			 on the website of the Commission documents to be voted on by the
			 Commission.</official-title></form>
	<legis-body id="HE6B246DFB5924604A5C0D5C6C43DF39B" style="OLC">
 <section id="H53A53D8D61DA43568088BBECC046818A" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Federal Communications Commission Transparency Act</short-title></quote>.</text> </section><section id="H5D0EA47FB6414BB380EDC62C9AF8A161" section-type="subsequent-section"><enum>2.</enum><header>Publication of documents in advance of FCC voting</header> <subsection id="H09C5CD6C08B9450882ADBA94508235F0"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Section 4 of the Communications Act of 1934 (<external-xref legal-doc="usc" parsable-cite="usc/47/154">47 U.S.C. 154</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H246172EED8814152B0526CC6CAC17D45" style="OLC">
					<subsection id="H982C4E8507134F6892AD51D5B871F9CD"><enum>(o)</enum>
 <paragraph commented="no" display-inline="yes-display-inline" id="HD2931CA7C9C84B80ABA7BE321F13BFD4"><enum>(1)</enum><text display-inline="yes-display-inline">The Commission may not adopt any order, decision, report, or action by vote of the Commission at a meeting of the Commission, unless the Chairman causes to be published on the internet website of the Commission the text of such order, decision, report, or action not later than 21 days before the date on which the vote is to occur, except when the Chairman determines that emergency or other exigent circumstances require publication less than 21 days before the date on which the vote is to occur.</text>
 </paragraph><paragraph id="HF1DC6301E01C4825885FCCA9CE0298DD" indent="up1"><enum>(2)</enum><text>The text published pursuant to paragraph (1) shall be the text intended at the time of the publishing to be subject to a vote. Nothing in this subsection may be construed to prevent the Commission from making changes to the text after the publishing.</text>
 </paragraph><paragraph commented="no" id="H76B2555D5D224BE6AD6C322E70DD5AA4" indent="up1"><enum>(3)</enum><text>If the Chairman determines that publication of all or a portion of an order, decision, report, or action is likely to lead to a result described in a paragraph of section 552b(c) of title 5, United States Code, the Chairman may exempt such order, decision, report, or action, or such portion, as the case may be, from the publication requirements of this subsection.</text>
 </paragraph><paragraph id="H1927F39C9BAD4B66B4A8F351505A5E38" indent="up1"><enum>(4)</enum><text>This subsection does not—</text> <subparagraph id="H35760165457D43F1979E91571EE495EA"><enum>(A)</enum><text>create any rights or remedies; or</text>
 </subparagraph><subparagraph id="H66A24A94CCF848E1A9A79E4067DE258F"><enum>(B)</enum><text>provide a basis for challenging any order, decision, report, or action adopted by the Commission.</text> </subparagraph></paragraph><paragraph id="HB78E3686164944ACB7264C9597604AA9" indent="up1"><enum>(5)</enum><text>In this subsection, the term <quote>meeting</quote> means a meeting within the meaning of section 5(d).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="HA4D9BAD201D94FA88FAC5770623BB772"><enum>(b)</enum><header>Effective date</header><text>The amendment made by this section shall apply beginning on the date that is 90 days after the date of the enactment of this Act.</text>
