			 positions within the Veterans Health Administration of the Department of

 <section id="HC807DD6450E1403FB3B3B71932E26EE2" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>VA Hospitals Establishing Leadership Performance Act</short-title></quote>.</text> </section><section id="H9B2A307A56964EFEBCE94E2E98788BF5" section-type="subsequent-section"><enum>2.</enum><header>Qualifications for human resources positions within the Veterans Health Administration of the Department of Veterans Affairs</header> <subsection id="H9B882A0DE44346189C5BBF8A3F54286F"><enum>(a)</enum><header>Establishment of qualifications</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this Act, the Secretary of Veterans Affairs shall—</text>
 <paragraph id="HAAE0FDC313314C5E83BC38463A306722"><enum>(1)</enum><text>establish qualifications for each human resources position within the Veterans Health Administration of the Department of Veterans Affairs;</text>
 </paragraph><paragraph id="HBECAD1815E2F4EBEAEE13CA2866105DB"><enum>(2)</enum><text>establish standardized performance metrics for each such position; and</text> </paragraph><paragraph id="HE2E391FE0D31473BABDABE7670AA2B52"><enum>(3)</enum><text>submit to Congress a report containing the qualifications and standardized performance metrics established under paragraphs (1) and (2).</text>
 </paragraph></subsection><subsection id="HBBD8350552584B70B86DB99F84B5413F"><enum>(b)</enum><header>Report</header><text display-inline="yes-display-inline">Not later than 180 days after the establishment of the qualifications and performance metrics under subsection (a), the Comptroller General of the United States shall submit to the Committee on Veterans’ Affairs of the House of Representatives and the Committee on Veterans’ Affairs of the Senate a report containing—</text>
 <paragraph id="H8E2732053D894A8B8D3C6E7EE4A025E7"><enum>(1)</enum><text display-inline="yes-display-inline">a description of the implementation of such qualifications and performance metrics; and</text> </paragraph><paragraph id="H58939DB1F8C647A4AE30E2D4946C3BD8"><enum>(2)</enum><text>an assessment of the quality of such qualifications and performance metrics.</text>
