			 organizations to carry out positive psychology reconditioning programs for

		<section id="H421AE6D72B8D44109BAEF44DC072EE4F" section-type="section-one"><enum>1.</enum><header>Positive psychology reconditioning program grants</header>
 <subsection id="H5999568DB45344999E7142521613ADB6"><enum>(a)</enum><header>Grant program</header><text display-inline="yes-display-inline">The Secretary of Veterans Affairs shall establish a grant program under which the Secretary shall award grants to eligible entities to carry out positive psychology reconditioning programs for veterans.</text>
 </subsection><subsection id="H8600BD7D002B4635A8D88BAD70DB46C4"><enum>(b)</enum><header>Amount of grant</header><text display-inline="yes-display-inline">Each grant awarded by the Secretary under subsection (a) may not exceed $750,000.</text> </subsection><subsection id="H96E1FE461EE042FBA810375772506B1A"><enum>(c)</enum><header>Eligible entities</header><text display-inline="yes-display-inline">An entity is eligible to receive a grant under subsection (a) if the entity is a nonprofit organization that is described in <external-xref legal-doc="usc" parsable-cite="usc/26/501">section 501(c)(3)</external-xref> of the Internal Revenue Code of 1986 and that is exempt from taxation under section 501(a) of such Code.</text>
 </subsection><subsection id="H64961A0CB28742AEB7CB27EC7A515EAD"><enum>(d)</enum><header>Priority of award</header><text display-inline="yes-display-inline">In selecting eligible entities to award a grant under subsection (a), the Secretary shall prioritize entities that, before the date of the award, carry out programs using positive psychology reconditioning techniques.</text>
 </subsection><subsection id="H2DF041BA0AC149FBBBF6D03A99A69295"><enum>(e)</enum><header>Use of grants</header><text display-inline="yes-display-inline">In determining the positive psychology reconditioning techniques to be carried out under a grant awarded under subsection (a), the Secretary shall consider the following:</text>
 <paragraph id="H3223FE8C30B7414DB3A2692481265EBF"><enum>(1)</enum><text display-inline="yes-display-inline">The use of an initial camaraderie and bonding experience to initiate the rebuilding of veteran social relationships in one or more groups of 12 veterans or less (which may be carried out simultaneously).</text>
 </paragraph><paragraph id="H03E2F11CFAC842EA95BF27901733D1C9"><enum>(2)</enum><text display-inline="yes-display-inline">The use of highly qualified instructors to lead appropriate physical workouts and group discussion occurring not fewer than three times per week during a program period that is at least three months.</text>
 </paragraph><paragraph id="H4DF8DC08F91940DD96A762F0F08FDEB0"><enum>(3)</enum><text display-inline="yes-display-inline">Programs that appropriately introduce local civilians to the veterans participating in the program and have such local civilians become participating members of the group in the program.</text>
 </paragraph><paragraph id="HA186639A9EC3444CB7C6C0E9808354DC"><enum>(4)</enum><text display-inline="yes-display-inline">Programs that encourage the full reentry of veterans back into society and that graduate the participating veterans who are adjusted to living in a civilian world.</text>
 </paragraph><paragraph id="H6E5FBCED55E84F1A8B86AB95FD6DAE4F"><enum>(5)</enum><text display-inline="yes-display-inline">Programs that expose a group of veterans to common social experiences in the location in which the program is carried out.</text>
 </paragraph><paragraph id="H41B8C05D63994865BD9C5ACB9D534D41"><enum>(6)</enum><text>Programs that practice positive psychology techniques, including daily gratitude journaling and mindfulness, to increase physical and mental well-being throughout the program.</text>
 </paragraph></subsection><subsection id="H8808FD9489544F0E8450401B681D0711"><enum>(f)</enum><header>Records</header><text display-inline="yes-display-inline">The Secretary may not require an eligible entity that is awarded a grant under subsection (a) to maintain records on veterans seeking support or participating in a program under such grant, or to report any personally identifying information directly or indirectly to the Secretary about such veterans.</text>
 </subsection><subsection id="H71EF3F6791FF48DEA88892D2DB47BCE0"><enum>(g)</enum><header>Authorization of appropriations</header><text display-inline="yes-display-inline">There is authorized to be appropriated a total of $15,000,000 to carry out this section during fiscal years 2019 through 2021.</text>
 </subsection><subsection id="HA3E5851DED304C8A8C40DEE0AEB32F19"><enum>(h)</enum><header>Veteran defined</header><text display-inline="yes-display-inline">In this section, the term <term>veteran</term> has the meaning given that term in section 101(2) of title 38, United States Code, and includes any person who is entitled under <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/10/1223">chapter 1223</external-xref> of title 10, United States Code, to retired pay for nonregular service or, but for age, would be entitled under such chapter to retired pay for nonregular service.</text>
