 <section id="H4821216FC0B04E9B85EC62303D06753F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Big Bear Land Exchange Act</short-title></quote>.</text> </section><section id="H2C36951C8D7648E9B123C2C451E5BFF6"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text>
 <paragraph id="HEEC1D384675C4C6F815604F8279EBBC8"><enum>(1)</enum><header>County</header><text>The term <term>County</term> means the County of San Bernardino, California.</text> </paragraph><paragraph id="HDE8A6F9FC7804C3485E853569B046620"><enum>(2)</enum><header>Federal land</header><text>The term <term>Federal land</term> means the approximately 73 acres of Federal land administered by the Forest Service generally depicted as <quote>Federal Land Proposed for Exchange</quote> on the Map.</text>
 </paragraph><paragraph id="HB30AB17B0DD240279CCE285549116C55"><enum>(3)</enum><header>Non-Federal land</header><text>The term <term>non-Federal land</term> means the approximately 71 acres owned by the County generally depicted as <quote>Non-Federal Land Proposed for Exchange</quote> on the Map.</text> </paragraph><paragraph id="HFCEB081AF51C4229A77886665C4A7C9F"><enum>(4)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text>
 </paragraph><paragraph id="H94DAACB173A54082966D892F69524B40"><enum>(5)</enum><header>Map</header><text>The term <term>Map</term> means the map titled <quote>Big Bear Land Exchange</quote> and dated August 6, 2018.</text> </paragraph></section><section id="H3AE96FAB8CD044C3B32C686014A94277"><enum>3.</enum><header>Exchange of land; equalization of value</header> <subsection id="H2656AFE8E70F47F6BAC50CC89C43A116"><enum>(a)</enum><header>Exchange authorized</header><text display-inline="yes-display-inline">Subject to valid existing rights and the terms of this Act, no later than one year after the date that the portion of the Pacific Crest National Scenic Trail is relocated in accordance with subsection (h), if the County offers to convey the non-Federal land to the United States, the Secretary shall—</text>
 <paragraph id="H9D05C24B5A384681AA9D3233EC707170"><enum>(1)</enum><text>convey to the County all right, title, and interest of the United States in and to the Federal land; and</text>
 </paragraph><paragraph id="H3192002A56C34612944AF7271823E06E"><enum>(2)</enum><text>accept from the County a conveyance of all right, title, and interest of the County in and to the non-Federal land.</text>
				</paragraph></subsection><subsection id="H731C3F70256A4DCFA4174C68A9CF8F5E"><enum>(b)</enum><header>Equal value and cash equalization</header>
 <paragraph id="HA51C4CD59035401EA39916E3FD629F7C"><enum>(1)</enum><header>Equal value exchange</header><text display-inline="yes-display-inline">The land exchange under this section shall be for equal value, or the values shall be equalized by a cash payment as provided for under this subsection or an adjustment in acreage. At the option of the County, any excess value of the non-Federal lands may be considered a gift to the United States.</text>
 </paragraph><paragraph id="H71205973389041199E4E9ADA0B2386FB"><enum>(2)</enum><header>Cash equalization payment</header><text>The County may equalize the values of the lands to be exchanged under this section by cash payment without regard to any statutory limit on the amount of such a cash equalization payment.</text>
 </paragraph><paragraph id="H9E24619C2D734097831D9D9631C0284E"><enum>(3)</enum><header>Deposit and use of funds received from county</header><text>Any cash equalization payment received by the Secretary under this subsection shall be deposited in the fund established under <external-xref legal-doc="public-law" parsable-cite="pl/90/171">Public Law 90–171</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/484a">16 U.S.C. 484a</external-xref>; commonly known as the Sisk Act). The funds so deposited shall remain available to the Secretary, until expended, for the acquisition of lands, waters, and interests in land for the San Bernardino National Forest.</text>
 </paragraph></subsection><subsection id="HA657C889B7BB43C78AC499D2A5CB0887"><enum>(c)</enum><header>Appraisal</header><text display-inline="yes-display-inline">The Secretary shall complete an appraisal of the land to be exchanged under subsection (a) in accordance with—</text>
 <paragraph id="H5420246A5ADB42C79B906A194E2D7139"><enum>(1)</enum><text display-inline="yes-display-inline">the Uniform Appraisal Standards for Federal Land Acquisitions; and</text> </paragraph><paragraph id="H16045199F1F34E76822EB6462D4E203E"><enum>(2)</enum><text display-inline="yes-display-inline">the Uniform Standards of Professional Appraisal Practice.</text>
 </paragraph></subsection><subsection id="HDB62A59C67DA481EA0D08800BBACE434"><enum>(d)</enum><header>Title approval</header><text>Title to the land to be exchanged under this Act shall be in a format acceptable to the Secretary and the County.</text>
 </subsection><subsection id="HE26DA2CA025F404CBA160FE17DC17DB1"><enum>(e)</enum><header>Survey of non-Federal lands</header><text>Before completing the exchange under this Act, the Secretary shall inspect the non-Federal lands to ensure that the land meets Federal standards, including hazardous materials and land line surveys.</text>
 </subsection><subsection id="HFB649A0C63CF465EB1D4B989CC40861A"><enum>(f)</enum><header>Costs of conveyance</header><text>As a condition of conveyance, any costs related to the exchange under this section shall be paid by the County.</text>
 </subsection><subsection id="H7AC2583B0E1F45918D5C9B70D3644873"><enum>(g)</enum><header>Management of acquired lands</header><text>The Secretary shall manage the non-Federal land acquired under this section in accordance with the Act of March 1, 1911 (<external-xref legal-doc="usc" parsable-cite="usc/16/480">16 U.S.C. 480</external-xref> et seq.; commonly known as the Weeks Act), and other laws and regulations pertaining to National Forest System lands.</text>
 </subsection><subsection id="HA9F332B89F3542CAA3EE65D34F28E0DC"><enum>(h)</enum><header>Pacific Crest National Scenic Trail relocation</header><text>No later than three years after the date of enactment of this Act, the Secretary, in accordance with applicable laws, shall relocate the portion of the Pacific Crest National Scenic Trail located on the Federal land to—</text>
 <paragraph id="H5F4F67FE689744E5AA953F6069C88C61"><enum>(1)</enum><text>adjacent National Forest System land;</text> </paragraph><paragraph id="H517021EFB3DB4E8DA5114900B93FFF9A"><enum>(2)</enum><text>land owned by the County, subject to County approval;</text>
 </paragraph><paragraph id="H2BE6278497134231BA95AAE1271261A5"><enum>(3)</enum><text>land within the Federal land, subject to County approval; or</text> </paragraph><paragraph id="HFA3806C8535B4AA68F1D9E9465B19F8D"><enum>(4)</enum><text>a combination of paragraphs (1), (2), and (3).</text>
 </paragraph></subsection><subsection id="H04997125B8904CC4902B5AD9148F74D5"><enum>(i)</enum><header>Map and legal descriptions</header><text>As soon as practicable after the date of the enactment of this Act, the Secretary shall finalize a map and legal descriptions of all land to be conveyed under this Act. The Secretary may correct any minor errors in the map or in the legal descriptions. The map and legal descriptions shall be on file and available for public inspection in appropriate offices of the Forest Service.</text>
