			 newborns.</official-title></form>
	<legis-body id="H983EA1674981409BAF35F6D15DF0E35A" style="OLC">
 <section id="H0A39101C3F43440AAA7FF842B24C5123" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as <quote><short-title>Aidan’s Law</short-title></quote>.</text> </section><section id="HB1593752DE054308A2D95CDAB0E78598"><enum>2.</enum><header>Findings</header><text display-inline="no-display-inline">Congress finds the following:</text>
 <paragraph id="H4D4C908DDD404EEC9FE4F7FFAFC2D7A8"><enum>(1)</enum><text>Adrenoleukodystrophy is a deadly genetic disease that destroys myelin, the protective sheath that surrounds the brain’s neurons, which are the nerve cells that allow us to think and to control our muscles.</text>
 </paragraph><paragraph id="H4D264CDF34544DB88E789160542A70F7"><enum>(2)</enum><text>Adrenoleukodystrophy affects 1 in 17,000 people and most severely affects boys and men.</text> </paragraph><paragraph id="H132FD16C1A544E4085CD635BD67C214E"><enum>(3)</enum><text>Adrenoleukodystrophy newborn screening tests have been validated with false positive of less than 0.1 percent.</text>
 </paragraph><paragraph id="H520927EB8DE44D8589675599E74EBF9F"><enum>(4)</enum><text>Early identification of adrenoleukodystrophy allows those who are affected to be treated and have the best chance at a healthy life.</text>
			</paragraph></section><section id="H3C0B9B77B16E4C41A4C50CF85E5AF973"><enum>3.</enum><header>Screening of adrenoleukodystrophy</header>
 <subsection id="H396647B3A940497F985794C9A8178530"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Part A of title XI of the Public Health Services Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-1">42 U.S.C. 300b–1</external-xref> et seq.) is amended by adding at the end the following:</text>
				<quoted-block display-inline="no-display-inline" id="H1DD51C55E2F8493EAA5C2E0BB59A4AAC" style="OLC">
					<section id="HB9EEBCA14A0F41ED99A1BC7E6E27A844"><enum>1118.</enum><header>Adrenoleukodystrophy</header>
 <subsection id="HF03F9723997B444BA964B3692C5ECA89"><enum>(a)</enum><header>In general</header><text>Each hospital, child care center, clinic, or other similar institution caring for infants who are 28 days or less of age (as designated by the Secretary) may administer, or cause to have administered, to every such infant in its care a test for adrenoleukodystrophy in accordance with this section.</text>
						</subsection><subsection id="HFBD4B98B0F6A4B0E81B4B1B9934D5861"><enum>(b)</enum><header>Process</header>
 <paragraph id="H527D39704F2A4277BBEAE232A80B637F"><enum>(1)</enum><header>In general</header><text>In carrying out this section, the chief executive officer for health in each State may prescribe standards and procedures for the administration of testing under subsection (a), including recording the results of such tests, tracking activities, conducting follow-up reviews, and carrying out educational activities.</text>
 </paragraph><paragraph id="HA51F42CCA3F74814AEF23618B2CD3F84"><enum>(2)</enum><header>Dissemination of information</header><text>In carrying out this section, the chief executive officer for health in each State may prescribe standards and procedures setting forth the manner in which testing information is disseminated to a parent or guardian of the infant to be tested.</text>
 </paragraph><paragraph id="H099007B6794F47DEB6A27F8A86267F92"><enum>(3)</enum><header>Failure to prescribe</header><text>If a State has not prescribed standards and procedures that are approved as provided for in paragraph (4) by the date that is 2 years after the date of enactment of this section, the Discretionary Advisory Committee on Heritable Disorders in Newborns and Children established under section 1111 (referred to in this section as the <quote>Advisory Committee</quote>) shall prescribe appropriate standards and procedures which may be implemented by such State.</text>
 </paragraph><paragraph id="H3BFEB98512304ED2B1AC099630A5A8F2"><enum>(4)</enum><header>Review and approval</header><text>The standards and procedures prescribed under this subsection shall be subject to review and approval by the Advisory Committee. In reviewing or prescribing standards and procedures as required under this subsection, the Advisory Committee shall consider standards and procedures adopted in other States with respect to the screening of a­dre­no­leu­ko­dys­tro­phy, the standards and procedures adopted in such State with respect to the screening of infants for other heritable diseases, and any scientific evidence the Advisory Committee considers relevant to provide for the screening of infants for a­dre­no­leu­ko­dys­tro­phy.</text></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </subsection><subsection id="HCA6C168B10C64898B4697F2370906B74"><enum>(b)</enum><header>Reauthorization of Heritable Disorders Program</header><text>Section 1117 of the Public Health Service Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-16">42 U.S.C. 300b–16</external-xref>) is amended—</text> <paragraph id="H0F41AA33D9344417A246F073994DA31C"><enum>(1)</enum><text>in paragraph (1), by striking <quote>and</quote> at the end;</text>
 </paragraph><paragraph id="H173079A71DB74C76BCCE0988FC6EB9DA"><enum>(2)</enum><text>by redesignating paragraph (2) as paragraph (3); and</text> </paragraph><paragraph id="H15A9E0543BCA41579833EC6661E2A17D"><enum>(3)</enum><text>by inserting after paragraph (1), the following:</text>
					<quoted-block display-inline="no-display-inline" id="H6B67507012294803B7CC966D9A8BC0C8" style="OLC">
 <paragraph id="HFA2513BEBBB947C4A1C1EC70AC4634E2"><enum>(2)</enum><text>to carry out the Heritable Disorders Program under section 1109, $15,000,000 for each of fiscal years 2019 through 2022; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection></section><section id="HC40ED534321546A5B71DC77A1840AC70"><enum>4.</enum><header>Advisory committee on heritable disorders in newborns and children</header><text display-inline="no-display-inline">Section 1111(b) of the Public Health Services Act (<external-xref legal-doc="usc" parsable-cite="usc/42/300b-10">42 U.S.C. 300b–10(b)</external-xref>) is amended—</text> <paragraph id="H9D74D36153274DF98EABC93A1484889C"><enum>(1)</enum><text>in paragraph (7) by striking <quote>and</quote> after the semicolon;</text>
 </paragraph><paragraph id="H9685B984FA8B42B19BE10F15A3893A24"><enum>(2)</enum><text>by redesignating paragraph (8) as paragraph (9); and</text> </paragraph><paragraph id="H8640D3F470FA48079903B671DD05221F"><enum>(3)</enum><text>by inserting after paragraph (7) the following:</text>
				<quoted-block display-inline="no-display-inline" id="H4F5BC15F83BB4BBB95AB2BA0C014B4A7" style="OLC">
 <paragraph id="H50CCBE749A57475A9D44730250E5B902"><enum>(8)</enum><text>carry out activities as provided for under section 1118; and</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block> </paragraph></section></legis-body></bill>
