<official-title display="yes">To direct the Federal Communications Commission to establish the Office of Rural Telecommunications, and for other purposes.</official-title>

<section id="H2D96A35217984B2BBC7DCBD813495E1D" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Office of Rural Telecommunications Act</short-title></quote>.</text></section> <section id="HDD560652E44E4D84AB0F0C42897460D5"><enum>2.</enum><header>Office of Rural Telecommunications</header> <subsection id="HDC8FC3FA907D4379829264AE203DD09E"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 6 months after the date of the enactment of this Act, the Commission shall establish an Office of Rural Telecommunications.</text></subsection> 
<subsection id="H05F180A1AFCA4C388360A05ADA915BDA"><enum>(b)</enum><header>Duties</header><text>The Office shall have the following duties:</text> <paragraph id="HFA946FB379324715B442ACB88D81CBD4"><enum>(1)</enum><text display-inline="yes-display-inline">Coordinate efforts with the Rural Utilities Service of the Department of Agriculture and the National Telecommunications and Information Administration to ensure the mutual and complementary success of the Commission’s initiatives and the programs overseen by these other agencies. </text></paragraph> 
<paragraph id="H0EC6A75C4E24407C8B85E0213E53B424"><enum>(2)</enum><text>Coordinate with the Universal Service Administrative Company to maintain updated information regarding Connect America Fund programs that deploy rural broadband. </text></paragraph> <paragraph id="H5BA7187E71F84DDAB4EC095AF9181170"><enum>(3)</enum><text>Coordinate with other agencies to remove barriers to broadband deployment. </text></paragraph> 
<paragraph id="HF1F885A6BDA3496FA96E668A5DE41C79"><enum>(4)</enum><text>Assess and publish the impact of the actions of the Commission on rural consumers before the actions are voted upon or taken.</text></paragraph> <paragraph id="HF4C38024E16B404099461954FA2DF88C"><enum>(5)</enum><text>Measure broadband adoption rates in rural areas.</text></paragraph> 
<paragraph id="H5AB987A49CFE4C9BBC904212D02508B9"><enum>(6)</enum><text display-inline="yes-display-inline">Coordinate with other bureaus and offices of the Commission and other agencies to ensure consistency and updating of broadband mapping in rural areas.</text></paragraph> <paragraph id="H9BA75B5BADEB4331AD47652866BB897B"><enum>(7)</enum><text display-inline="yes-display-inline">Not less frequently than annually, report to Congress on the efforts of the Office to promote and sustain quality and affordable rural communications, including voice and broadband.</text></paragraph> 
<paragraph id="HC974751597604B8F9D15D715EE2FE4E1"><enum>(8)</enum><text>Dedicate a representative to address stakeholder questions and concerns.</text></paragraph></subsection> <subsection id="HAF3FCEADB240412BAE3BB16D5DA3D96B"><enum>(c)</enum><header>No additional reporting requirements</header><text>Nothing in this section shall create any additional reporting requirement for a broadband provider.</text></subsection> 
<subsection id="HD1262DA46D3642DD992704B11F231764"><enum>(d)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HA507576766874D1797D8324871E42866" commented="no"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given that term in section 551 of title 5, United States Code.</text></paragraph> 
<paragraph id="HAA168A47AC2941CB9ACA3CDDCB812E42" commented="no"><enum>(2)</enum><header>Broadband</header><text>The term <term>broadband</term> means—</text> <subparagraph id="HB51827813BA6471EA13EB848D431BC89" commented="no"><enum>(A)</enum><text display-inline="yes-display-inline">a mass-market retail service by wire or radio that provides the capability to transmit data to and receive data from all or substantially all internet endpoints, including any capabilities that are incidental to and enable the operation of the communications service, but excluding dial-up internet access service; and</text></subparagraph> 
<subparagraph id="HFD46A02A97754E4FB5B278D9FA11F0B6" commented="no"><enum>(B)</enum><text>any service that the Commission finds to be providing a functional equivalent of the service described in subparagraph (A).</text></subparagraph></paragraph> <paragraph id="HEF409218F8DD44A5A3B9F8FB57E0C138"><enum>(3)</enum><header>Commission</header><text>The term <term>Commission</term> means the Federal Communications Commission.</text></paragraph> 
<paragraph id="HA228CF5946D94B24AC3C1E1F43F3E3BE"><enum>(4)</enum><header>Office</header><text display-inline="yes-display-inline">The term <term>Office</term> means the Office of Rural Telecommunications established pursuant to subsection (a).</text></paragraph> <paragraph id="HC1DE2648B7074D799BF738C0F2B36854" commented="no"><enum>(5)</enum><header>Rural area</header><text display-inline="yes-display-inline">The term <term>rural area</term> means any area other than—</text> 
<subparagraph id="HDE731160D5754B69B23D36510ECF77B4" commented="no"><enum>(A)</enum><text>a city, town, or incorporated area that has a population of more than 20,000 inhabitants; or </text></subparagraph> <subparagraph id="HB08A9F109A2645C8ADD1DE3ABB43EC74" commented="no"><enum>(B)</enum><text>an urbanized area contiguous and adjacent to a city or town that has a population of more than 50,000 inhabitants. </text> </subparagraph></paragraph></subsection></section>
