 </section><section id="HB950052DB0DC42B6A5DED965B59FBF78"><enum>3.</enum><header>Reauthorization</header><text display-inline="no-display-inline">Section 200302 of title 54, United States Code, is amended—</text> <paragraph id="HBF0233943DAD4822822109F697C89625"><enum>(1)</enum><text>in subsection (b), in the language preceding paragraph (1), by striking <quote>September 30, 2018</quote> and inserting <quote>September 30, 2022</quote>; and</text>
 </paragraph><paragraph id="H9E9D42562EDE4331B7D3C31D0C0DF5E6"><enum>(2)</enum><text>in subsection (c)(1), by striking <quote>September 30, 2018</quote> and inserting <quote>September 30, 2022</quote>.</text> </paragraph></section><section id="H137086236DE74A3DAFD848EA0266C9FE"><enum>4.</enum><header>Fund amounts for State purposes</header> <subsection commented="no" id="HE2E08FBD60CF4C80A285F9721C686503"><enum>(a)</enum><header>Allocation</header><text display-inline="yes-display-inline">Section 200305(a) of title 54, United States Code, is amended by striking <quote>The Secretary may provide financial assistance to the States from amounts available for State purposes.</quote> and inserting <quote>Of the overall amount appropriated from the Fund for a fiscal year, the Secretary shall make 25 percent available to the States for State purposes as provided in this section.</quote>.</text>
 </subsection><subsection id="HE68BFB9C71F54820BB5F7E80A33DEFDD"><enum>(b)</enum><header>Apportionment among States</header><text display-inline="yes-display-inline">Section 200305(b) of title 54, United States Code, is amended—</text> <paragraph commented="no" id="H01C999628DEE4C6DB074DFBD1F93AA22"><enum>(1)</enum><text>by striking paragraph (1) and inserting the following:</text>
					<quoted-block display-inline="no-display-inline" id="HEF684E05F5D24208830F88785A654DD5" style="OLC">
 <paragraph commented="no" id="H096DB11BE2E54012AC5E571D2DEADEF3"><enum>(1)</enum><text display-inline="yes-display-inline">Twenty-five percent shall be apportioned equally among the States.</text></paragraph><after-quoted-block>; </after-quoted-block></quoted-block> </paragraph><paragraph id="HE46D9737933043CF942FCEA208E2D7D5"><enum>(2)</enum><text>by striking paragraph (3);</text>
 </paragraph><paragraph id="H6C20F1D75E544327BAB1220E57AB6742"><enum>(3)</enum><text>by redesignating paragraphs (4) and (5) as paragraphs (3) and (4), respectively; and</text> </paragraph><paragraph id="HF9E156587084489D85AA035E6E376CC3"><enum>(4)</enum><text>in paragraph (3), as redesignated by this subsection, by striking <quote>without regard to the 10 percent limitation to an individual State specified in this subsection</quote>.</text>
 </paragraph></subsection><subsection id="H6594E1237D9D457ABE7AF60527AB03CB"><enum>(c)</enum><header>State use of Funds</header><text>Section 200305 of title 54, United States Code, is amended—</text> <paragraph id="HFDF4E90706094A598690508C115FA6B2"><enum>(1)</enum><text>by redesignating subsections (c) through (k) as subsections (d) through (l), respectively; and</text>
 </paragraph><paragraph id="H93FECB2D34E74C69AA2A09667C3803B5"><enum>(2)</enum><text>by inserting after subsection (b) the following:</text> <quoted-block display-inline="no-display-inline" id="H7CC6CF9565AA4085806B2B9C33925EAF" style="OLC"> <subsection id="H3AD3E1B837B54B368C5ED45D2525D542"><enum>(c)</enum><header>State use of funds</header><text display-inline="yes-display-inline">Not less than 30 percent of the amount allocated to a State under subsection (b) for each fiscal year shall be used by the State in one or more communities with a population of greater than 20,000 (based on data from the most recent Census Bureau American Community Survey).</text>
						</subsection><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="HAA566A758DF242B9BBCE05F676F4CD58"><enum>(d)</enum><header>Conforming amendments</header><text>Section 200305(k) of title 54, United States Code, is amended—</text> <paragraph id="HD2E17B3851D94EAABFB66845B12913BF"><enum>(1)</enum><text>in paragraph (1), by striking <quote>subsection (e)</quote> and inserting <quote>subsection (f)</quote>; and</text>
 </paragraph><paragraph id="H2578689AACD24C3E971110205CDBEBA0"><enum>(2)</enum><text>in paragraph (3), by striking <quote>subsection (c)</quote> and inserting <quote>subsection (d)</quote>.</text> </paragraph></subsection></section><section id="H9E7AAEEE4D3641BF86B840822ECC2DAB"><enum>5.</enum><header>Allocation of fund amounts for Federal purposes</header> <text display-inline="no-display-inline">Title 54, United States Code, is amended—</text>
 <paragraph id="H22276923582F48D0B13FB251EFBFDC25"><enum>(1)</enum><text display-inline="yes-display-inline">in section 200304, by striking <quote>Not less than 40 percent of such appropriations shall be available for Federal purposes.</quote>;</text> </paragraph><paragraph id="H370168CFC63746419248721F190F3592"><enum>(2)</enum><text display-inline="yes-display-inline">in section 200306(a), by striking paragraphs (1) and (2) and inserting the following:</text>
				<quoted-block display-inline="no-display-inline" id="HCB8EFC37F4AA434B83A298587BA1C9F8" style="OLC">
 <paragraph id="HDC3CBA1A74194B939F7138FD17575733"><enum>(1)</enum><header>Allocation</header><text display-inline="yes-display-inline">Of the overall amount appropriated from the Fund for a fiscal year, 50 percent shall be available for Federal purposes as provided in this section.</text>
					</paragraph><paragraph id="HF5FC9889B5BC478E9563072A32AE32AB"><enum>(2)</enum><header>Use of funds</header>
						<subparagraph id="H6FFD7B052A73498CA1229D994E692011"><enum>(A)</enum><header>Use of funds for land acquisition</header>
 <clause id="H9D0BDEB066E040F5BF3B152FBC888D1A"><enum>(i)</enum><header>In general</header><text>Subject to the restrictions in clause (ii), of the amount appropriated and available under paragraph (1) for a fiscal year, the Secretary shall make available not less than 3.5 percent for acquisition of non-Federal land, water, or an interest in land or water by one or more of the following:</text>
 <subclause id="H0C8B579452CE4E25886BABF42D9BDAE4"><enum>(I)</enum><text>The National Park Service.</text> </subclause><subclause id="H57CE90F8D83842EFB227C368ABFE2BEC"><enum>(II)</enum><text display-inline="yes-display-inline">The United States Fish and Wildlife Service.</text>
 </subclause><subclause id="H326AAB4012DD4CC29AF22144273E8323"><enum>(III)</enum><text>The Forest Service.</text> </subclause><subclause id="HE4602E5F5EA64BFAA8E21388ABE8A7AB"><enum>(IV)</enum><text>The Bureau of Land Management.</text>
								</subclause></clause><clause id="H6EBC647210C64609B9688E7ADEFA1ED4"><enum>(ii)</enum><header>Restrictions</header>
 <subclause id="H0BB6F5A2C2034A858D8C37786E84E1C4"><enum>(I)</enum><header>Inholdings</header><text display-inline="yes-display-inline">The Secretary shall not acquire a parcel of non-Federal land or water under this subparagraph unless such parcel is located within the exterior boundary of a unit of land administered by a Federal agency listed in subclauses (I) through (IV) of clause (i).</text>
 </subclause><subclause id="HE5726053062049FF8F2F3E5DD35F54A2"><enum>(II)</enum><header>Location</header><text display-inline="yes-display-inline">The Secretary may not acquire a parcel of non-Federal land or water under this subparagraph if such acquisition would result in more than 15 percent of the acreage acquired with funds allocated under this subparagraph for any fiscal year to be located west of the 100th meridian.</text>
 </subclause><subclause id="H46ED8435A3EE4A64BDB0713CFAE8D9BD"><enum>(III)</enum><header>Public access</header><text display-inline="yes-display-inline">Of the amount appropriated and made available under this subparagraph for a fiscal year, the Secretary shall make available not less than 33 percent to acquire land, water, or an interest in land or water to secure or enhance public access for recreational hunting, recreational fishing, or recreational shooting to a unit of land administered by a Federal agency listed in subclauses (I) through (IV) of clause (i).</text>
 </subclause><subclause id="HB108A7D13A784DA5B7A4C2DAA3414D87"><enum>(IV)</enum><header>Prohibition on use of condemnation or eminent domain</header><text display-inline="yes-display-inline">The Secretary may not use funds made available under this subparagraph to acquire land, water, or an interest in land or water through condemnation or an eminent domain proceeding.</text>
								</subclause></clause></subparagraph><subparagraph id="H5F14F098268843179B183DE2F23FA38C"><enum>(B)</enum><header>Use of funds for deferred maintenance</header>
 <clause id="H9233028799E640B8A47133DDF13F0585"><enum>(i)</enum><header>In general</header><text>Of the amount appropriated and available under paragraph (1) for a fiscal year, the Secretary shall make available not less than 75 percent for deferred maintenance, critical infrastructure, visitor services, and clean-up efforts or a combination thereof, on Federal land or water managed by one or more of the following:</text>
 <subclause id="HB8A2057191274C3DAD24FD72E46DD7A3"><enum>(I)</enum><text>The National Park Service.</text> </subclause><subclause id="H6D5E85772A61401E8C064146EF134882"><enum>(II)</enum><text display-inline="yes-display-inline">The United States Fish and Wildlife Service.</text>
 </subclause><subclause id="H178FE88CED36460486086B38D2DC3B45"><enum>(III)</enum><text>The Forest Service.</text> </subclause><subclause id="HADA762B0A6704AF0804D7487BB09F9C1"><enum>(IV)</enum><text>The Bureau of Land Management.</text>
								</subclause></clause><clause id="H59C9D8A2EC1744379ED76655BA8246E2"><enum>(ii)</enum><header>Use of funds for NGOs</header>
 <subclause id="H24C08AB209284F779699D573B8E40010"><enum>(I)</enum><header>In general</header><text display-inline="yes-display-inline">In addition to the amount made available under clause (i), of the amount appropriated and available under paragraph (1) for a fiscal year, the Secretary shall make 3.5 percent available to nongovernmental organizations for the activities described in subclause (i).</text>
 </subclause><subclause commented="no" id="HA40D2F7E77F548618EF3C9B5DD872114"><enum>(II)</enum><header>Matching non-Federal funds</header><text>To be eligible to receive funds under this clause, a nongovernmental organization shall provide non-Federal funds in an amount that is equal to or greater than the amount provided to that nongovernmental organization under this subparagraph.</text>
 </subclause></clause></subparagraph><subparagraph id="H52350D4AD20C4785B76D8B157BA04FBD"><enum>(C)</enum><header>Use of funds for Forest Legacy Program</header><text display-inline="yes-display-inline">Of the amount appropriated and available under paragraph (1) for a fiscal year, the Secretary shall make available not more than 3.5 percent for the Forest Legacy Program established pursuant to section 7 of the Cooperative Forestry Assistance Act of 1978 (<external-xref legal-doc="usc" parsable-cite="usc/16/2103c">16 U.S.C. 2103c</external-xref>), except that such amount may be used only—</text>
 <clause id="H7DE8228D1ADD40A091A542678914F88F"><enum>(i)</enum><text display-inline="yes-display-inline">to create or improve vehicular access, including for off-highway vehicles, or other access to National Forest System land, State forested land, or private forested land for recreational hunting, recreational fishing, recreational shooting, or other recreational purposes; or</text>
 </clause><clause id="HDF641E2E5588476284C93F79F156A992"><enum>(ii)</enum><text display-inline="yes-display-inline">to protect from development forests where management activities occur consistent with a State-approved multiple-resource forest plan.</text>
 </clause></subparagraph><subparagraph id="H0422925A0DBF46EF84CE67D6FEECE121"><enum>(D)</enum><header>Use of funds for Cooperative Endangered Species Conservation Fund</header><text display-inline="yes-display-inline">Of the amount appropriated and available under paragraph (1) for a fiscal year, not more than 3.5 percent shall be deposited into the Cooperative Endangered Species Conservation Fund established pursuant to section 6(i) of the Endangered Species Act of 1973 (16 U.S.C. 1535(6)(i)).</text>
 </subparagraph><subparagraph id="H6A364846B263469698555D9DE0BBA018"><enum>(E)</enum><header>Use of funds for American Battlefield Protection Program</header><text display-inline="yes-display-inline">Of the amount appropriated and available under paragraph (1) for a fiscal year, not more than 3.5 percent shall be available for the American Battlefield Protection Program established pursuant to <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/3801">chapter 3801</external-xref> of title 54, United States Code.</text></subparagraph></paragraph><after-quoted-block>; and</after-quoted-block></quoted-block>
 </paragraph><paragraph commented="no" id="HDA1373295A2D4A27BD171CA607958B6E"><enum>(3)</enum><text>by adding at the end of the following:</text> <quoted-block display-inline="no-display-inline" id="H3FED1AD15AE643D8B49FF9320E534C3E" style="OLC"> <paragraph commented="no" id="H38EA8FAFA2454378B9DFE4618CF71D9B"><enum>(5)</enum><header>Definitions</header><text display-inline="yes-display-inline">In this section:</text>
 <subparagraph id="HDAFE68361EA54359AE6E2089E7D27719"><enum>(A)</enum><header>Deferred maintenance</header><text display-inline="yes-display-inline">The term <term>deferred maintenance</term> means maintenance and repairs—</text> <clause id="H4DE6414769C44607B0C9525DCE016E04"><enum>(i)</enum><text>that were scheduled to be performed and were delayed; or</text>
 </clause><clause id="H6751AB6FE81943F1AB3FF902AD17A974"><enum>(ii)</enum><text display-inline="yes-display-inline">without which the health and safety of the public or employees would be endangered or substantial financial losses would be incurred.</text>
 </clause></subparagraph><subparagraph commented="no" id="H8959D5A76EC84AEE8AAF9D0B93D46A2A"><enum>(B)</enum><header>Recreational Hunting</header><text>The term <term>recreational hunting</term> means use of a firearm, bow, or other authorized means in the lawful—</text> <clause commented="no" id="H0526CFB3BB3A44108E8239A490185669"><enum>(i)</enum><text>pursuit, shooting, capture, collection, trapping, or killing of wildlife; or</text>
 </clause><clause commented="no" id="H8E9895D749B54FE6BE245ED923FDDB81"><enum>(ii)</enum><text>attempt to pursue, shoot, capture, collect, trap, or kill wildlife.</text> </clause></subparagraph><subparagraph commented="no" id="H59DD09F119BE4C67ADFAC8D4BF4E893A"><enum>(C)</enum><header>Recreational fishing</header><text>The term <term>recreational fishing</term> means the lawful—</text>
 <clause commented="no" id="H0F78EF8FCACB47CD91CC81348B132812"><enum>(i)</enum><text>pursuit, capture, collection, or killing of fish; or</text> </clause><clause commented="no" id="HF93FA173195A42EC82877629986FE64F"><enum>(ii)</enum><text>attempt to pursue, capture, collect, or kill fish.</text>
 </clause></subparagraph><subparagraph commented="no" id="H660C2DDF607A4ECE87CC0C4140A1C156"><enum>(D)</enum><header>Recreational shooting</header><text>The term <term>recreational shooting</term> means any form of sport, training, competition, or pastime, whether formal or informal, that involves the discharge of a rifle, handgun, or shotgun, or the use of a bow.</text></subparagraph></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></section><section commented="no" id="H9504901FF2FA4A9C98A6AB05869DC1F6"><enum>6.</enum><header>Contracts for acquisition of land and water</header><text display-inline="no-display-inline">Section 200308 of title 54, United States Code, is amended by striking <quote>$30,000,000</quote> and inserting <quote>$2,000,000</quote>.</text> </section><section id="H1119C2614CAE4725B050EFCC7A776FD1"><enum>7.</enum><header>Payment In-Lieu of Taxes Program</header><text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/2003">Chapter 2003</external-xref> of title 54, United States Code, is amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HEBAC2B9F01A04A09B25FC27B2A0C8267" style="USC">
 <section id="H8358593842064E728DC45FE9AB6F2A02"><enum>200311.</enum><header>Allocation of Fund amounts to Payment In-Lieu of Taxes Program</header><text display-inline="no-display-inline">Of the overall amount appropriated from the Fund for a fiscal year, not less than 5 percent shall be available for the program under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/31/69">chapter 69</external-xref> of title 31, United States Code (commonly known as the <quote>Payment In-Lieu of Taxes Program</quote>).</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
		</section><section id="H6C680E840C19423AAFB119ADC38B721A"><enum>8.</enum><header>Promoting offshore energy exploration, innovation, and education</header>
 <text display-inline="no-display-inline"><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/54/2003">Chapter 2003</external-xref> of title 54, United States Code, is further amended by adding at the end the following:</text>
			<quoted-block display-inline="no-display-inline" id="HEF1B7E33831949388180A6091D63095D" style="USC">
				<section id="H32460BC835E6478A866BFD980B6E2FCA"><enum>200312.</enum><header>Allocation of Fund amounts to promoting offshore energy exploration, innovation, and education</header>
					<subsection id="H945C37B8B3CF45119F87C26C710F1B21"><enum>(a)</enum><header>Allocation of funds available from Land and Water Conservation Fund</header>
						<paragraph id="HBF94F45B651F42BDABE3F4748963AC17"><enum>(1)</enum><header>Minimum allocation fiscal years 2018 through 2024</header>
 <subparagraph id="HCC46EE0B0BEF488DAEAA5C1AB8E404FA"><enum>(A)</enum><header>In general</header><text>Of the overall amount appropriated from the Fund for fiscal years 2018 through 2024, not less than 15 percent shall be available for promoting offshore energy exploration, innovation, and education as provided for in this paragraph.</text>
 </subparagraph><subparagraph id="H5F5D977FB7B54098900003E96577388D"><enum>(B)</enum><header>Use of funds</header><text>Of the funds made available under this paragraph for fiscal years 2018 through 2024—</text> <clause id="H3A950A9A0C04451EBF0F6ABB2AB4B54F"><enum>(i)</enum><text>twenty-five percent shall be made available to establish and maintain the pilot program to improve Federal permit coordination on the outer Continental Shelf under subsection (b);</text>
 </clause><clause id="H925818AD2EB74B7D91A29A6EFCD23255"><enum>(ii)</enum><text display-inline="yes-display-inline">ten percent shall be made available to establish and maintain an offshore energy innovation hub under subsection (c); and</text>
 </clause><clause id="H21598018C77B49A584C2A877B5CC66CB"><enum>(iii)</enum><text display-inline="yes-display-inline">sixty-five percent shall be made available to award offshore energy education grants to institutions of higher education under subsection (d).</text>
								</clause></subparagraph></paragraph><paragraph id="HD942E7980C5D42929137132B45535A45"><enum>(2)</enum><header>Minimum allocation fiscal year 2025 and subsequent fiscal years</header>
 <subparagraph id="HC3EAC4829D8349D38D692A3CAF01C0B2"><enum>(A)</enum><header>Positive determination</header><text display-inline="yes-display-inline">If the Secretary determines under paragraph (9) that the pilot program is effective, then of the overall amount appropriated from the Fund for fiscal year 2025 and subsequent fiscal years, not less than 15 percent shall be available for promoting offshore energy exploration, innovation, and education in the same manner as the funds made available under paragraph (1).</text>
							</subparagraph><subparagraph id="H6259A49B51214C79874002E86B741C02"><enum>(B)</enum><header>Negative determination</header>
 <clause id="H87306014794D4376B8E6CAF8884938EC"><enum>(i)</enum><header>In general</header><text display-inline="yes-display-inline">If the Secretary determines under paragraph (9) that the pilot program is not effective, then of the overall amount appropriated from the Fund for fiscal year 2025 and subsequent fiscal years, not less than 15 percent shall be available for promoting offshore energy exploration, innovation, and education as provided for in this paragraph.</text>
 </clause><clause id="H2FCE6902E2A84FA0B7F7C0756847CFC3"><enum>(ii)</enum><header>Use of funds</header><text>Of the funds made available under this section for fiscal year 2025 and subsequent fiscal years—</text> <subclause id="H0AC570A53B9749789DB0C1337AD75D9F"><enum>(I)</enum><text display-inline="yes-display-inline">thirty-five percent shall be made available to establish and maintain an offshore energy innovation hub under subsection (c); and</text>
 </subclause><subclause id="H70EEC72CF1C64B5F86CDD1215E962E2E"><enum>(II)</enum><text display-inline="yes-display-inline">sixty-five percent shall be made available to award offshore energy education grants to institutions of higher education under subsection (d).</text>
									</subclause></clause></subparagraph></paragraph></subsection><subsection display-inline="no-display-inline" id="H49BA28FECE3246B398D4AED9EAA9FB82"><enum>(b)</enum><header>Pilot program To improve Federal permit coordination on the outer Continental Shelf</header>
 <paragraph id="H40012CB854F04AECA4AF65730607D4D4"><enum>(1)</enum><header>Establishment of pilot program</header><text display-inline="yes-display-inline">The Secretary shall carry out a Federal energy permit streamlining pilot program for the outer Continental Shelf (referred to in this subsection as the <quote>OCS Pilot Program</quote>).</text>
 </paragraph><paragraph id="H3EF857F988134FEC964D18D10FBE438C"><enum>(2)</enum><header>Purpose</header><text>The purpose of the OSC Pilot Program is to collocate appropriate staff from the Bureau of Ocean Energy Management, the Bureau of Safety and Environmental Enforcement, the Coast Guard, and the National Marine Fisheries Service in the pilot offices established in paragraph (3) for the purpose of streamline Federal permitting of energy activities on the outer Continental Shelf of the United States, including streamlining permitting for—</text>
 <subparagraph id="HD06FF470EB6D46EF8215C25C6EE6750A"><enum>(A)</enum><text display-inline="yes-display-inline">geophysical surveying, including magnetic, gravity, seismic, or other systems;</text> </subparagraph><subparagraph id="H68C0EC5FABD04A7AA72CF5907D169F96"><enum>(B)</enum><text>oil and natural gas exploration, development, and production; and</text>
 </subparagraph><subparagraph id="H8602733CE794450E94DDCFB4C511431C"><enum>(C)</enum><text>offshore renewable energy projects, including wind and tidal power generation.</text> </subparagraph></paragraph><paragraph id="H6ECD2393CBCD41A4A3CF770C65AEF51A"><enum>(3)</enum><header>Memorandum of understanding</header> <subparagraph id="H7DB0A0EBFE774F67A0CD77D27981C950"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall seek to establish a memorandum of understanding to streamline Federal permitting of energy activities on the outer Continental Shelf and to coordinate relevant activities across Federal agencies with—</text>
 <clause id="H59F3ECEBA87D467EA0F73DF710FBBA34"><enum>(i)</enum><text>the Director of the Bureau of Ocean Energy Management;</text> </clause><clause id="H65DCA9D48E454B24A84A7DB2ED893671"><enum>(ii)</enum><text>the Director of the Bureau of Safety and Environmental Enforcement;</text>
 </clause><clause id="HE90B3B2AECAD4AB3AD8DEDF5EF9255AF"><enum>(iii)</enum><text>the Secretary of Commerce; and</text> </clause><clause id="HF49C42F6AFA247F3BB9A33567B5CFC70"><enum>(iv)</enum><text>the Secretary of Homeland Security.</text>
 </clause></subparagraph><subparagraph id="H03CC98FDC75F4DFAB1889BCEF939C854"><enum>(B)</enum><header>State participation</header><text>The Secretary may request the Governors of Alaska, Texas, Louisiana, Mississippi, Alabama, Virginia, North Carolina, South Carolina, and Georgia to be signatories to the memorandum of understanding.</text>
 </subparagraph></paragraph><paragraph id="H2838B36E4765471A98A4BB05461C32B5"><enum>(4)</enum><header>Establishment of pilot offices</header><text display-inline="yes-display-inline">Not later than 120 days after the date of the enactment of this subsection, the Secretary shall establish the pilot offices referred to in paragraph (2) in the following locations:</text>
 <subparagraph id="HC7D2D5E4F86E460CBCD8853A5A54F3B0"><enum>(A)</enum><text>Anchorage, Alaska.</text> </subparagraph><subparagraph id="H556296288F3E495C8F1581F9F3C87569"><enum>(B)</enum><text>Metairie, Louisiana.</text>
 </subparagraph><subparagraph id="H07E0C02E7A5B46CF817608E704B1068C"><enum>(C)</enum><text>Virginia Beach, Virginia.</text> </subparagraph><subparagraph id="HE2A0FB38701A435A881EFDB6CFA04565"><enum>(D)</enum><text>Any other location, as determined by the Secretary.</text>
							</subparagraph></paragraph><paragraph id="H43199B134B394B6D85D746FD6CCE92BF"><enum>(5)</enum><header>Assignment of qualified staff</header>
 <subparagraph id="H0D85A660C3DC4E3B93D1A9FEEB4D684D"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">Each Federal agency listed in paragraph (3)(A) shall assign to each of the pilot offices established under paragraph (4) relevant staff from such agency who have expertise in the regulatory issues relating to the office in which the employee is employed, including, as applicable, particular expertise in—</text>
 <clause id="H9DF74A6BBA76476ABED152000F02CCC9"><enum>(i)</enum><text>consultations and the preparation of biological opinions under section 7 of the Endangered Species Act of 1973 (<external-xref legal-doc="usc" parsable-cite="usc/16/1536">16 U.S.C. 1536</external-xref>), including with respect to seismic permitting;</text>
 </clause><clause id="H7B9B1FFA9294498D8A7B4AFB07822FC6"><enum>(ii)</enum><text>consistency reviews under the Coastal Zone Management Act of 1972 (<external-xref legal-doc="usc" parsable-cite="usc/16/1451">16 U.S.C. 1451</external-xref> et seq.);</text> </clause><clause id="H9F03EF02B3184E89B1544D111DD3D720"><enum>(iii)</enum><text>plan approvals and permits under the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/33/1331">33 U.S.C. 1331</external-xref> et seq.);</text>
 </clause><clause commented="no" id="H74C304588F0B48EDBA642437A4DF3917"><enum>(iv)</enum><text>implementation and enforcement of section 328 of the Clean Air Act (<external-xref legal-doc="usc" parsable-cite="usc/42/7627">42 U.S.C. 7627</external-xref>); and</text> </clause><clause id="H25B58FC52E554BEF81CCD75026828998"><enum>(v)</enum><text display-inline="yes-display-inline">compliance with section 102(2)(C) the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4332">42 U.S.C. 4332(2)(C)</external-xref>).</text>
 </clause></subparagraph><subparagraph id="H05834675F8A14B3490518A1333CCD176"><enum>(B)</enum><header>Duties</header><text>Each employee assigned under subparagraph (A) shall—</text> <clause id="HDF3D495CFDFB4A0B84D251AD0CBF244D"><enum>(i)</enum><text display-inline="yes-display-inline">not later than 90 days after the date of assignment, report to the pilot office established under paragraph (4) to which the employee is assigned; and</text>
 </clause><clause id="HE3E444927496440EA7356B0D323F001A"><enum>(ii)</enum><text display-inline="yes-display-inline">be dedicated to and responsible for all outer Continental Shelf energy-related activities administered by that pilot office for all issues relating to the jurisdiction of the home office or agency that assigned the employee.</text>
 </clause></subparagraph></paragraph><paragraph id="HF0DF95DFF49F4A4087F2F34D66BC7C5A"><enum>(6)</enum><header>Additional personnel</header><text display-inline="yes-display-inline">The Secretary shall assign to each pilot office identified in paragraph (4) any additional personnel that are necessary to ensure the effective implementation of the OCS Pilot Program.</text>
						</paragraph><paragraph id="HC624AE7AAE944D2BA2B101934BCFDF18"><enum>(7)</enum><header>Use of fees collected by pilot offices</header>
 <subparagraph id="H264B6ACFB209411B98A88FF254B7A780"><enum>(A)</enum><header>In general</header><text display-inline="yes-display-inline">The Secretary shall ensure that all fees collected by a pilot office in association with activities related to the Outer Continental Shelf Lands Act (<external-xref legal-doc="usc" parsable-cite="usc/43/1331">43 U.S.C. 1331</external-xref> et seq.) listed under subparagraphs (A) through (C) of paragraph (2) are made available to that office.</text>
 </subparagraph><subparagraph id="H1C3F6C338EFE440C99FFC9CBA5AF76F7"><enum>(B)</enum><header>Prohibition on new or increased fees</header><text>The Secretary may not establish any new fee or increase any existing fee for any activities conducted by a pilot office.</text>
 </subparagraph></paragraph><paragraph id="H4B9B347026CD4D12891F353A910D0AD1"><enum>(8)</enum><header>Savings provision</header><text>Nothing in this subsection affects—</text> <subparagraph id="H118D40C927AE4507A3BC1240EF9F9ED7"><enum>(A)</enum><text>the operation of any other Federal or State law;</text>
 </subparagraph><subparagraph id="H4D9D5F2540554F64A0935D5A9510145A"><enum>(B)</enum><text>any delegation of authority made by the head of a Federal agency whose employees are participating in the OCS Pilot Program; or</text>
 </subparagraph><subparagraph id="H9050F88176934468A56DD3F238E98AFA"><enum>(C)</enum><text>the existing memorandum of agreement between the Department of the Interior and the Department of Defense on Mutual Concerns on the Outer Continental Shelf signed on July 20, 1983, or any revision or replacement for that agreement that is agreed to by the Secretary of Defense and the Secretary of the Interior after that date.</text>
 </subparagraph></paragraph><paragraph id="HBC9351E590D44658B35E6C265BB331FD"><enum>(9)</enum><header>Determination of effectiveness of pilot program</header><text display-inline="yes-display-inline">Not later than January 1, 2024, the Secretary shall make a determination on if the pilot program is effective and submit the results of such determination to Congress.</text>
						</paragraph></subsection><subsection id="HE63A4A96962543DDB91AF31AB2BB7079"><enum>(c)</enum><header>Offshore Energy Innovation Hub</header>
 <paragraph id="H349A28E8F3214603A155676F0D96C336"><enum>(1)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 180 days after the date of the enactment of this section, the Secretary shall establish an Offshore Energy Innovation Hub.</text>
 </paragraph><paragraph id="H74D32CF7A05B4B3FBD6B389F5C710257"><enum>(2)</enum><header>Purpose</header><text>The purpose of the Offshore Energy Innovation Hub shall be to—</text> <subparagraph id="HE2742342462E4CEAACC0037CCD8CBC1F"><enum>(A)</enum><text>foster collaboration among Federal, academic, and industry stakeholders on innovations directly related to energy production on the outer Continental Shelf; and</text>
 </subparagraph><subparagraph commented="no" id="H12674B28784443DE8CF429E0D1CD53D8"><enum>(B)</enum><text display-inline="yes-display-inline">study, develop, and maintain the following areas of focus:</text> <clause commented="no" id="HE2CDFCE7F33740BA9DF650B51F917D3E"><enum>(i)</enum><header>Safety technologies</header><text>Materials and equipment that improve upon existing well control systems or containment systems (or both).</text>
 </clause><clause commented="no" id="H464725F6362640F49502A72F82111996"><enum>(ii)</enum><header>Reservoir characterization</header><text>Predicting and monitoring the production behavior of complex reservoirs on the outer Continental Shelf.</text>
 </clause><clause commented="no" id="H675468AC74B540D99A7CB216DF9E40E6"><enum>(iii)</enum><header>Extended system architecture</header><text>Subsea systems, power distribution, and data communications that improve recovery and extend production reach.</text>
 </clause><clause commented="no" id="H0F1C977ABA2C46C9AA0A2A2761BAE9A3"><enum>(iv)</enum><header>High pressure and high temperature completion systems</header><text>Materials and equipment to reliably produce ultra-deepwater resources in corrosive environments.</text> </clause><clause commented="no" id="H1BCDDC60EA9C40E7A34EE98276F12EC8"><enum>(v)</enum><header>Meteorological and oceanic forecasting</header><text>Systems to predict both atmospheric and below-surface environments and engineering response.</text>
 </clause><clause commented="no" id="H7D8A9160FA534664B8548BE96763B7D3"><enum>(vi)</enum><header>Arctic environments</header><text>Exploration and production systems and techniques for ice conditions, including ice management and extended season development.</text>
 </clause></subparagraph></paragraph><paragraph id="H49C883D88A144ED9A95AC6EEB4B3084D"><enum>(3)</enum><header>Location</header><text>The Secretary shall establish the Offshore Energy Innovation Hub at a location that is in proximity to existing outer Continental Shelf oil and gas development to ensure opportunities to test and apply innovative technologies and research in the field.</text>
						</paragraph></subsection><subsection id="H625BB3FF41E74E7A9D7C21726F6FAD89"><enum>(d)</enum><header>Offshore energy education grants to institutions of higher education</header>
						<paragraph id="H1D45530DDB9042DBAB3EFE91885C499C"><enum>(1)</enum><header>In general</header>
 <subparagraph id="HFA9121AB444B4AABA4DDE23B32C56CC6"><enum>(A)</enum><header>Award of grants</header><text display-inline="yes-display-inline">In order to expand opportunities related to offshore energy development, the Secretary of the Interior shall use amounts available under subsection (a)(2)(C) to award offshore energy innovation grants in accordance with this subsection to institutions of higher education selected under paragraph (2).</text>
 </subparagraph><subparagraph id="H7D65AABF997F4081B958258814FD159A"><enum>(B)</enum><header>Administrative costs</header><text display-inline="yes-display-inline">The Secretary may use not more than 5 percent of the amounts available under subsection (a)(2)(C) to administer this subsection.</text>
							</subparagraph></paragraph><paragraph id="H66EE00B33F3848589B6D30461CFF0CBF"><enum>(2)</enum><header>Selection of institutions</header>
 <subparagraph id="H4DE84B17F1B34ECEBCBBD79FC6CD6277"><enum>(A)</enum><header>In general</header><text>The Secretary shall select 20 institutions of higher education to receive grants under this subsection, of those institutions of higher education that are—</text>
 <clause id="H07B0D38FB720457F879F4CB1864A0203"><enum>(i)</enum><text>nominated under subparagraph (B); and</text> </clause><clause id="H75261A3E14E140718EA4293A3D45080D"><enum>(ii)</enum><text display-inline="yes-display-inline">determined by the Secretary to have issued the greatest number of undergraduate and graduate degrees in one or more of the academic fields included in the list prepared under paragraph (5).</text>
								</clause></subparagraph><subparagraph id="H6E5C6D73401C44FC9E387C78752693A7"><enum>(B)</enum><header>Nomination of institutions</header>
 <clause id="HDDF7C6B48D524C2F8E679F2FB4EA1C1F"><enum>(i)</enum><header>In general</header><text>Not later than 180 days after the date of the enactment of this section, and every 3 years thereafter, the Governor of each State may nominate for grants under this subsection—</text>
 <subclause id="H5897F90B4F044927B5CC52EDF340681B"><enum>(I)</enum><text display-inline="yes-display-inline">up to 4 institutions of higher education located in the State, of which at least one shall be a minority-serving institution, if applicable; and</text>
 </subclause><subclause id="H792BB54B5A0F4D68835F148830DD3007"><enum>(II)</enum><text>at least 1 vocational institution located in the State.</text> </subclause></clause><clause id="HCB4DDC5B134F4C839CD71DBA0FAF2CB0"><enum>(ii)</enum><header>Preference</header><text display-inline="yes-display-inline">In making nominations under clause (i), each Governor shall give preference to institutions of higher education and vocational institutions that demonstrate a vigorous rate of admissions of veterans of the Armed Forces of the United States.</text>
								</clause></subparagraph></paragraph><paragraph id="H2B2C22F1895940E8BF21B0790B496763"><enum>(3)</enum><header>Grants terms</header>
 <subparagraph id="H439175A9AF0443B3B4BE4B91BEA9E5F6"><enum>(A)</enum><header>Award and availability of funds</header><text>Grants shall be awarded under this subsection on an annual basis and grant funds shall remain available for use until expended.</text>
 </subparagraph><subparagraph id="H37AB0B348D1A4835912AEABC73E51CF1"><enum>(B)</enum><header>Use</header><text>Of the funds awarded to each grantee each fiscal year—</text> <clause id="H971C02B96D504C4BB8C84573CF225382"><enum>(i)</enum><text display-inline="yes-display-inline">no less than half shall be made available in the form of scholarships or tuition assistance to incoming students in the academic fields included in the list submitted under paragraph (5); and</text>
 </clause><clause id="H67D10595C3C74A6AA7F64330317FC525"><enum>(ii)</enum><text display-inline="yes-display-inline">the remainder shall be used to promote science, technology, engineering, and mathematics curriculum development and other related projects that will advance energy and mineral exploration and production on the Outer Continental Shelf of the United States.</text>
 </clause></subparagraph></paragraph><paragraph id="HE02DED4AE1674F3B96045A5D7C05F267"><enum>(4)</enum><header>Fellowship and Internship Opportunities</header><text>The Secretary shall establish fellowship and internship opportunities in the Department of the Interior for students in academic fields included in the list submitted under paragraph (5) to address future workforce needs of the Department.</text>
 </paragraph><paragraph id="HE285A3B3D3C949DF8D6A662B759C27C1"><enum>(5)</enum><header>List of academic fields</header><text display-inline="yes-display-inline">The Secretary shall conduct a survey of current outer Continental Shelf leaseholders to prepare a list of science, technology, engineering, and math-related academic fields that address current and future workforce needs for offshore energy-related activities. The Secretary may periodically update this list through subsequent surveys of such leaseholders to better adapt to changing workforce needs.</text>
 </paragraph><paragraph id="H79F0049E1F3F4268A0D0286FD09C7AA8"><enum>(6)</enum><header>Definitions</header><text>In this subsection:</text> <subparagraph id="H725223FFA9BC42F99A9289CA21EB4B04"><enum>(A)</enum><header>Institution of higher education</header><text>The term <term>institution of higher education</term> has the meaning given that term in section 101 of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1001">20 U.S.C. 1001</external-xref>).</text>
 </subparagraph><subparagraph id="H682CD63239F44005BA954855180677B1"><enum>(B)</enum><header>Minority-serving institution</header><text display-inline="yes-display-inline">The term <term>minority-serving institution</term> means any public or not-for-profit institution of higher education described in section 371(a) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1067q">20 U.S.C. 1067q</external-xref>).</text>
 </subparagraph><subparagraph commented="no" id="H483808724E6C40B58BE7115914DD59E0"><enum>(C)</enum><header>Vocational institution</header><text>The term <term>vocational institution</term> means a postsecondary vocational institution, as that term is defined in section 102(c) of the Higher Education Act of 1965 (<external-xref legal-doc="usc" parsable-cite="usc/20/1002">20 U.S.C. 1002(c)</external-xref>).</text></subparagraph></paragraph></subsection></section><after-quoted-block>.</after-quoted-block></quoted-block>
