		<section id="HA3FB102D35AE4E948E524676EED1CC14" section-type="section-one"><enum>1.</enum><header>Aviation maintenance workforce development pilot program</header>
 <subsection id="H104A8E2721C847EB9AB4AEA946C7DFD8"><enum>(a)</enum><header>In general</header><text>The Administrator of the Federal Aviation Administration may carry out a pilot program to provide grants for eligible projects to support the education and recruitment of aviation maintenance technical workers and the development of the aviation maintenance industry workforce.</text>
			</subsection><subsection id="H0D77C63980AF4F28BF2E1C7AE540BEFC"><enum>(b)</enum><header>Project grants</header>
 <paragraph id="HC6E9015F08364F64BF742BF1A6DC3A41"><enum>(1)</enum><header>In general</header><text>There are authorized to be appropriated $5,000,000 for each of the fiscal years 2019 through 2023 to provide grants under the pilot program established under subsection (a).</text>
 </paragraph><paragraph id="H5157328E6EED4756A764B159A2BA8711"><enum>(2)</enum><header>Dollar amount limit</header><text>Not more than $500,000 shall be made available for any one-time grant in any fiscal year under the pilot program established under subsection (a).</text>
 </paragraph></subsection><subsection id="H5EAFD1B7C53543E9BB3AF41A1A9F53B5"><enum>(c)</enum><header>Eligible applications</header><text>An application for a grant under the pilot program established under subsection (a) shall be submitted, in such form as the committee established under subsection (e) may specify, jointly by—</text>
 <paragraph id="H046E951150D64923BF831D74D2B21218"><enum>(1)</enum><text>a holder of a certificate issued under part 21, 121, 135, or 145 of title 14, Code of Federal Regulations, or a labor organization representing aviation maintenance workers;</text>
 </paragraph><paragraph id="H796A65EB90954C1EB37FC3D98F7114DF"><enum>(2)</enum><text>a State or local governmental entity; and</text> </paragraph><paragraph id="HDDB6E9D89EFF4140B5EBB6E973932B51"><enum>(3)</enum><text>either of—</text>
 <subparagraph id="H4156335F338B4FD8ADE8D282227E3BB9"><enum>(A)</enum><text>an accredited institution of higher education (as defined in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>)); or</text>
 </subparagraph><subparagraph id="H6B3F3C72A9ED48FBA0A2DCDD95C8D686"><enum>(B)</enum><text display-inline="yes-display-inline">a secondary school (as such term is defined in section 8101 of the Elementary and Secondary Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/7801">20 U.S.C. 7801</external-xref>)) that delivers an occupation-specific curriculum that provides students with the relevant technical knowledge and skills to prepare for further education and careers in aviation maintenance.</text>
 </subparagraph></paragraph></subsection><subsection id="H5832BE96EEBE46269F2E630568C1EE1B"><enum>(d)</enum><header>Eligible projects</header><text>For purposes of the pilot program established under subsection (a), an eligible project is a project—</text>
 <paragraph id="H07DECE2ED62D4857A683DCF3810AE040"><enum>(1)</enum><text>to establish new educational programs that teach technical skills used in aviation maintenance, including purchasing equipment, or to improve existing such programs;</text>
 </paragraph><paragraph id="HA1EC8853ACDF41A4B09D2E680F84A153"><enum>(2)</enum><text display-inline="yes-display-inline">to establish scholarships or apprenticeships for individuals pursuing employment in the aviation maintenance industry, including obtaining airframe and powerplant mechanic certificates;</text>
 </paragraph><paragraph id="H62C457B630484E6C89EAC4285106B90B"><enum>(3)</enum><text>to support outreach about careers in the aviation maintenance industry to—</text> <subparagraph id="H09B19F8A710440388201D0011F28E94C"><enum>(A)</enum><text>primary, secondary, and post-secondary school students; or</text>
 </subparagraph><subparagraph id="H842C55BA4D694F2BB7E043D50FEC686C"><enum>(B)</enum><text>to communities underrepresented in the industry;</text> </subparagraph></paragraph><paragraph id="HB672C563076D4D7B9023783C25AD7E8F"><enum>(4)</enum><text>to support educational opportunities related to aviation maintenance in economically disadvantaged geographic areas;</text>
 </paragraph><paragraph id="HBD7AF10CDFFB45AB96E3F9C4494F3445"><enum>(5)</enum><text>to support transition to careers in aviation maintenance, including for members of the Armed Forces; or</text>
 </paragraph><paragraph id="H5A6269C08D1C4278A5CF9F31CCA8FFFD"><enum>(6)</enum><text>to otherwise enhance aviation maintenance technical education or the aviation maintenance industry workforce, as determined by a unanimous vote of the committee established under subsection (e).</text>
				</paragraph></subsection><subsection id="H5CB6A6EE95FD4B8FB9E12438F6DA94FC"><enum>(e)</enum><header>Grant application review</header>
 <paragraph id="H54B729731B7A498884AF31480D4A3C7A"><enum>(1)</enum><header>Review committee</header><text>The Administrator shall establish a committee to review and select applications for grants under the pilot program established under subsection (a).</text>
				</paragraph><paragraph id="H3DFF71723680403EBEA3234757214E31"><enum>(2)</enum><header>Membership</header>
 <subparagraph id="H853DF841EA7E476B99CE51B5F7FFD012"><enum>(A)</enum><header>In general</header><text>The committee established under paragraph (1) shall be comprised of—</text> <clause id="HFB3E4F8CDBAF4675B0D603AC4914B33B"><enum>(i)</enum><text>representatives of aircraft repair stations, air carriers, design and production approval holders, labor organizations, business aviation, general aviation, educational institutions, and other relevant sectors; or</text>
 </clause><clause id="H21A81E7C3E45465E886D613E1B783BA9"><enum>(ii)</enum><text>representatives of recognized industry groups representing entities described in clause (i).</text> </clause></subparagraph><subparagraph id="H3E845DCFDD5F48EAB8D544975CF8B272"><enum>(B)</enum><header>Limitation</header><text>The committee established under paragraph (1) shall have not more than 9 members.</text>
