<section id="HA535A74B096D48FFB25862134B491364"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text> <paragraph id="H39EB51E6DEF549FB9788499471CC8A65"><enum>(1)</enum><header>Department</header><text>The term <term>Department</term> means the Department of Energy.</text></paragraph> 
<paragraph id="HEC83C051279A45209866A3764B07165E"><enum>(2)</enum><header>Director</header><text display-inline="yes-display-inline">The term <quote>Director</quote> means the Director of the Office of Science of the Department.</text></paragraph> <paragraph id="HA918244240EE415BB2693D65211A51B5"><enum>(3)</enum><header>National laboratory</header><text>The term <term>National Laboratory</term> has the meaning given that term in section 2 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/15801">42 U.S.C. 15801</external-xref>).</text></paragraph> 
<paragraph id="H96F6F8AEF0CF40DB8CB8187C9866A18D"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Energy.</text></paragraph></section> <section id="HAC104F7E7D264E618C19CA0593AD8B58"><enum>3.</enum><header>Mission</header><text display-inline="no-display-inline">Section 209 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7139">42 U.S.C. 7139</external-xref>) is amended by adding at the end the following:</text> 
<quoted-block id="H089DD5B56850408883D2BD0CF045E435" style="OLC"> 
<subsection id="HAADA836219B447499AD0CF05D256B6CD"><enum>(c)</enum><header>Mission</header><text>The mission of the Office of Science shall be the delivery of scientific discoveries, capabilities, and major scientific tools to transform the understanding of nature and to advance the energy, economic, and national security of the United States.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block></section> <section id="HCE0041ADCE0449F0B49B5B83A7E2B786"><enum>4.</enum><header>Basic energy sciences</header> <subsection id="H4E3677624C76434D83B3A151B14EA8A8"><enum>(a)</enum><header>Program</header><text>The Director shall carry out a program in basic energy sciences, including materials sciences and engineering, chemical sciences, physical biosciences, and geosciences, for the purpose of providing the scientific foundations for new energy technologies.</text></subsection> 
<subsection id="H0ABAEAADA83C4D9B913C08FFAA466D0F"><enum>(b)</enum><header>Mission</header><text>The mission of the program described in subsection (a) shall be to support fundamental research to understand, predict, and ultimately control matter and energy at the electronic, atomic, and molecular levels in order to provide the foundations for new energy technologies and to support Department missions in energy, environment, and national security.</text></subsection> <subsection id="H06EDBD7CD7954BB6AFCD969C82F07669"><enum>(c)</enum><header>Basic energy sciences user facilities</header> <paragraph id="H58E19984CDE74869937FA2D43011738D"><enum>(1)</enum><header>In general</header><text>The Director shall carry out a program for the development, construction, operation, and maintenance of national user facilities.</text></paragraph> 
<paragraph id="HB9285225183540DDAEC1882FFDB7C2E0"><enum>(2)</enum><header>Requirements</header><text>To the maximum extent practicable, the national user facilities developed, constructed, operated, or maintained under paragraph (1) shall serve the needs of the Department, industry, the academic community, and other relevant entities to create and examine materials and chemical processes for the purpose of improving the competitiveness of the United States.</text></paragraph> <paragraph id="H8584D31E2F274ECEA55C5CBF3291D6D8"><enum>(3)</enum><header>Included facilities</header><text>The national user facilities developed, constructed, operated, or maintained under paragraph (1) shall include—</text> 
<subparagraph id="HA877FC53BD6B47B2BAC708C5070B3778"><enum>(A)</enum><text>x-ray light sources;</text></subparagraph> <subparagraph id="H54961A5A33914F029D6F31BF783A1546"><enum>(B)</enum><text>neutron sources;</text></subparagraph> 
<subparagraph id="HC82240390D5349219FAED95F3CA62197"><enum>(C)</enum><text>nanoscale science research centers; and</text></subparagraph> <subparagraph id="H381B03B287F8493B8CDB419BE0C52280"><enum>(D)</enum><text>such other facilities as the Director considers appropriate, consistent with section 209 of the Department of Energy Organization Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7139">42 U.S.C. 7139</external-xref>).</text></subparagraph></paragraph></subsection> 
<subsection id="H57F428A68D7E4E7FBF41EA1E78CAB1B1"><enum>(d)</enum><header>Basic energy sciences research infrastructure</header> 
<paragraph id="H8F2DC58BB2C24BA3B9EE6F03754DD869"><enum>(1)</enum><header>Advanced photon source upgrade</header> 
<subparagraph id="H9B13CCB4A82F4E5995B1E35185E03256"><enum>(A)</enum><header>In general</header><text>The Secretary shall provide for the upgrade to the Advanced Photon Source described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of a multi-bend achromat lattice to produce a high flux of coherent x-rays within the hard x-ray energy region and a suite of beamlines optimized for this source.</text></subparagraph> <subparagraph id="H3860FCC356814939B89AE31090C96ACD"><enum>(B)</enum><header>Definitions</header><text>In this paragraph:</text> 
<clause id="H1B2408914D42480987D016BB1B8B459A"><enum>(i)</enum><header>Flux</header><text>The term <term>flux</term> means the rate of flow of photons.</text></clause> <clause id="HCFFF1D22932A4899A6A62E659BE565C6"><enum>(ii)</enum><header>Hard x-ray</header><text>The term <term>hard x-ray</term> means a photon with energy greater than 20 kiloelectron volts.</text></clause></subparagraph> 
<subparagraph id="HBBE2D91B4C3D4D40B6BC845ADE124235"><enum>(C)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this paragraph occurs before December 31, 2025.</text></subparagraph> <subparagraph id="H3771E684A708408E89D29F6AB9DE60C5"><enum>(D)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under section 11 for Basic Energy Sciences, there shall be made available to the Secretary to carry out the upgrade under this paragraph—</text> 
<clause id="H74E51EB369D04C099EB29B2DCC1DA6AB"><enum>(i)</enum><text>$93,000,000 for fiscal year 2018; and</text></clause> <clause id="HBF673AF49C2E441B8FCAEAE9B598AEE8"><enum>(ii)</enum><text>$130,000,000 for fiscal year 2019.</text></clause></subparagraph></paragraph> 
<paragraph id="H1CCC2EC9AC054BA7BAF07964DFA7A7B9"><enum>(2)</enum><header>Spallation neutron source proton power upgrade</header> 
<subparagraph id="H4AE55720CFF9404EA8E87630FE30ADB6"><enum>(A)</enum><header>In general</header><text>The Secretary shall provide for a proton power upgrade to the Spallation Neutron Source.</text></subparagraph> <subparagraph id="HBD00C16E1AFD4E93BC4B7990001E2B8D"><enum>(B)</enum><header>Definition of proton power upgrade</header><text>For the purposes of this paragraph, the term <term>proton power upgrade</term> means the Spallation Neutron Source power upgrade described in—</text> 
<clause id="HA813E92FAD3245BEBC4E6DC52C66D5C9"><enum>(i)</enum><text>the publication of the Office of Science of the Department of Energy titled <quote>Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published December 2003;</text></clause> <clause id="H5AADA49D7B6A4858A4441841C309B048"><enum>(ii)</enum><text>the publication of the Office of Science of the Department of Energy titled <quote>Four Years Later: An Interim Report on Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published August 2007; and</text></clause> 
<clause id="H97E4524D2A2F459B994E5D6D59A2CB8E"><enum>(iii)</enum><text>the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>.</text></clause></subparagraph> <subparagraph id="H7CC11A315B0E4F15A9FE67BC4A1670CB"><enum>(C)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this paragraph occurs before December 31, 2025.</text></subparagraph> 
<subparagraph id="H4E8EA2A8B44C4B01B8A034466B097AC4"><enum>(D)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under section 11 for Basic Energy Sciences, there shall be made available to the Secretary to carry out the upgrade under this paragraph—</text> <clause id="H6B488D2737B544799F33E1280C3CEF42"><enum>(i)</enum><text>$36,000,000 for fiscal year 2018; and</text></clause> 
<clause id="H153208EC51E2457899BAE504B75AC89B"><enum>(ii)</enum><text>$60,800,000 for fiscal year 2019.</text></clause></subparagraph></paragraph> <paragraph id="HB7E4B9AF908247418004D9C0A41979C4"><enum>(3)</enum><header>Spallation neutron source second target station</header> <subparagraph id="H0758548ED2164BECA7AB20C5D1027712"><enum>(A)</enum><header>In general</header><text>The Secretary shall provide for a second target station for the Spallation Neutron Source.</text></subparagraph> 
<subparagraph id="H51B9D7F1F44C4066B6D37428329A848F"><enum>(B)</enum><header>Definition of second target station</header><text>For the purposes of this paragraph, the term <term>second target station</term> means the Spallation Neutron Source second target station described in—</text> <clause id="H33A6086795B345E69386A04AF12B8DB0"><enum>(i)</enum><text>the publication of the Office of Science of the Department of Energy titled <quote>Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published December 2003;</text></clause> 
<clause id="H2350194A222943B68D34B4056C1DC6A2"><enum>(ii)</enum><text>the publication of the Office of Science of the Department of Energy titled <quote>Four Years Later: An Interim Report on Facilities for the Future of Science: A Twenty-Year Outlook</quote>, published August 2007; and</text></clause> <clause id="HFE70ECFCBCCE42FBB9B970C933ECF781"><enum>(iii)</enum><text>the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>.</text></clause></subparagraph> 
<subparagraph id="H0C7604DFE4BB47C1BB4D24C31DC2F9E9"><enum>(C)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the second target station under this paragraph occurs before December 31, 2030, with the option for early operation in 2028.</text></subparagraph> <subparagraph id="H3F72E937BC8A4965A1EAA9F9114A6D39"><enum>(D)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under section 11 for Basic Energy Sciences, there shall be made available to the Secretary to carry out activities, including construction, under this paragraph—</text> 
<clause id="H8E38747D716340C2B6C47F82C52A4C0F"><enum>(i)</enum><text>$5,000,000 for fiscal year 2018; and</text></clause> <clause id="HEA2818D11B8F481393C17C88EB7D74EF"><enum>(ii)</enum><text>$10,000,000 for fiscal year 2019.</text></clause></subparagraph></paragraph> 
<paragraph id="H59B7C4332AAA4F118706A2DFDF1DD4F0"><enum>(4)</enum><header>Advanced light source upgrade</header> 
<subparagraph id="HD3E81F37FCF64D2B9687844C45606C0A"><enum>(A)</enum><header>In general</header><text>The Secretary shall provide for the upgrade to the Advanced Light Source described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of a multi-bend achromat lattice to produce a high flux of coherent x-rays within the soft x-ray energy region.</text></subparagraph> <subparagraph id="HBC802073ED6944A984FFC85284FEFD9B"><enum>(B)</enum><header>Definitions</header><text>In this paragraph:</text> 
<clause id="H669A1580D9414EFBB8746E7176B3DE0B"><enum>(i)</enum><header>Flux</header><text>The term <term>flux</term> means the rate of flow of photons.</text></clause> <clause id="HBDDD9D3643DB4CC6A287CB88AB3A76E1"><enum>(ii)</enum><header>Soft x-ray</header><text>The term <term>soft x-ray</term> means a photon with energy in the range from 50 to 2,000 electron volts.</text></clause></subparagraph> 
<subparagraph id="H4E28F08A4F934CD3B5728DE0DAC78A8F"><enum>(C)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this paragraph occurs before December 31, 2026.</text></subparagraph> <subparagraph id="H2B70AF040ECE4C0DAFAC02B8B518AA73"><enum>(D)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under section 11 for Basic Energy Sciences, there shall be made available to the Secretary to carry out the upgrade under this paragraph—</text> 
<clause id="HD7370131023B4D0EBF5778B070D46DA1"><enum>(i)</enum><text>$20,000,000 for fiscal year 2018; and</text></clause> <clause id="H4CB20DF0D9D849C498296393582ED5A3"><enum>(ii)</enum><text>$50,000,000 for fiscal year 2019.</text></clause></subparagraph></paragraph> 
<paragraph id="HF10B89154455481DAB0D0D3A29C617F6"><enum>(5)</enum><header>Linac coherent light source ii high energy upgrade</header> 
<subparagraph id="HE510CAC11B66476791C9A59C1D03E20C"><enum>(A)</enum><header>In general</header><text>The Secretary shall provide for the upgrade to the Linac Coherent Light Source II facility described in the publication approved by the Basic Energy Sciences Advisory Committee on June 9, 2016, titled <quote>Report on Facility Upgrades</quote>, including the development of experimental capabilities for high energy x-rays to reveal fundamental scientific discoveries. The Secretary shall ensure the upgrade under this paragraph enables the production and use of high energy, ultra-short pulse x-rays delivered at a high repetition rate.</text></subparagraph> <subparagraph id="HB1E8822B5BAC4A088E9A5F001AE5FEEE"><enum>(B)</enum><header>Definitions</header><text>In this paragraph:</text> 
<clause id="HC5645F9D6849448A97611DC4072754C2"><enum>(i)</enum><header>High energy x-ray</header><text>The term a <quote>high energy x-ray</quote> means a photon with an energy at or exceeding 12 kiloelectron volts.</text></clause> <clause id="HB50942BA711D449DA070FF3BDB3037D1"><enum>(ii)</enum><header>High repetition rate</header><text>The term <term>high repetition rate</term> means the delivery of x-ray pulses up to 1 million pulses per second.</text></clause> 
<clause id="HB6F35E51A7284D1A8B251A2E96767F4F"><enum>(iii)</enum><header>Ultra-short pulse x-rays</header><text>The term <term>ultra-short pulse x-rays</term> means x-ray bursts capable of durations of less than 100 femtoseconds.</text></clause></subparagraph> <subparagraph id="H26769DC3D7744928AE09795478EA1966"><enum>(C)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the upgrade under this paragraph occurs before December 31, 2025.</text></subparagraph> 
<subparagraph id="HDA6F84E34E4649A68F45FAC7A09B44F0"><enum>(D)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under section 11 for Basic Energy Sciences, there shall be made available to the Secretary to carry out the upgrade under this paragraph—</text> <clause id="H59FDE38CD06D431BA41763B43C24C878"><enum>(i)</enum><text>$20,000,000 for fiscal year 2018; and</text></clause> 
<clause id="H7B3F056B11044BCD8E26E36B2800A52B"><enum>(ii)</enum><text>$55,000,000 for fiscal year 2019.</text></clause></subparagraph></paragraph></subsection> <subsection id="H6224E2A17A004BF1B20C48872A4787AC"><enum>(e)</enum><header>Accelerator research and development</header><text>The Director shall carry out research and development on advanced accelerator and storage ring technologies relevant to the development of Basic Energy Sciences user facilities, in consultation with the Office of Science’s High Energy Physics and Nuclear Physics programs.</text></subsection> 
<subsection id="H3EB7A47170CD4469969D8D911A5B3046"><enum>(f)</enum><header>Solar fuels research initiative</header> 
<paragraph id="HA00EDEC33B744AC695ACED52BE2DB9D1"><enum>(1)</enum><header>In general</header><text>Section 973 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16313">42 U.S.C. 16313</external-xref>) is amended to read as follows:</text> <quoted-block id="HC72756AF9B1B47A38AD19967B136E750" style="OLC"> <section id="H570C4562EF5F44D299C3088AE0DE0CFC"><enum>973.</enum><header>Solar fuels research initiative</header> <subsection id="H65D8817EE2424B23A703E84BC3ED26B7"><enum>(a)</enum><header>Initiative</header> <paragraph id="H39301539FA234E71B7C166C6E8A33E05"><enum>(1)</enum><header>In general</header><text>The Secretary shall carry out a research initiative, to be known as the <quote>Solar Fuels Research Initiative</quote> (referred to in this section as the <quote>Initiative</quote>) to expand theoretical and fundamental knowledge of photochemistry, electrochemistry, biochemistry, and materials science useful for the practical development of experimental systems to convert solar energy to chemical energy.</text></paragraph> 
<paragraph id="H266A5FE474EF4C27A2485B4CF9EA1185"><enum>(2)</enum><header>Leveraging</header><text>In carrying out programs and activities under the Initiative, the Secretary shall leverage expertise and resources from—</text> <subparagraph id="H7863D265A5C147628B2F351E6AE62738"><enum>(A)</enum><text>the Basic Energy Sciences Program and the Biological and Environmental Research Program of the Office of Science; and</text></subparagraph> 
<subparagraph id="HA98C8FB38BFE4C708FEE4967AD3F1D7A"><enum>(B)</enum><text>the Office of Energy Efficiency and Renewable Energy.</text></subparagraph></paragraph> <paragraph id="H8D03F53F97E74ADB946BCCB0A29A4A71"><enum>(3)</enum><header>Teams</header> <subparagraph id="H7284E09F9F7D432BB61BD94C4BBB5197"><enum>(A)</enum><header>In general</header><text>In carrying out the Initiative, the Secretary shall organize activities among multidisciplinary teams to leverage, to the maximum extent practicable, expertise from the National Laboratories, institutions of higher education, and the private sector.</text></subparagraph> 
<subparagraph id="HB3DAF3A7EB7C4FF89882C10C24436A0E"><enum>(B)</enum><header>Goals</header><text>The multidisciplinary teams described in subparagraph (A) shall pursue aggressive, milestone-driven, basic research goals.</text></subparagraph> <subparagraph id="H2BFD6E5721E848279B7D0BD094BD00A8"><enum>(C)</enum><header>Resources</header><text>The Secretary shall provide sufficient resources to the multidisciplinary teams described in subparagraph (A) to achieve the goals described in subparagraph (B) over a period of time to be determined by the Secretary.</text></subparagraph></paragraph> 
<paragraph id="H02C1C7EB3E074AC3AAA120C0BEDBC003"><enum>(4)</enum><header>Additional activities</header><text>The Secretary may organize additional activities under this subsection through Energy Frontier Research Centers, Energy Innovation Hubs, or other organizational structures.</text></paragraph></subsection> <subsection id="HBBFC9250584D4848A9461FAEBF7F00CC"><enum>(b)</enum><header>Artificial photosynthesis</header> <paragraph id="H9A4D6B8D5FD04F5B886569D3440754C3"><enum>(1)</enum><header>In general</header><text>The Secretary shall carry out under the Initiative a program to support research needed to bridge scientific barriers to, and discover knowledge relevant to, artificial photosynthetic systems.</text></paragraph>

<paragraph id="H74F4267B43214FF080CD9DA5CC47DA9D"><enum>(1)</enum><header>In general</header><text>The Secretary shall carry out under the Initiative a program to support research needed to replicate natural photosynthetic processes by use of artificial photosynthetic components and materials.</text></paragraph> <paragraph id="HCC0E1D498C514A71BBEED2278BB4C6ED"><enum>(2)</enum><header>Activities</header><text>As part of the program described in paragraph (1)—</text> 
<subparagraph id="H5C6227BCF7ED485E99AF5BA1C8DF129D"><enum>(A)</enum><text>the Director of the Office of Basic Energy Sciences shall support basic research to expand fundamental knowledge to replicate natural synthesis processes, including—</text> <clause id="H348AFDD33218466D8BFE13CBED02950B"><enum>(i)</enum><text>the photoinduced reduction of dinitrogen to ammonia;</text></clause>

<paragraph id="HB992200477D64339BE5F947E8DE296F7"><enum>(2)</enum><header>Collaborations</header><text>A collaboration receiving an award under this subsection may include multiple types of institutions and private sector entities.</text></paragraph> <paragraph id="H610F174EE48B49E1867183494285842E"><enum>(3)</enum><header>Selection and duration</header> <subparagraph id="H7BBE4D6E0EA849D7B96BCC76FC3B23EA"><enum>(A)</enum><header>In general</header><text>A collaboration under this subsection shall be selected for a period of 4 years.</text></subparagraph> 
<subparagraph id="HCBB915F8331444B1BC9469A2BD98FE97"><enum>(B)</enum><header>Existing centers</header><text>An Energy Frontier Research Center in existence and supported by the Director on the date of enactment of this Act may continue to receive support for a period of 4 years beginning on the date of establishment of that center.</text></subparagraph> <subparagraph id="HA423685C0F6641BA951FE6F4122A4280"><enum>(C)</enum><header>Reapplication</header><text>After the end of the period described in subparagraph (A) or (B), as applicable, a recipient of an award may reapply for selection on a competitive, merit-reviewed basis.</text></subparagraph> 
<subparagraph id="H2CD6F10B520344F983254F09B525F03C"><enum>(D)</enum><header>Termination</header><text>Consistent with the existing authorities of the Department, the Director may terminate an underperforming center for cause during the performance period.</text></subparagraph></paragraph></subsection> <subsection id="H082E67C09A13461F84CDCEDD61CFD076"><enum>(i)</enum><header>Materials research database</header> <paragraph id="HD551620BB3E34348BFA20F0837C1015D"><enum>(1)</enum><header>In general</header><text>As part of the program in materials sciences and engineering, the Director shall support the development of a web-based platform to provide access to a database of computed information on known and predicted materials properties and computational tools to accelerate breakthroughs in materials discovery and design.</text></paragraph>

<subparagraph id="HDBEC78BE6E754FEA8A30A4C98DECF113"><enum>(B)</enum><text>leverage existing high performance computing systems to conduct high-throughput calculations, and develop computational and data mining algorithms for the prediction of material properties;</text></subparagraph> <subparagraph id="H51DC551158324F00A797882A0A22E48F"><enum>(C)</enum><text>advance understanding, prediction, and manipulation of materials;</text></subparagraph> 
<subparagraph id="H76DB33321350436BB7C30CAC11F6317D"><enum>(D)</enum><text>strengthen the foundation for new technologies and advanced manufacturing; and</text></subparagraph> <subparagraph id="H49A235815A3D435AB6E4C440C35C95D4"><enum>(E)</enum><text>drive the development of advanced materials for applications that span the Department’s missions in energy, environment, and national security.</text></subparagraph></paragraph>

<paragraph id="H592350E81EC345EDAB6A6EC621B41AAF"><enum>(3)</enum><header>Department of energy high-end computing research and development program</header><text>Section 3 of the American Super Computing Leadership Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5542">15 U.S.C. 5542</external-xref>), as renamed by paragraph (1), is amended—</text> <subparagraph id="HD08B6FA157034EAB934D8D11FBC65D9D"><enum>(A)</enum><text>in subsection (a)(1), by striking <quote>program</quote> and inserting <quote>coordinated program across the Department</quote>;</text></subparagraph>

<subsection id="H38AF4A89EED744EE87429D7F34ABF922"><enum>(d)</enum><header>Exascale computing program</header> 
<paragraph id="H97FD59F9E30C400B9124B537897EA17E"><enum>(1)</enum><header>In general</header><text>The Secretary shall conduct a research program (referred to in this subsection as the <quote>Program</quote>) for exascale computing, including the development of two or more exascale computing machine architectures, to promote the missions of the Department.</text></paragraph> <paragraph id="H8D3044275DD04D1B9B06B975D62AB653"><enum>(2)</enum><header>Execution</header> <subparagraph id="H4D142E81C4174817AD921AD90B47D69B"><enum>(A)</enum><header>In general</header><text>In carrying out the Program, the Secretary shall—</text> 
<clause id="H0BE68F3DFCB24D13B6627A892B175D1A"><enum>(i)</enum><text>establish a National Laboratory partnership for industry partners and institutions of higher education for codesign of exascale hardware, technology, software, and applications across all applicable organizations of the Department;</text></clause> <clause id="HCB400746C923448183EBB77C0A90C8CE"><enum>(ii)</enum><text>acquire multiple exascale computing systems at the existing Departmental facilities that represent at least two distinct technology options developed under clause (i);</text></clause> 
<clause id="H7EB9189D81324A0A80B293865C0744AB"><enum>(iii)</enum><text>develop such advancements in hardware and software technology as are required to fully realize the potential of an exascale production system in addressing Department target applications and solving scientific problems involving predictive modeling and simulation, large scale data analytics and management, and artificial intelligence;</text></clause> <clause id="H07DE8DF6B1C54D3FB47AA788DE9B9F14"><enum>(iv)</enum><text>explore the use of exascale computing technologies to advance a broad range of science and engineering; and</text></clause> 
<clause id="H80843AAE5CF14841A904F932AEF7193F"><enum>(v)</enum><text>provide, as appropriate, on a competitive, merit-reviewed basis, access for researchers in industries in the United States, institutions of higher education, National Laboratories, and other Federal agencies to the exascale computing systems developed pursuant to clause (i).</text></clause></subparagraph> <subparagraph id="H8E957B3EDECF46D1A0D5036449C9D4FB"><enum>(B)</enum><header>Selection of partners</header><text>The Secretary shall select the partnerships with the computing facilities of the Department under subparagraph (A) through a competitive, peer-review process.</text></subparagraph></paragraph> 
<paragraph id="H4B7DD1DAA76240C7A8FFA0F6C4775CFE"><enum>(3)</enum><header>Codesign and application development</header> 
<subparagraph id="H5E075B8191CA4BDE822DCC6C7B85F8DE"><enum>(A)</enum><header>In general</header><text>The Secretary shall—</text> <clause id="HE98CEEE956C34F148DE5F62E57198D8D"><enum>(i)</enum><text>carry out the Program through an integration of applications, computer science, applied mathematics, and computer hardware architecture using the partnerships established pursuant to paragraph (2) to ensure that, to the maximum extent practicable, two or more exascale computing machine architectures are capable of solving Department target applications and broader scientific problems, including predictive modeling and simulation, large scale data analytics and management, and artificial intelligence; and</text></clause> 
<clause id="H0FA8DC10A1464749B4C30FD6CA81446B"><enum>(ii)</enum><text>conduct outreach programs to increase the readiness for the use of such platforms by domestic industries, including manufacturers.</text></clause></subparagraph> <subparagraph id="H4B818771EDEB4E288CDF716C23997B4B"><enum>(B)</enum><header>Report</header> <clause id="HE9B1F7883CEE43679E19F4E53885A63C" display-inline="yes-display-inline"><enum>(i)</enum><text display-inline="yes-display-inline">The Secretary shall submit to Congress a report describing how the integration under subparagraph (A) is furthering application science data and computational workloads across application interests, including national security, material science, physical science, cybersecurity, biological science, the Materials Genome and BRAIN Initiatives of the President, advanced manufacturing, and the national electric grid.</text></clause> 
<clause id="H3B09EB6CD31942B180E7109D12A07E2E" indent="up1"><enum>(ii)</enum><text display-inline="yes-display-inline">The roles and responsibilities of National Laboratories and industry, including the definition of the roles and responsibilities within the Department to ensure an integrated program across the Department.</text></clause></subparagraph></paragraph> <paragraph id="H1FE506E85C4A4CE0B2488CEF30FB4764"><enum>(4)</enum><header>Project review</header> <subparagraph id="HF4F6C70A9E6E4B4EA38A0705EF7D2D80"><enum>(A)</enum><header>In general</header><text>The exascale architectures developed pursuant to partnerships established pursuant to paragraph (2) shall be reviewed through a project review process.</text></subparagraph> 
<subparagraph id="H7832BF27F7A64915A5FAE27FC1A840AC"><enum>(B)</enum><header>Report</header><text>Not later than 90 days after the date of enactment of this subsection, the Secretary shall submit to Congress a report on—</text> <clause id="HA38DABA03FDF4EF1B49534E0988B782F"><enum>(i)</enum><text>the results of the review conducted under subparagraph (A); and</text></clause> 
<clause id="HDD4C970BCFC648AF96AEA4A8368B5427"><enum>(ii)</enum><text>the coordination and management of the Program to ensure an integrated research program across the Department.</text></clause></subparagraph></paragraph> <paragraph id="H65D81F0E4137482989927618549E1A08"><enum>(5)</enum><header>Annual reports</header><text>At the time of the budget submission of the Department for each fiscal year, the Secretary, in consultation with the members of the partnerships established pursuant to paragraph (2), shall submit to Congress a report that describes funding for the Program as a whole by functional element of the Department and critical milestones.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block></subparagraph></paragraph></subsection> 
<subsection id="HA2E5EDBECE004E639AF8D6823909F1FF"><enum>(c)</enum><header>High-Performance computing and networking research</header><text>The Director shall support research in high-performance computing and networking relevant to energy applications, including modeling, simulation, machine learning, and advanced data analytics for basic and applied energy research programs carried out by the Secretary.</text></subsection> <subsection id="H1E57347AF4534F3BB0E49200D5C76775"><enum>(d)</enum><header>Applied mathematics and software development for high-End computing systems, computational, and computer sciences research</header> <paragraph id="H7375A5D8CA104DC78796AB9B27693BDD"><enum>(1)</enum><header>In general</header><text>The Director shall carry out activities to develop, test, and support—</text> 
<subparagraph id="H2EEE536C897A44888A496883536AA691"><enum>(A)</enum><text>mathematics, models, statistics, and algorithms for complex systems and programming environments; and</text></subparagraph> <subparagraph id="H92A1C31EE42F4A36BB6807AD92C46FB4"><enum>(B)</enum><text>tools, languages, and operations for high-end computing systems (as defined in section 2 of the American Super Computing Leadership Act (<external-xref legal-doc="usc" parsable-cite="usc/15/5541">15 U.S.C. 5541</external-xref>), as renamed by this section).</text></subparagraph></paragraph> 
<paragraph id="HB728ED040557450593284863DE52D58D"><enum>(2)</enum><header>Portfolio balance</header><text>The Director shall maintain a balanced portfolio within the advanced scientific computing research and development program established under section 976 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16316">42 U.S.C. 16316</external-xref>) that supports robust investment in applied mathematical, computational, and computer sciences research while accommodating necessary investments in high-performance computing hardware and facilities.</text></paragraph></subsection> <subsection id="H128C7D3C2B8A4023A0FEB4613A0B9742"><enum>(e)</enum><header>Workforce development</header><text>The Director of the Office of Advanced Scientific Computing Research shall support the development of a computational science workforce through a program that—</text> 
<paragraph id="H1C7FB32E61C14ADFAB0E2F7380F75C79"><enum>(1)</enum><text>facilitates collaboration between university students and researchers at the National Laboratories; and</text></paragraph> <paragraph id="H6E804EB9CBF44BBFA5405136AA3BD1D2"><enum>(2)</enum><text>endeavors to advance science in areas relevant to the mission of the Department through the application of computational science.</text></paragraph></subsection></section> 
<section id="HE5D280F16372412C917D7F13672C44E8"><enum>6.</enum><header>High energy physics</header> 
<subsection id="H9D6D40CF725543DF9D2F25766E339D09"><enum>(a)</enum><header>Program</header><text>The Director shall carry out a research program on the fundamental constituents of matter and energy and the nature of space and time.</text></subsection> <subsection id="HC8DB9D77397B4597AF806C1EAB9B6240"><enum>(b)</enum><header>Mission</header><text display-inline="yes-display-inline">The mission of the program described in subsection (a) shall be to support theoretical and experimental research in both elementary particle physics and fundamental accelerator science and technology to understand fundamental properties of the universe.</text></subsection> 
<subsection id="H772ABDE225BF4BCABEE2F797EAC60799"><enum>(c)</enum><header>Sense of congress</header><text>It is the sense of the Congress that—</text> <paragraph id="H0806FC5975214327AD2DF430C03D3289"><enum>(1)</enum><text>the Director should incorporate the findings and recommendations of the Particle Physics Project Prioritization Panel’s report entitled <quote>Building for Discovery: Strategic Plan for U.S. Particle Physics in the Global Context</quote>, into the Department’s planning process as part of the program described in subsection (a);</text></paragraph> 
<paragraph id="H72137C290A6E4876AC7F0299013E23AB"><enum>(2)</enum><text>the Director should prioritize domestically hosted research projects that will maintain the United States position as a global leader in particle physics and attract the world’s most talented physicists and foreign investment for international collaboration; and</text></paragraph> <paragraph id="HA50D79953B7E4FAD8E706B1FD35F5ADD"><enum>(3)</enum><text>the nations that lead in particle physics by hosting international teams dedicated to a common scientific goal attract the world’s best talent and inspire future generations of physicists and technologists.</text></paragraph></subsection> 
<subsection id="H9AD1E54D06574AD1A96F9F26B8DD3A72"><enum>(d)</enum><header>Neutrino research</header><text>As part of the program described in subsection (a), the Director shall carry out research activities on rare decay processes and the nature of the neutrino, which may include collaborations with the National Science Foundation or international collaborations.</text></subsection> <subsection id="HBB302153E12544BAACCC11418E6F64BB"><enum>(e)</enum><header>Long-Baseline Neutrino Facility for Deep Underground Neutrino Experiment</header> <paragraph id="H640D8341C5534C43A34343CBDF72D468"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide for a Long-Baseline Neutrino Facility to facilitate the international Deep Underground Neutrino Experiment to enable a program in neutrino physics to measure the fundamental properties of neutrinos, explore physics beyond the Standard Model, and better clarify the nature of matter and antimatter.</text></paragraph> 
<paragraph id="HC94BF67C95D04CA8A940B6CE36671DFA"><enum>(2)</enum><header>Facility capabilities</header><text>The Secretary shall ensure that the facility described in paragraph (1) will provide, at a minimum, the following capabilities:</text> <subparagraph id="HA81B1FA4A1C24F3EB7EBBD94548C3C47"><enum>(A)</enum><text>A broad-band neutrino beam capable of 1.2 megawatts (MW) of beam power and upgradable to 2.4 MW of beam power.</text></subparagraph> 
<subparagraph id="HF848EAAB1CF44B3799B21E7D8E684445"><enum>(B)</enum><text>Four caverns excavated for a 40 kiloton fiducial detector mass and supporting surface buildings and utilities.</text></subparagraph> <subparagraph id="H9E1592EBD2C449D9B56DF752B4EA3851"><enum>(C)</enum><text>Neutrino detector facilities at both the Far Site in South Dakota and the Near Site in Illinois to categorize and study neutrinos on their 800-mile journey between the two sites.</text></subparagraph> 
<subparagraph id="HC9FE5B6683FE4E53925E9E7D9295F8F0"><enum>(D)</enum><text>Cryogenic systems to support neutrino detectors.</text></subparagraph></paragraph> <paragraph id="HA9BE32C3665E41399A63D896BAFFE665"><enum>(3)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this subsection occurs before December 31, 2026.</text></paragraph> 
<paragraph id="H178A3F82F5A34588BED85DDF15E78EC9"><enum>(4)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under section 11 for High Energy Physics, there shall be made available to the Secretary to carry out activities, including construction of the facility, under this subsection—</text> <subparagraph id="H7C0D827EC6C045D6A287E992DB637DE9"><enum>(A)</enum><text>$95,000,000 for fiscal year 2018; and</text></subparagraph> 
<subparagraph id="H2710D8D939154D429AF30F904797DDDF"><enum>(B)</enum><text>$175,000,000 for fiscal year 2019.</text></subparagraph></paragraph> <paragraph id="HEB5D921A792E4AF290D2190409CA014E"><enum>(5)</enum><header>Dark energy and dark matter research</header><text>As part of the program described in paragraph (1), the Director shall carry out research activities on the nature of dark energy and dark matter, which may include collaborations with the National Aeronautics and Space Administration or the National Science Foundation, or international collaborations.</text></paragraph> 
<paragraph id="H41727A9FF2E747AF8EEEA100D71E1E81"><enum>(6)</enum><header>International collaboration</header><text>The Director, as practicable and in coordination with other appropriate Federal agencies as necessary, shall ensure the access of United States researchers to the most advanced accelerator facilities and research capabilities in the world, including the Large Hadron Collider.</text></paragraph></subsection></section> <section id="HAEC0A6C09CE141EB951086BC099D23A4"><enum>7.</enum><header>Biological and environmental research</header> <subsection id="HB6727B42C6E640AE8AE18F8C4EFB3BF7"><enum>(a)</enum><header>Program</header><text display-inline="yes-display-inline">The Director shall carry out a program of basic research in the areas of biological systems science and environmental science relevant to the development of new energy technologies and to support Department missions in energy, environment, and national security.</text></subsection> 
<subsection id="H0A37F39F45C448EDA35754A11D069AA4"><enum>(b)</enum><header>Biological systems</header><text>The Director shall carry out research and development activities in fundamental, structural, computational, and systems biology to increase systems-level understanding of the complex biological systems, which may include activities—</text> <paragraph id="H60164205498D4AD7A2D61676D13FFF36"><enum>(1)</enum><text>to accelerate breakthroughs and new knowledge that would enable the cost-effective, sustainable production of—</text> 
<subparagraph id="H4F453C23F52E465EA23429F8CB1640A6"><enum>(A)</enum><text>biomass-based liquid transportation fuels;</text></subparagraph> <subparagraph id="H9AFF54A2512A428E87B74342F781FA9E"><enum>(B)</enum><text>bioenergy; and</text></subparagraph> 
<subparagraph id="H3A0A6544369C4ADF9B2E40963DBC27B8"><enum>(C)</enum><text>biobased materials;</text></subparagraph></paragraph> <paragraph id="HB5F2143B93534697A32EF1ED27B6745A"><enum>(2)</enum><text>to improve understanding of the global carbon cycle, including processes for removing carbon dioxide from the atmosphere, through photosynthesis and other biological processes, for sequestration and storage; and</text></paragraph> 
<paragraph id="HCC2BD51C29264DF597A6592CC0BE42C7"><enum>(3)</enum><text>to understand the biological mechanisms used to transform, immobilize, or remove contaminants from subsurface environments.</text></paragraph></subsection> <subsection id="H61DBD4EC9F3B49B0B57D222E501789FE"><enum>(c)</enum><header>Bioenergy research centers</header> <paragraph id="HE620D6070D524545BBC236FFCF9403B1"><enum>(1)</enum><header>In general</header><text>In carrying out activities under subsection (a), the Director shall select and establish up to four bioenergy research centers to conduct basic and fundamental research in plant and microbial systems biology, bio imaging and analysis, and genomics to inform the production of fuels, chemicals from sustainable biomass resources, and to facilitate the translation of basic research results to industry.</text></paragraph> 
<paragraph id="HB0837CD7E662443BA5BC3544403BB5D0"><enum>(2)</enum><header>Selection</header><text>The Director shall select centers under paragraph (1) on a competitive, merit-reviewed basis. The Director shall consider applications from National Laboratories, multi-institutional collaborations, and other appropriate entities.</text></paragraph> <paragraph id="H0F05D7C75E7546B3A13E9DA8C48B4CDA"><enum>(3)</enum><header>Duration</header><text>A center established under this subsection shall receive support for a period of not more than 5 years, subject to the availability of appropriations.</text></paragraph> 
<paragraph id="H33303E81D5A0447E8A2DD4A882E1F614"><enum>(4)</enum><header>Existing centers</header><text>The Director may select a center for participation under this subsection that is in existence, or undergoing a renewal process, on the date of enactment of this Act. Such center shall be eligible to receive support for the duration the 5-year period beginning on the date of establishment of such center.</text></paragraph> <paragraph id="H9858BFCCFF944EB98A7D1EB24EF1C74D"><enum>(5)</enum><header>Renewal</header><text>Upon the expiration of any period of support of a center under this subsection, the Director may renew support for the center, on a merit-reviewed basis, for a period of not more than 5 years.</text></paragraph> 
<paragraph id="H14CF71D4230E46109EA7647A99A94544"><enum>(6)</enum><header>Termination</header><text>Consistent with the existing authorities of the Department, the Director may terminate an underperforming center for cause during the performance period.</text></paragraph></subsection> <subsection id="HBD592D9177FA4F94867A881A1DEC9A80"><enum>(d)</enum><header>Low dose radiation research program</header> <paragraph id="H6A7D2672CC764A888EF478A12EB350F3"><enum>(1)</enum><header>In general</header><text>Subtitle G of title IX of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16311">42 U.S.C. 16311</external-xref> et seq.) is amended by inserting after section 977 the following new section:</text>

<section id="H04C148FBB8EC4A37B84F78AE1BF6E0AC"><enum>977A.</enum><header>Low-dose radiation research program</header> 
<subsection id="H1C51EE6B8EFA43B1AC21AD529F3D5CD9"><enum>(a)</enum><header>In general</header><text>The Secretary shall carry out a basic research program on low-dose radiation to—</text> <paragraph id="HFC50D04CB38041C783E89D799B27437C"><enum>(1)</enum><text>enhance the scientific understanding of, and reduce uncertainties associated with, the effects of exposure to low-dose radiation; and</text></paragraph> 
<paragraph id="HE214AAA305B94556879E6DC868692E86"><enum>(2)</enum><text>inform improved risk-assessment and risk-management methods with respect to such radiation.</text></paragraph></subsection> <subsection id="HA00A1F938FE14646AE5B020586CE3EFA"><enum>(b)</enum><header>Program components</header><text>In carrying out the program required under subsection (a), the Secretary shall—</text> 
<paragraph id="HF732D02F176A40FAAAF93E39EB68FE3F"><enum>(1)</enum><text>formulate scientific goals for low-dose radiation basic research in the United States;</text></paragraph> <paragraph id="HD77F61A61F4542BCB2609D9BDA3CC1A0"><enum>(2)</enum><text>identify ongoing scientific challenges for understanding the long-term effects of ionizing radiation on biological systems;</text></paragraph> 
<paragraph id="HDAA3651626254AA3A05BBB3A1CC17553"><enum>(3)</enum><text>develop a long-term strategic and prioritized basic research agenda to address such scientific challenges in coordination with other research efforts;</text></paragraph> <paragraph id="H3E7190C3EDC743DA89B8AF5976880631"><enum>(4)</enum><text>leverage the collective body of knowledge from existing low-dose radiation research; and</text></paragraph> 
<paragraph id="HB5BF017C566F4C3BAC21775A55FAA1B2"><enum>(5)</enum><text>engage with other Federal agencies, research communities, and potential users of information produced under this section, including institutions concerning radiation research, medical physics, radiology, health physics, and emergency response.</text></paragraph></subsection> <subsection id="H418A4247BD6C415BA9BEEE35D7D3BDAD"><enum>(c)</enum><header>Coordination</header><text>In carrying out the program, the Secretary, in coordination with the Physical Science Subcommittee of the National Science and Technology Council, shall—</text> 
<paragraph id="H9F12CA31EAF145AA8FA48665DADDD18B"><enum>(1)</enum><text>support the directives under section 106 of the American Innovation and Competitiveness Act (<external-xref legal-doc="usc" parsable-cite="usc/42/6601">42 U.S.C. 6601</external-xref> note);</text></paragraph> <paragraph id="HFA4D3582A8F445539E0CF7A35761B39F"><enum>(2)</enum><text>ensure that the Office of Science of the Department of Energy consults with the National Aeronautics and Space Administration, the National Institutes of Health, the Environmental Protection Agency, the Department of Defense, the Nuclear Regulatory Commission, and the Department of Homeland Security;</text></paragraph> 
<paragraph id="HB51E0C65DCE44DF6BFC616CA0F54EAEB"><enum>(3)</enum><text>advise and assist the National Science and Technology Council on policies and initiatives in radiation biology, including enhancing scientific knowledge of the effects of low-dose radiation on biological systems to improve radiation risk-assessment and risk-management methods; and</text></paragraph> <paragraph id="H541BE11403ED4ED088AC4394C5ADEEA0"><enum>(4)</enum><text>identify opportunities to stimulate international cooperation relating to low-dose radiation and leverage research and knowledge from sources outside of the United States.</text></paragraph></subsection> 
<subsection id="H634523590EE3483E8B1694AD8ED1F9D0"><enum>(d)</enum><header>Research plan</header><text>Not later than 180 days after the date of enactment of this Act, the Secretary shall transmit to the Committee on Science, Space, and Technology of the House of Representatives and the Committee on Energy and Natural Resources of the Senate a 4-year research plan that identifies and prioritizes basic research needs relating to low-dose radiation. In developing such plan, the Secretary shall incorporate the components described in subsection (b).</text></subsection> <subsection id="HB9F1B237507542F9B08DB4578BA07DE7"><enum>(e)</enum><header>Definition of low-Dose radiation</header><text>In this section, the term <term>low-dose radiation</term> means a radiation dose of less than 100 millisieverts.</text></subsection>

<subsection id="H9DD5DB640270443A9789D9E47E1E85FE"><enum>(f)</enum><header>Limitation for research funds</header><text>The Director shall not approve new climate science-related initiatives without making a determination that such work is well-coordinated with any relevant work carried out by other Federal agencies.</text></subsection></section> <section id="HE0859A5AB803467CBF1AAEA9435CBB95"><enum>8.</enum><header>Fusion energy</header> <subsection id="H3638F37DAE00494BA54B3F8DF9F672F8"><enum>(a)</enum><header>Program</header><text display-inline="yes-display-inline">The Director shall carry out a fusion energy sciences research program to expand the understanding of plasmas and matter at very high temperatures and densities and build the science and engineering foundation needed to develop a fusion energy source.</text></subsection> 
<subsection id="H3539B28961D3466BADF66753386A50C8"><enum>(b)</enum><header>Inertial fusion energy research and development program</header><text>The Secretary shall carry out a program of research and technology development in inertial fusion for energy applications, including ion beam, laser, and pulsed power fusion systems.</text></subsection> <subsection id="HA673FA83473C401DB9A0763AD970BC6A"><enum>(c)</enum><header>Tokamak research and development</header> <paragraph id="H6AABAC2DF4E844C7B3BE6F7E20B3637C"><enum>(1)</enum><header>In general</header><text>The Director shall support research and development activities and facility operations to optimize the tokamak approach to fusion energy.</text></paragraph> 
<paragraph id="H41739E2F07F949D0B8D81E948F5E686F"><enum>(2)</enum><header>International thermonuclear experimental reactor construction</header><text>Section 972 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16312">42 U.S.C. 16312</external-xref>) is amended by adding at the end the following new paragraph:</text> <quoted-block id="H8D2FBB49EE70454BAE0CC51FA0226893" style="OLC"> <paragraph id="HD1D31B26D25D4A14A8779BABF244BC6C"><enum>(7)</enum><header>ITER construction</header> <subparagraph id="H6B9702B92D134087B7E791A859C5BC79"><enum>(A)</enum><header>In general</header><text>There is authorized United States participation in the construction and operations of the ITER project, as agreed to under the April 25, 2007 <quote>Agreement on the Establishment of the ITER International Fusion Energy Organization for the Joint Implementation of the ITER Project.</quote>.</text></subparagraph> 
<subparagraph id="HB2BA00023B9D4B6383DEEFC6C0A1387A"><enum>(B)</enum><header>Facility requirements</header><text>The Secretary shall ensure that the mission-oriented user facility will enable the study of a burning plasma, and shall be built to have the following characteristics in its full configuration:</text> <clause id="HF6F566F552CB4682A9271D618B3A684D"><enum>(i)</enum><text>A tokamak device with a plasma radius of 6.2 meters and a magnetic field of 5.3 T.</text></clause> 
<clause id="H61FCCCAD997448929928CFFF5C39CB7B"><enum>(ii)</enum><text>Capable of creating and sustaining a 15-million-Ampere plasma current for greater than 300 seconds.</text></clause></subparagraph> <subparagraph id="HF62F678682234409B2226D1F59D29A0F"><enum>(C)</enum><header>Authorization of appropriations</header><text>From within funds authorized to be appropriated under section 11 of the <short-title>Department of Energy Science and Innovation Act of 2018</short-title>, for Fusion Energy Sciences, there is authorized for in-kind contributions under this paragraph—</text>

<clause id="H64140281545E4802B9080BC81C56A063"><enum>(ii)</enum><text>$50,000,000 for fiscal year 2019.</text></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection> <subsection id="H430F30FA3B1141569498268C497925D0"><enum>(d)</enum><header>Alternative and enabling concepts</header> <paragraph id="H8A41020C55A04205AE82C25F4C9B5DE2"><enum>(1)</enum><header>In general</header><text>As part of the program described in subsection (a), the Director shall support research and development activities and facility operations at United States universities, national laboratories, and private facilities for a portfolio of alternative and enabling fusion energy concepts that may provide solutions to significant challenges to the establishment of a commercial magnetic fusion power plant, prioritized based on the ability of the United States to play a leadership role in the international fusion research community. Fusion energy concepts and activities explored under this paragraph may include—</text> 
<subparagraph id="HC0435258BA534B18A6F6692DA4A37C51"><enum>(A)</enum><text>high magnetic field approaches facilitated by high temperature superconductors;</text></subparagraph> <subparagraph id="H38CE073D249E456DA881AF682C54AA3F"><enum>(B)</enum><text>advanced stellarator concepts;</text></subparagraph> 
<subparagraph id="H0EF035BA58E9443B9455D11FE576F6E8"><enum>(C)</enum><text>non-tokamak confinement configurations operating at low magnetic fields;</text></subparagraph> <subparagraph id="HED90437103F74A01BC58C3616DEC0F1A"><enum>(D)</enum><text>magnetized target fusion energy concepts;</text></subparagraph> 
<subparagraph id="H0D1D74BE5155477F8F5F97469B1738EF"><enum>(E)</enum><text>liquid metals to address issues associated with fusion plasma interactions with the inner wall of the encasing device;</text></subparagraph> <subparagraph id="HC6FA2BCECA3045C691FAEBB73CB185CF"><enum>(F)</enum><text>immersion blankets for heat management and fuel breeding;</text></subparagraph> 
<subparagraph id="H357B004EB51B48EB8C5365F73EE23E08"><enum>(G)</enum><text>advanced scientific computing activities; and</text></subparagraph> <subparagraph id="H6AEA2FD35E60459DA840C4664E568AE5"><enum>(H)</enum><text>other promising fusion energy concepts identified by the Director.</text></subparagraph></paragraph> 
<paragraph id="HEF9E38CBE312453FB1702819F8952C08"><enum>(2)</enum><header>Coordination with ARPA–E</header><text>The Under Secretary and the Director shall coordinate with the Director of the Advanced Research Projects Agency–Energy (in this paragraph referred to as <quote>ARPA–E</quote>) to—</text> <subparagraph id="HC1CA13B8022F40D282A9F0CE4C50081D"><enum>(A)</enum><text>assess the potential for any fusion energy project supported by ARPA–E to represent a promising approach to a commercially viable fusion power plant;</text></subparagraph> 
<subparagraph id="HD15E7FDE79324D05A1F534F259A58B8E"><enum>(B)</enum><text>determine whether the results of any fusion energy project supported by ARPA–E merit the support of follow-on research activities carried out by the Office of Science; and</text></subparagraph> <subparagraph id="HD36ED9A57BD4479688E3A4F109F86979"><enum>(C)</enum><text>avoid unintentional duplication of activities.</text></subparagraph></paragraph></subsection> 
<subsection id="H0ECD2FC9D1724CA582FBD31392EE0D38"><enum>(e)</enum><header>Fairness in competition for solicitations for international project activities</header><text>Section 33 of the Atomic Energy Act of 1954 (<external-xref legal-doc="usc" parsable-cite="usc/42/2053">42 U.S.C. 2053</external-xref>) is amended by inserting before the first sentence the following: <quote>In this section, with respect to international research projects, the term <term>private facilities or laboratories</term> means facilities or laboratories located in the United States.</quote>.</text></subsection> <subsection id="HCFA987BB851F44688BFA3ADD54411FCD"><enum>(f)</enum><header>Identification of priorities</header> <paragraph id="H5C6A228D55AC4D268AC7CA2A294E793C"><enum>(1)</enum><header>Report</header> <subparagraph id="H839F34897E664929B66377E906C69A4C"><enum>(A)</enum><header>In general</header><text>Not later than 2 years after the date of enactment of this Act, the Secretary shall submit to Congress a report on the fusion energy research and development activities that the Department proposes to carry out over the 10-year period following the date of the report under not fewer than three realistic budget scenarios, including a scenario based on 3-percent annual growth in the non-ITER portion of the budget for fusion energy research and development activities.</text></subparagraph> 
<subparagraph id="H09EAAF92C21D4441AE18D4240D365A04"><enum>(B)</enum><header>Inclusions</header><text>The report required under subparagraph (A) shall—</text> <clause id="H0AF6F0C9E3DA4D07909DE6DBAB6F1770"><enum>(i)</enum><text display-inline="yes-display-inline">identify specific areas of fusion energy research and enabling technology development, including activities to advance inertial and alternative fusion energy concepts, in which the United States can and should establish or solidify a lead in the global fusion energy development effort;</text></clause> 
<clause id="H7D81AB757B90497293505855CBB89057"><enum>(ii)</enum><text>identify priorities for initiation of facility construction and facility decommissioning under each of the three budget scenarios described in subparagraph (A); and</text></clause> <clause id="H6F5BD18D619C4573B1E7CDD0754DC4ED"><enum>(iii)</enum><text>assess the ability of the fusion workforce of the United States to carry out the activities identified under clauses (i) and (ii), including the adequacy of programs at institutions of higher education in the United States to train the leaders and workers of the next generation of fusion energy researchers.</text></clause></subparagraph></paragraph> 
<paragraph id="H08632847F249478D95D8E3EC141DC9CD"><enum>(2)</enum><header>Process</header><text>In order to develop the report required under paragraph (1)(A), the Secretary shall leverage best practices and lessons learned from the process used to develop the most recent report of the Particle Physics Project Prioritization Panel of the High Energy Physics Advisory Panel.</text></paragraph> <paragraph id="HB7FD742C7A5F4688A410372280FB239D"><enum>(3)</enum><header>Requirement</header><text>No member of the Fusion Energy Sciences Advisory Committee shall be excluded from participating in developing or voting on final approval of the report required under paragraph (1)(A).</text></paragraph></subsection></section> 
<section id="H2D47D27F746F4BD0B997B293E5AEB135"><enum>9.</enum><header>Nuclear physics</header> 
<subsection id="H405E21468D41449BA3270D43FCC3DB05"><enum>(a)</enum><header>Program</header><text display-inline="yes-display-inline">The Director shall carry out a program of experimental and theoretical research, and support associated facilities, to discover, explore, and understand all forms of nuclear matter.</text></subsection> <subsection id="H4D88F2526FDF4A7BB25E441C9B100D34"><enum>(b)</enum><header>Isotope development and production for research applications</header><text>The Director—</text> 
<paragraph id="H69445A7E0F6B4C20A1F5225DBDC40F98"><enum>(1)</enum><text>may carry out a program for the production of isotopes, including the development of techniques to produce isotopes, that the Secretary determines are needed for research, medical, industrial, or related purposes; and</text></paragraph> <paragraph id="HD2689A07EFBC4FFBA7E456BEAE8371C8"><enum>(2)</enum><text>shall ensure that isotope production activities carried out under the program under this paragraph do not compete with private industry unless the Director determines that critical national interests require the involvement of the Federal Government.</text></paragraph></subsection> 
<subsection id="H990CCD3CB1394BA79A4CB0667DB257CE"><enum>(c)</enum><header>Renaming of the rare isotope accelerator</header><text>Section 981 of the Energy Policy Act of 2005 (<external-xref legal-doc="usc" parsable-cite="usc/42/16321">42 U.S.C. 16321</external-xref>) is amended—</text> <paragraph id="HAB2990141A30455CB4BEDB7AD8D193B7"><enum>(1)</enum><text>in the section heading, by striking <quote><header-in-text level="section" style="OLC">Rare Isotope Accelerator</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">Facility for Rare Isotope Beams</header-in-text></quote>; and</text></paragraph> 
<paragraph id="H196FB800DD8744A8A8CC0131E865B6A6"><enum>(2)</enum><text>by striking <quote>Rare Isotope Accelerator</quote> each place it appears and inserting <quote>Facility for Rare Isotope Beams</quote>.</text></paragraph></subsection> <subsection id="HAC27993D8C4141FCB456756963ACEEA9"><enum>(d)</enum><header>Facility for Rare Isotope Beams</header> <paragraph id="H3C6857D04CE74C01A0794D8001EAE3FF"><enum>(1)</enum><header>In general</header><text>The Secretary shall provide for a Facility for Rare Isotope Beams to advance the understanding of rare nuclear isotopes and the evolution of the cosmos.</text></paragraph> 
<paragraph id="H4B3FCC2399F540D7AA2596358598CD7E"><enum>(2)</enum><header>Facility capability</header><text>In carrying out paragraph (1), the Secretary shall provide for, at a minimum, a rare isotope beam facility capable of 400 kW of beam power.</text></paragraph> <paragraph id="H4A7DA8A31A8D46BFAAA595E67A604025"><enum>(3)</enum><header>Start of operations</header><text>The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this subsection occurs before June 30, 2022, with early operation in 2018.</text></paragraph> 
<paragraph id="H02B106A551454AECBA38643BE72D2AC0"><enum>(4)</enum><header>Funding</header><text display-inline="yes-display-inline">Out of funds authorized to be appropriated under section 11 for Nuclear Physics, there shall be made available to the Secretary to carry out activities, including construction of the facility, under this subsection—</text> <subparagraph id="H8A4113FE8FE7468BB4DAAC5E397BAEC3"><enum>(A)</enum><text>$101,200,000 for fiscal year 2018; and</text></subparagraph> 
<subparagraph id="HE5F487618AAC4725A7D063D565ABC1AA"><enum>(B)</enum><text>$86,000,000 for fiscal year 2019.</text></subparagraph></paragraph></subsection></section> <section id="H61F0CE962BD345D28C7112D6502B8B1E"><enum>10.</enum><header>Science laboratories infrastructure program</header> <subsection id="H1C1FD52510BB4805AEA5EA23C7F4C165"><enum>(a)</enum><header>In general</header><text>The Director shall carry out a program to improve the safety, efficiency, and mission readiness of infrastructure at Office of Science laboratories. The program shall include projects to—</text> 
<paragraph id="H2FBD7D6DBEAA49269CE3D79CA5AFB4A5"><enum>(1)</enum><text>renovate or replace space that does not meet research needs;</text></paragraph> <paragraph id="H2C9E2B5B63F9434481D647FC348A40C5"><enum>(2)</enum><text>replace facilities that are no longer cost effective to renovate or operate;</text></paragraph> 
<paragraph id="HD557B9E0D57243BF9560D4CF53DB849A"><enum>(3)</enum><text>modernize utility systems to prevent failures and ensure efficiency;</text></paragraph> <paragraph id="H274D79E6ACBC4EBDB3150C4B45246505"><enum>(4)</enum><text>remove excess facilities to allow safe and efficient operations; and</text></paragraph> 
<paragraph id="HAFA34737264048AF95CD4574E9B8B7D5"><enum>(5)</enum><text>construct modern facilities to conduct advanced research in controlled environmental conditions.</text></paragraph></subsection> <subsection id="H8E5DF8F6B9E5418ABEB6D0779EE5A25B"><enum>(b)</enum><header>Approach</header><text>In carrying out this section, the Director shall utilize all available approaches and mechanisms, including capital line items, minor construction projects, energy savings performance contracts, utility energy service contracts, alternative financing, and expense funding, as appropriate.</text></subsection></section>
