<section id="H1BBC36F4EF814AFA81E4A491F2AF03D0" section-type="section-one"><enum>1.</enum><header>Quindaro Townsite National Historic Landmark Act</header> 
<subsection id="HAC3B5519451F48AC90F965BC2E1F3105"><enum>(a)</enum><header>Short title</header><text>This Act may be cited as the <quote><short-title>Quindaro Townsite National Historic Landmark Act</short-title></quote>.</text></subsection> <subsection id="H1302B7039C6340058AE020C8195BD249"><enum>(b)</enum><header>Findings</header><text>Congress finds as follows:</text> 
<paragraph id="H7E2981331EB345889C5CA152E6C27B35"><enum>(1)</enum><text>The town of Quindaro was founded in 1857, in what was then the Territory of Kansas, with the specific intent of aiding the Free-State movement in the struggle over whether to admit Kansas to the Union as a free State or a slave State. As a result, Quindaro played an important role in both the history of Kansas and our Nation’s broader debate over slavery.</text></paragraph> <paragraph id="HB1F5C991767445848C4609EA7DA1B485"><enum>(2)</enum><text>Quindaro was a key site during the Bleeding Kansas conflict, serving as a safe port of entry into Kansas on the Missouri River for those opposed to slavery.</text></paragraph> 
<paragraph id="H99104732C6564362B930B90A8CEE3C06"><enum>(3)</enum><text>The town of Quindaro also acted as an important piece of the Underground Railroad, allowing runaway slaves to escape to freedom in Kansas.</text></paragraph> <paragraph id="H26F4031A160147C083BC04F1EDA50A1A"><enum>(4)</enum><text>Since the Quindaro Townsite’s first excavation, it has yielded a wealth of important artifacts that have contributed to our understanding of the town and its place in history. The area maintains a high level of archaeological integrity, with the potential for additional discoveries at the site in the future.</text></paragraph> 
<paragraph id="H9412996653DB4DAFA2C0EB84C4D11703"><enum>(5)</enum><text>Local government, private entities, and individual stakeholders in the area have invested time and resources to further the preservation of both Quindaro’s physical remains and its historical and cultural legacy.</text></paragraph> <paragraph id="HC358C27EB6FE4C9C94BA9DFF9A23BF48"><enum>(6)</enum><text>The Quindaro Townsite fits the National Historic Landmark designation’s requirement of possessing exceptional value in illustrating the history of the United States, as well as providing the potential to yield new information about our past.</text></paragraph></subsection> 
<subsection id="H5138F3776A1F41D6BE5987F68D2109DF"><enum>(c)</enum><header>Designation</header><text>The Quindaro Townsite in Kansas City, Kansas, as listed on the National Register of Historic Places, is hereby designated as the Quindaro Townsite National Historic Landmark.</text></subsection> <subsection id="HA49F7D7E270444D7B1C6369F9661B22D"><enum>(d)</enum><header>Administration</header><text>Nothing in this section shall affect the administration of the Quindaro Townsite by Kansas City or the State of Kansas.</text></subsection> 
<subsection id="H08757DDD2E8E4564A1C6635DCBC5E43C"><enum>(e)</enum><header>Cooperative agreements</header><text>The Secretary, in consultation with the State of Kansas, Kansas City, Kansas, and affected subdivisions, may enter into cooperative agreements with appropriate public or private entities, for the purposes of protecting historic resources at Quindaro Townsite and providing educational and interpretive facilities and programs for the public.</text></subsection> <subsection id="H549AE6E41FB5416B923CE354EAB962AD" commented="no"><enum>(f)</enum><header>Technical and financial assistance</header><text>The Secretary may provide technical and financial assistance to any entity with which the Secretary has entered into a cooperative agreement under subsection (e).</text></subsection> 
<subsection id="H03B17605419E49C0B716AC9C6B8CB34B"><enum>(g)</enum><header>No effect on actions of property owners</header><text>Designation of the Quindaro Townsite as a National Historic Landmark shall not prohibit any actions which may otherwise be taken by any property owners, including the owners of the Quindaro Townsite National Historic Landmark, with respect to their property.</text></subsection></section> </legis-body> </bill>
