<official-title display="yes">To amend title 41, United States Code, to require executive agencies to give priority to entities with on-site child care for employees in awarding certain contracts, and for other purposes.</official-title>

<section id="H1885021053F44747AA273964B290723B" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Child Care at Responsible Employers Act</short-title></quote> or the <quote><short-title>Child CARE Act</short-title></quote>.</text></section> <section id="HFE5982211A2F4FF78998DCDCFFF700F2" section-type="subsequent-section"><enum>2.</enum><header>Priority to entities with on-site child care for employees</header> <subsection id="HE0F28860B72B458F93F3B89C24DD3BC7"><enum>(a)</enum><header>Priority to entities with on-Site child care for employees</header> <paragraph id="HC097B4F34A954FC4A6F760398207EA3F"><enum>(1)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/41/63">Chapter 63</external-xref> of title 41, United States Code, is amended by adding at the end the following new section:</text>

<section id="H040667464676472095699E0DE4E6E991"><enum>6310.</enum><header>Priority to entities with on-site child care for employees</header> 
<subsection id="HCFE0F82C422C4B928BC3633B417E5E7F"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">In awarding a contract for an amount exceeding $4,000,000, an executive agency shall give priority to any entity with on-site child care for the employees of the entity.</text></subsection> <subsection id="H587AB7326AEC441EB62A40011DD4FED5"><enum>(b)</enum><header>Relationship to other contracting preferences</header><text display-inline="yes-display-inline">In awarding a contract described in subsection (a), an executive agency may not give priority to an offer from an entity described in such subsection over an offer from a small business concern (as defined in section 3 of the Small Business Act (<external-xref legal-doc="usc" parsable-cite="usc/15/632">15 U.S.C. 632</external-xref>)).</text></subsection> 
<subsection id="HDDB32F70EC1F433CB936C72DA45E1D78"><enum>(c)</enum><header>Executive agency defined</header><text>In this section, the term <quote>executive agency</quote> has the meaning given that term in section 102 of title 40.</text></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block></paragraph> <paragraph id="H2E46A2EC12D94F499B2485652235A072"><enum>(2)</enum><header>Clerical amendment</header><text display-inline="yes-display-inline">The table of sections at the beginning of such chapter is amended by adding at the end the following new item:</text>

<subsection id="HCDFC61DA2CD74AC880561451D7DB626E"><enum>(b)</enum><header>Applicability</header><text>The amendment made by subsection (a)(1) shall apply with respect to contracts awarded on or after December 31, 2019.</text> </subsection></section> </legis-body> </bill>
