<official-title display="yes">To modify the process of the Secretary of the Interior for examining certain mining claims on Federal lands in Storey County, Nevada, to facilitate certain pinyon-juniper-related projects in Lincoln County, Nevada, to modify the boundaries of certain wilderness areas in the State of Nevada, to fully implement the White Pine County Conservation, Recreation, and Development Act, and for other purposes.</official-title>

<section id="HFAA4E9B1DE4F402E84E0FC4760252B98" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Nevada Lands Bill Technical Corrections Act of 2018</short-title></quote>.</text></section> <section id="HB8420104B4814C358EE9E9400B670772"><enum>2.</enum><header>Amendment to conveyance of Federal land in Storey County, Nevada</header><text display-inline="no-display-inline">Section 3009(d) of the Carl Levin and Howard P. <quote>Buck</quote> McKeon National Defense Authorization Act for Fiscal Year 2015 (128 Stat. 3751) is amended—</text>
<paragraph id="HDB884E9D422C4D53A406D47D1861DBD9"><enum>(1)</enum><text>in paragraph (1)—</text> <subparagraph id="H89D56E62CCB84140A83FB2C2BD027F42"><enum>(A)</enum><text display-inline="yes-display-inline">by striking subparagraphs (B) through (D) and redesignating subparagraph (E) as subparagraph (D); and</text></subparagraph>
<subparagraph id="HA658F8966FF44FACA743D7BCB8A7BB5D"><enum>(B)</enum><text display-inline="yes-display-inline">by inserting after subparagraph (A) the following:</text> <quoted-block style="OLC" id="H4F7462BBB7B447DCADF12D6EF014F559" display-inline="no-display-inline"> <subparagraph id="H81C90362C1954A2A9C72CFA0E109C1D6"><enum>(B)</enum><header>Federal land</header><text display-inline="yes-display-inline">The term <quote>Federal land</quote> means the land generally depicted as <quote>Federal land</quote> on the map.</text></subparagraph>

<subsection id="H8EE21BC8AA8E41C3A4DFEFDE1846428B"><enum>(a)</enum><header>Facilitation of Pinyon-Juniper-Related projects</header>
<paragraph id="H77735FB1159349B99350D978A5F08032"><enum>(1)</enum><header>Availability of special account under Lincoln County Land Act of 2000</header><text>Section 5(b) of the Lincoln County Land Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/298">Public Law 106–298</external-xref>; 114 Stat. 1048) is amended—</text> <subparagraph id="H468669B5E2F449FCAD6D982EB0E3CFF6"><enum>(A)</enum><text>in paragraph (1)—</text>
<clause id="HC62E5E6CB67A436C8CE63341E87A45C4"><enum>(i)</enum><text>in subparagraph (B), by inserting <quote>and implementation</quote> after <quote>development</quote>; and</text></clause> <clause id="H97AF3C08B7564E17AF2CBAA5C5CC817A"><enum>(ii)</enum><text>in subparagraph (C)—</text>

<paragraph id="HDB43002A69C6407384A9A6EC3EA883D1"><enum>(3)</enum><header>Cooperative agreements</header><text display-inline="yes-display-inline">The Director of the Bureau of Land Management shall enter into cooperative agreements with the County for law enforcement and planning-related activities provided by the County and approved by the Secretary, regarding—</text> <subparagraph id="HA7090E988AE7423FBA9BDD5A8667D3C5"><enum>(A)</enum><text>wilderness in the County designated by the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2403);</text></subparagraph>
<subparagraph id="H899BB410A1514934B269F1B7D32E5546"><enum>(B)</enum><text>cultural resources identified, protected, and managed pursuant to that Act;</text></subparagraph> <subparagraph id="HCE53982BAB7A49AF9BA01244EF6032B2"><enum>(C)</enum><text>planning, management, and law enforcement associated with the Silver State OHV Trail designated by that Act; and</text></subparagraph>
<subparagraph id="H2705EEC10E2F4AFDA3DB5B1C1B89C45D"><enum>(D)</enum><text display-inline="yes-display-inline">planning associated with land disposal and related land-use authorizations required for utility corridors and rights-of-way to serve land that has been, or is to be, disposed of pursuant to that Act (other than rights-of-way granted pursuant to that Act) and this Act.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph> <paragraph id="HD7D3E22A5BA543838D1CF2541B6F520A"><enum>(2)</enum><header>Availability of special account under Lincoln County Conservation, Recreation, and Development Act of 2004</header><text>Section 103 of the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2405) is amended—</text>
<subparagraph id="HF1268915BE7842E18C53EB37E89FF26C"><enum>(A)</enum><text>in subsection (b)(3)—</text> <clause id="H8E3B4ACFC16B450883DE2CACC67AD020"><enum>(i)</enum><text>in subparagraph (E), by striking <quote>; and</quote> at the end and inserting a semicolon;</text></clause>

<paragraph id="H9F3AA0CC51E74AD4B73347F44D6BB3D8"><enum>(4)</enum><text display-inline="yes-display-inline">planning associated with land disposal and related land-use authorizations required for utility corridors and rights-of-way to serve land that has been, or is to be, disposed of pursuant to this Act (other than rights-of-way granted pursuant to this Act) and the Lincoln County Land Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/298">Public Law 106–298</external-xref>; 114 Stat. 1046).</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> <subsection id="H8F07B12EB9774B4A818CC40DBE104BD7"><enum>(b)</enum><header>Disposition of proceeds</header> <paragraph id="H162441A508F74F16B6FE6EC428C1604C"><enum>(1)</enum><header>Disposition of proceeds under Lincoln County Land Act of 2000</header><text>Section 5(a)(2) of the Lincoln County Land Act of 2000 (<external-xref legal-doc="public-law" parsable-cite="pl/106/298">Public Law 106–298</external-xref>; 114 Stat. 1047) is amended by inserting <quote>and economic development</quote> after <quote>schools</quote>.</text></paragraph>
<paragraph id="H7F6DD3E55453494792E17E2B64E69DCB"><enum>(2)</enum><header>Disposition of proceeds under Lincoln County Conservation, Recreation, and Development Act of 2004</header><text>Section 103(b)(2) of the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2405) is amended by striking <quote>and transportation</quote> and inserting <quote>transportation, and economic development</quote>.</text></paragraph></subsection> <subsection id="HB6C80E0313D74E21AC2A7E82DFE33E4D"><enum>(c)</enum><header>Modification of utility corridor</header><text display-inline="yes-display-inline">The Secretary of the Interior shall realign the utility corridor established by section 301(a) of the Lincoln County Conservation, Recreation, and Development Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/424">Public Law 108–424</external-xref>; 118 Stat. 2412) to be aligned as generally depicted on the map titled <quote>Proposed LCCRDA Utility Corridor Realignment</quote> and dated March 14, 2017, by modifying the map titled <quote>Lincoln County Conservation, Recreation, and Development Act</quote> (referred to in this subsection as the <quote>Map</quote>) and dated October 1, 2004, by—</text>
<paragraph id="H8BB0D2117B7649AFB639A715C2B8FC7D"><enum>(1)</enum><text display-inline="yes-display-inline">removing the utility corridor from sections 5, 6, 7, 8, 9, 10, 11, 14, and 15, T. 7 N., R. 68 E., of the Map; and</text></paragraph> <paragraph id="H773A5CF21D184A05891640E461271F7C"><enum>(2)</enum><text display-inline="yes-display-inline">redesignating the utility corridor so as to appear on the Map in—</text>
<subparagraph id="HC04BC8CF77C94D27BF0514EFD7D2AF26"><enum>(A)</enum><text display-inline="yes-display-inline">sections 31, 32, and 33, T. 8 N., R. 68 E.;</text></subparagraph> <subparagraph id="H5292789464E6417F96DCE5068984B9B4"><enum>(B)</enum><text display-inline="yes-display-inline">sections 4, 5, 6, and 7, T. 7 N., R. 68 E.; and</text></subparagraph>
<subparagraph id="H93844677963444A1B0EADF0452C4AD0C"><enum>(C)</enum><text display-inline="yes-display-inline">sections 1 and 12, T. 7 N., 67 E.</text></subparagraph></paragraph></subsection> <subsection id="H03F68D98CDA24721B8A2AE0FECBA05AC"><enum>(d)</enum><header>Final corrective patent in Clark County, Nevada</header> <paragraph id="HD13619ED49334BC3BD712EC2BBEB4C38"><enum>(1)</enum><header>Validation of patent</header><text>Patent number 27–2005–0081, issued by the Bureau of Land Management on February 18, 2005, is affirmed and validated as having been issued pursuant to, and in compliance with, the Nevada-Florida Land Exchange Authorization Act of 1988 (<external-xref legal-doc="public-law" parsable-cite="pl/100/275">Public Law 100–275</external-xref>; 102 Stat. 52), the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321</external-xref> et seq.), and the Federal Land Policy and Management Act of 1976 (<external-xref legal-doc="usc" parsable-cite="usc/43/1701">43 U.S.C. 1701</external-xref> et seq.) for the benefit of the desert tortoise, other species, and the habitat of the desert tortoise and other species to increase the likelihood of the recovery of the desert tortoise and other species.</text></paragraph>
<paragraph id="H4A56861A0BDA4853902967D6E33A4C4F"><enum>(2)</enum><header>Ratification of reconfiguration</header><text>The process used by the United States Fish and Wildlife Service and the Bureau of Land Management in reconfiguring the land described in paragraph (1), as depicted on Exhibit 1–4 of the Final Environmental Impact Statement for the Planned Development Project MSHCP, Lincoln County, NV (FWS–R8–ES–2008–N0136), and the reconfiguration provided for in special condition 10 of the Corps of Engineers Permit No. 000005042, are ratified.</text></paragraph></subsection> <subsection id="HE8543885C6C64927805197F0F22957DB"><enum>(e)</enum><header>Issuance of corrective patent in Lincoln County, Nevada</header> <paragraph id="HF5F6F66D23974DA0A19022DE96DA9147"><enum>(1)</enum><header>In general</header><text>The Secretary of the Interior, acting through the Director of the Bureau of Land Management, may issue a corrective patent for the 7,548 acres of land in Lincoln County, Nevada, depicted on the map prepared by the Bureau of Land Management titled <quote>Proposed Lincoln County Land Reconfiguration</quote> and dated January 28, 2016.</text></paragraph>
<paragraph id="H4763C9EEFB12407F8AB6641229318753"><enum>(2)</enum><header>Applicable law</header><text>A corrective patent issued under paragraph (1) shall be treated as issued pursuant to, and in compliance with, the Nevada-Florida Land Exchange Authorization Act of 1988 (<external-xref legal-doc="public-law" parsable-cite="pl/100/275">Public Law 100–275</external-xref>; 102 Stat. 52).</text></paragraph></subsection> <subsection id="H0DE3932DF72946C78F803FBED98CCE89"><enum>(f)</enum><header>Conveyance to Lincoln County, Nevada, to support a landfill</header> <paragraph id="H9E1DDC2DEF4A4FA988F3D8A536809B74"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">As soon as practicable after the date of enactment of this Act, and subject to valid existing rights, at the request of Lincoln County, Nevada, the Secretary of the Interior shall convey without consideration under the Recreation and Public Purposes Act (<external-xref legal-doc="usc" parsable-cite="usc/43/869">43 U.S.C. 869</external-xref> et seq.) to Lincoln County all right, title and interest of the United States in and to approximately 400 acres of land in Lincoln County, Nevada, more particularly described as follows: T. 11 S., R. 62, E., Section 25 E ½ of W ½; and W ½ of E ½; and E ½ of SE 1/4.</text></paragraph>
<paragraph id="HAB0D3572FEBE413F91E78CC51F098740"><enum>(2)</enum><header>Reservation</header><text display-inline="yes-display-inline">The Secretary shall reserve to the United States the mineral estate in any land conveyed under paragraph (1). </text></paragraph> <paragraph id="HD0B7DFE983774215ADAA2C45519F4B88"><enum>(3)</enum><header>Use of conveyed land</header><text>The land conveyed under paragraph (1) shall be used by Lincoln County, Nevada, to provide a suitable location for the establishment of a centralized landfill and to provide a designated area and authorized facilities to discourage unauthorized dumping and trash disposal on environmentally-sensitive public land. Lincoln County may not dispose of the land conveyed under paragraph (1). </text></paragraph>
<paragraph id="H9EF6025A847F4BC79EC2BB3FC7048C51"><enum>(4)</enum><header>Reversion</header><text>If Lincoln County, Nevada, ceases to use any parcel of land conveyed under paragraph (1) for the purposes described in paragraph (3)—</text> <subparagraph id="H672F82D297E94DA4A3C9E3B2947A71A7"><enum>(A)</enum><text>title to the parcel shall revert to the Secretary of the Interior, at the option of the Secretary; and</text></subparagraph>
<subparagraph id="H9C0811D19D394B1FA1623C44326B1D6B"><enum>(B)</enum><text>Lincoln County shall be responsible for any reclamation necessary to restore the parcel to a condition acceptable to the Secretary of the Interior.</text></subparagraph></paragraph></subsection></section> <section id="HA7C90EF2C25C46CB9B6198C9BE2DE386"><enum>4.</enum><header>Mt. Moriah Wilderness, High Schells Wilderness, and Arc Dome Wilderness boundary adjustments</header> <subsection id="HCEE38B0E47E94109AE20D831B4097A66"><enum>(a)</enum><header>Amendments to the Pam White Wilderness Act of 2006</header><text display-inline="yes-display-inline">Section 323 of the Pam White Wilderness Act of 2006 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note; 120 Stat. 3031) is amended by striking subsection (e) and inserting the following:</text>

<subsection id="H73E4EAAE51BF4787AE69D6103F11885D"><enum>(e)</enum><header>Mt. Moriah Wilderness adjustment</header><text>The boundary of the Mt. Moriah Wilderness established under section 2(13) of the Nevada Wilderness Protection Act of 1989 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note) is adjusted to include—</text> <paragraph id="H2888CFF7EAED4EE49FC5797F1DC3BA6E"><enum>(1)</enum><text>the land identified as the <quote>Mount Moriah Wilderness Area</quote> and <quote>Mount Moriah Additions</quote> on the map titled <quote>Eastern White Pine County</quote> and dated November 29, 2006; and</text></paragraph>
<paragraph id="H7446D484CB2E46999E867E2E921F7E56"><enum>(2)</enum><text>the land identified as <quote>NFS Lands</quote> on the map titled <quote>Proposed Wilderness Boundary Adjustment Mt. Moriah Wilderness Area</quote> and dated January 17, 2017.</text></paragraph></subsection> <subsection id="H3202A5324C00410CBB6CE2E64FA7F866"><enum>(f)</enum><header>High Schells Wilderness adjustment</header><text>The boundary of the High Schells Wilderness established under subsection (a)(11) is adjusted—</text>
<paragraph id="H09B982DC85FC4FFA8CFD443435AD0FEA"><enum>(1)</enum><text>to include the land identified as <quote>Include as Wilderness</quote> on the map titled <quote>McCoy Creek Adjustment</quote> and dated November 3, 2014; and</text></paragraph> <paragraph id="HD653A4BA59B7487C98568DF998352A9F"><enum>(2)</enum><text>to exclude the land identified as <quote>NFS Lands</quote> on the map titled <quote>Proposed Wilderness Boundary Adjustment High Schells Wilderness Area</quote> and dated January 19, 2017.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subsection>
<subsection id="H0A1C1928AE994E1D9E21AE9BD69E7A91"><enum>(b)</enum><header>Amendments to the Nevada Wilderness Protection Act of 1989</header><text display-inline="yes-display-inline">The Nevada Wilderness Protection Act of 1989 (<external-xref legal-doc="usc" parsable-cite="usc/16/1132">16 U.S.C. 1132</external-xref> note) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H34C6E62B1F4C4FC98168CB9EF129FAFC" style="OLC"> <section id="H2A5AFE5C948C458BA05B1A9B9B3EFC3F"><enum>12.</enum><header>Arc Dome Boundary adjustment</header><text display-inline="no-display-inline">The boundary of the Arc Dome Wilderness established under section 2(2) is adjusted to exclude the land identified as <quote>Exclude from Wilderness</quote> on the map titled <quote>Arc Dome Adjustment</quote> and dated November 3, 2014.</text></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection></section>
<section id="H36CF89A952C94AD3B4516F20BA6712F0"><enum>5.</enum><header>Implementation of White Pine County Conservation, Recreation, and Development Act</header>
<subsection id="HBD0B1A5BF2F04B338CA383D13E3D5FA5"><enum>(a)</enum><header>Disposition of proceeds</header><text>Section 312 of the White Pine County Conservation, Recreation, and Development Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/432">Public Law 109–432</external-xref>; 120 Stat. 3030) is amended—</text> <paragraph id="HC755F611748B4A5FBFD126D0945F1715"><enum>(1)</enum><text>in paragraph (2), by striking <quote>and planning</quote> and inserting <quote>municipal water and sewer infrastructure, public electric transmission facilities, public broadband infrastructure, and planning</quote>; and</text></paragraph>
<paragraph id="H8F0F212279D643D5973432C865CBC640"><enum>(2)</enum><text>in paragraph (3)—</text> <subparagraph id="H7D88ED51C96E49DCA142D141280C5F87"><enum>(A)</enum><text>in subparagraph (G), by striking <quote>; and</quote> and inserting a semicolon;</text></subparagraph>
<subparagraph id="HB7D3D31EB30D4CD5B9FA73FA1A8BD4AF"><enum>(B)</enum><text>in subparagraph (H), by striking the period at the end and inserting <quote>; and</quote>; and</text></subparagraph> <subparagraph id="H58DD0C1EAAD6431286258081662C21F5"><enum>(C)</enum><text>by adding at the end the following:</text>

<subparagraph id="HD5FB923438684E1386D4A7BC78AFBB5F"><enum>(I)</enum><text>processing by a government entity of public land-use authorizations and rights-of-way relating to the development of land conveyed to the County under this Act, with an emphasis on authorizations and rights-of-way relating to any infrastructure needed for the expansion of the White Pine County Industrial Park under section 352(c)(2).</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> <subsection id="HF3EFA4EA183945EDB69F2C2E8F330226"><enum>(b)</enum><header>Conveyance to White Pine County, Nevada</header><text display-inline="yes-display-inline">Section 352 of the White Pine County Conservation, Recreation, and Development Act of 2006 (<external-xref legal-doc="public-law" parsable-cite="pl/109/432">Public Law 109–432</external-xref>; 120 Stat. 3039) is amended—</text>
<paragraph id="H76729F3374A34FD9B1FD52C8A82EA0DF"><enum>(1)</enum><text>in subsection (a), by inserting <quote>not later than 120 days after the date of the enactment of the Nevada Lands Bill Technical Corrections Act of 2018</quote> before <quote>the Secretary</quote>;</text></paragraph> <paragraph id="H24828ED2BEA04D4B8ABB35F402258C81"><enum>(2)</enum><text>in subsection (c)(3)(B)(i), by striking <quote>through a competitive bidding process</quote> and inserting <quote>consistent with section 244 of the Nevada Revised Statutes (as in effect on the date of enactment of the <short-title>Eastern Nevada Economic Development and Land Management Improvement Act</short-title>)</quote>; and</text></paragraph>
<paragraph id="H9E4BCF03F9FF47E2B8D5997A076C95BE"><enum>(3)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H3D07AA4B79404D5FB46CE5C0830B91C9" style="OLC"> <subsection id="HD54B6DA3E5AB412BA787B17C06D00929"><enum>(e)</enum><header>Deadline</header><text>If the Secretary has not conveyed to the County the parcels of land described in subsection (b) by the date that is 120 days after the date of the enactment of the Nevada Lands Bill Technical Corrections Act of 2018, the Secretary shall convey to the County, without consideration, all right, title, and interest of the United States in and to the parcels of land.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section>
