<official-title display="yes">To amend title 40, United States Code, to address the impact of drug abuse on economic development in Appalachia, and for other purposes.</official-title>

<section id="H94F27D3980DE4DD99E8A709AB5783C1E" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Treating Barriers to Prosperity Act of 2018</short-title></quote>.</text> </section> <section id="HD9D5AFFC29764B2CB727B0FCD116C607"><enum>2.</enum><header>Drug abuse mitigation initiative</header> <subsection id="H90E34C6F7A06477A9035CA06004A99B7"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/145">Chapter 145</external-xref> of title 40, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/40/14509">section 14509</external-xref> the following:</text>

<section id="HB0DBB957D884462294F90F1D524BCABE"><enum>14510.</enum><header>Drug abuse mitigation initiative</header> 
<subsection id="H18C250E261E74C04A24B5EDA571B6893"><enum>(a)</enum><header>In general</header><text display-inline="yes-display-inline">The Appalachian Regional Commission may provide technical assistance to, make grants to, enter into contracts with, or otherwise provide amounts to individuals or entities in the Appalachian region for projects and activities to address drug abuse, including opioid abuse, in the region, including projects and activities—</text> <paragraph id="H55BB98C8C5504B7081647626A2AEC1D5"><enum>(1)</enum><text display-inline="yes-display-inline">to facilitate the sharing of best practices among States, counties, and other experts in the region with respect to reducing such abuse;</text> </paragraph>
<paragraph id="H4A07873C95834F57AAEBCAC8E58A1F12"><enum>(2)</enum><text display-inline="yes-display-inline">to initiate or expand programs designed to eliminate or reduce the harm to the workforce and economic growth of the region that results from such abuse;</text> </paragraph> <paragraph id="HCE5EC8EE73E6471B95F60D518270E95B"><enum>(3)</enum><text display-inline="yes-display-inline">to attract and retain relevant health care services, businesses, and workers; and</text> </paragraph>
<paragraph id="H4C2974F298554C678F700592BADAD831"><enum>(4)</enum><text display-inline="yes-display-inline">to develop relevant infrastructure, including broadband infrastructure that supports the use of telemedicine.</text> </paragraph></subsection> <subsection id="H6087FF53879E4D13B8F4558FA7946BD8"><enum>(b)</enum><header>Limitation on available amounts</header><text>Of the cost of any activity eligible for a grant under this section—</text> 
<paragraph id="HC46A72B4134848F3AD8A3CCF8765AA55"><enum>(1)</enum><text>not more than 50 percent may be provided from amounts appropriated to carry out this section; and</text> </paragraph> <paragraph id="H9F303FB828DD46A1A3A178BCD27EAABD"><enum>(2)</enum><text>notwithstanding paragraph (1)—</text> 
<subparagraph id="HF715BE31465947E29C62CD07F03B6566"><enum>(A)</enum><text>in the case of a project to be carried out in a county for which a distressed county designation is in effect under section 14526, not more than 80 percent may be provided from amounts appropriated to carry out this section; and</text> </subparagraph> <subparagraph id="H15C8766F2BA74939B1E2BEBBB9DEED1B"><enum>(B)</enum><text>in the case of a project to be carried out in a county for which an at-risk designation is in effect under section 14526, not more than 70 percent may be provided from amounts appropriated to carry out this section.</text> </subparagraph></paragraph></subsection>
<subsection id="HA7225B0ED89249219BE33265BB32CE7A"><enum>(c)</enum><header>Sources of assistance</header><text>Subject to subsection (b), a grant provided under this section may be provided from amounts made available to carry out this section in combination with amounts made available—</text> <paragraph id="H98DC0D88CA934D34A29EDB84C9238F28"><enum>(1)</enum><text>under any other Federal program (subject to the availability of subsequent appropriations); or</text> </paragraph>
<paragraph id="HFC7136D8FD054C4CAE8296C70B1DCE10"><enum>(2)</enum><text>from any other source.</text> </paragraph></subsection> <subsection id="H851F3A198A284EA78BB028C0A10608E9"><enum>(d)</enum><header>Federal share</header><text>Notwithstanding any provision of law limiting the Federal share under any other Federal program, amounts made available to carry out this section may be used to increase that Federal share, as the Appalachian Regional Commission determines to be appropriate.</text> </subsection></section><after-quoted-block>.</after-quoted-block></quoted-block> </subsection>
<subsection id="H21DF8BE358754236A184057FD606C15F"><enum>(b)</enum><header>Clerical amendment</header><text>The analysis for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/40/145">chapter 145</external-xref> of title 40, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/40/14509">section 14509</external-xref> the following:</text> <quoted-block display-inline="no-display-inline" id="H397F03440FE7409F93A524C77DCED9A0" style="USC"> <toc regeneration="no-regeneration"> <toc-entry level="section">14510.
