<official-title display="yes">To amend the United States Energy Storage Competitiveness Act of 2007 to direct the Secretary of Energy to establish new goals for the Department of Energy relating to energy storage and to carry out certain demonstration projects relating to energy storage.</official-title>

<section id="HD1FD2E6B47C0414EAC6A6E4105D0FC3D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Better Energy Storage Technology Act of 2018</short-title></quote> or the <quote><short-title>BEST Act of 2018</short-title></quote>.</text></section> <section id="H6EA53E0EC1CE44F6AED98B31D6AA7CBD" section-type="subsequent-section"><enum>2.</enum><header>Goals of the Department of Energy relating to energy storage competitiveness</header><text display-inline="no-display-inline">The United States Energy Storage Competitiveness Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17231">42 U.S.C. 17231</external-xref>) is amended—</text> 
<paragraph id="HEB352D92FD494014AD37603FCFEFC8DA"><enum>(1)</enum><text display-inline="yes-display-inline">by striking subsection (d) and inserting the following:</text> <quoted-block display-inline="no-display-inline" id="HF0EEA5882EB64D498B5FF9D68662FBFC" style="OLC"> <subsection id="HDED2F396A10B407C9DF91FB7FEF8141E"><enum>(d)</enum><header>Coordination; research goals</header> <paragraph id="H07554494F85B4F1A9C4F6AA3DF32FE58"><enum>(1)</enum><header>Coordination</header><text>In carrying out the activities under this section, the Secretary shall coordinate the activities with—</text> 
<subparagraph id="H7900CD641443419397CA7B10AE2F8DCC"><enum>(A)</enum><text>appropriate Federal agencies, including the Department of Transportation and the Federal Energy Regulatory Commission; and</text></subparagraph> <subparagraph id="H50EB75461A404DBB8E9B31F0A30AD414"><enum>(B)</enum><text>in order to advance the development of commercially viable energy storage systems, members of private industry.</text></subparagraph></paragraph> 
<paragraph id="HB6D4C7829A1A483E8BDC8C291B7A1B3D"><enum>(2)</enum><header>Research goals</header><text>The Secretary shall—</text> <subparagraph id="H4A6ED55E61054C6BA1FCFE6AC89BB736"><enum>(A)</enum><text>establish subgoals for the programs established under subsections (c), (f), and (g) that support research and development necessary for demonstration projects under subsection (i)(5); and</text></subparagraph> 
<subparagraph id="H6AF3B42D37E44D0095324AF3DF4636FA"><enum>(B)</enum><text>align specific activities carried out under the program established under subsection (c) with priorities identified through direct consultations between—</text> <clause id="H4AF25616D7564130AD1E9DE01399B185"><enum>(i)</enum><text>the Department;</text></clause> 
<clause id="HE9348C84D7DB45FA98042AEF33E978F9"><enum>(ii)</enum><text>national laboratories;</text></clause> <clause id="HE7DB72EE2F0A4F43B7B6949D509F6971"><enum>(iii)</enum><text>traditional end-users, such as electric utilities; and</text></clause> 
<clause id="H494B3018ED2A49429C39006F855DB23D"><enum>(iv)</enum><text>potential end-users of new generations of energy storage systems.</text></clause></subparagraph></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph> <paragraph id="HCC2D0A9886FF4F38A3186A14643FC8E2"><enum>(2)</enum><text>in subsection (i), by adding at the end the following:</text>

<paragraph id="H0327AA3180DD4802ACA834EA3C791EA0"><enum>(5)</enum><header>Phase 2 of grid-scale energy storage demonstration projects</header> 
<subparagraph id="H5BCEC7EDD2CD4D47B99E623787FC1C70"><enum>(A)</enum><header>In general</header><text>Not later than September 30, 2028, as part of the program established under subsection (c), the Secretary shall, to the maximum extent practicable, enter into agreements to carry out not fewer than 3 grid-scale energy storage demonstration projects.</text></subparagraph> <subparagraph id="HA399640CB2C049EF9147350C235ED424"><enum>(B)</enum><header>Objectives</header><text display-inline="yes-display-inline">Each demonstration project carried out under subparagraph (A) shall be designed to further the development of different technologies that ultimately could—</text> 
<clause id="HA199DE9D441F44FFA2A9AC2DE643C9BE"><enum>(i)</enum><text>demonstrate that grid-scale energy storage technologies can be commercially deployed;</text></clause> <clause id="H11D0161A6E274F95802EF88E17513B02"><enum>(ii)</enum><text display-inline="yes-display-inline">be deployed at an installed energy capital cost, for the complete grid-integrated energy storage system, of less than $100 per kWh;</text></clause> 
<clause id="H32B206ADEF2742FE8CF6CC67E65DF5B2"><enum>(iii)</enum><text>have a minimum of 1 full deep charge and discharge cycle per day;</text></clause> <clause id="HB008B99BBEDD4DAF8248DF559C83E0F6"><enum>(iv)</enum><text>have a minimum storage duration of 4 hours; and</text></clause> 
<clause id="H976E75EDEE8F43E79A1EEA29598E867D"><enum>(v)</enum><text>have a lifetime of at least 20 years or at least 8,000 cycles of discharge at full output.</text></clause></subparagraph> <subparagraph id="HA510F162E3C24714A2B3BDF57E8771C5"><enum>(C)</enum><header>Authorization of appropriations</header><text>There are authorized to be appropriated $45,000,000 to carry out this paragraph, to remain available until expended.</text> </subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></section>
