<section id="HD527195DC8534041BCD057EA277EB90F" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Funding Americans First Act</short-title></quote>.</text></section> <section id="H899BCBE9EFC344DD9B7BA710D893A214"><enum>2.</enum><header>Allocation of grant funding</header> <subsection id="H568277485A8E42CB95A66D1A9A9B0496"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">Notwithstanding any other provision of law, the Director of the Office of Management and Budget shall direct the head of each agency to use, as appropriate, the number of citizens and legal permanent residents residing in a State or political subdivision of a State, as determined under a decennial census of population under section 141 of title 13, United States Code, (beginning with the 2020 decennial census) when determining funding for the following:</text> 
<paragraph id="H346B4860EF974AE897B7C5CC07E1F54F"><enum>(1)</enum><text>Block grants.</text></paragraph> <paragraph id="HF15419EB9A22430DB0938C4BCDC58BA6"><enum>(2)</enum><text>Categorical grants.</text></paragraph> 
<paragraph id="H845E2C9D6BBC4EEB9E31695F2BE98BAA"><enum>(3)</enum><text>Any other funding measures determined by the Director if the specific measure is calculated using the total population of a State or political subdivision of a State.</text></paragraph></subsection> <subsection id="HB52277D9B34845E68DEE2E3B5669FE5B"><enum>(b)</enum><header>Definitions</header><text>In this section:</text> 
<paragraph id="H44DEE8C2AD5742E8A8F9B086B27F1036"><enum>(1)</enum><header>Agency</header><text>The term <term>agency</term> has the meaning given that term in section 551 of title 5, United States Code. </text></paragraph> <paragraph id="H9D3C04BB0EDF47C5881C3BD5F1287630"><enum>(2)</enum><header>State</header><text display-inline="yes-display-inline">The term <term>State</term> means each of the several States, the District of Columbia, each territory or possession of the United States, and each federally recognized Indian Tribe. </text> </paragraph></subsection> 
<subsection id="H2FA2EF81A4A341C98F99ED3A32850694"><enum>(c)</enum><header>Effective date</header><text display-inline="yes-display-inline">This Act shall take effect on October 1, 2021. </text></subsection></section> </legis-body></bill>
