			 Individuals with Disabilities in All-Hazards Emergencies.</official-title></form>
	<legis-body id="HD5E2BA452DAE495CB8A14A994C8B1C8F" style="OLC">
		<section id="H69715ECFDD294115821E220E92CCD595" section-type="section-one"><enum>1.</enum><header>National Advisory Committee on Individuals with Disabilities in All-Hazards Emergencies</header>
 <subsection id="H0910FDEC5A4541D68221084865309947"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Secretary of Health and Human Services (in this section referred to as the <quote>Secretary</quote>) shall establish a national advisory committee to be known as the National Advisory Committee on Individuals with Disabilities in All-Hazards Emergencies (referred to in this section as the <quote>Advisory Committee</quote>).</text>
 </subsection><subsection id="H8B056E417F1F4B63BFD1617A055BAF69"><enum>(b)</enum><header>Duties</header><text>The Advisory Committee shall—</text> <paragraph id="H2C49B9FA73B64C54B3AF24476D119E5C"><enum>(1)</enum><text>provide advice and consultation with respect to activities carried out pursuant to section 2814 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300hh-16">42 U.S.C. 300hh–16</external-xref>), as applicable and appropriate;</text>
 </paragraph><paragraph id="H24344331273F4436A8E99D2AF338C5CF"><enum>(2)</enum><text>evaluate and provide input with respect to the public health, accessibility, and medical needs of individuals with disabilities as they relate to preparation for, response to, and recovery from all-hazards emergencies; and</text>
 </paragraph><paragraph id="H3EB23D9F93824C3B93355AC5184BBA06"><enum>(3)</enum><text>provide advice and consultation with respect to State emergency preparedness and response activities, including related drills and exercises pursuant to the preparedness goals under section 2802(b) of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300hh-1">42 U.S.C. 300hh–1(b)</external-xref>).</text>
 </paragraph></subsection><subsection id="H7338C0AA0BDB41AE8E43F55C922D66C3"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than February 1, 2020, the Advisory Committee shall submit to the Secretary, the Committee on Energy and Commerce of the House of Representatives, the Committee on Homeland Security of the House of Representatives, the Committee on Veterans’ Affairs of the House of Representatives, the Committee on Health, Education, Labor, and Pensions of the Senate, the Committee on Veterans Affairs of the Senate, and the Committee on Homeland Security and Governmental Affairs of the Senate a report that evaluates the extent to which individuals with disabilities are thoroughly included in disaster preparedness planning and disaster recovery. Such report shall—</text>
 <paragraph id="HBC8E81171DE24B438492564AB3F03810"><enum>(1)</enum><text>include recommendations that offer specific improvements that could be made across local, State, tribal, territorial, and Federal efforts to improve outcomes in areas that include—</text>
 <subparagraph id="HA120E5C6C3C84AFB8BF935C236D94162"><enum>(A)</enum><text>preparedness;</text> </subparagraph><subparagraph id="H2E23780F44F949ECA9801AF37C276FD0"><enum>(B)</enum><text>planning;</text>
 </subparagraph><subparagraph id="HABE8E4A533D4458AA4964C208410CE02"><enum>(C)</enum><text>exercises and drills;</text> </subparagraph><subparagraph id="H76A595154E4F476EBF77BC24DCF410B7"><enum>(D)</enum><text>alerts, warning, and notifications;</text>
 </subparagraph><subparagraph id="HE06DD7E081C146CF827CBAAF79069155"><enum>(E)</enum><text>evacuation;</text> </subparagraph><subparagraph id="HA269572B671F49B6A95A589EAA5E2911"><enum>(F)</enum><text>sheltering;</text>
 </subparagraph><subparagraph id="H38F2B6A9F13D4196A6A7D4346D702738"><enum>(G)</enum><text>health maintenance;</text> </subparagraph><subparagraph id="H6ED8420454974D589305B892D989A994"><enum>(H)</enum><text>accessing emergency programs and services;</text>
 </subparagraph><subparagraph id="H00AC86551EA745809F022A6E6F541D11"><enum>(I)</enum><text>medical care (including mental health care);</text> </subparagraph><subparagraph id="H5C2BF2F2E7494A13B9AD12FD24E32D12"><enum>(J)</enum><text>temporary housing;</text>
 </subparagraph><subparagraph id="H595D1C856B1B40339CF6F8FB47207C98"><enum>(K)</enum><text>transitioning back to home, work, school, and community;</text> </subparagraph><subparagraph id="H719C9479C44F4CBBA883E827A66D5CDC"><enum>(L)</enum><text>permanent housing;</text>
 </subparagraph><subparagraph id="HECE23C18F524432A87BF8C08E53FE688"><enum>(M)</enum><text>long term recovery;</text> </subparagraph><subparagraph id="HD58C227102B24199BFAD8DF57006C085"><enum>(N)</enum><text>mitigation; and</text>
 </subparagraph><subparagraph id="H48E14A24D6134B72B79D73D0C05BD372"><enum>(O)</enum><text>community resilience; and</text> </subparagraph></paragraph><paragraph id="H126BA602CFDE48138EBBE915CACF9714"><enum>(2)</enum><text>assess the strength of existing policies to incorporate such individuals as well as the efficacy of implementation.</text>
				</paragraph></subsection><subsection id="H8CB3AB2C16CF4DDAA2D3EF9035DB1468"><enum>(d)</enum><header>Composition</header>
 <paragraph id="H4A5648EEED3C4D479BE21B36DC1BFACF"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary, in consultation with such other heads of agencies and departments as may be appropriate, shall appoint not to exceed 25 members to the Advisory Committee.</text>
 </paragraph><paragraph id="HB328FAD7A5084A668D3B2C8FF287E680"><enum>(2)</enum><header>Required members</header><text display-inline="yes-display-inline">In carrying out paragraph (1), the Secretary shall appoint to the Advisory Committee such individuals as may be appropriate to perform the duties described in subsections (b), which shall include—</text>
 <subparagraph id="HBFC434D9F6C247119EF7586490A1FAC8"><enum>(A)</enum><text>the Assistant Secretary for Preparedness and Response (or their designee);</text> </subparagraph><subparagraph id="H2B21D8B3F35D4147A0D66D8F4D8578EE"><enum>(B)</enum><text display-inline="yes-display-inline">the Director of the Administration for Community Living (or their designee);</text>
 </subparagraph><subparagraph id="H0702395E94E648C69C8A1A28CCE78D66"><enum>(C)</enum><text>the Director of the Biomedical Advanced Research and Development Authority (or their designee);</text> </subparagraph><subparagraph id="H4D335BFC962F4005851CFE498EE5824F"><enum>(D)</enum><text>the Director of the Centers for Disease Control and Prevention (or their designee);</text>
 </subparagraph><subparagraph id="H7796DE944899436B8221CE6937F35447"><enum>(E)</enum><text>the Commissioner of Food and Drugs (or their designee);</text> </subparagraph><subparagraph id="H1F979030C29F4676B3961155192C8844"><enum>(F)</enum><text>the Director of the National Institutes of Health (or their designee);</text>
 </subparagraph><subparagraph id="H014DD0BD58D146E5BA74A043515FA83D"><enum>(G)</enum><text>the Administrator of the Federal Emergency Management Agency (or their designee);</text> </subparagraph><subparagraph id="H594A8927DF0A42A7B79E33E79037BA48"><enum>(H)</enum><text>the Director of Office of Disability Integration and Coordination (or their designee);</text>
 </subparagraph><subparagraph id="HC5C28C17356C4C08890082FC9616BFD0"><enum>(I)</enum><text display-inline="yes-display-inline">the Officer for Civil Rights and Civil Liberties of the Department of Homeland Security (or their designee);</text>
 </subparagraph><subparagraph id="HA06F29607FEF42BA94FDDDB38F06E664"><enum>(J)</enum><text display-inline="yes-display-inline">the Chair of the National Council on Disability (or their designee);</text> </subparagraph><subparagraph id="HB7A08374E59B46E3A5F7419202DF5035"><enum>(K)</enum><text display-inline="yes-display-inline">the Chair of the United States Access Board (or their designee);</text>
 </subparagraph><subparagraph id="H2AC1B7E861A54E2CAFB8DB9606FD0DCB"><enum>(L)</enum><text>the Director of the Disability Rights Section of the Department of Justice (or their designee);</text> </subparagraph><subparagraph id="HAD1C7C14CFF44141958FD27988B70DB4"><enum>(M)</enum><text display-inline="yes-display-inline">the Secretary of the Department of Education (or their designee);</text>
 </subparagraph><subparagraph id="H250935D759FB44408374D2C438BAB9D7"><enum>(N)</enum><text>the Secretary of the Department of Transportation (or their designee);</text> </subparagraph><subparagraph id="HF6D0A7B776854945AD698921B98DE296"><enum>(O)</enum><text>the Secretary of the Department of Housing and Urban Development (or their designee);</text>
 </subparagraph><subparagraph id="H9E5E2FB729444263A12573F65E26D8A8"><enum>(P)</enum><text>a representative from the Department of Veterans Affairs Health Administration’s Office of Emergency Management;</text>
 </subparagraph><subparagraph id="HB5F5EA912AA84F958D6B0ECA99B8EDFE"><enum>(Q)</enum><text>the Director of the Bureau of Prisons (or their designee);</text> </subparagraph><subparagraph id="HC358F39AE10F4A8D9C16F2AD1FAD20C3"><enum>(R)</enum><text>at least four representatives who are individuals with disabilities that have substantive expertise in disability inclusive emergency management policy and operations;</text>
 </subparagraph><subparagraph id="H40AC5FB2EDE842A0BD7C1F5B8064B846"><enum>(S)</enum><text>at least two non-Federal health care professionals with expertise in disability accessibility before, during, and after disasters, medical and mass care disaster planning, preparedness, response, or recovery; and</text>
 </subparagraph><subparagraph id="HE4B7198FFC814FEAA1B0E7A3A147275E"><enum>(T)</enum><text>at least two representatives from State, local, territorial, or tribal agencies with expertise in disability-inclusive disaster planning, preparedness, response, or recovery.</text>
 </subparagraph></paragraph></subsection><subsection id="H45F207EECC2142E7AB2519AA80169629"><enum>(e)</enum><header>Meetings</header><text display-inline="yes-display-inline">The Advisory Committee shall meet not less than biannually.</text> </subsection><subsection id="HB967CA5C4A2B4CC688E8AF6648F0D425"><enum>(f)</enum><header>Disability defined</header><text display-inline="yes-display-inline">For purposes of this section, the term <term>disability</term> has the meaning given such term in section 3 of the Americans with Disabilities Act of 1990 (<external-xref legal-doc="usc" parsable-cite="usc/42/12102">42 U.S.C. 12102</external-xref>).</text>
			</subsection><subsection id="H3E85BEE6E86A4FCBAB3E99DED7CEDEE6"><enum>(g)</enum><header>Termination of Committee</header>
 <paragraph id="HE76D434406D642A0BD0C804159F51C3F"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">The Advisory Committee shall terminate on September 30, 2023.</text> </paragraph><paragraph id="HF22E709123A24EC0BD158B706F00FB28"><enum>(2)</enum><header>Recommendation</header><text>Not later than March 30, 2023, the Secretary of Health and Human Services shall submit to Congress a recommendation on whether the Advisory Committee should be extended.</text>
