<official-title display="yes">To require a study of Federal agencies to determine which Federal agencies have the greatest impact on women’s participation in the workforce.</official-title>

<section id="H4B783DA2AD754F37900A364C3105406C" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Women’s Equality Workforce Oversight Act</short-title></quote> or the <quote><short-title>WE Work Act</short-title></quote>.</text></section> <section id="H5A42673A0C974391A395DBDA0FD3A9C6"><enum>2.</enum><header>G.A.O. Study</header> <subsection id="H143800B6018A4B41BD279C21F5394E98"><enum>(a)</enum><header>Study required</header><text display-inline="yes-display-inline">Not later than 6 months after the date of enactment of this Act, and every year thereafter, the Comptroller General of the United States shall conduct a study of Federal agencies to determine which agencies have the greatest impact on women’s participation in the workforce, and evaluate the impact of these agencies.</text></subsection> 
<subsection id="HF915E49DDB644839A1880A9220A831E4" commented="no"><enum>(b)</enum><header>Suggested agencies</header><text display-inline="yes-display-inline">Such agencies shall include, at a minimum—</text> <paragraph id="H828B28029E9247EE9DCBF6E788631345" commented="no"><enum>(1)</enum><text display-inline="yes-display-inline">the Department of Labor, specifically the Women’s Bureau at such Department;</text></paragraph> 
<paragraph id="HAF481E24CE984E6CB28F65E743B00430" commented="no"><enum>(2)</enum><text>the Department of Transportation; </text></paragraph> <paragraph id="H5E972CD0689B4632B39740A1E6859B46" commented="no"><enum>(3)</enum><text>the Small Business Administration, including the Office of Women’s Business Ownership; and</text></paragraph> 
<paragraph id="H0750FB1A704344E3BDB32302734B8307"><enum>(4)</enum><text display-inline="yes-display-inline">any apprenticeship program that receives funding from a Federal agency. </text></paragraph></subsection></section> <section id="HC5BFA23DFB48462099715E499258F4E0"><enum>3.</enum><header>Contents of study</header> <subsection id="HB410837682BC4F7285386833BC634829"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The study required by section 2 shall review and evaluate the following factors, for those agencies that the Comptroller General has identified as having the greatest impact on women’s participation in the workforce, including the following:</text> 
<paragraph id="HB0CEBD31C7684E1DA9DDBDD29A46D7DF"><enum>(1)</enum><header>Policies and procedures</header><text>The study shall examine—</text> <subparagraph id="HD79155738C8A4F5FB9B82DB81C32DC2C"><enum>(A)</enum><text display-inline="yes-display-inline">each agency’s policies and procedures related to improving women’s participation in the workforce, including efforts related to fair compensation, benefits, such as paid leave and workplace supports for pregnancy and families, participation in non-traditional and higher-paying jobs, enforcement of workplace rights, and prevention of sexual and other harassment;</text></subparagraph> 
<subparagraph id="HDD26E3C9B44049DE97E9E9073E555D3B"><enum>(B)</enum><text>each agency’s compliance with its statutory and regulatory requirements on these matters;</text></subparagraph> <subparagraph id="H330B0C9D31B243C59028119D52951BEE"><enum>(C)</enum><text>any policy changes in the agency within the study period, and the reasoning for such changes; and</text></subparagraph> 
<subparagraph id="H588B8960F0DD47AAAFF97A8BD985DF41"><enum>(D)</enum><text>any procedural changes to the agency’s reporting and participation within the agency.</text></subparagraph></paragraph> <paragraph id="H61EFEE274E4148F081D9DCD6DB07C6C9"><enum>(2)</enum><header>Impact</header><text>The study shall also examine—</text> 
<subparagraph id="H5B6D6EEE408248D99FEB0FBBE929301B"><enum>(A)</enum><text>the number of women who received technical assistance, grants, loans, contracts, and other services from the agency in each fiscal year, and the number of such individuals who received these services in the prior five fiscal years;</text></subparagraph> <subparagraph id="HA998B9BD49C1483C8022D8ED403AD3B1"><enum>(B)</enum><text>the number of organizations who received such outreach, services, and other engagement with the agency;</text></subparagraph> 
<subparagraph id="H1CA1FDF1D6CC41A99086056F556FECC2"><enum>(C)</enum><text>the extent of the agency’s outreach and public education efforts for women, including the publication of reports and statistics, public announcement of enforcement actions, and regional outreach engaging local stakeholders; </text></subparagraph></paragraph> <paragraph id="HA75C1556474046F3A3E6F038F4AC1E71"><enum>(3)</enum><header>Appropriations and staff</header><text>The study shall consider—</text> 
<subparagraph id="H1BADB300ED2443C5B8AEF9359B122F80" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">any reductions to appropriations and obligations for each agency and the actual and projected impact of these reductions; and </text></subparagraph> <subparagraph id="HBEC156A237074E69BA561195DF0F04E5"><enum>(B)</enum><text>any staff reductions in each agency, including attrition, vacancies, and positions eliminated and the impact of these changes.</text></subparagraph> </paragraph></subsection> 
<subsection id="HAE4F7ED92AF64BA5B983526CFDF5AC40"><enum>(b)</enum><header>Analysis</header><text>The study shall also include an analysis of the specific barriers to women’s participation in the workforce, including an assessment of further opportunities to reduce those barriers.</text></subsection></section> <section id="H287610109765435193410BA7636E75AA"><enum>4.</enum><header>Report</header><text display-inline="no-display-inline">A report containing the results of the study and analysis shall be transmitted annually to the Committees on Oversight and Government Reform and Education and the Workforce of the House of Representatives and the Committees on Homeland Security and Government Affairs and Health, Education, Labor and Pensions of the Senate.</text> </section>
