighbors;</text>
 </subparagraph><subparagraph commented="no" id="H24CD041272404D8C8F8584FE3E371CA0"><enum>(C)</enum><text>provides financial or material support to propaganda outlets of the Government of Russia that legitimize Russian aggression; or</text>
 </subparagraph><subparagraph commented="no" id="H185B0DB34DAC45D49C11B469C872F83C"><enum>(D)</enum><text>provides financing or material support to political and nongovernmental persons or entities, including the United Russia political party, determined by the Secretary of State to be engaged in the suppression of fundamental freedoms in Russia.</text>
 </subparagraph></paragraph></subsection><subsection commented="no" id="H43CD317077D74D24BF0ED2552D55BA8C"><enum>(c)</enum><header>Previously listed entities</header><text display-inline="yes-display-inline">The lists required under this section may also include entities already identified in the list of specially designated nationals and blocked persons maintained by the Office of Foreign Assets Control of the Department of the Treasury.</text>
 </subsection><subsection id="H470328CE805243C99A221F6C15A44879"><enum>(d)</enum><header>Form</header><text display-inline="yes-display-inline">The lists required under this section shall be unclassified but may be submitted in classified form.</text>
 </subsection><subsection id="H4863905CDA5842008AAA303CD974F569"><enum>(e)</enum><header>Provision</header><text>The Secretary of State shall transmit the unclassified lists required under this section to the heads of state of—</text>
 <paragraph id="H6C6AE4E589134944877796D186FDB388"><enum>(1)</enum><text>NATO member states;</text> </paragraph><paragraph id="H26E29242C7E5480FAA68BE4E344E97F3"><enum>(2)</enum><text>Sweden;</text>
 </paragraph><paragraph id="HA627F31C0F454A22951E89F0343EC8BA"><enum>(3)</enum><text>Finland; and</text> </paragraph><paragraph id="H0FFEE27CE4AC43C4B6020ED1E059C346"><enum>(4)</enum><text>Ireland.</text>
