			 committed by and against youths, and for other purposes.</official-title></form>
	<legis-body id="HE1B29EA9FDA44564A36A17C017F072DC" style="OLC">
 <section id="H2CBCB7D9BF8B4FA2A401D91BA78387FE" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Preventing Gang Violence Act of 2018</short-title></quote>.</text> </section><section id="H158E920EDB1C427E9964A3C4AF9A0A73"><enum>2.</enum><header>Community-Based Violence Prevention Grants Program</header> <subsection id="H1D18773BBC544BBEB4C9E3021832D6D4"><enum>(a)</enum><header>Name of program</header><text display-inline="yes-display-inline">The grant program established under this section shall be known as the <quote>Community-Based Violence Prevention Grants Program</quote>.</text>
 </subsection><subsection id="HC24BE96688BA48CD91C2A7B9FF73DBB6"><enum>(b)</enum><header>Authorization</header><text display-inline="yes-display-inline">The Attorney General is authorized to award grants, on a competitive basis, to regional gang task forces in order to reduce and prevent violence committed by and against youths.</text>
 </subsection><subsection id="H9E653E29439D409EB4D88C3230A44905"><enum>(c)</enum><header>Application</header><text display-inline="yes-display-inline">A regional gang task force, or a State or unit of local government on behalf of a regional gang task force, seeking a grant under this section shall submit to the Attorney General an application at such time, in such manner, and containing such information as the Attorney General may reasonably require. At a minimum, each such application shall include each of the following:</text>
 <paragraph id="H1AC5862790B84D5A91454D62C4CB2F61"><enum>(1)</enum><text display-inline="yes-display-inline">Documentation of the applicant’s record of addressing youth violence by—</text> <subparagraph id="H1498369B36734CF48DB0CFCA3E79769C"><enum>(A)</enum><text display-inline="yes-display-inline">addressing multiple influences in a child’s life, including individual, family, school, community, and societal influences;</text>
 </subparagraph><subparagraph id="H43216D6410804EC89A4D7838955121CC"><enum>(B)</enum><text>embracing positive youth development and well-being;</text> </subparagraph><subparagraph id="HF656B374C44646208E5DDEFC040154DC"><enum>(C)</enum><text>ensuring prevention, intervention, and treatment strategies are trauma-informed;</text>
 </subparagraph><subparagraph id="HEB803111B9D14647B707408FDE001407"><enum>(D)</enum><text>using a comprehensive spectrum of evidence-based (research and practice) strategies;</text> </subparagraph><subparagraph id="HD2E3CFCEC62E45FAAF6DE75238CE1857"><enum>(E)</enum><text>considering the differential impact on populations and how they should be factored into strategy development;</text>
 </subparagraph><subparagraph id="H6F8DBD99CAB144189F15E0CD4036C388"><enum>(F)</enum><text display-inline="yes-display-inline">involving stakeholders from various sectors, including youth and families, Federal, State, and local governments, tribal law enforcement, and faith and community-based organizations;</text>
 </subparagraph><subparagraph id="HF3C2661DFB3741E8826DB69C4F9953DE"><enum>(G)</enum><text display-inline="yes-display-inline">training all professionals who interact with youth on their role in preventing and reducing trauma and violence, promoting well-being, and avoiding retraumatization through the use of gender-responsive and culturally competent programming for impacted communities;</text>
 </subparagraph><subparagraph id="HFA20FAAF3E4C48E9B59A8ECD13255703"><enum>(H)</enum><text>making effective and appropriate use of data;</text> </subparagraph><subparagraph id="HEA385127B30B4D4FA2E2EBE23DC245BD"><enum>(I)</enum><text>supporting long-term investment to sustain initial changes, including public-private funding and development; and</text>
 </subparagraph><subparagraph id="H5F8FE739BF4946309F12D75D4F885BD1"><enum>(J)</enum><text>allocating efforts and resources based on potential impact and outcome.</text> </subparagraph></paragraph><paragraph id="HB64F426B4E0C4DFCB53C47D059DABEDC"><enum>(2)</enum><text display-inline="yes-display-inline">Evidence of collaboration between the State agency designated by the Governor under section 223(a)(1) of the Juvenile Justice and Delinquency Prevention Act of 1974 (<external-xref legal-doc="usc" parsable-cite="usc/34/11133">34 U.S.C. 11133(a)(1)</external-xref>) and relevant stakeholders in developing the grant implementation plan described in paragraph (5).</text>
 </paragraph><paragraph id="HFE4996795C364988BA6E8B32DABA4BEE"><enum>(3)</enum><text>Annual performance measures and targets for the activities intended to be carried out with the grant.</text>
 </paragraph><paragraph id="HAA6E93C4DDC545A5A96FAC64E6942F31"><enum>(4)</enum><text>A description of the applicant’s plan to conduct a rigorous evaluation of the effectiveness of the activities carried out with the grant.</text>
 </paragraph><paragraph id="H325CEE2BE029491E9ACDDAFA63D76012"><enum>(5)</enum><text>A grant implementation plan, including a proposed strategy to reduce the violence described in subsection (b) that is evidence-based.</text>
 </paragraph><paragraph id="H1E3201A50B4B47D99985CDC347A4FC53"><enum>(6)</enum><text>In the case of an applicant that is a State or unit of local government, a designation of a regional gang task force that will be the beneficiary of the funds.</text>
				</paragraph></subsection><subsection id="HD08125932846486CA94F97ED0F17EF57"><enum>(d)</enum><header>Evaluation of applications</header>
 <paragraph id="HF13D63E19965469096E1035CA4B11E60"><enum>(1)</enum><header>In general</header><text>In evaluating an application submitted under subsection (c), the Attorney General shall evaluate—</text> <subparagraph id="HB928BA8C17B044FB80955B406260F13C"><enum>(A)</enum><text>the applicant’s record of addressing youth violence described in subsection (c)(1);</text>
 </subparagraph><subparagraph id="H2F6375EE3B7646E69CBB56A23B2F3B31"><enum>(B)</enum><text>the applicant’s evaluation plan described in subsection (c)(4); and</text> </subparagraph><subparagraph id="H60DD10E9DC2C497CBE575E45AF1F2FD2"><enum>(C)</enum><text>the quality and likelihood of success of the applicant’s grant implementation plan described in subsection (c)(5), including the applicant’s capacity to implement the plan, and evidence of the collaboration described in subsection (c)(2).</text>
 </subparagraph></paragraph><paragraph id="HF31E0986B2D44B809E6463B6903508B3"><enum>(2)</enum><header>Publication</header><text display-inline="yes-display-inline">The Attorney General shall publish an explanation of how applications for grants submitted under subsection (c) will be evaluated in order to ensure an objective and fair review process.</text>
 </paragraph></subsection><subsection id="H314F9F86D6DF4D65BC88D7F8FEBB6C87"><enum>(e)</enum><header>Matching funds</header><text>The Federal share of a grant received under this part may not exceed 75 percent of the total program costs.</text>
 </subsection><subsection id="HCAF2FBA259A84B7AB23F01B1B0B4B3B1"><enum>(f)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated to carry out the grant program under this section $18,000,000 for each of fiscal years 2019 through 2023.</text>
