 <section id="H94AA332A8709469CB5B7ABD755A99316" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Energy Diplomacy Act of 2018</short-title></quote>.</text> </section><section id="H3F407CACC273405C968C6A4AEC35B4E1"><enum>2.</enum><header>Energy diplomacy and security within the Department of State</header> <subsection id="H7821161539E24B5B92D91511A56BB8AD"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Subsection (c) of section 1 of the State Department Basic Authorities Act of 1956 (<external-xref legal-doc="usc" parsable-cite="usc/22/2651a">22 U.S.C. 2651a</external-xref>) is amended—</text>
 <paragraph id="H6D4525256D0041F9811E653EC4031794"><enum>(1)</enum><text>by redesignating paragraph (3) as paragraph (4); and</text> </paragraph><paragraph id="H95AED2553070479FB3D0483342A129C5"><enum>(2)</enum><text>by inserting after paragraph (2) the following new paragraph:</text>

						<paragraph id="H08C1E1B8A73F4C7DAAF8D1788A819726"><enum>(3)</enum><header>Energy resources</header>
 <subparagraph id="H443B1DD33A2341BBB4FB69944CBE87B8"><enum>(A)</enum><header>Authorization for Assistant Secretary</header><text display-inline="yes-display-inline">Subject to the numerical limitation specified in paragraph (1), there is authorized to be established in the Department of State an Assistant Secretary of State for Energy Resources.</text>
 </subparagraph><subparagraph id="HFA1152D9C4D84CC4A16EA90AA26A3646"><enum>(B)</enum><header>Personnel</header><text>The Secretary of State shall ensure that there are sufficient personnel dedicated to energy matters within the Department of State who shall be responsible for—</text>
 <clause id="HC9C159D2FE3245F3888E05CF6D5FCFB9"><enum>(i)</enum><text display-inline="yes-display-inline">formulating and implementing international policies, in coordination with Secretary of Energy, as appropriate, aimed at protecting and advancing United States energy security interests by effectively managing United States bilateral and multilateral relations in the fields of petroleum, natural gas, biofuels, renewable energy, nuclear, and other energy resources;</text>
 </clause><clause id="H45AD9418788944988F2E3B975F21F74E"><enum>(ii)</enum><text>ensuring that analyses of the national security implications of global energy and environmental developments are reflected in the decision making process within the Department of State;</text>
 </clause><clause id="HB10D5976F0884AAAB7A99929CC2B1F96"><enum>(iii)</enum><text>incorporating energy security priorities into the activities of the Department of State;</text> </clause><clause id="H66EAC3084A284403BC511C5A2525A3F5"><enum>(iv)</enum><text>coordinating energy activities within the Department of State and with relevant Federal agencies;</text>
 </clause><clause id="H57DDE851F74942CDBD6EB9E3A8F9B2E2"><enum>(v)</enum><text>working internationally to—</text> <subclause id="H0F7CADEE2F5B4A878CC3E77A9D11A131"><enum>(I)</enum><text>support the development of energy resources and the distribution of such resources for the benefit of the United States and United States allies and trading partners for their energy security and economic development needs;</text>
 </subclause><subclause id="HAC02CA63823F4ACB890F5413DBD4493F"><enum>(II)</enum><text display-inline="yes-display-inline">promote availability of diversified energy supplies and a well-functioning global market for energy resources, technologies, and expertise for the benefit of the United States and United States allies and trading partners;</text>
 </subclause><subclause id="H4E8D75C3FD074250A298D3FB196BFC6C"><enum>(III)</enum><text>resolve international disputes regarding the exploration, development, production, or distribution of energy resources;</text>
 </subclause><subclause id="HDE38214672CF4D7BBD03F926FC307615"><enum>(IV)</enum><text>support the economic and commercial interests of United States persons operating in the energy markets of foreign countries; and</text>
 </subclause><subclause id="H0A782F1A51264224BC8F230B7155F8C3"><enum>(V)</enum><text display-inline="yes-display-inline">support and coordinate international efforts to alleviate energy poverty;</text> </subclause></clause><clause id="HC90AA6D85CCA4D2092F77F3918CBDE4D"><enum>(vi)</enum><text>leading the United States commitment to the Extractive Industries Transparency Initiative;</text>
 </clause><clause id="HF376CFBA04EB476AAE35BE238F6ADC7F"><enum>(vii)</enum><text>coordinating within the Department of State and with relevant Federal departments and agencies on developing and implementing international energy-related sanctions; and</text>
 </clause><clause id="H83A8ABFD5F93423480916E170AC9AD82"><enum>(viii)</enum><text>coordinating energy security and other relevant functions within the Department of State currently undertaken by—</text>
 <subclause id="H7CCF7FB0D44F45DDAA5F025D52255334"><enum>(I)</enum><text>the Bureau of Economic and Business Affairs of the Department of State;</text> </subclause><subclause id="H4EE3558CA6E64674AB5FF3BC8783AD23"><enum>(II)</enum><text>the Bureau of Oceans and International Environmental and Scientific Affairs of the Department of State; and</text>
 </subclause><subclause id="HE4FB354757F1492D8A7BD34D796FF379"><enum>(III)</enum><text>other offices within the Department of State.</text> </subclause></clause></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></subsection><subsection id="H0B1365F3E3E6466CA0E9A4E8FCFDD41D"><enum>(b)</enum><header>Conforming amendment</header><text display-inline="yes-display-inline">Section 931 of the Energy Independence and Security Act of 2007 (<external-xref legal-doc="usc" parsable-cite="usc/42/17371">42 U.S.C. 17371</external-xref>) is amended—</text>
 <paragraph id="H62E77F5A6CB94D1A8E6A8450B89203A1"><enum>(1)</enum><text>by striking subsections (a) and (b); and</text> <pagebreak></pagebreak></paragraph><paragraph id="H8557380C39CB497AB555836A1DCC5085"><enum>(2)</enum><text>by redesignating subsections (c) and (d) as subsections (a) and (b), respectively.</text>
