			 150th anniversary, and for other purposes.</official-title></form>

		<section id="H083203409C6049FDBD6B28784AF24182" section-type="section-one"><enum>1.</enum><header>Short Title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Carson City Mint 150th Anniversary Commemorative Coin Act of 2018</short-title></quote>.</text>
		</section><section id="HD1D7BC4280B94A99A2F7BB87D13A9DC3"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">The Congress finds the following:</text><list level="paragraph" list-type="none"><list-item>(1) The Carson City Mint played an important role in the founding of the Great American West.</list-item><list-item>(2) Congress established the Carson City Mint in 1863 to serve the coinage needs brought on by the
			 Comstock Lode during the silver rush in Nevada.</list-item><list-item>(3) The Carson City Mint was designed by Alfred Mullett, the supervising architect for the United
			 States Department of the Treasury.</list-item><list-item>(4) The brick used to construct the Carson City Mint was manufactured at the Adams Brick Works in
			 Genoa, operated by the grandsons of John Quincy Adams.</list-item><list-item>(5) The opening of the Carson City Mint was delayed due to the Civil War.</list-item><list-item>(6) The Carson City Mint opened in December of 1869, and produced its first coins on February 11,
			 1870.</list-item><list-item>(7) Coins struck at the Carson City Mint were distinguished by the <quote>CC</quote> mint mark.</list-item><list-item>(8) The Carson City Mint coined more than $49,000,000 of silver and gold.</list-item><list-item>(9) The Carson City Mint ended coin production in 1893, due to reduced mining of the Comstock Lode.</list-item><list-item>(10) The Carson City Mint is listed on the National Register of Historic Places.</list-item></list>
		</section><section id="H64C35F6C5A37465EB6821A32C214FE5B"><enum>3.</enum><header>Coin Specifications</header>
			<subsection id="H89B9711E1BB644819916BF2FC7352E44"><enum>(a)</enum><header>Denominations</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, and in commemoration of the Carson City Mint’s 150th
			 Anniversary, the Secretary of the Treasury (hereinafter in this Act
			 referred to as the <quote>Secretary</quote>) shall mint and issue the following coins:</text>
				<paragraph id="H2D2026D9940142FAA9D49CEE4BD95F14"><enum>(1)</enum><header>$5 Gold Coins</header><text>Not more than 100,000 $5 coins, which shall—</text>
					<subparagraph id="H8FA14DB58D154F27829C0C13ACF9E2CF"><enum>(A)</enum><text>weigh 8.359 grams;</text>
					</subparagraph><subparagraph id="H1DC5B15F78C64AC5B7D9411DB02DF066"><enum>(B)</enum><text>have a diameter of 0.850 inches; and</text>
					</subparagraph><subparagraph id="H053773D9E9534BAFA85161499ACBF150"><enum>(C)</enum><text>contain 90 percent gold and 10 percent alloy.</text>
					</subparagraph></paragraph><paragraph id="HFA36701C760B4300AA497B78FB35C657"><enum>(2)</enum><header>$1 Silver Coins</header><text>Not more than 500,000 $1 coins, which shall—</text>
					<subparagraph id="H59E0C56970864B0497E73CAC19EC9E7D"><enum>(A)</enum><text>weigh 26.73 grams;</text>
					</subparagraph><subparagraph id="H81FBD355BDE94140B67A89E8A4F3462F"><enum>(B)</enum><text>have a diameter of 1.500 inches; and</text>
					</subparagraph><subparagraph id="HB91CCC38A8AB4867BD31B04D0ACE2F72"><enum>(C)</enum><text>contain not less than 90 percent silver.</text>
					</subparagraph></paragraph></subsection><subsection id="H49A6BE49D9F349C1BE3C68021BB2629C"><enum>(b)</enum><header>Legal Tender</header><text display-inline="yes-display-inline">The coins minted under this Act shall be legal tender, as provided in section 5103 of title 31,
			 United States Code.</text>
			</subsection><subsection id="H527CEA138D934F24B57C7BC2A3218871"><enum>(c)</enum><header>Numismatic Items</header><text>For purposes of sections 5134 and 5136 of title 31, United States Code, all coins minted under this
			 Act shall be considered to be numismatic items.</text>
			</subsection></section><section id="H29EDB63B78864D3698FFFBED97E83403"><enum>4.</enum><header>Design of Coins</header>
			<subsection id="H7183A74AB4B44EE09259966F38AE96BC"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">The design of the coins minted under this Act shall be emblematic of the Carson City Mint building,
			 its importance to Nevada and the Nation’s history, and its 150th
			 anniversary.</text>
			</subsection><subsection id="H50CF0BFF7CBA4C469578154DDC627336"><enum>(b)</enum><header>Designation and Inscriptions</header><text>On each coin minted under this Act, there shall be—</text>
				<paragraph id="H1A9D29A06C15442393C9F3899F25309A"><enum>(1)</enum><text display-inline="yes-display-inline">a designation of the value of the coin;</text>
				</paragraph><paragraph id="H1CE62EAE7FEA438E954764E0B24A63FA"><enum>(2)</enum><text display-inline="yes-display-inline">an inscription of the year <quote>2020</quote>; and</text>
				</paragraph><paragraph id="H2922DB8EB15645468687B4A98F56DD7E"><enum>(3)</enum><text>inscriptions of the words <quote>Liberty</quote>, <quote>In God We Trust</quote>, <quote>United States of America</quote>, and <quote>E Pluribus Unum</quote>.</text>
				</paragraph></subsection><subsection id="HBB47F30DD0DD409E979C8E5AD6B9734B"><enum>(c)</enum><header>Selection</header><text display-inline="yes-display-inline">The design for the coins minted under this Act shall be—</text>
				<paragraph id="H342D8519A10D46599FA4CB0BD1F0ADBA"><enum>(1)</enum><text>selected by the Secretary, after consultation with the Nevada State Museum Dedicated Trust Fund;</text>
				</paragraph><paragraph id="H0D38616EF17249A7A7FB4A6FBF0B4077"><enum>(2)</enum><text>reviewed by the Citizens Coinage Advisory Committee; and</text>
				</paragraph><paragraph id="H27E49F42A536448397E48A147BCCD1A6"><enum>(3)</enum><text>selected in a timely fashion, which allows for the minting of such coins to begin as quickly as
			 possible.</text>
				</paragraph></subsection></section><section id="H09E9FC032B8249C08F471D15BD4E9C90"><enum>5.</enum><header>Issuance of Coins</header>
			<subsection id="H2C4290CB417840BB83E72B851A2751A4"><enum>(a)</enum><header>Quality of Coins</header><text display-inline="yes-display-inline">Coins minted under this Act shall be issued in uncirculated and proof qualities.</text>
			</subsection><subsection id="H3E8BF2EB7F2C47BEB4EB1DF8FBF53542"><enum>(b)</enum><header>Period for Issuance</header><text>The Secretary may issue coins minted under this Act only during the 1-year period beginning on
			 January 1, 2020.</text>
			</subsection></section><section id="H9E12A3DB93DE4A209C8863E07B2C7036"><enum>6.</enum><header>Sale of Coins</header>
			<subsection id="HC8D36DDE9B604CCDB601D3C74DB01C27"><enum>(a)</enum><header>Sale Price</header><text display-inline="yes-display-inline">The coins issued under this Act shall be sold by the Secretary at a price equal to the sum of—</text>
				<paragraph id="HBA0DC8BFAD6B4A3DA4D69F2CA6A99FBC"><enum>(1)</enum><text>the face value of the coins;</text>
				</paragraph><paragraph id="HA70F302F7D9B40DB930C44E752A23848"><enum>(2)</enum><text>the surcharge provided in section 7(a) with respect to such coins; and</text>
				</paragraph><paragraph id="H0BBD5861E7A343ADAEC13697604320E1"><enum>(3)</enum><text>the cost of designing and issuing the coins (including labor, materials, dies, use of machinery,
			 overhead expenses, marketing, and shipping).</text>
				</paragraph></subsection><subsection id="HED0A32B299F542C9AA8006B5BB8A0D3A"><enum>(b)</enum><header>Bulk Sales</header><text>The Secretary shall make bulk sales of the coins issued under this Act at a reasonable discount.</text>
			</subsection><subsection id="H0A14FECF8E98457EACC05ABDD1515448"><enum>(c)</enum><header>Prepaid Orders</header>
				<paragraph id="HB643D5B8A94446B9AFC1A47BC351901A"><enum>(1)</enum><header>In General</header><text display-inline="yes-display-inline">The Secretary shall accept prepaid orders for the coins minted under this Act before the issuance
			 of such coins.</text>
				</paragraph><paragraph id="HCEC307D1A7CA4CE7AB37CFE739634314"><enum>(2)</enum><header>Discount</header><text display-inline="yes-display-inline">Sale prices with respect to prepaid orders under paragraph (1) shall be at a reasonable discount.</text>
				</paragraph></subsection></section><section id="H70CAE13E5ABF493BB663017EF5221D66"><enum>7.</enum><header>Surcharges</header>
			<subsection id="H638AB64B6AA94C14B4213C25A64BA033"><enum>(a)</enum><header>In General</header><text display-inline="yes-display-inline">All sales of coins minted under this Act shall include a surcharge as follows:</text>
				<paragraph id="HF5184694B8BE432F8F11BA7E36903C52"><enum>(1)</enum><text>A surcharge of $35 per coin for the $5 coin.</text>
				</paragraph><paragraph id="H1F266AF8EA944D9DAC51B4BB62B028DE"><enum>(2)</enum><text>A surcharge of $10 per coin for the $1 coin.</text>
				</paragraph></subsection><subsection id="HB265F4A943034553AE9556652DA02BB8"><enum>(b)</enum><header>Distribution</header><text>Subject to section 5134(f) of title 31, United States Code, all surcharges received by the
			 Secretary from the sale of coins issued under this Act shall be promptly
			 paid to the Nevada State Museum Dedicated Trust Fund, for the purpose of
			 supporting the Nevada State Museum mission.</text>
			</subsection><subsection id="HED9B1E7925644151B436D883B7EED323"><enum>(c)</enum><header>Audits</header><text>The Nevada State Museum Dedicated Trust Fund shall be subject to the audit requirements of section
			 5134(f)(2) of title 31, United States Code, with regard to the amounts
			 received under subsection (b).</text>
			</subsection><subsection id="HCA76BAE9E7514FEAA8A59C1C6C9E1799"><enum>(d)</enum><header>Limitation</header><text>Notwithstanding subsection (a), no surcharge may be included with respect to the issuance under
			 this Act of any coin during a calendar year if, as of the time of such
			 issuance, the issuance of such coin would result in the number of
			 commemorative coin programs issued during such year to exceed the annual
			 commemorative coin program issuance limitation under section 5112(m)(1) of
			 title 31, United States Code (as in effect on the date of the enactment of
			 this Act). The Secretary of the Treasury may issue guidance to carry out
			 this subsection.</text>
			</subsection></section><section id="HCBC1460566F141FDB58AEE97F59CA453"><enum>8.</enum><header>Financial Assurances</header><text display-inline="no-display-inline">The Secretary shall take such actions as may be necessary to ensure that—</text>
			<paragraph id="H60B56842CE754B8C9E0A02024A4020BE"><enum>(1)</enum><text>minting and issuing coins under this Act will not result in a net cost to the United States
			 Government; and</text>
			</paragraph><paragraph id="H5E36F51572B84FCE9C4FDA7B3EDB9A7B"><enum>(2)</enum><text>no funds, including applicable surcharges, are disbursed to the recipient designated in section 7
			 until the total cost of designing and issuing all of the coins authorized
			 by this Act (including labor, materials, dies, use of machinery, overhead
			 expenses, marketing, and shipping) is recovered by the United States
			 Treasury, consistent with sections 5112(m) and 5134(f) of title 31, United
			 States Code.</text>
			</paragraph></section></legis-body></bill>
