			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To direct the Attorney General and the Secretary of Education to develop and implement national
			 standards and best practices for school resource officers.</official-title></form>
	<legis-body id="H637A131EB7E34EF89541E9EA82547106" style="OLC">
 <section id="H3092ADED47E3453E90DCCC56A04A0EB9" section-type="section-one"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>School Watch and Training Act of 2018</short-title></quote>.</text> </section><section id="H166DEB6AB5BC485597D58F6D82F88957"><enum>2.</enum><header>Development and implementation of standards and best practices</header> <subsection id="H8F9D9EBF856243CDA471E4BCBA9AE9D2"><enum>(a)</enum><header>In general</header><text>Not later than one year after the date of the enactment of this Act, the Attorney General, in consultation with the Secretary of Education, shall develop and implement—</text>
 <paragraph id="H9C38D40491A140B9A8E56DBC5C434C6F"><enum>(1)</enum><text>national standards for school resource officers, including—</text> <subparagraph id="H5F5F77B466814879A6ECFB12BF4E17A5"><enum>(A)</enum><text>a requirement that all school resource officers complete any training recommended by the Attorney General and the Secretary;</text>
 </subparagraph><subparagraph id="H0255500BF98542A8B848CAE8640D65F4"><enum>(B)</enum><text display-inline="yes-display-inline">standards governing the quality of security training and active shooter training provided to school resource officers; and</text>
 </subparagraph><subparagraph id="H9EF170BFBDD54673AA52367FF9759778"><enum>(C)</enum><text display-inline="yes-display-inline">any other standards the Attorney General and the Secretary determine to be necessary to ensure the competence of school resource officers; and</text>
 </subparagraph></paragraph><paragraph id="HFE1E10EC24F54DC5AC31D02765A754A3"><enum>(2)</enum><text display-inline="yes-display-inline">best practices for school resource officers.</text> </paragraph></subsection><subsection id="HAE123139948146E99BE45E277E7C998C"><enum>(b)</enum><header>School resource officer defined</header><text display-inline="yes-display-inline">In this section, the term <term>school resource officer</term> has the meaning given the term in section 1709(4) of the Omnibus Crime Control and Safe Streets Act of 1968 (<external-xref legal-doc="usc" parsable-cite="usc/34/10389">34 U.S.C. 10389(4)</external-xref>).</text>
 </subsection></section><section id="H2B28176434104E289E7CBA87E394E68D"><enum>3.</enum><header>Report</header><text display-inline="no-display-inline">Not later than 180 days after the date of the enactment of this Act, the Attorney General, in consultation with the Secretary of Education, shall submit to Congress a report that includes—</text>
 <paragraph id="HD34D81BACA894C789B572B4D8E06B368"><enum>(1)</enum><text display-inline="yes-display-inline">the standards and best practices developed under section 2; and</text> </paragraph><paragraph id="H38D1F315DEEC4D79A3C3DD2A89F3D788"><enum>(2)</enum><text>a plan for implementing such standards and best practices.</text>
