 <section id="H88C4FB0528C84F5A9FA624BA2826058C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Improving Access to Work Act</short-title></quote>.</text> </section><section id="H0DA88DC50FFB490DBABA2B6536293271"><enum>2.</enum><header>Prohibiting State diversion of Federal funds to replace State spending</header><text display-inline="no-display-inline">Section 404 of the Social Security Act (<external-xref legal-doc="usc" parsable-cite="usc/42/604">42 U.S.C. 604</external-xref>) is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HD77B085F9C4D419E8051E68CD30C9B0B" style="OLC">
 <subsection id="HBF0DB940C8594DC8A30B55662010765C"><enum>(l)</enum><header>Limitation on use of Federal funds To replace State general revenue funds</header><text display-inline="yes-display-inline">Funds made available to States under this part must be used to supplement, not supplant, State general revenue spending on activities described in this section.</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section display-inline="no-display-inline" id="HABCFF469874E4A74A708D0CB211BC878"><enum>3.</enum><header>Targeting funds to core purposes</header>
 <subsection id="H6DC96158F0C2465EAA0DA6FAF7C2D05F"><enum>(a)</enum><header>Requirement that States reserve <enum-in-header>25</enum-in-header> percent of TANF grant for spending on core activities</header><text display-inline="yes-display-inline">Section 408(a) (<external-xref legal-doc="usc" parsable-cite="usc/42/608">42 U.S.C. 608(a)</external-xref>) is amended by adding at the end the following:</text> <quoted-block display-inline="no-display-inline" id="H01608BBB0AD04035BD25E9A445C1DCDF" style="OLC"> <paragraph id="H154B0C63DFE94278B2458ED7CA7B7106"><enum>(13)</enum><header>Requirement that States reserve <enum-in-header>25</enum-in-header> percent of TANF grant for spending on core activities</header><text display-inline="yes-display-inline">A State to which a grant is made under section 403(a) for a fiscal year shall expend not less than 25 percent of the grant on assistance, case management, work supports and supportive services, work, wage subsidies, work activities (as defined in section 407(d)), and non-recurring short-term benefits.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="HFBBF75598FF046ABAA84A6C1D9BC0445"><enum>(b)</enum><header>Requirement that at least <enum-in-header>25</enum-in-header> percent of qualified State expenditures from non-Private sources be for core activities</header><text>Section 408(a) (<external-xref legal-doc="usc" parsable-cite="usc/42/608">42 U.S.C. 608(a)</external-xref>), as amended by subsection (a) of this section, is amended by adding at the end the following:</text>

					<paragraph id="H776A87DC11FB48138DE1D36B732AADEE"><enum>(14)</enum><header>Requirement that at least <enum-in-header>25</enum-in-header> percent of qualified State expenditures from non-private sources counting towards maintenance of
 effort requirement be for core activities</header><text display-inline="yes-display-inline">Not less than 25 percent of the qualified State expenditures of a State during the fiscal year shall be expenditures of funds from non-private sources for assistance, case management, work supports and supportive services, work, wage subsidies, work activities (as defined in section 407(d)), and non-recurring short-term benefits.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection></section><section id="H5A2ABEB0D76B4FD9ADF7101BF9D35905"><enum>4.</enum><header>Effective date</header><text display-inline="no-display-inline">The amendments made by this Act shall take effect on October 1, 2018.</text> </section></legis-body></bill>
