<official-title display="yes">To direct the Secretary of Commerce to conduct a study and submit to Congress a report on the state of the internet-connected devices industry in the United States.</official-title>

<section id="H5BFD49E71877485DA9ED12759077347D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>State of Modern Application, Research, and Trends of IoT Act</short-title></quote> or the <quote><short-title>SMART IoT Act</short-title></quote>.</text> </section> <section id="HC89E4188EA194696BE025E4961A8E656"><enum>2.</enum><header>Study and report on Internet of Things</header> <subsection id="HFA2123B46E084BC2A2ADB3584F9440CB"><enum>(a)</enum><header>Study</header><text display-inline="yes-display-inline">The Secretary of Commerce shall conduct a study on the state of the internet-connected devices industry (commonly known as the <quote>Internet of Things</quote>) in the United States. In conducting the study, the Secretary shall—</text> 
<paragraph id="H5C753BDCE4F14806862928E1C09A58B8"><enum>(1)</enum><text display-inline="yes-display-inline">develop and conduct a survey of the internet-connected devices industry through outreach to participating entities as appropriate, including—</text> <subparagraph id="H38D5974A49694F738777F5AB41B54C30"><enum>(A)</enum><text>a list of the industry sectors that develop internet-connected devices;</text> </subparagraph> 
<subparagraph id="HE55F06359D514F67B15E95987A8CAB3B"><enum>(B)</enum><text>a list of public-private partnerships focused on promoting the adoption and use of internet-connected devices, as well as industry-based bodies, including international bodies, which have developed, or are developing, mandatory or voluntary standards for internet-connected devices;</text> </subparagraph> <subparagraph id="H6F5D55CA468A41FDBC6845D1AB069BC6"><enum>(C)</enum><text display-inline="yes-display-inline">the status of the industry-based mandatory or voluntary standards identified in subparagraph (B); and</text> </subparagraph> 
<subparagraph id="H89A43E28B462453FAEA80EFD332E2DB2"><enum>(D)</enum><text display-inline="yes-display-inline">a description of the ways entities or industry sectors develop, use, or promote the use of internet-connected devices;</text> </subparagraph></paragraph> <paragraph id="H8809AC32F68946EB8D79625C18BE6449"><enum>(2)</enum><text>develop a comprehensive list of Federal agencies with jurisdiction over the entities and industry sectors identified under paragraph (1);</text> </paragraph> 
<paragraph id="HB770F248F55F45CEA79203F56224D8CA"><enum>(3)</enum><text>identify which Federal agency or agencies listed under paragraph (2) each entity or industry sector interacts with;</text> </paragraph> <paragraph id="H99B40CB1CE494674AB2736FCAE88A132"><enum>(4)</enum><text>identify all interagency activities that are taking place among the Federal agencies listed under paragraph (2), such as working groups or other coordinated efforts;</text> </paragraph> 
<paragraph id="H70095D0EFB85410BB456CFA6441F8E0A"><enum>(5)</enum><text>develop a brief description of the jurisdiction and expertise of the Federal agencies listed under paragraph (2) with regard to such entities and industry sectors;</text> </paragraph> <paragraph id="H7FA0ED3966CA4D399778830E68022967"><enum>(6)</enum><text>identify all regulations, guidelines, mandatory standards, voluntary standards, and other policies implemented by each of the Federal agencies identified under paragraph (2), as well as all guidelines, mandatory standards, voluntary standards, and other policies implemented by industry-based bodies; and</text> </paragraph> 
<paragraph id="H8D02C2B7CF944CBBA3BE42EDC11058A0"><enum>(7)</enum><text>identify Federal Government resources that exist for consumers and small businesses to evaluate internet-connected devices.</text> </paragraph></subsection> <subsection id="H446603E021FB4FD59B2C2A2BAB829A49"><enum>(b)</enum><header>Report to Congress</header><text>Not later than 1 year after the date of the enactment of this Act, the Secretary shall submit to the Committee on Energy and Commerce of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report that contains—</text> 
<paragraph id="H6A1F57719D264D2EB4263F4F07C3B121"><enum>(1)</enum><text>the results of the study conducted under subsection (a); and</text> </paragraph> <paragraph id="H39F4150AA32C48029EA2D23446EF22A3"><enum>(2)</enum><text display-inline="yes-display-inline">recommendations of the Secretary for growth of the United States economy through the secure advancement of internet-connected devices.</text> </paragraph></subsection> 
<subsection id="H21D50C346D444C8BA72F9B566341AC6C"><enum>(c)</enum><header>Definitions</header><text>In this section:</text> <paragraph commented="no" id="HCCEB7910372C4A68B7E0CBA703472ED8"><enum>(1)</enum><header>Federal agency</header><text>The term <quote>Federal agency</quote> means an agency, as defined in section 551 of title 5, United States Code.</text> </paragraph> 
<paragraph id="HE1D5A75725D843B998983DCF20AE1EFA"><enum>(2)</enum><header>Internet-connected device</header><text>The term <quote>internet-connected device</quote> means a physical object that—</text> <subparagraph id="HFB8EADE764014CC4BE546DAB1E295D3F"><enum>(A)</enum><text display-inline="yes-display-inline">is capable of connecting to the internet, either directly or indirectly through a network, to communicate information at the direction of an individual; and</text> </subparagraph> 
<subparagraph id="HCFEF2447979B4A578BB6CD7197BFA00F"><enum>(B)</enum><text display-inline="yes-display-inline">has computer processing capabilities for collecting, sending, receiving, or analyzing data.</text></subparagraph></paragraph></subsection></section> <section id="H1B67A5B86EA44CAD921FAEB634C1B7EE"><enum>3.</enum><header>No additional funds authorized</header><text display-inline="no-display-inline">No additional funds are authorized to be appropriated to carry out this Act. This Act shall be carried out using amounts otherwise authorized.</text></section>
