 <section id="HFA6209B7BBA743A58CA226AF98912B64" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Caddo Lake National Heritage Area Act of 2018</short-title></quote>.</text> </section><section id="H850E53AB3491483AB9647DEDBD2A65F7"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="HF4D15386012D4736AB97AA9566BE8A22"><enum>(1)</enum><header>Caddo Lake Heritage Area Commission</header><text display-inline="yes-display-inline">The term <term>Caddo Lake Heritage Area Commission</term> means the management entity for the Heritage Area.</text> </paragraph><paragraph id="HFCADBBD44ACA4ADFA698347212E7ED28"><enum>(2)</enum><header>Heritage area</header><text display-inline="yes-display-inline">The term <term>Heritage Area</term> means the Caddo Lake National Heritage Area established by section 3(a).</text>
 </paragraph><paragraph id="HD03BE7BC97FA45E59FEBDFD83E975DCA"><enum>(3)</enum><header>Management plan</header><text>The term <term>management plan</term> means the management plan for the Heritage Area developed under section 4.</text> </paragraph><paragraph id="H379F92A1AEF44999862721FDFB95A7E5"><enum>(4)</enum><header>Map</header><text>The term <term>map</term> means the map prepared under section 3(b).</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H4ABDD7864A5C494EA5DF658488E72556"><enum>(5)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of the Interior.</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H2EE04FE5777F4E4F943E4B17A02083F8"><enum>(6)</enum><header>State</header><text>The term <term>State</term> means each of the States of—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="H94DAEBC317D64A809150C82FF09F539E"><enum>(A)</enum><text>Louisiana; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H8AAF58FF51994F01AA8EFCFAD411004C"><enum>(B)</enum><text>Texas.</text>
				</subparagraph></paragraph></section><section id="H31BE0ECDD06148F8893D35F97E5F9BCE"><enum>3.</enum><header>Caddo Lake National Heritage Area</header>
 <subsection id="HFCA3855AD13D44938B78FA3159D7C7E6"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">There is established in the States the Caddo Lake National Heritage Area.</text> </subsection><subsection id="H5442AF8FF88D4CD083C6D18C0114E64F"><enum>(b)</enum><header>Boundaries</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall prepare a map depicting the boundaries of the Heritage Area.</text>
 </subsection><subsection id="HA2641F9B540341478337063E80F531BA"><enum>(c)</enum><header>Availability of map</header><text>The map shall be on file and available for public inspection in the appropriate offices of—</text> <paragraph id="HE2DAC811B3ED4D40A25A3FE565534214"><enum>(1)</enum><text>the National Park Service; and</text>
 </paragraph><paragraph id="HA02BDC4D3AE9496AA23094F05F63765C"><enum>(2)</enum><text>the Caddo Lake Heritage Area Commission.</text> </paragraph></subsection><subsection id="H26C3F1AF0530422FBBA4223643DCE76D"><enum>(d)</enum><header>Caddo Lake Heritage Area Commission</header><text display-inline="yes-display-inline">The Caddo Lake Heritage Area Commission shall—</text>
 <paragraph id="HCF2A512D0F454D90A04AE38CF89DDD5F"><enum>(1)</enum><text>serve as the management entity for the Heritage Area;</text> </paragraph><paragraph id="HB5DC33D1C61444498B2CF7D1FB8CC970"><enum>(2)</enum><text>oversee the development of the management plan; and</text>
 </paragraph><paragraph id="H541BF54406D04FF68AFB19A725428BD5"><enum>(3)</enum><text>be governed by a board of directors that shall—</text> <subparagraph id="H4208FAE72E1044A6BD40B0810795F94E"><enum>(A)</enum><text>include members that represent a geographic balance across the applicable counties and the States;</text>
 </subparagraph><subparagraph id="H3BEACEE415C64F9ABD0F44CFF97F6498"><enum>(B)</enum><text display-inline="yes-display-inline">be composed of not fewer than 7, and not more than 15, members elected by the membership of the Caddo Lake Heritage Area Commission;</text>
 </subparagraph><subparagraph id="H3433D492D3E24BDBB23D2B1CE6D2EF3C"><enum>(C)</enum><text display-inline="yes-display-inline">be selected to represent a balanced group of diverse interests, including—</text> <clause id="H7129951CE3A847679628A75DE7A32639"><enum>(i)</enum><text>the forest industry;</text>
 </clause><clause id="H2B16D11D77104E8BB27EF0531990C217"><enum>(ii)</enum><text>the energy or mineral resources industry;</text> </clause><clause id="HC6AD5ADEB4B54C64A2CE331685D464EF"><enum>(iii)</enum><text>environmental interests;</text>
 </clause><clause id="H891FC8B9BCCC42CCAE5E9138174F8696"><enum>(iv)</enum><text>cultural heritage interests;</text> </clause><clause id="H2C5EB0D5586D43A498743A992CF832A2"><enum>(v)</enum><text>tourism interests; and</text>
 </clause><clause id="H95AE69A9D616412ABC91E34F475828F2"><enum>(vi)</enum><text>regional agency partners;</text> </clause></subparagraph><subparagraph id="H427195F0FE424AC3AD8EFB5032F6143B"><enum>(D)</enum><text>exercise all corporate powers of the Caddo Lake Heritage Area Commission;</text>
 </subparagraph><subparagraph id="H74EC99F50C1341DD9D61C30A2EE42F78"><enum>(E)</enum><text>manage the activities and affairs of the Caddo Lake Heritage Area Commission; and</text> </subparagraph><subparagraph id="HC5C450B9C0374A5AB5C04BD3E490D04D"><enum>(F)</enum><text>subject to any limitations in the articles and bylaws of the Caddo Lake Heritage Area Commission, this Act, and any other applicable Federal or State law, establish the policies of the Caddo Lake Heritage Area Commission.</text>
					</subparagraph></paragraph></subsection></section><section id="HCAC4EBD29B2646D8942BED5FEA2BF494"><enum>4.</enum><header>Management plan</header>
 <subsection id="H48F44988547C4B61A578D84240D38AA0"><enum>(a)</enum><header>In general</header><text>Not later than 3 years after the date of enactment of this Act, the Caddo Lake Heritage Area Commission shall develop and submit to the Secretary for approval a management plan for the Heritage Area.</text>
 </subsection><subsection id="H051D6D011847429CB9B563A5CA78CE3B"><enum>(b)</enum><header>Requirements</header><text>The management plan shall—</text> <paragraph id="H710AEEE5C48242FBA0A44C5D00DED7EA"><enum>(1)</enum><text>describe comprehensive policies, goals, strategies, and recommendations for—</text>
 <subparagraph id="H4825EF462F294255B8FC6FFE2D558724"><enum>(A)</enum><text>presenting to the citizens of the United States the heritage of the region; and</text> </subparagraph><subparagraph id="H07B7EE49553540679008F93EB5A8DB44"><enum>(B)</enum><text>encouraging the long-term resource conservation, enhancement, interpretation, funding, management, and development of the Heritage Area;</text>
 </subparagraph></paragraph><paragraph id="HAE6F1A2FC9C54F1E8E00DAEF1CFA0EB7"><enum>(2)</enum><text>take into consideration and coordinate Federal, State, and local plans to present a unified historic preservation and interpretation plan for the Heritage Area;</text>
 </paragraph><paragraph id="HED603E20C66148F08AD2C7957D500ECF"><enum>(3)</enum><text>involve residents, public agencies, and private organizations of the Heritage Area;</text> </paragraph><paragraph id="HFE13E6212F074B83A23FFD003511C5BC"><enum>(4)</enum><text>describe actions that units of government, private organizations, and citizens recommend for the conservation, enhancement, interpretation, funding, management, and development of the resources of the Heritage Area;</text>
 </paragraph><paragraph id="H0124553857AB4D1EB8FB9AB5C514B907"><enum>(5)</enum><text>identify—</text> <subparagraph id="HA30372904A9C4F62A282D0DF552E34BD"><enum>(A)</enum><text>existing and potential sources of funding for the conservation, enhancement, interpretation, management, and development of the resources of the Heritage Area; and</text>
 </subparagraph><subparagraph id="HB9ACFA6282094A0CB0D26BBCFDB3FDE9"><enum>(B)</enum><text>economic development strategies for the conservation, enhancement, interpretation, funding, management, and development of the resources of the Heritage Area;</text>
 </subparagraph></paragraph><paragraph id="H63F3A3185ACF4FD4BF33ED05D7E79094"><enum>(6)</enum><text>include—</text> <subparagraph id="HB0683CFD82B94746B82490C154D65659"><enum>(A)</enum><text>an inventory of the cultural, natural, historical, educational, scenic, and recreational resources contained in the Heritage Area, including a list of property that—</text>
 <clause id="H8C44B3260CC8471180738092127DB3E5"><enum>(i)</enum><text>is related to the themes of the Heritage Area; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="HB696D8DCEB6A458AB57B48D8F68BB266"><enum>(ii)</enum><text>should be conserved, enhanced, managed, or developed;</text>
 </clause></subparagraph><subparagraph id="H1F7B02D405254C028596AFB2EB859BBA"><enum>(B)</enum><text>a recommendation of policies and strategies for resource management and conservation, including the development of intergovernmental cooperative agreements to manage and conserve the cultural, natural, historical, educational, scenic, and recreational resources of the Heritage Area;</text>
 </subparagraph><subparagraph id="HD95698D30AC5492DBDA743D09BA69ED2"><enum>(C)</enum><text>a program of strategies and actions to implement the management plan that includes—</text> <clause id="H91D7EC16A7874C30A94E5C02FBFB8463"><enum>(i)</enum><text>performance goals;</text>
 </clause><clause id="H4ECAC313A2DB4D1DAE5D571E479D7131"><enum>(ii)</enum><text>resource conservation plans;</text> </clause><clause id="H62AB6EFCF188434FA36E01D31BC23EF5"><enum>(iii)</enum><text>enhancement strategies;</text>
 </clause><clause id="H137ABC89357A4E4FB5DB57BAD6AB1889"><enum>(iv)</enum><text>interpretation strategies; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="H31CE17CB0397470287865187F8EFBA62"><enum>(v)</enum><text>specific commitments for implementation that have been made by the Caddo Lake Heritage Area Commission or any government, organization, business, or individual;</text>
 </clause></subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="H9C008AC8925E4252922AA8828CA9B079"><enum>(D)</enum><text>an analysis of, and recommendations for, means by which Federal, State, and local programs may best be coordinated to further the purposes of this Act, including an analysis of the role of the National Park Service and other Federal agencies associated with the Heritage Area;</text>
 </subparagraph><subparagraph id="HF60DE70CB0C244198C1C519DE58C21A4"><enum>(E)</enum><text>a business plan that—</text> <clause id="H60F38D3278DB420DBFE12E805967C251"><enum>(i)</enum><text>describes the role, operation, financing, and functions of—</text>
 <subclause id="HD08D9529B1A24DBF926DD8AF48988C0C"><enum>(I)</enum><text>the Caddo Lake Heritage Area Commission; and</text> </subclause><subclause id="H56843F6CE76E4B76B4974069A3610912"><enum>(II)</enum><text>each of the major activities included in the management plan; and</text>
 </subclause></clause><clause id="H1354A5A020CC44D9808C4C086982B777"><enum>(ii)</enum><text>provides adequate assurances that the Caddo Lake Heritage Area Commission has the partnerships and financial and other resources necessary to implement the management plan; and</text>
 </clause></subparagraph><subparagraph id="H570F0FFC1C9D45F4BD9307CB1BE8C2C2"><enum>(F)</enum><text>an interpretive plan for the Heritage Area; and</text> </subparagraph></paragraph><paragraph id="H24B50BAABAEC4A08B0EABBC9CE469EC4"><enum>(7)</enum><text>describe any revisions to the boundaries of the Heritage Area—</text>
 <subparagraph id="HAE5593C5A194466492E92A99AD9D4296"><enum>(A)</enum><text>proposed by the Caddo Lake Heritage Area Commission; and</text> </subparagraph><subparagraph id="H64EB3B7A55394D0A808F97F3E4A24597"><enum>(B)</enum><text>requested by the affected local government.</text>
					</subparagraph></paragraph></subsection><subsection id="H58588312A4234AF39549BFAD1FD4632D"><enum>(c)</enum><header>Approval of management plan</header>
 <paragraph id="H2A113B69F9E4435C90C59A720D2B71CF"><enum>(1)</enum><header>Review</header><text>Not later than 180 days after the date of receipt of the management plan under subsection (a), the Secretary shall review and approve or disapprove the management plan.</text>
 </paragraph><paragraph id="H8315355F6BA842F8A0F294CEDEC5454F"><enum>(2)</enum><header>Criteria</header><text>In determining whether to approve the management plan, the Secretary shall consider whether—</text> <subparagraph id="HC320CA3AE5A644DF847BE87AF72766A0"><enum>(A)</enum><text>the management plan meets all requirements described in subsection (b); and</text>
 </subparagraph><subparagraph id="H0186BAEEF1A94495BCCB4A03DDA21E9C"><enum>(B)</enum><text>the Caddo Lake Heritage Area Commission has afforded adequate opportunity, including public hearings, for public and governmental involvement in the preparation of the management plan.</text>
 </subparagraph></paragraph></subsection><subsection id="H30AE2B2BC74C4A60B73B5852EDD4169E"><enum>(d)</enum><header>Action following disapproval</header><text>If the Secretary disapproves the management plan under subsection (c)(1), the Secretary shall—</text> <paragraph id="HEBDF64907B934AC8A28525F65331F5F1"><enum>(1)</enum><text>advise the Caddo Lake Heritage Area Commission in writing of the reasons for the disapproval;</text>
 </paragraph><paragraph id="H763B3298E73A49119A81F14975674368"><enum>(2)</enum><text>make recommendations for revisions to the management plan; and</text> </paragraph><paragraph id="HF8E8F6FEE7574F79B95EDADEE51CD0A0"><enum>(3)</enum><text>not later than 180 days after the date of receipt of a proposed revision to the management plan, approve or disapprove the proposed revision.</text>
 </paragraph></subsection><subsection id="HE834E4D457074BC6BF792DB59200B7FF"><enum>(e)</enum><header>Amendments</header><text display-inline="yes-display-inline">The Secretary shall review and approve or disapprove each amendment to the management plan that the Secretary determines may substantially alter the purposes of the Heritage Area.</text>
 </subsection><subsection id="H0AE2080860DB4A3687DE36108B9AD374"><enum>(f)</enum><header>Effect of inaction</header><text>If the Secretary does not approve or disapprove a management plan or a revision or change to a management plan by the date that is 180 days after the date on which the management plan or revision or change to the management plan is submitted, the management plan, revision, or change shall be considered to have been approved by the Secretary.</text>
			</subsection></section><section id="H3147B287D1344846A2A25CC7488EBDF8"><enum>5.</enum><header>Authorities and duties of the Caddo Lake Heritage Area Commission</header>
 <subsection id="H96FEAF53607F4699BCC0D51F6274AC8A"><enum>(a)</enum><header>Authorities</header><text>For purposes of preparing and carrying out the management plan, the Caddo Lake Heritage Area Commission may—</text>
 <paragraph id="H87152962EC6A4D9D8622CF024F8F5078"><enum>(1)</enum><text>make grants to—</text> <subparagraph id="HF611A0FC4FFC48A5B880104D6E86D194"><enum>(A)</enum><text>political jurisdictions of the States;</text>
 </subparagraph><subparagraph id="HE7DEE701BA2847419A39C52410B35EE3"><enum>(B)</enum><text>nonprofit organizations; and</text> </subparagraph><subparagraph id="HE5CD7229CF504B1987AC6C1399FE747B"><enum>(C)</enum><text>other persons or entities located in the Heritage Area;</text>
 </subparagraph></paragraph><paragraph id="HF354A99E46024ABAB2351AC7412C2BE6"><enum>(2)</enum><text>enter into cooperative agreements with, or provide technical assistance to—</text> <subparagraph id="H627FA595423E4AE5B4190A9CD454C7FE"><enum>(A)</enum><text>political jurisdictions of the States;</text>
 </subparagraph><subparagraph id="HD93C8D5BAA33495585E1BD115CD22DD2"><enum>(B)</enum><text>nonprofit organizations;</text> </subparagraph><subparagraph id="H587A99805D9944DBA8B41B25B4BC0390"><enum>(C)</enum><text>the heads of Federal agencies; and</text>
 </subparagraph><subparagraph id="H8F27B94696BE4A078C2FB1D5C50B2E58"><enum>(D)</enum><text>other interested persons or entities;</text> </subparagraph></paragraph><paragraph id="H8C0BF9586AF94D569078AEED4DF906F7"><enum>(3)</enum><text>hire and compensate staff who have demonstrated expertise in the fields of—</text>
 <subparagraph id="HC7BAC3F9758247E1A19333E73D34F4D9"><enum>(A)</enum><text>cultural, natural, and historical resources conservation;</text> </subparagraph><subparagraph id="HB5705D38A12347F39B502AC115B5E29D"><enum>(B)</enum><text>economic and community development;</text>
 </subparagraph><subparagraph id="H8FC828050B72435CAE0349857C54509B"><enum>(C)</enum><text>forestry; or</text> </subparagraph><subparagraph id="H0A81F979A8B34EC091569213E4AAA5E3"><enum>(D)</enum><text>heritage planning;</text>
 </subparagraph></paragraph><paragraph id="HC9F85EE1A8C34739B048799CD0C7CCE3"><enum>(4)</enum><text display-inline="yes-display-inline">obtain money or services from any source, including any money or services provided under any other Federal program or law, in which case the Federal share of the cost of any activity carried out using Federal funds shall be not more than 50 percent;</text>
 </paragraph><paragraph id="HF611FA8B40B2446C8942A1EB4FB5F734"><enum>(5)</enum><text>contract for goods or services; and</text> </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H30107D830DBE4DFFA91A2B5F63711691"><enum>(6)</enum><text>support activities of partners and any other activities that—</text>
 <subparagraph commented="no" display-inline="no-display-inline" id="H4449124B43E8451E94B6FFF6C43F1361"><enum>(A)</enum><text>further the purposes of the Heritage Area; and</text> </subparagraph><subparagraph commented="no" display-inline="no-display-inline" id="HFC9B399A925E49EAB9302C0B8182B849"><enum>(B)</enum><text>are consistent with the management plan.</text>
 </subparagraph></paragraph></subsection><subsection commented="no" display-inline="no-display-inline" id="HD918E00F7A884DE0B8530E2C5A6F284E"><enum>(b)</enum><header>Duties</header><text>In addition to developing the management plan, the Caddo Lake Heritage Area Commission shall—</text> <paragraph id="H1A17FA7230B140F1B8E842B53759AE14"><enum>(1)</enum><text display-inline="yes-display-inline">for any fiscal year for which Federal funds have been expended for the Heritage Area by the Caddo Lake Heritage Area Commission under this Act—</text>
 <subparagraph id="HE5415066A86C4674A5DCEDC3C40313DC"><enum>(A)</enum><text>submit to the Secretary an annual report that describes—</text> <clause id="H2EAC78B6E4294D4AA6ADE736ED6FDFE6"><enum>(i)</enum><text>the specific performance goals and accomplishments of the Caddo Lake Heritage Area Commission;</text>
 </clause><clause id="H7C16D78D4C584CE1AE2519951B21B679"><enum>(ii)</enum><text>the expenses and income of the Caddo Lake Heritage Area Commission;</text> </clause><clause id="H6282B41F72E24AC2B2138B7F330DD323"><enum>(iii)</enum><text>the amounts and sources of matching funds;</text>
 </clause><clause id="HB13540CAA1454FA386C08755825FB34E"><enum>(iv)</enum><text>the amounts leveraged with Federal funds and the sources of the leveraging; and</text> </clause><clause commented="no" display-inline="no-display-inline" id="H45987650581A4997A88A0CA955BDFDC2"><enum>(v)</enum><text>any grants made to any other entities during the fiscal year; and</text>
 </clause></subparagraph><subparagraph id="HC3AD2B95A9214863B47C34AB35A26EEB"><enum>(B)</enum><text>make available for audit by Congress, the Secretary, and appropriate units of government, all records pertaining to the expenditure of the funds and any matching funds; and</text>
 </subparagraph></paragraph><paragraph id="H464971892A41493D8F40E164B1C47D27"><enum>(2)</enum><text>encourage, by appropriate means and consistent with the purposes of the Heritage Area, the economic viability of the Heritage Area.</text>
 </paragraph></subsection><subsection id="HE260A830E384457994BADDE66E36C68B"><enum>(c)</enum><header>Prohibition on the acquisition of real property</header><text>The Caddo Lake Heritage Area Commission shall not use Federal funds to acquire real property or any interest in real property.</text>
			</subsection></section><section id="H8A702A785B484BA0A23B97D030896F48"><enum>6.</enum><header>Authorities and duties of the Secretary</header>
 <subsection id="H0D815BC05F8742A2A479ACF349B8E17F"><enum>(a)</enum><header>Technical and financial assistance</header><text>On request of the Caddo Lake Heritage Area Commission, the Secretary may provide technical and financial assistance, on a reimbursable or nonreimbursable basis, to the Caddo Lake Heritage Area Commission for—</text>
 <paragraph id="H0510B07A5E954DD8B648A2BBE1DDEEFC"><enum>(1)</enum><text>the development and implementation of the management plan; and</text> </paragraph><paragraph id="H48E7C0B7739D4BFBA202141365C98DAA"><enum>(2)</enum><text>other initiatives of the Caddo Lake Heritage Area Commission.</text>
				</paragraph></subsection><subsection id="HB2A96B32F65148DB873C58340676F2EC"><enum>(b)</enum><header>Cooperative agreements</header>
 <paragraph id="H8AA990CE6BB1467DBC92BC7F30C190B3"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline">To carry out this Act, the Secretary may enter into cooperative agreements with the Caddo Lake Heritage Area Commission and other public and private entities to provide assistance under subsection (a).</text>
 </paragraph><paragraph id="H138ED4BCA55D42DBA2A37FAF3E028981"><enum>(2)</enum><header>Requirements</header><text>A cooperative agreement entered into under paragraph (1) shall, at a minimum—</text> <subparagraph id="H1C41FBB7C3F24D6B95C17F6746C67151"><enum>(A)</enum><text>establish the goals and objectives of the Heritage Area; and</text>
 </subparagraph><subparagraph id="H40D4B3A04D7546449DB6F6A97A634014"><enum>(B)</enum><text>include—</text> <clause id="H2513A363995F43B2B2DD8AB7BCA570F4"><enum>(i)</enum><text>a proposal relating to the conservation and interpretation of the Heritage Area; and</text>
 </clause><clause id="H02B69B8B1B7444D083D43C4E7F6F4B18"><enum>(ii)</enum><text>a general outline describing each measure agreed to by the Secretary and the Caddo Lake Heritage Area Commission.</text>
						</clause></subparagraph></paragraph></subsection></section><section id="H76DD2C31ABCC4772B33AF4B69333630B"><enum>7.</enum><header>Relationship to other Federal agencies</header>
 <subsection id="HD384E688BE7D4464A6A24DD7B9D89041"><enum>(a)</enum><header>In general</header><text>Nothing in this Act affects the authority of any Federal official to provide technical or financial assistance under any other law.</text>
 </subsection><subsection id="HFD27F53A1C8040539CFD84FDC9D831B6"><enum>(b)</enum><header>Consultation and coordination</header><text>The head of any Federal agency planning to conduct an activity that may have an impact on the Heritage Area shall, to the maximum extent practicable—</text>
 <paragraph id="H224E6AF142414FFF95D4626BA2C0815E"><enum>(1)</enum><text>consult with the Secretary and the Caddo Lake Heritage Area Commission regarding the activity; and</text> </paragraph><paragraph id="H4D2C155F8C694C1BA98C43138EEF0C0C"><enum>(2)</enum><text>coordinate the activity with the Secretary and the Caddo Lake Heritage Area Commission.</text>
 </paragraph></subsection><subsection id="H14D9D929A4A84221A337F47E200B8549"><enum>(c)</enum><header>Effect on other Federal agencies</header><text>Nothing in this Act—</text> <paragraph id="HDDD2A261CA584087ADA573B016C6422E"><enum>(1)</enum><text>modifies, alters, or amends any law (including a regulation) authorizing a Federal agency to manage Federal land under the jurisdiction of the Federal agency;</text>
 </paragraph><paragraph id="H62545D0EBF294BF6AE7CD138C3BDCBA2"><enum>(2)</enum><text>limits the discretion of a Federal land manager to implement an approved land use plan within the boundaries of the Heritage Area; or</text>
 </paragraph><paragraph commented="no" display-inline="no-display-inline" id="H0CB3639F0F8848CF880A6C4C1532EC3E"><enum>(3)</enum><text>modifies, alters, or amends any authorized use of Federal land under the jurisdiction of a Federal agency.</text>
 </paragraph></subsection></section><section id="H53CD5948EFC54A75AF94ABB2D727648F"><enum>8.</enum><header>Property owners and regulatory protections</header><text display-inline="no-display-inline">Nothing in this Act—</text> <paragraph id="H6C39D38573B644AC9BD9834EA7674B91"><enum>(1)</enum><text display-inline="yes-display-inline">abridges the rights of any property owner, whether public or private, including the right to refrain from participating in any plan, project, program, or activity conducted within the Heritage Area;</text>
 </paragraph><paragraph id="H6C459A6DA18A4322B8A725BFA128E09E"><enum>(2)</enum><text display-inline="yes-display-inline">requires any property owner—</text> <subparagraph id="HC1A7859D9A3842C891F19C6D8B5168CA"><enum>(A)</enum><text display-inline="yes-display-inline">to permit public access (including Federal, Tribal, State, or local government access) to the property of the property owner; or</text>
 </subparagraph><subparagraph id="HAB93045C39694F689F502145DF961F63"><enum>(B)</enum><text display-inline="yes-display-inline">to modify any provisions of Federal, Tribal, State, or local law with regard to public access or use of private land;</text>
 </subparagraph></paragraph><paragraph id="H7BEA556DDC2B487BAAEBD67AFE626BDD"><enum>(3)</enum><text display-inline="yes-display-inline">alters any duly adopted land use regulation, any approved land use plan, or any other regulatory authority of any Federal, State, or local agency or Tribal government;</text>
 </paragraph><paragraph id="HA4D8F8BAF05140C4A8DE5588F79D9476"><enum>(4)</enum><text display-inline="yes-display-inline">conveys any land use or other regulatory authority to the Caddo Lake Heritage Area Commission;</text> </paragraph><paragraph id="HF73CE11D7F884E74BE24B912ED2A641F"><enum>(5)</enum><text display-inline="yes-display-inline">authorizes or implies the reservation or appropriation of water or water rights;</text>
 </paragraph><paragraph id="H3319DEF6D5C24D93BF7CEA540F55EBB4"><enum>(6)</enum><text display-inline="yes-display-inline">diminishes the authority of the State to manage fish and wildlife, including the regulation of fishing and hunting within the Heritage Area;</text>
 </paragraph><paragraph id="HFFB6196EF780485FACFA4604EF7A3929"><enum>(7)</enum><text display-inline="yes-display-inline">creates any liability, or affects any liability under any other law, of any private property owner with respect to any person injured on the private property;</text>
 </paragraph><paragraph id="H4DD93403962344AEBDA7C664C3B45165"><enum>(8)</enum><text>abridges, or authorizes the Secretary or the Caddo Lake Heritage Area Commission to abridge, valid rights to timber harvesting; or</text>
 </paragraph><paragraph id="H25D4D5600FE746BE949F76AD47A771E2"><enum>(9)</enum><text>abridges, restricts, or alters the rights of any property owner with regard to the property of the property owner.</text>
			</paragraph></section><section id="H4B0544ED188C4F299BD6C248C7D986CC"><enum>9.</enum><header>Evaluation</header>
 <subsection id="H59819BA100D0487F8DE2B5D861AFACC6"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Not later than 3 years after the date of the approval of the management plan under section 4(c), the Secretary shall—</text>
 <paragraph id="HCB4512EC8CE84574AC3E6CA9AF235545"><enum>(1)</enum><text display-inline="yes-display-inline">conduct an evaluation of the accomplishments of the Heritage Area; and</text> </paragraph><paragraph id="HFBAF60079D7E4B3D8D7C55087D2DBDD5"><enum>(2)</enum><text display-inline="yes-display-inline">prepare a report in accordance with subsection (c).</text>
 </paragraph></subsection><subsection id="HE8B41DE60EED4C1FA66C0AB80DEA8C69"><enum>(b)</enum><header>Evaluation components</header><text display-inline="yes-display-inline">An evaluation prepared under subsection (a)(1) shall—</text> <paragraph id="H4E7DFD93CDD94401BFE2CB9DCE3909A7"><enum>(1)</enum><text display-inline="yes-display-inline">assess the progress of the Caddo Lake Heritage Area Commission with respect to—</text>
 <subparagraph id="H14618811905B4ED4B70AF384D046D91D"><enum>(A)</enum><text display-inline="yes-display-inline">accomplishing the purposes of the authorizing legislation for the Heritage Area; and</text> </subparagraph><subparagraph id="HDAB85881E41C46B3AA4CF54706FB0B3F"><enum>(B)</enum><text display-inline="yes-display-inline">achieving the goals and objectives of the approved management plan for the Heritage Area;</text>
 </subparagraph></paragraph><paragraph id="HB9F97AB680C14E4F9B10568B13FAE41B"><enum>(2)</enum><text display-inline="yes-display-inline">analyze the State, local, and private investments in the Heritage Area to determine the leverage and impact of the investments; and</text>
 </paragraph><paragraph id="HC54720C122BE44CBB077D9A71610CB47"><enum>(3)</enum><text display-inline="yes-display-inline">review the management structure, partnership relationships, and funding of the Heritage Area for purposes of identifying the critical components for sustainability of the Heritage Area.</text>
 </paragraph></subsection><subsection id="HB996ECD22BDD46CD958C9A58DAFD5A9E"><enum>(c)</enum><header>Report</header><text display-inline="yes-display-inline">Based on the evaluation conducted under subsection (a)(1), the Secretary shall prepare and submit to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report that includes recommendations for the future role of the National Park Service, if any, with respect to the Heritage Area.</text>
 </subsection></section><section id="HFEC61F24FD5944168C1A7A822CAF4203"><enum>10.</enum><header>Termination of authority</header><text display-inline="no-display-inline">The authority of the Secretary to provide assistance under this Act terminates on the date that is 15 years after the date of enactment of this Act.</text>
