	<legis-body id="H3628707C95D64CC49FCF8BABD8617FD6" style="OLC">
 <section id="H7085EE5CE2724CF09FD3F53E262053C6" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Law Enforcement Protection Act</short-title></quote>.</text> </section><section id="H02E8582440F54900BE1AF179D161FD4A"><enum>2.</enum><header>Improvements to the Bulletproof Vest Partnership Program</header> <subsection id="H0A9B1C38E113470983C55225DE9A8C10"><enum>(a)</enum><header>Uses of funds</header><text>Section 2501(b) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10531">34 U.S.C. 10531(b)</external-xref>) is amended—</text>
 <paragraph id="H828ECDE16D094513A49BA8330DBA8C5A"><enum>(1)</enum><text>by redesignating paragraphs (1) and (2) as subparagraphs (A) and (B), respectively, and adjusting the margins accordingly;</text>
 </paragraph><paragraph id="HD94DE562E2014E7D85D93EFCCABBBC43"><enum>(2)</enum><text>in the matter preceding subparagraph (A), as so redesignated, by striking <quote>Grants awarded under this section</quote> and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="HD5DCE08C06024391B0FFD4E356FB4E2D" style="OLC"> <paragraph id="H3C699F60289745DDAD5C32FF042E47B0"><enum>(1)</enum><header>In general</header><text>Except as provided in paragraph (2), grants awarded under this part</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block>
 </paragraph><paragraph id="H6C58262D24AB4CFAB5D0C8C1132867DF"><enum>(3)</enum><text>in paragraph (1)(B), as so redesignated, by inserting <quote>subject to paragraph (2),</quote> before <quote>used for</quote>; and</text> </paragraph><paragraph id="H2BA98F1FD8FE42A9BD43E6620C1D9308"><enum>(4)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H8E0A4AB040A54DB7AC9DC0704FA74B65" style="OLC">
 <paragraph id="H62C89794A9294EBBBA4DC4F29A7C7418"><enum>(2)</enum><header>Type III body armor grants</header><text>A type III body armor grant shall be—</text> <subparagraph id="H9EA7E08958584A28BF41880FB8A3490C"><enum>(A)</enum><text>distributed in accordance with paragraph (1)(A); and</text>
 </subparagraph><subparagraph id="H3EF9E8FACE46440096E3E9E052323F7B"><enum>(B)</enum><text>used for the purchase of body armor that meets the standards for type III body armor, as determined by the National Institute of Justice, in an amount that is proportionate to the number of sworn law enforcement officers employed by the grantee on the date of the application submitted by the grantee under section 2502.</text></subparagraph></paragraph><after-quoted-block>. </after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H5464BCCC107D4D17AA84B4EA6314A4B6"><enum>(b)</enum><header>Minimum amount</header><text>Section 2501(d) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10531">34 U.S.C. 10531(d)</external-xref>) is amended by striking <quote>Unless</quote> and inserting <quote>With respect to grants awarded under this part that are not type III body armor grants, unless</quote>.</text>
 </subsection><subsection id="H7E634CF9E9E24E69B800DF6434F40785"><enum>(c)</enum><header>Maximum amount</header><text>Section 2501(e) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10531">34 U.S.C. 10531(e)</external-xref>) is amended by striking <quote>A qualifying</quote> and inserting <quote>With respect to grants awarded under this part that are not type III body armor grants, a qualifying</quote>.</text>
 </subsection><subsection id="H85667DEEE01C43DCAB2942BBAE639E77"><enum>(d)</enum><header>Matching funds</header><text>Section 2501(f) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10531">34 U.S.C. 10531(f)</external-xref>) is amended—</text>
 <paragraph id="H901D304720B54DACA49C634703BB8BC5"><enum>(1)</enum><text>in paragraph (1), in the matter preceding subparagraph (A), by striking <quote>The portion</quote> and inserting <quote>Except as otherwise provided in this subsection, the portion</quote>; and</text> </paragraph><paragraph id="H27F985349ED64191B1BD15CF4726E20F"><enum>(2)</enum><text>by adding at the end the following:</text>
					<quoted-block display-inline="no-display-inline" id="H443247114B124CAA93CF2A8377427BB4" style="OLC">
 <paragraph id="HFCA97CB5A4FB4FDF98089FF24B893A3C"><enum>(5)</enum><header>Type III body armor grants</header><text>A type III body armor grant shall not be subject to the matching requirement under paragraph (1).</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection><subsection id="HBEF53519DCD643DCBC95B5AAFFB95AB9"><enum>(e)</enum><header>Expiration of appropriated funds</header><text>Section 2501(h) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10531">34 U.S.C. 10531(h)</external-xref>) is amended—</text>
 <paragraph id="HBF2F628687CD4F159EFBF0D4173227DB"><enum>(1)</enum><text>by striking paragraph (1) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="HEF826C5AEFC24C56B73AEA90D5186C49" style="OLC"> <paragraph id="H50E97C57776240B892F7D0E64B05C607"><enum>(1)</enum><header>Definition</header><text>In this subsection, the term <quote>appropriated funds</quote>—</text>
 <subparagraph id="HFBA90ADA09454354B30079AE3E1B4B9C"><enum>(A)</enum><text>means any amount appropriated for any of fiscal years 2016 through 2023; and</text> </subparagraph><subparagraph id="HA51983AFE2A3477589A7C6F6751A651C"><enum>(B)</enum><text>does not include any amount appropriated to the Bulletproof Vest Partnership Program Type III Body Armor Fund.</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H0F20B6AB473945C1A07F7C1A8390077C"><enum>(2)</enum><text>in paragraph (2)—</text> <subparagraph id="H569B374C23284383A392ACE2D8160286"><enum>(A)</enum><text>by striking <quote>2022</quote> and inserting <quote>2025</quote>; and</text>
 </subparagraph><subparagraph id="HB19C2C7E6C144876838C2455BCBDEEF6"><enum>(B)</enum><text>by striking <quote>2023</quote> and inserting <quote>2026</quote>; and</text> </subparagraph></paragraph><paragraph id="H0731887E6DBE4A88AB0B0787EC77F79C"><enum>(3)</enum><text>by adding at the end the following:</text>

 <paragraph id="HB9E1169EF33F4D8494430687C5272424"><enum>(3)</enum><header>Funds appropriated to the Bulletproof Vest Partnership Program Type III Body Armor Fund</header><text>All funds that are appropriated to the Bulletproof Vest Partnership Program Type III Body Armor Fund shall remain available until expended.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H224D94E46C4F40C9877B9EB135E7AE0D"><enum>(f)</enum><header>Bulletproof Vest Partnership Program Type III Body Armor Fund</header><text>Section 2501 of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10531">34 U.S.C. 10531</external-xref>) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H6B61400788374EA199E69AEEF0ACF5C1" style="OLC">
					<subsection id="H0566933E21994D9F8D6899692C3983C5"><enum>(i)</enum><header>Bulletproof Vest Partnership Program Type III Body Armor Fund</header>
 <paragraph id="H985C52D0686D45569C0521F598F9A49E"><enum>(1)</enum><header>Establishment</header><text>There is established in the Treasury a fund to be known as the <quote>Bulletproof Vest Partnership Program Type III Body Armor Fund</quote>.</text> </paragraph><paragraph id="HEBD32FED850E48E69E24A48D98507161"><enum>(2)</enum><header>Use of funds</header><text>The Attorney General may, without further appropriation, use amounts in the Bulletproof Vest Partnership Program Type III Body Armor Fund to award type III body armor grants under this part.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="H3822ECD6E39549C9BA33E5C6F793060A"><enum>(g)</enum><header>Definitions</header><text>Section 2503 of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10533">34 U.S.C. 10533</external-xref>) is amended—</text>
 <paragraph id="HDB0877E33B6C421D9A08748FCA767B4A"><enum>(1)</enum><text>in paragraph (4), by striking the semicolon and inserting a period;</text> </paragraph><paragraph id="H49495F2567DF43E9A6793530438E4183"><enum>(2)</enum><text>in paragraph (5), by striking <quote>and</quote> at the end;</text>
 </paragraph><paragraph id="HB3FD396D669A46B4A364183365CBBC17"><enum>(3)</enum><text>in paragraph (6), by striking the period and inserting a semicolon;</text> </paragraph><paragraph id="H9299F1C677CC409B9D54051AAB8F6695"><enum>(4)</enum><text>by redesignating paragraph (4) as paragraph (9) and moving paragraph (9), as so redesignated, to follow paragraph (6);</text>
 </paragraph><paragraph id="H873DA43B87EF44A4B1CA33C3DB1E98EC"><enum>(5)</enum><text>by inserting after paragraph (6) the following:</text> <quoted-block display-inline="no-display-inline" id="H4A2EBBDB49C0466297A11A7ABA76D80B" style="OLC"> <paragraph id="H141A1F7D456F4014AE56954EA2B6327E"><enum>(7)</enum><text>the term <quote>sworn law enforcement officer</quote> means a law enforcement officer who is formally authorized to make arrests while acting within the scope of explicit legal authority;</text>
 </paragraph><paragraph id="HC6E6E4120EC74AB98DD96B38DCA9279D"><enum>(8)</enum><text>the term <quote>type III body armor grant</quote> means a grant that is—</text> <subparagraph id="HD286A90DB4BF4FA882E2D7067A83CFC3"><enum>(A)</enum><text>awarded under this part using funds from the Bulletproof Vest Partnership Program Type III Body Armor Fund; and</text>
 </subparagraph><subparagraph id="HDFB861BC037042DBB1142B72AB196149"><enum>(B)</enum><text>to be used in accordance with section 2501(b)(2); and</text></subparagraph></paragraph><after-quoted-block>;</after-quoted-block></quoted-block> </paragraph><paragraph id="H1AFC2BDA82E24E28A6211418ED0F2023"><enum>(6)</enum><text>by redesignating paragraphs (5) and (6) as paragraphs (4) and (5), respectively;</text>
 </paragraph><paragraph id="H56AC8FC7611B40A28A1EB3CD5A4517C5"><enum>(7)</enum><text>by redesignating paragraph (3) as paragraph (6) and moving paragraph (6), as so redesignated, to follow paragraph (5), as so redesignated; and</text>
 </paragraph><paragraph id="HD50F9C97986241689AD271F11FFF2ABF"><enum>(8)</enum><text>by inserting after paragraph (2) the following:</text> <quoted-block display-inline="no-display-inline" id="H19A9782D6F164845898AF4E623706DE0" style="OLC"> <paragraph id="HF4BC85AEB33D491CA4B2913324F92ABC"><enum>(3)</enum><text>the term <quote>Bulletproof Vest Partnership Program Type III Body Armor Fund</quote> means the fund established under section 2501(i);</text></paragraph><after-quoted-block>. </after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H4046A6ED7B104729A4241613D9A5BD76"><enum>(h)</enum><header>Authorization of appropriations</header><text>Section 1001(a) of title I of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10261">34 U.S.C. 10261(a)</external-xref>) is amended—</text>
 <paragraph id="H4D8AF4286E6B46CBBCC41B2F1EBA2140"><enum>(1)</enum><text>in paragraph (23), by striking <quote>$25,000,000 for each of fiscal years 2016 through 2020</quote> and inserting <quote>$50,000,000 for each of fiscal years 2019 through 2023, of which $3,000,000 shall be made available each fiscal year to the National Institute of Standards and Technology for research and development of body armor, as defined in section 2503 of that part.</quote>; and</text>
 </paragraph><paragraph id="H3D7D29C1AD284EF9B1CFF86392A325BD"><enum>(2)</enum><text>by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H8677595C232D4DE88E681C2B6E764A95" style="OLC"> <paragraph id="H7E7A5990E4C847B58297F43873F5BFA6" indent="up1"><enum>(28)</enum><text>There is authorized to be appropriated to the Bulletproof Vest Partnership Program Type III Body Armor Fund established under section 2501(i) of part Y $1,100,000,000.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
