 <section id="H9AA268D3AA4740738277D8496F3C2445"><enum>101.</enum><header>Modification of purposes for which military sales by the United States are authorized</header><text display-inline="no-display-inline">Section 4 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2754">22 U.S.C. 2754</external-xref>) is amended in the first sentence by striking <quote>internal security</quote> and inserting <quote>legitimate internal security (including for anti-terrorism purposes)</quote>.</text>
 </section><section commented="no" id="HAD1B518881DE4115AC82AC868DB60846"><enum>102.</enum><header>Return of defense articles</header><text display-inline="no-display-inline">Section 21(m)(1)(B) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2761">22 U.S.C. 2761(m)(1)(B)</external-xref>) is amended—</text> <paragraph id="HF60D8FE32EB04901B3658CEAADA15EFC"><enum>(1)</enum><text>by striking <quote>(B) is not</quote> and inserting <quote>(B)(i) is not</quote>;</text>
 </paragraph><paragraph id="HA9F2714F18D14632A660A055CF72FC98"><enum>(2)</enum><text>by striking <quote>; and</quote> and inserting <quote>; or</quote>; and</text> </paragraph><paragraph id="H07A11F9323CD4C40A8FB1F7637F5D3E4"><enum>(3)</enum><text>by adding at the end the following:</text>

 </paragraph></section><section display-inline="no-display-inline" id="H9A1CE47867EC4A1CB1ED72E4DA7CDA3A"><enum>103.</enum><header>Requirements relating to exemptions for licensing of defense items</header><text display-inline="no-display-inline">Section 38(j) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2778">22 U.S.C. 2778(j)</external-xref>) is amended—</text> <paragraph id="HDDD49A0EECD744B99736C69573D04F6D"><enum>(1)</enum><text>in the subsection heading—</text>
 <subparagraph id="H8B4FD230AE9246D4A25D380FFDF27F48"><enum>(A)</enum><text>by striking <quote><header-in-text level="subsection" style="OLC">country</header-in-text></quote>; and</text> </subparagraph><subparagraph id="H4367FF8783F14B5BAFD4974AB5D86336"><enum>(B)</enum><text>by striking <quote><header-in-text level="subsection" style="OLC">to foreign countries</header-in-text></quote>;</text>
 </subparagraph></paragraph><paragraph id="HDFA999F8213D4B64BEAFBEC6616CA35D"><enum>(2)</enum><text>in paragraph (1)(A)—</text> <subparagraph id="H6CF5B9C17AC74107977A335BEFC1B007"><enum>(A)</enum><text>in the matter preceding clause (i)—</text>
 <clause id="HDBE8E4728C674001B18F497A38F66740"><enum>(i)</enum><text>by striking <quote>a foreign country</quote> and inserting <quote>the North Atlantic Treaty Organization, any member country of that Organization, the Republic of Korea, Australia, New Zealand, Japan, or Israel</quote>;</text>

 </subclause></clause><clause id="HD5362ED0A2C549C2B5DC442484C162D1"><enum>(ii)</enum><text>in clause (iv), by striking <quote>the foreign country</quote> and inserting <quote>the member country or other country</quote>;</text> </clause></subparagraph></paragraph><paragraph id="HE1BAF1A73C644DEA95CD0A76D58DA1B6"><enum>(4)</enum><text>in paragraph (3)—</text>

 <clause id="H74219400D0D04E7FA3F579A764CFD11C"><enum>(i)</enum><text display-inline="yes-display-inline">by striking <quote>a foreign country</quote> and inserting <quote>such Organization, member country, or other country</quote>; and</text> </clause><clause id="H29BD425667AA4CD29108101254BD351D"><enum>(ii)</enum><text display-inline="yes-display-inline">by striking <quote>that country</quote> and inserting <quote>such Organization, member country, or other country</quote>; and</text>
 </clause></subparagraph></paragraph><paragraph id="HC0B963E4FA8943488DD25E353A7DF5DC"><enum>(5)</enum><text>in paragraph (4)(A), by adding at the end before the period the following: <quote>that are not significant military equipment, or otherwise classified under section 121.1 of title 22, Code of Federal Regulations, or contained on the list of items controlled for reasons of missile technology under section 71 of this Act</quote>.</text>
 </paragraph></section><section commented="no" id="HE067ADEDED2D4C4E94C600117EB8E0FC"><enum>104.</enum><header>Amendment to general provisions</header><text display-inline="no-display-inline">Section 42(a) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2791">22 U.S.C. 2791(a)</external-xref>) is amended in the first sentence by inserting <quote>on a competitive basis</quote> after <quote>procurement in the United States</quote>.</text>
			</section><section id="H30FB04E37B0C42A88430BD50041AE612"><enum>105.</enum><header>Technical amendments to Arms Export Control Act</header>
 <subsection id="H91E80E82CB8C4C17AF4C5DDF665EE7BA"><enum>(a)</enum><header>Amendments relating to sales from stocks</header><text display-inline="yes-display-inline">Section 21(e)(3) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2761">22 U.S.C. 2761(e)(3)</external-xref>) is amended—</text> <paragraph commented="no" id="H46CFC6C7809B44F696C73B7B660149B2"><enum>(1)</enum><text>in subparagraph (A)—</text>
 <subparagraph commented="no" id="H87B006008FF54903BBF82BB6DC167405"><enum>(A)</enum><text>in the matter preceding clause (i), by striking <quote>North Atlantic Treaty Organization (NATO) Support Organization</quote> and inserting <quote>North Atlantic Treaty Organization (NATO) Support and Procurement Organization</quote>; and</text> </subparagraph><subparagraph commented="no" id="H60E3C1E72CDC4FF59212AAE246881522"><enum>(B)</enum><text>in clause (i), by striking <quote>support partnership agreement</quote> and inserting <quote>support or procurement partnership agreement</quote>; and</text>

 </subparagraph><subparagraph commented="no" id="HD29B525E2F2649048C51F0B9B533F493"><enum>(B)</enum><text>by striking <quote>weapon system partnership agreement</quote> and inserting <quote>support or procurement partnership agreement</quote>.</text> </subparagraph></paragraph></subsection><subsection id="HD927EAAB9CFB4519914A59087703E223"><enum>(b)</enum><header>Amendments relating to reports</header><text display-inline="yes-display-inline">Section 36(b)(6) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776(b)(6)</external-xref>) is amended by inserting <quote>the North Atlantic Treaty Organization or</quote> before <quote>a member country</quote>.</text>
 </subsection></section><section id="HAC54CAF710B7419FACC7E364DE12ADC2"><enum>106.</enum><header>Sense of Congress on licensing under United States arms export control programs</header><text display-inline="no-display-inline">It is the sense of Congress that, in implementing reforms of United States arms export control programs, the President should prioritize the development of a new framework to improve and streamline licensing under such programs, including by seeking to revise the Special Comprehensive Export Authorizations for the North Atlantic Treaty Organization, any member country of that Organization, or any other country described in section 36(c)(2)(A) of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776(c)(2)(A)</external-xref>) under section 126.14 of title 15, Code of Federal Regulations (relating to the International Traffic in Arms Regulations).</text>
			</section><section id="H5B2EEC109D3B4F8BBA87389A5723CD3D"><enum>107.</enum><header>Coordination of export controls</header>
 <subsection id="H1FEDECCE60384C3DB9F0EFA01BCD2444"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The delegation of functions by the President under the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2751">22 U.S.C. 2751</external-xref> et seq.) to the Secretary of State should be exercised in a manner so as to achieve effective coordination with the export authorities exercised by the heads of other Federal departments and agencies, particularly the Secretary of Commerce.</text>
				</subsection><subsection id="H3F4480D99E594104BE24D91294AEA43D"><enum>(b)</enum><header>Sense of Congress</header>
 <paragraph id="H0AA91A80BB814094926D95E53A10FDB6"><enum>(1)</enum><header>In general</header><text>It is the sense of Congress that, in order to achieve the effective coordination described in subsection (a), the Secretary of State and the Secretary of Commerce should regularly work to—</text>
 <subparagraph id="HA86EE7D395E648E1BBCA62B43E14504F"><enum>(A)</enum><text>reduce the complexity of the export control authorities exercised by each Secretary; and</text> </subparagraph><subparagraph id="H6D3133B4727247EFB81AC9BFC39C94CF"><enum>(B)</enum><text>coordinate the exercise of such export control authorities with respect to items described in paragraph (2) in order to reduce as much unnecessary administrative burden as possible.</text>
 </subparagraph></paragraph><paragraph id="H29BC6CA865A34D97A6095C656441CA24"><enum>(2)</enum><header>Items described</header><text>The items described in this paragraph are—</text> <subparagraph id="H923EFB3C39054AA7A4CF5783CAE97974"><enum>(A)</enum><text>items exported, reexported, or transferred to third parties;</text>
 </subparagraph><subparagraph id="HC6EC92FFC4BB4DC195BC49B61134E5B8"><enum>(B)</enum><text display-inline="yes-display-inline">items exported, reexported, transferred, or returned to the United States in connection with foreign military sales under chapter 2 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2761">22 U.S.C. 2761</external-xref> et seq.), including—</text>
 <clause id="HBADF1610F7BB4098B525F7F1EC929CB4"><enum>(i)</enum><text>defense articles that are not designated on the United States Munitions List; and</text> </clause><clause id="H10A58512797B42FEAEB05F3DD051B047"><enum>(ii)</enum><text>items subject to the Export Administration Regulations; and</text>
 </clause></subparagraph><subparagraph id="H72B4476852EC4871BC210444BB5C6CB5"><enum>(C)</enum><text>items designated on the United States Munitions List.</text> </subparagraph></paragraph></subsection></section><section commented="no" id="H12ADA63ADF6C4B2EB674FDA356F215FF"><enum>108.</enum><header>Extension of war reserve stockpile authority</header> <subsection commented="no" id="HC09F04D27ECD4ABB92EAE850765A4C40"><enum>(a)</enum><header>Department of Defense Appropriations Act, <enum-in-header>2005</enum-in-header></header><text display-inline="yes-display-inline">Section 12001(d) of the Department of Defense Appropriations Act, 2005 (<external-xref legal-doc="public-law" parsable-cite="pl/108/287">Public Law 108–287</external-xref>; 118 Stat. 1011) is amended by striking <quote>2018</quote> and inserting <quote>2019</quote>.</text>
 </subsection><subsection commented="no" id="H48986F63463E4EDFB3392C88A8C87F35"><enum>(b)</enum><header>Stockpiling of defense articles for foreign countries</header><text>Section 514(b)(2)(A) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2321h">22 U.S.C. 2321h(b)(2)(A)</external-xref>) is amended by striking <quote>and 2018</quote> and inserting <quote>2018, and 2019</quote>.</text>
				</subsection></section><section id="H6DE1974591B141D88D61FC3375EC0644"><enum>109.</enum><header>Peacekeeping operations and other national security programs</header>
				<subsection id="HF4C4BCEFFCD743F6B6359BC89D07D90B"><enum>(a)</enum><header>Authority</header>
 <paragraph id="H4EB7A7C55EE4412CBB0857E32CF2E8A3"><enum>(1)</enum><header>In general</header><text>Section 551 of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2348">22 U.S.C. 2348</external-xref>) is amended—</text> <subparagraph id="H3DAB19277111405C93F909A9603BAF0D"><enum>(A)</enum><text>in the first sentence, by striking <quote>The President</quote> and inserting <quote>(a) The President</quote>; and</text>
 </subparagraph><subparagraph id="H0DB80D2417CD429F9AD7317245E298E8"><enum>(B)</enum><text>by adding at the end the following:</text> <quoted-block id="H85DB67D43F6346C49A2D0BCDF51B3CA7" style="OLC"> <subsection id="H3DFC88EFEFC94F02A3C66833022CB573"><enum>(b)</enum><text>Assistance authorized to be appropriated under this chapter may also be used to provide assistance to enhance the capacity of foreign civilian security forces, including gendarmes, including to participate in peacekeeping operations.</text>
 </subsection><subsection id="H8E381D5F804E45E6A4973D877C11172F"><enum>(c)</enum><text display-inline="yes-display-inline">Assistance authorized to be appropriated under this chapter to provide assistance to friendly countries for purposes other than support for multilateral peacekeeping operations shall be subject to the requirements of section 36 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2776">22 U.S.C. 2776</external-xref>).</text></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
						</subparagraph></paragraph><paragraph id="H1084E71C2AAD43709B9B2455DA15714A"><enum>(2)</enum><header>Disarmament and reintegration</header>
 <subparagraph id="HE6CC2D6905C74896AC54431905780A8A"><enum>(A)</enum><header>In general</header><text>Notwithstanding any other provision of law, funds authorized to be appropriated under any provision of law for peacekeeping operations may be made available to support programs to disarm, demobilize, and reintegrate into civilian society former members of foreign terrorist organizations.</text>
 </subparagraph><subparagraph id="H27ABF07D55DB45F485EF767EF2ADF725"><enum>(B)</enum><header>Consultation</header><text>The Secretary of State shall consult with the appropriate congressional committees prior to obligating or expending funds pursuant to this any provision of law described in subparagraph (A).</text>
 </subparagraph><subparagraph id="HEF3D9E48C1F04F7EB37A5958598DC899"><enum>(C)</enum><header>Definition</header><text>In this paragraph, the term <term>foreign terrorist organization</term> means an organization designated as a terrorist organization under section 219(a) of the Immigration and Nationality Act (<external-xref legal-doc="usc" parsable-cite="usc/8/1189">8 U.S.C. 1189(a)</external-xref>).</text>
 </subparagraph></paragraph></subsection><subsection id="HBB4F2206CB39488FB3D39E833EA8021A"><enum>(b)</enum><header>Notification</header><text>The Secretary of State shall notify the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate at least 15 days prior to obligating funds under any provision of law for peacekeeping operations.</text>
 </subsection><subsection id="HC77984D8EEB24BD1885FB22214380593"><enum>(c)</enum><header>Conforming amendment</header><text>The heading for chapter 6 of part II of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2348">22 U.S.C. 2348</external-xref> et seq.) is amended by adding at the end the following: <quote><header-in-text level="subsection" style="OLC">and other national security programs</header-in-text></quote>.</text>
 </subsection></section><section id="H2E7FDEAFEAD2484DAAF0B00CD56FDC1C"><enum>110.</enum><header>Other amendments to military assistance authorities</header><text display-inline="no-display-inline">The Foreign Assistance Act of 1961 is amended as follows:</text> <paragraph commented="no" id="H449FE31596C341E48FE7E3A120AC7186"><enum>(1)</enum><text>In section 506(b)(2) (<external-xref legal-doc="usc" parsable-cite="usc/22/2318">22 U.S.C. 2318(b)(2)</external-xref>), by striking <quote>a report</quote> and inserting <quote>a report on an annual basis</quote>.</text>

				</paragraph></section><section id="H87CAA38579B74ED186B46F916F6192F5"><enum>111.</enum><header>Transfer of excess naval vessel to Bahrain</header>
 <subsection id="H45DFF883CC524650B93495919348D70E"><enum>(a)</enum><header>Transfer by sale</header><text display-inline="yes-display-inline">The President is authorized to transfer to the Government of Bahrain the OLIVER HAZARD PERRY class guided missile frigate USS ROBERT G. BRADLEY (FFG–49) on a sale basis under section 21 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2761">22 U.S.C. 2761</external-xref>).</text>
 </subsection><subsection id="H4967DDEDF0C14F1783A21DA0200D2178"><enum>(b)</enum><header>Costs of transfer</header><text>Any expense incurred by the United States in connection with the transfer authorized by this section shall be charged to the Government of Bahrain notwithstanding section 516(e) of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2321j">22 U.S.C. 2321j(e)</external-xref>).</text>
 </subsection><subsection id="H74387DA4BC8C414B973C680F1AD0E68D"><enum>(c)</enum><header>Repair and refurbishment in United States shipyards</header><text>To the maximum extent practicable, the President shall require, as a condition of the transfer of a vessel under this section, that the Government of Bahrain have such repair or refurbishment of the vessel as is needed, before the vessel joins the naval forces of that country, performed at a shipyard located in the United States, including a United States Navy shipyard.</text>
 </subsection><subsection id="H74C00311390649629B4248E9E1784AE6"><enum>(d)</enum><header>Expiration of authority</header><text>The authority to transfer a vessel under this section shall expire at the end of the three-year period beginning on the date of the enactment of this Act.</text>
				</subsection></section></title><title id="H7DEB2B987A9349E7B8F6BE223B69FCFD"><enum>II</enum><header>Security assistance reform</header>
			<section id="HF7B5AB86A13B48DDAD45BDD37E56288C"><enum>201.</enum><header>List of priority countries for security assistance</header>
 <subsection id="HEFCAC27BAF8844ABAC4D23028830793A"><enum>(a)</enum><header>Sense of Congress</header><text display-inline="yes-display-inline">It is the sense of Congress that United States security assistance is a critically important tool of United States foreign policy and the Secretary of State, acting under the direction of the President, should set foreign security assistance policy priorities related to United States security assistance.</text>
 </subsection><subsection id="HA614E14490E94484A32A13E654E28B39"><enum>(b)</enum><header>List</header><text display-inline="yes-display-inline">The Secretary of State, in consultation with the Secretary of Defense and the heads of other appropriate Federal departments and agencies, shall include in the annual congressional budget justification of the Department of State a list that—</text>
 <paragraph id="H7B9457C0652344D4A0D462BEE7B7B740"><enum>(1)</enum><text>those foreign countries identified by the Secretary of State as priority countries to receive security assistance; and</text>
 </paragraph><paragraph id="H7E55F67A32BC4F92B121646DB5BA0117"><enum>(2)</enum><text display-inline="yes-display-inline">indicates for each country identified under paragraph (1) the policy objectives that the Secretary of State seeks to achieve with respect to the provision of such assistance.</text>
					</paragraph></subsection></section><section id="HCD3A9749B5844665904974FC6666CFC0"><enum>202.</enum><header>Coordinator for security assistance in priority countries</header>
 <subsection id="HCF00212E3A0C4C80B8949F6CEF3F7C42"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State shall designate an appropriately senior individual or individuals assigned to an appropriate diplomatic or consular post in each foreign country identified on the list required under section 201(b) to be responsible for—</text>
 <paragraph id="H61A18196C3E448C4B62F4AAA15E53F6A"><enum>(1)</enum><text>tracking, reporting on, and coordinating security assistance and related policy for the foreign country; and</text>
 </paragraph><paragraph id="H937474CD315C45F4B61EE37F9ECF611A"><enum>(2)</enum><text>assisting in and ensuring implementation of section 620M of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2378d">22 U.S.C. 2378d</external-xref>) and section 362 of title 10, United States Code.</text>
					</paragraph></subsection><subsection id="HC46E2DBA568A4D7E98F17890B112A587"><enum>(b)</enum><header>Training</header>
 <paragraph id="HF64ACE83E5574CA0A687E9E38DE9DBE6"><enum>(1)</enum><header>In general</header><text>The Secretary of State shall ensure that each individual designated under subsection (a) receives the specialized training described in paragraph (2) to prepare such individual to carry out the duties described in paragraphs (1) and (2) of subsection (a).</text>
 </paragraph><paragraph id="HD4477115446948AB998161F5B525C184"><enum>(2)</enum><header>Training described</header><text>The Secretary of State shall establish curriculum at the George P. Schultz National Foreign Affairs Training Center to provide specialized training for individuals designated under subsection (a) to develop policy expertise relating to security assistance, including—</text>
 <subparagraph id="H09E77F9D61A645178458FE8A5D6D7A7C"><enum>(A)</enum><text>awareness of the full range of agencies, offices, personnel, congressional authorities and funds, and programs involved in security assistance and the respective decision-making timelines;</text>
 </subparagraph><subparagraph id="HF2068201216C40CFABDCDCE6C81555BB"><enum>(B)</enum><text>familiarity with models of military and police security force systems and basic knowledge of structures and forces of the region to which the individual is deployed; and</text>
 </subparagraph><subparagraph id="HE606B1AC20A04E2BACC04A6A141EC69C"><enum>(C)</enum><text>familiarity with security assistance reform and United States interagency and external resources and experts.</text>
 </subparagraph></paragraph><paragraph id="H70CFBD8AAF844D41A9A9D95B89C485F4"><enum>(3)</enum><header>Coordination</header><text>The curriculum established pursuant to paragraph (2) should be provided in coordination with the Defense Security Cooperation Agency’s Defense Institute of Security Cooperation Studies.</text>
					</paragraph></subsection></section><section id="H74001FEECEDC418E9ED3EACACF751283"><enum>203.</enum><header>Policies and guidance for regional bureaus of the Department of State</header>
 <subsection id="H5607EC55321C4B769511F7646C8891DE"><enum>(a)</enum><header>Policies and guidance</header><text display-inline="yes-display-inline">The Secretary of State shall establish policies and guidance for each regional bureau of the Department of State to coordinate security assistance and related policy for foreign countries identified on the list required under section 201(b).</text>
				</subsection><subsection id="H556BE3033F1245FCA9EC9777A4B738C7"><enum>(b)</enum><header>Coordinator for regional bureau</header>
 <paragraph id="H135B0E6F6D0F4C9FA9CC49481AE65BC7"><enum>(1)</enum><header>In general</header><text>The assistant secretary for each regional bureau of the Department of State should designate an individual who is an officer of the regional bureau to be responsible for coordinating security assistance and related policy within the responsibilities of such regional bureau, including the integration of the foreign security assistance policy priorities established by the Secretary of State, acting under the direction of the President.</text>
 </paragraph><paragraph id="H66BC770FC8A54F1898E0D3233893C93B"><enum>(2)</enum><header>Training</header><text display-inline="yes-display-inline">The assistant secretary for each regional bureau of the Department of State should ensure that each individual designated under paragraph (1) for such regional bureau receives the specialized training described in section 2(b) to prepare such individual to carry out the duties described in paragraph (1).</text>
					</paragraph></subsection></section><section commented="no" id="HC3D688E5CF2E4626849E6AE04874999A"><enum>204.</enum><header>Office for Security Assistance in the Department of State</header>
 <subsection commented="no" id="H3B43881632A344E484C20ED25BF78D81"><enum>(a)</enum><header>Designation</header><text display-inline="yes-display-inline">The Secretary of State shall designate an office in the Department of State, to be known as the Office for Security Assistance, to serve as a central coordinating point for security assistance.</text>
 </subsection><subsection commented="no" id="HA6D0DC1FE9FE478BBDEC257FA1BD26DA"><enum>(b)</enum><header>Personnel</header><text display-inline="yes-display-inline">The Office of Security Assistance should include knowledgeable personnel who, as necessary, are detailed from within the Department of State’s relevant functional bureaus and personnel from the United States Agency for International Development and other relevant Federal departments and agencies.</text>
 </subsection><subsection commented="no" id="H245B10585DB1491C99528F3A531A8B73"><enum>(c)</enum><header>Duties</header><text display-inline="yes-display-inline">The Office for Security Assistance shall—</text> <paragraph commented="no" id="H931793878D5E4AD69D226BE85222E221"><enum>(1)</enum><text display-inline="yes-display-inline">create, respond to, and coordinate security assistance strategies and plans, particularly in support of development of interagency country strategies by United States embassies and regular planning by regional bureaus of the Department of State;</text>
 </paragraph><paragraph commented="no" id="H407E308C9F0B464BBB7EAB19DA07ED70"><enum>(2)</enum><text>maintain awareness of security assistance programs administered by the Department of State, the United States Agency for International Development, and other Federal departments and agencies, including managing the Department of State’s review and concurrence process under section 333 of title 10, United States Code.</text>
 </paragraph><paragraph commented="no" id="H17BC8315544E45CD8AA0925670F67F9C"><enum>(3)</enum><text>convene appropriate offices and personnel required for working-level interagency coordination; and</text> </paragraph><paragraph commented="no" id="H95FE7F8B61434973BD295550AB867E91"><enum>(4)</enum><text>ensure awareness of and making use of best practices in the design, implementation, monitoring and evaluation of security assistance.</text>
 </paragraph></subsection><subsection id="H609746C80FD24742810609319880149A"><enum>(d)</enum><header>Exception</header><text display-inline="yes-display-inline">The requirements of this section shall not apply if the Secretary of State certifies to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate that the Department of State has established an alternative mechanism for the effective coordination of security assistance. Such certification shall describe such alternative mechanism to achieve the objectives described in this section.</text>
				</subsection></section><section id="H2CF612B881FF4239B0588E8111547AA6"><enum>205.</enum><header>Database for security assistance</header>
 <subsection id="H68FC9511BECD4BBAA1B09164F4FAB551"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The President should seek to ensure that the Department of State, the Department of Defense, and other appropriate Federal agencies are able to share a common database of information that permits the identification of security assistance programs and funding by country.</text>
 </subsection><subsection id="H7D0AB36271A6482093C8CF33D5280475"><enum>(b)</enum><header>GAO report</header><text display-inline="yes-display-inline">Not later than one year after the date of the enactment of this Act, the Comptroller General of the United States shall submit to the appropriate congressional committees a report that assesses existing barriers to data sharing and exchanges that would assist in planning, assessing, and tracking security assistance.</text>
				</subsection></section><section id="H34C1588DB4E2480EA8B07E100F98C64A"><enum>206.</enum><header>Notification of chief of mission concurrence for support of special operations to combat terrorism</header>
 <subsection id="H9728886FE1944D00889DBA1AD0B7A52B"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary of State shall provide to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate written notice when a chief of mission has exercised concurrence with respect to the exercise of authority to provide support of special operations to combat terrorism, including, at a minimum, identification of the relevant country.</text>
 </subsection><subsection id="H1E930FAD18294ADCAC2BA2DBBBDBD73A"><enum>(b)</enum><header>Briefings</header><text display-inline="yes-display-inline">Upon the request of a committee specified in subsection (a), the Secretary of State shall provide to such committee a briefing regarding matters within the competence of the Department of State related to the concurrence described in such subsection.</text>
 </subsection></section><section id="HB742B4908A404221BA687E03D57B1AF3"><enum>207.</enum><header>Definitions</header><text display-inline="no-display-inline">In this title:</text> <paragraph id="H1113CBA0FECD4C5E95B7C1BB06C15B60"><enum>(1)</enum><header>Appropriate congressional committees</header><text>The term <term>appropriate congressional committees</term> means—</text>
 <subparagraph id="H988194B3B02644588B17B297DA0CBF04"><enum>(A)</enum><text display-inline="yes-display-inline">means the Committee on Appropriations, the Committee on Armed Services, and the Committee on Foreign Affairs of the House of Representatives; and</text>
 </subparagraph><subparagraph id="H43EC9F2E06104D82934549C432134476"><enum>(B)</enum><text>the Committee on Appropriations, the Committee on Armed Services, and the Committee on Foreign Relations of the Senate.</text>
 </subparagraph></paragraph><paragraph id="HB23D7A12C8464918ACEB1DB77AC1C2CF"><enum>(2)</enum><header>Security assistance</header><text>The term <term>security assistance</term> means—</text> <subparagraph id="H2545A66119D34E97980614C42E05B016"><enum>(A)</enum><text display-inline="yes-display-inline">assistance under chapter 8 (relating to international narcotics control) of part I of the Foreign Assistance Act of 1961;</text>
 </subparagraph><subparagraph id="HA8B3C46348D94DA88CB145DDCF3D2EFF"><enum>(B)</enum><text>assistance under chapter 2 (military assistance), chapter 5 (international military education and training), chapter 6 (peacekeeping operations), chapter 8 (antiterrorism assistance), and chapter 9 (nonproliferation and export control assistance) of part II of the Foreign Assistance Act of 1961;</text>
 </subparagraph><subparagraph id="HF930D9F85A194ED6B4CE712EE4A7F11E"><enum>(C)</enum><text>assistance under section 23 of the Arms Export Control Act (relating to the Foreign Military Financing program); or</text>
 </subparagraph><subparagraph id="HDA2A6D4D59DC4EC38A95EA9512FF427E"><enum>(D)</enum><text>sales of defense articles or defense services, extensions of credits (including participations in credits), and guaranties of loans under the Arms Export Control Act.</text>
					</subparagraph></paragraph></section></title><title id="H1B1AF03E1BDB4358B8BA7459669D3704"><enum>III</enum><header>Modifications of authorities that provide for rescission of determinations of countries as state
			 sponsors of terrorism</header>
			<section id="H4924E91D8C3C49679BBBA6BA1BE452D1"><enum>301.</enum><header>Modifications of authorities that provide for rescission of determinations of countries as state
			 sponsors of terrorism</header>
 <subsection id="H87FBB98B20354E1A924F56E01E9514CF"><enum>(a)</enum><header>Prohibition on assistance to governments supporting international terrorism</header><text display-inline="yes-display-inline">Section 620A of the Foreign Assistance Act of 1961 (<external-xref legal-doc="usc" parsable-cite="usc/22/2371">22 U.S.C. 2371</external-xref>) is amended—</text> <paragraph id="H78ABF266AD2E4A40A172BFE3B362B4BA"><enum>(1)</enum><text>in subsection (c)(2)—</text>
 <subparagraph id="H4B5DE4E62244477397E86F447AF4C453"><enum>(A)</enum><text>in the matter preceding subparagraph (A), by striking <quote>45 days</quote> and inserting <quote>90 days</quote>; and</text> </subparagraph><subparagraph id="HDFBDF24F55364912BE4A7A1DA5700238"><enum>(B)</enum><text>in subparagraph (A), by striking <quote>6-month period</quote> and inserting <quote>24-month period</quote>;</text>

 <subsection commented="no" id="H1533C9183B83430FBE009AEA522B8429"><enum>(d)</enum><header>Disapproval of rescission</header><text display-inline="yes-display-inline">No rescission under subsection (c)(2) of a determination under subsection (a) with respect to the government of a country may be made if the Congress, within 90 days after receipt of a report under subsection (c)(2), enacts a joint resolution described in subsection (f)(2) of section 40 of the Arms Export Control Act with respect to a rescission under subsection (f)(1) of such section of a determination under subsection (d) of such section with respect to the government of such country.</text></subsection><after-quoted-block>;</after-quoted-block></quoted-block>

 <subsection id="H701D2207846F426785CB73948E9F518C"><enum>(f)</enum><header>Notification and briefing</header><text display-inline="yes-display-inline">Not later than—</text> <paragraph id="HA0EA79DB83E14441A35A3E303A29012D"><enum>(1)</enum><text>ten days after initiating a review of the activities of the government of the country concerned within the 24-month period referred to in subsection (c)(2)(A), the President, acting through the Secretary of State, shall notify the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate of such initiation; and</text>
 </paragraph><paragraph id="HDAC1193152DA43A2ABE64C78FDB1601E"><enum>(2)</enum><text>20 days after the notification described in paragraph (1), the President, acting through the Secretary of State, shall brief such committees on the status of such review.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H80C5BF2252924EE185679630B622546C"><enum>(b)</enum><header>Arms Export Control Act</header><text>Section 40 of the Arms Export Control Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2780">22 U.S.C. 2780</external-xref>) is amended—</text> <paragraph id="H3130CEDE04114C3EA9E40C93953D47D4"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (f)—</text>
 <subparagraph id="HC2FA2612B9CF4EC4831680AC48C1A6C4"><enum>(A)</enum><text>in paragraph (1)(B)—</text> <clause id="HF5E927FEDDFD4E00A2B3B5C23E638898"><enum>(i)</enum><text display-inline="yes-display-inline">in the matter preceding clause (i), by striking <quote>45 days</quote> and inserting <quote>90 days</quote>; and</text>
 </clause><clause id="H087D141449BC4998AD8C3FE6C2F5E8F5"><enum>(ii)</enum><text>in clause (i), by striking <quote>6-month period</quote> and inserting <quote>24-month period</quote>; and</text> </clause></subparagraph><subparagraph id="H21B913DB075848DB93EAA00F7AAC9BFF"><enum>(B)</enum><text>in paragraph (2)—</text>
 <clause id="H800456BCCD8D481F8162E2EC3AA92D50"><enum>(i)</enum><text display-inline="yes-display-inline">in subparagraph (A), by striking <quote>45 days</quote> and inserting <quote>90 days</quote>; and</text> </clause><clause id="H887BEB7E18C541C48355B1A57A0F1719"><enum>(ii)</enum><text>in subparagraph (B), by striking <quote>45-day period</quote> and inserting <quote>90-day period</quote>;</text>
 </clause></subparagraph></paragraph><paragraph id="HBC31B596E624437A9509FEEC696C642B"><enum>(2)</enum><text display-inline="yes-display-inline">in subsection (g), in the matter preceding paragraph (1), by striking <quote>may waive</quote> and inserting <quote>may, on a case-by-case basis, waive</quote>;</text> </paragraph><paragraph id="HB282CC53C46D4CD59FEBAA0359AE0B92"><enum>(3)</enum><text>by redesignating subsection (l) as subsection (m); and</text>

 </paragraph><paragraph id="H2D4203666A9B4F20BAFEF876F21BB1DD"><enum>(2)</enum><text>20 days after the notification described in paragraph (1), the President, acting through the Secretary of State, shall brief such committees on the status of such review.</text></paragraph></subsection><after-quoted-block>.</after-quoted-block></quoted-block>
