<official-title display="yes">To require agencies to submit reports on outstanding recommendations in the annual budget justification submitted to Congress.</official-title>

<section id="HCE3207CCB4894BDCB727FD259A1F10B7" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Good Accounting Obligation in Government Act</short-title></quote> or the <quote><short-title>GAO–IG Act</short-title></quote>.</text></section> <section id="H1C14C016C2704FB6A0F053FF0ADEBAC4"><enum>2.</enum><header>Reports on outstanding government accountability office and inspector general recommendations</header> <subsection id="H2C9BBB629CA44C259AE2879D907AD02F"><enum>(a)</enum><header>Required reports</header><text>In the annual budget justification submitted to Congress, as submitted with the budget of the President under section 1105 of title 31, United States Code, the head of each agency shall include the following:</text> 
<paragraph id="H914970FABA004FD2BCEA8E1A07FC7FAA"><enum>(1)</enum><text>A report listing each public recommendation of the Government Accountability Office that is designated by the Government Accountability Office as <quote>open</quote> or <quote>closed, unimplemented</quote> as of the date on which the annual budget justification is submitted.</text></paragraph> <paragraph id="HA6C852AD30864956BE9D6EC6E9E14D5C"><enum>(2)</enum><text display-inline="yes-display-inline">A report listing each public recommendation for corrective action from the Office of Inspector General of the agency for which no final action has been taken as of the date on which the annual budget justification is submitted.</text></paragraph> 
<paragraph id="H755F370E6D8B45869930A10EC74CD651"><enum>(3)</enum><text>A report on the implementation status of each public recommendation described in paragraphs (1) and (2), which shall include the following:</text> <subparagraph id="HA1E6EEA085124C0E9A09875EA8C02036"><enum>(A)</enum><text>With respect to a public recommendation that is designated by the Government Accountability Office as <quote>open</quote> or <quote>closed, unimplemented</quote>—</text> 
<clause id="H951D45A9FCC74449B674F6C318D799F5"><enum>(i)</enum><text>that the agency has decided not to implement, a detailed justification for the decision; or</text></clause> <clause id="H07D87CAC86DB43A59A8A476BFC7BD45D"><enum>(ii)</enum><text>that the agency has decided to adopt, a timeline for full implementation.</text></clause></subparagraph> 
<subparagraph id="HF4A11CCAEA5E4EFE92E5B8B4CB47DD7B"><enum>(B)</enum><text display-inline="yes-display-inline">With respect to a public recommendation for corrective action from the Office of Inspector General of the agency—</text> <clause id="H73AB55A01D214CFB9EF65FF9EF05E2C2"><enum>(i)</enum><text>for which the agency has taken action not recommended and considers closed, an explanation of the reason why the agency took different action with respect to each audit report to which the public recommendation for corrective action pertains; and</text></clause> 
<clause id="HE55088590A58448C8EE288D66D34AC9D"><enum>(ii)</enum><text>for which no final action has been taken, an explanation of the reasons why no final action was taken with respect to each audit report to which the public recommendation for corrective action pertains.</text></clause></subparagraph> <subparagraph id="H48D68EE9C5784A7F9768340AE4A9B39B"><enum>(C)</enum><text>With respect to an outstanding unimplemented public recommendation from the Office of Inspector General of the agency that the agency has decided to adopt, a timeline for implementation.</text></subparagraph></paragraph> 
<paragraph id="H4562EE9C058D44CB8E3C37046C17F1B0" commented="no"><enum>(4)</enum><text>An explanation for any discrepancy between—</text> <subparagraph id="H5866DB405C39451D96F8468498D2EE3F" commented="no"><enum>(A)</enum><text>the most recent semiannual report submitted by the Inspector General of the agency and the report submitted under paragraphs (2) and (3); and</text></subparagraph> 
<subparagraph id="H4873FFE7CDCB49D2B8A29EB6712DCC22" commented="no"><enum>(B)</enum><text>any report submitted by the Government Accountability Office relating to public recommendations that are designated by the Government Accountability Office as <quote>open</quote> or <quote>closed, unimplemented</quote> and any report submitted under paragraph (1) and (2).</text></subparagraph></paragraph></subsection> <subsection id="H90E800BD47804EC9B737BDEA5BDEC91A"><enum>(b)</enum><header>Additional report requirements for certain agencies</header><text display-inline="yes-display-inline">The head of a covered agency shall include in the annual budget justification described in subsection (a) a written response to each recommendation designated by the Comptroller in the annual priority recommendation letter sent to such head as high priority for attention by that head.</text></subsection> 
<subsection id="HB879CAB8791E46F6BDCC5DA1FEEABCE2"><enum>(c)</enum><header>Copies of submissions</header><text>The head of each agency or covered agency, as applicable, shall provide a copy of the information submitted under subsections (a) and (b) to the Comptroller General and the Inspector General of the agency.</text></subsection> <subsection id="HBBBC065F8B0F450191207A9D3F8C87BE"><enum>(d)</enum><header>Rule of Construction</header><text display-inline="yes-display-inline">Nothing in this bill may be construed to affect an authority provided to an Inspector General of an agency under the Inspector General Act of 1978 (5 U.S.C. App.), including the authority of such Inspector General to identify each recommendation on which final action has not been taken.</text></subsection> 
<subsection id="HA6CEA9855B6442D981AF83C38B9DE3B1"><enum>(e)</enum><header>Definitions</header><text>In this section:</text> <paragraph id="HB0DFC193B5394D3480A50406EC63DC4C"><enum>(1)</enum><header>Agency</header><text>the term <quote>agency</quote> means—</text> 
<subparagraph id="H3FC5256BFDFD452083B19AAB1F9F6A12"><enum>(A)</enum><text>a designated Federal entity, as defined in <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /8G">section 8G(a)(2)</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.); and</text></subparagraph> <subparagraph id="HADFD06DF679D43AD8AEA6CE4052CB32D"><enum>(B)</enum><text>an establishment, as defined in <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /12">section 12(2)</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.).</text></subparagraph></paragraph> 
<paragraph id="HBF6F4FDC8AF444039EB03C18313757BD"><enum>(2)</enum><header>Covered agency</header><text>The term <quote>covered agency</quote> means the following:</text> <subparagraph id="HFB94112C08A74A7D86CC4003B0AB66EC"><enum>(A)</enum><text>Each agency described in section 901(b) of title 31, United States Code.</text></subparagraph> 
<subparagraph id="H7F0C74D64F3147DFBC59C2D64436F5EA"><enum>(B)</enum><text display-inline="yes-display-inline">The Internal Revenue Service.</text></subparagraph> <subparagraph id="HD1C02CB0EF3A40558A87971D592260C4"><enum>(C)</enum><text>The Securities and the Security and Exchange Commission.</text></subparagraph> 
<subparagraph id="H96CB6C3DC8AE4C8282FE6F7345A2353C"><enum>(D)</enum><text>Any additional agency determined by the Comptroller General.</text></subparagraph></paragraph> <paragraph id="H74644130693541DFB5E0F367EA4CBC96" commented="no"><enum>(3)</enum><header>Semiannual report</header><text display-inline="yes-display-inline">The term <quote>semiannual report</quote> means the semiannual report submitted to Congress by each Inspector General under <external-xref legal-doc="usc-act" parsable-cite="usc-act/Inspector General Act of 1978 /5">section 5</external-xref> of the Inspector General Act of 1978 (5 U.S.C. App.).</text></paragraph></subsection></section> 
<section id="H7664F26B2958410286CF42FE4817B010"><enum>3.</enum><header>No additional funds authorized</header><text display-inline="no-display-inline">No additional funds are authorized to carry out the requirements of this Act.
