<official-title display="yes">To amend title 18, United States Code, to require that the Director of the Bureau of Prisons ensure that each chief executive officer of a Federal penal or correctional institution provides a secure storage area located outside of the secure perimeter of the Federal penal or correctional institution for firearms carried by certain employees of the Bureau of Prisons, and for other purposes.</official-title>

<section id="H237BEBE36C974497A71575A44B607D46" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Lieutenant Osvaldo Albarati Correctional Officer Self-Protection Act of 2017</short-title></quote>.</text></section> <section id="HBC5024431AF34039934835C54EB83B27"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds that—</text> 
<paragraph id="HD4B7B5C0DB334349A72106332FC5169C"><enum>(1)</enum><text>the Law Enforcement Officers Safety Act of 2004 (<external-xref legal-doc="public-law" parsable-cite="pl/108/277">Public Law 108–277</external-xref>; 118 Stat. 865) gives certain law enforcement officers, including certain correctional officers of the Bureau of Prisons, the right to carry a concealed firearm in all 50 States for self-protection;</text></paragraph> <paragraph id="HE0A2A2FD1E0F4E6994964BB313A0A1F5"><enum>(2)</enum><text>the purpose of that Act is to allow certain law enforcement officers to protect themselves while off duty;</text></paragraph> 
<paragraph id="H3A3D0B1363E246CD980AA4543D7F9F80"><enum>(3)</enum><text>correctional officers of the Bureau of Prisons have been the targets of assaults and murders while off duty; and</text></paragraph> <paragraph id="H0965FAEEA9E642968AFD5D920C0D1CA5"><enum>(4)</enum><text>while that Act allows certain law enforcement officers to protect themselves off duty, the Director of the Bureau of Prisons allows correctional officers of the Bureau of Prisons to securely store personal firearms at only 31 Federal penal and correctional institutions while at work.</text></paragraph></section> 
<section id="H98D14CA42B6A424EB9122F4FE8C580EB"><enum>3.</enum><header>Secure firearms storage</header> 
<subsection id="HCC0B1E2727514964B21991EC5C802E5A"><enum>(a)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/303">Chapter 303</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H7698B8EFD94141EDA5D958620498ED5C" style="USC"> <section id="H5D1E07F707794220B339E8693CBAC8CA"><enum>4050.</enum><header>Secure firearms storage</header> <subsection id="H4C2A994EE6CA418A909ED08ED32343B3"><enum>(a)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section—</text> 
<paragraph id="H0135FEEB378C4EA3B555DACF9C3BF8BC"><enum>(1)</enum><text display-inline="yes-display-inline">the term <term>employee</term> means a qualified law enforcement officer employed by the Bureau of Prisons; and</text></paragraph> <paragraph id="H3B8934426CE44FD580284A3BEA7A61B5"><enum>(2)</enum><text display-inline="yes-display-inline">the terms <term>firearm</term> and <term>qualified law enforcement officer</term> have the meanings given those terms under section 926B.</text></paragraph></subsection> 
<subsection id="HDFBDD0092558466D9450208410F0B14A"><enum>(b)</enum><header>Secure firearms storage</header><text display-inline="yes-display-inline">The Director of the Bureau of Prisons shall ensure that each chief executive officer of a Federal penal or correctional institution—</text> <paragraph id="H456BAABDA1124C0F82064E5356AA8736"><enum>(1)</enum> <subparagraph commented="no" display-inline="yes-display-inline" id="H4464D98C541A4854AC4F9F662B3F65C2"><enum>(A)</enum><text display-inline="yes-display-inline">provides a secure storage area located outside of the secure perimeter of the institution for employees to store firearms; or</text></subparagraph> 
<subparagraph id="H6ABD125403C9421E9A317F98CE374357" indent="up1"><enum>(B)</enum><text>allows employees to store firearms in a vehicle lockbox approved by the Director of the Bureau of Prisons; and</text></subparagraph></paragraph> <paragraph id="H5D977DED4AA84114B6632C14853F1E0D"><enum>(2)</enum><text display-inline="yes-display-inline">notwithstanding any other provision of law (including regulations), allows employees to carry concealed firearms on the premises outside of the secure perimeter of the institution.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></subsection> 
<subsection id="HB83498BD13174BF9AD6AA73E09B41144"><enum>(b)</enum><header>Technical and conforming amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/18/303">chapter 303</external-xref> of title 18, United States Code, is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="HEF652BD1F6C0450F85E6B4AA1ACBB000" style="OLC"> <toc> <toc-entry bold="off" level="section">4050.
