<section id="HEC636061BEAB49D499E88389E2A4CD58" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Examine Overseas Diplomatic Footprint Act of 2018</short-title></quote>.</text></section> <section id="HF5610BBC2C9541879DF381162BE6A82F"><enum>2.</enum><header>Consolidation of small diplomatic and consular posts</header> <subsection id="HA8C48189E99A486CB5D1288348390D6E"><enum>(a)</enum><header>New embassies and consulates</header><text>Prior to initiating site selection for a diplomatic or consular post that is expected to employ ten or fewer direct hire United States Government employees on average for at least three years after opening, the Secretary of State shall conduct an analysis of options, including consolidating such proposed post with other nearby diplomatic or consular posts.</text></subsection> 
<subsection id="H771A9A210E0F4221BE8E6EC0E1EEEC32"><enum>(b)</enum><header>Notification</header><text>Not later than 30 days after conducting an analysis of options pursuant to subsection (a), the Secretary of State shall notify the appropriate congressional committees of the results of such analysis.</text></subsection> <subsection id="HB626CD61B0C1478AB8A0A35BE448E732"><enum>(c)</enum><header>Existing small diplomatic and consular posts</header><text>The Secretary of State shall complete a cost-benefit analysis for maintaining each diplomatic and consular post that has employed ten or fewer direct hire United States Government employees on average over the three years prior to the date of the enactment of this Act. Each such analysis shall include, at minimum, the following:</text> 
<paragraph id="HB65F99FC8D594FB1BB41B8B35F13D68F"><enum>(1)</enum><text>The full cost of maintaining each such post.</text></paragraph> <paragraph id="H16F310F00F384EE5BD7E250D356E7E70"><enum>(2)</enum><text>Any policy value or other value that United States Government tenants derive from each such post.</text></paragraph> 
<paragraph id="H826EAC29EED14F32B806B0A97F164FF2"><enum>(3)</enum><text>Whether regular consular services, including United States citizen services, are provided at each such post.</text></paragraph> <paragraph id="H300228C9B18A46E2997A46300F624C67"><enum>(4)</enum><text>The nearest alternative location at which regular consular services, including United States citizen services, are available with respect to each such post.</text></paragraph> 
<paragraph id="H6FF29DA4FEE7414BBC5104FA2C6CE546"><enum>(5)</enum><text>Input from each such post regarding any unique operational or policy value such post provides.</text></paragraph></subsection> <subsection id="HC1CF489520D3409582153B60DD8354DF"><enum>(d)</enum><header>Report</header><text>Not later than one year after the date of the enactment of this Act, the Secretary of State shall submit to the appropriate congressional committees a report on the results of the analyses under subsections (a) and (c).</text></subsection> 
<subsection id="H59D97FA4F8C541FF8AA5625CC0FD9C39"><enum>(e)</enum><header>Appropriate congressional committees defined</header><text>In this section, the term <quote>appropriate congressional committees</quote> means—</text> <paragraph id="H5B8B8A5DA5F340488F2970568A17BDB9"><enum>(1)</enum><text>in the House of Representatives—</text> 
<subparagraph id="H9FF86757F47343F89257073C0CF98CEB"><enum>(A)</enum><text>the Committee on Foreign Affairs; and</text></subparagraph> <subparagraph id="H152225F64CFA4E7F8370AE5F703E517E"><enum>(B)</enum><text>the Committee on Appropriations; and</text></subparagraph></paragraph> 
<paragraph id="H711379A24CEA476E9C65513D4FF9B85B"><enum>(2)</enum><text>in the Senate—</text> <subparagraph id="H9170F734BBD04D80B9DD98AEE27C3156"><enum>(A)</enum><text>the Committee on Foreign Relations; and</text></subparagraph> 
<subparagraph id="HF89F5E7C688C44059DFA5E363BB89A22"><enum>(B)</enum><text>the Committee on Appropriations.</text></subparagraph></paragraph></subsection></section> </legis-body> </bill>
