			 veterans for destroyed records regarding such veterans, and for other

 <section id="H3DD8E8A3799F44E085AC2946E0EF5496" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the.</text> </section><section id="H09A8BB58120E416B870CCAC74CD5ECC8" section-type="section-one"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
 <paragraph id="HD55E76CC65194C308AC73BADC1D5B51E"><enum>(1)</enum><text display-inline="yes-display-inline">Due to a disastrous fire at the National Personnel Records Center in 1973, approximately 16–18 million documents regarding veterans were lost due to no fault of the veterans.</text>
 </paragraph><paragraph id="H7A5A2D710C9843328D38B41B735114EB"><enum>(2)</enum><text>The fee for restoring a document from this disaster that is more than 62 years old and more than five pages long is $70. For documents over 62 years old and shorter than five pages, the fee is $25.</text>
 </paragraph><paragraph id="HCD0DEA364D3B4329BA927505941A796B"><enum>(3)</enum><text display-inline="yes-display-inline">In 2017, the National Archives and Records Administration—</text> <subparagraph id="H24592B4AE7FC408F83E1E66768432233"><enum>(A)</enum><text>received over 1.2 million requests for military records; and</text>
 </subparagraph><subparagraph id="H5D145E204D6B4436962C53796266D7F5"><enum>(B)</enum><text>charged fees to approximately 60,000 veterans for records.</text> </subparagraph></paragraph><paragraph id="HC8B36C6B92114DDA8BCCAB25225F6503"><enum>(4)</enum><text>The Director of the National Personnel Record Center has not formally issued policy guidance pertaining to fees for destroyed records regarding veterans.</text>
 </paragraph><paragraph id="H14B67643450B40349B63E5215596A43A"><enum>(5)</enum><text>Veterans have sacrificed their lives to preserve our freedom and liberty.</text> </paragraph><paragraph id="H4DEE815CB70B4A868D40CD748157E753"><enum>(6)</enum><text>Congress recognizes the sacrifices made by veterans and reaffirms the strong commitment of the United States to its veterans.</text>
			</paragraph></section><section id="HEA9DC5AB7346486C877D94CD31AEB9D4"><enum>3.</enum><header>Prohibition on certain fees for destroyed records of the Department of Veterans Affairs</header>
 <subsection id="HB646F03639C24B3ABCA6F665973C495D"><enum>(a)</enum><header>Amendment</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/21">Chapter 21</external-xref> of title 44, United States Code, is amended by adding at the end the following new section:</text>

					<section id="H57E7B00A49B5465EA9487093E054958F"><enum>2121.</enum><header>Prohibition on certain fees for destroyed records of the Department of Veterans Affairs</header>
 <subsection id="H5CD9C8CECB1C4000A4963E4470F18F14"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Archivist may not charge a fee to a veteran who requests a record regarding that veteran if the record was destroyed—</text>
 <paragraph id="H1339F7A1E69244ADBF54D5C350B823DE"><enum>(1)</enum><text>by an individual other than that veteran; and</text> </paragraph><paragraph id="HD8554258F3DF406C94F085EA40F1304F"><enum>(2)</enum><text>in a manner not in accord with chapter 3.</text>
 </paragraph></subsection><subsection id="HC0C79A8AF5124BD591390F40EEADCB2B"><enum>(b)</enum><header>Veteran defined</header><text display-inline="yes-display-inline">The term <quote>veteran</quote> has the meaning given that term in section 101 of title 38.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection><subsection id="H30D2646DBC114FDFB306BB18944DD7E1"><enum>(b)</enum><header>Technical and conforming amendment</header><text display-inline="yes-display-inline">The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/44/21">chapter 21</external-xref> of title 44, United States Code, is amended by adding at the end the following new item:</text>
