		<official-title display="yes">To authorize the Secretary of Veterans Affairs to use the authority of the Secretary to conduct and
			 support research on the efficacy and safety of medicinal cannabis, and for
			 other purposes.<pagebreak></pagebreak></official-title>

 <section id="H5290560F2C1A4A019CDEC4BFD66D9851" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>VA Medicinal Cannabis Research Act of 2018</short-title></quote>.</text> </section><section id="HF6A5ECE02559491F9B0FB8EA9859E54C"><enum>2.</enum><header>Conduct of research into effects of cannabis on health outcomes of certain veterans</header> <subsection id="H6B893E932EBD4755B0ED573BD664696F"><enum>(a)</enum><header>Research</header><text display-inline="yes-display-inline">In carrying out the responsibilities of the Secretary of Veterans Affairs under section 7303 of title 38, United States Code, the Secretary may conduct and support research relating to the efficacy and safety of forms of cannabis described in subsection (c) on the health outcomes of covered veterans diagnosed with chronic pain, post-traumatic stress disorder, and other conditions the Secretary determines appropriate. The Secretary shall ensure that such research is conducted in accordance with applicable regulations relating to the oversight of research, including such regulations prescribed by the Office of Research and Development of the Department of Veterans Affairs, the Department of Health and Human Services (including through the National Institute on Drug Abuse), the Food and Drug Administration, the Drug Enforcement Administration, and the National Institutes of Health.</text>
 </subsection><subsection id="HBF845558F6194D82A97A9CEF49AA4A81"><enum>(b)</enum><header>Data preservation</header><text>Research conducted pursuant to subsection (a) shall include a mechanism to ensure the preservation of all data, including all data sets, collected or used for purposes of the research required by subsection (a) in a manner that will facilitate further research.</text>
 </subsection><subsection id="H142948370BE64BB497746D0B7BA29259"><enum>(c)</enum><header>Forms of cannabis To be researched</header><text>The forms of cannabis described in this subsection are—</text> <paragraph id="H68077EE79C4247ED817BA4A28DDAE6A9"><enum>(1)</enum><text>varying forms of cannabis, including—</text>
 <subparagraph id="H44025DFEFE124827BC65DDBD36B9DE46"><enum>(A)</enum><text>full plants and extracts;</text> </subparagraph><subparagraph id="H58E01A12DD934B179651E73E5100EF60"><enum>(B)</enum><text display-inline="yes-display-inline">at least three different strains of cannabis with significant variants in phenotypic traits and various ratios of tet­ra­hy­dro­can­nab­i­nol and cannabidiol in chemical composition; and</text>
 </subparagraph><subparagraph id="H715CA88A570C40A28423E093BE76F4AD"><enum>(C)</enum><text display-inline="yes-display-inline">other chemical analogs of tet­ra­hy­dro­can­nab­i­nol; and</text> </subparagraph></paragraph><paragraph id="H4FFC616381984FB3BA13268470BE08F5"><enum>(2)</enum><text>varying methods of cannabis delivery, including topical application, combustible and non-combustible inhalation, and ingestion.</text>
 </paragraph></subsection><subsection display-inline="no-display-inline" id="H04C2A7D21BC14F1FBE1732ACD7A7C83D"><enum>(d)</enum><header>Implementation</header><text display-inline="yes-display-inline">If the Secretary conducts and supports research under subsection (a), the Secretary shall—</text> <paragraph id="H4B208D87E16B4DE083B8C2661F8A55F6"><enum>(1)</enum><text>before conducting and supporting such research, develop a plan to implement this section and submit such plan to the Committees on Veterans’ Affairs of the House of Representatives and the Senate; and</text>
 </paragraph><paragraph id="H2C777BEABD0D41C59831181C844FB9BD"><enum>(2)</enum><text>issue any requests for proposals the Secretary determines appropriate for such implementation.</text> </paragraph></subsection><subsection id="HCAB987ED4EEB45FCA97A6C4D0498524C"><enum>(e)</enum><header>Reports</header><text display-inline="yes-display-inline">During the five-year period beginning on the date of the enactment of this Act, the Secretary shall submit periodically, but not less frequently than annually, to the Committees on Veterans’ Affairs of the House of Representatives and the Senate reports on—</text>
 <paragraph id="H328AFEFDE82B470180FB1743A98E616E"><enum>(1)</enum><text>the implementation of this section; or</text> </paragraph><paragraph id="H269DBA980F6A4C6AA0790DDAB4819510"><enum>(2)</enum><text>the rationale of the Secretary with respect to determining not to implement this section.</text>
 </paragraph></subsection><subsection id="H0D88AB354D944F239D33DC7B82A692FC"><enum>(f)</enum><header>Covered veteran defined</header><text>In this section, the term <term>covered veteran</term> means a veteran who is enrolled in the patient enrollment system of the Department of Veterans Affairs under section 1705 of title 38, United States Code.</text>
