			 provisions as fall within the jurisdiction of the committee concerned</action-desc></action><legis-type>A BILL</legis-type><official-title display="yes">To require all bills, resolutions, and other documents of Congress to be created, transmitted, and
			 published in searchable electronic formats, and for other purposes.</official-title></form>

		<section id="HE2E8F08B23374823924FB344D7B79D13" section-type="section-one"><enum>1.</enum><header>Short title; purposes</header>
 <subsection id="HEC5AE8B73FA34C41BFFDB3C4D45C9314"><enum>(a)</enum><header>Short Title</header><text display-inline="yes-display-inline">This Act may be cited as the <quote><short-title>Searchable Legislation Act of 2018</short-title></quote>.</text> </subsection><subsection id="H480518394FCD4454A7BC589DA76A3BFA"><enum>(b)</enum><header>Purposes</header><text display-inline="yes-display-inline">The purposes of this Act are as follows:</text>
 <paragraph id="H1B2A813AB95949FC8F4B30B93A023E3D"><enum>(1)</enum><text display-inline="yes-display-inline">To establish nonproprietary, machine-readable data standards for the creation, transmission, and publication of Congressional information.</text>
 </paragraph><paragraph id="HFEDD36C522154E12BF00D81972B438C2"><enum>(2)</enum><text>To encourage the uniform use of nonproprietary, machine-readable data standards, including searchable electronic formats, for Congressional information by Congress and its support agencies and offices.</text>
 </paragraph><paragraph id="H33676F38A5ED4EBDB26759F3AB05B1B1"><enum>(3)</enum><text>To ensure that Congressional information, especially bills, resolutions, orders, and votes, can be freely downloaded in bulk and electronically searched.</text>
				</paragraph></subsection></section><section id="H39658C5DC5A14431904E16A563ECD70B"><enum>2.</enum><header>Requiring searchable electronic formats for Congressional documents</header>
			<subsection id="H7680E18AF69147EB978A4A7D95E2B1E7"><enum>(a)</enum><header>Searchable Electronic Formats</header>
 <paragraph id="H98C0FA3E426F4942AB0639EA5AD4CBD5"><enum>(1)</enum><header>In general</header><text><external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/1/2">Chapter 2</external-xref> of title 1, United States Code, is amended by inserting after <external-xref legal-doc="usc" parsable-cite="usc/1/107">section 107</external-xref> the following new section:</text>

 <section id="HBF540D11639C47C59D772318873268A7"><enum>107a.</enum><header>Searchable electronic formats</header><text display-inline="no-display-inline">To the greatest extent practicable, Congress shall ensure that all bills, resolutions, orders, and other documents of Congress, and all records of votes cast in Congress and committees of Congress, are created, transmitted, and published in searchable electronic formats, consistent with data standards recommended by such advisory bodies as Congress may establish.</text></section><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph><paragraph id="H6C366EC259F34CE085C2545FF6188193"><enum>(2)</enum><header>Clerical amendment</header><text>The table of sections for <external-xref legal-doc="usc-chapter" parsable-cite="usc-chapter/1/2">chapter 2</external-xref> of title 1, United States Code, is amended by inserting after the item relating to <external-xref legal-doc="usc" parsable-cite="usc/1/107">section 107</external-xref> the following new item:</text>

							<toc-entry level="section">107a. Searchable electronic formats.</toc-entry></toc><after-quoted-block>.</after-quoted-block></quoted-block>
 </paragraph></subsection><subsection id="H22F894C6C7574B8EBA617D28E8C2D3DD"><enum>(b)</enum><header>Effective Date</header><text>The amendments made by this section shall apply with respect to the One Hundred Sixteenth Congress and each succeeding Congress.</text>
			</subsection></section><section id="H5DDADFC2ED204D049A2C6777DA788C0A"><enum>3.</enum><header>Congressional data task force</header>
 <subsection id="H098EDDA037B44EC0BE52162E75739B24"><enum>(a)</enum><header>Establishment</header><text display-inline="yes-display-inline">Not later than 90 days after the date of the enactment of this Act, the Clerk of the House of Representatives and the Secretary of the Senate, acting jointly, shall establish an advisory body to be known as the <quote>Congressional Data Task Force</quote> (hereafter referred to as the <quote>Task Force</quote>).</text>
			</subsection><subsection id="HC715EE92CFDA48328BD485A325842A64"><enum>(b)</enum><header>Duties</header>
 <paragraph id="H3DEA07969AA44EE792247696BC918A27"><enum>(1)</enum><header>Recommendation of data standards</header><text>The Task Force shall recommend data standards for the creation, transmission, and publication of information and documents of Congress, including bills, resolutions, amendments, reports, laws, and records, in searchable electronic formats for purposes of section 107a of title 1, United States Code (as added by section 2(a)).</text>
 </paragraph><paragraph id="HF64B80216F2C41DD8D40D3328CBA412A"><enum>(2)</enum><header>Specifications for standards</header><text display-inline="yes-display-inline">All data standards recommended by the Task Force shall be nonproprietary and machine-readable, and, to the greatest extent possible, shall enable the bulk downloading of information.</text>
 </paragraph><paragraph id="H632393BB69224D0A99F20C2DF17C6B77"><enum>(3)</enum><header>Consultation with experts</header><text>In carrying out its duties, the Task Force shall consult with private entities with expertise in data transparency standards.</text>
				</paragraph></subsection><subsection id="H6090D5237063479884C5DA20DF9651F9"><enum>(c)</enum><header>Membership</header>
 <paragraph id="HB9D88D0407904D4896A2AB702E3018B1"><enum>(1)</enum><header>In general</header><text>The Task Force shall be composed of employee representatives of the Office of the Clerk of the House, the Office of the Secretary of the Senate, the Library of Congress, the Congressional Research Service, the Government Publishing Office, the Center for Legislative Archives, and such other offices of Congress and the legislative branch as the Clerk and Secretary consider appropriate.</text>
 </paragraph><paragraph id="HECCE22540CD244AA84D09E1B4DE18F0B"><enum>(2)</enum><header>No additional compensation for service</header><text display-inline="yes-display-inline">Members of the Task Force may not receive additional pay, allowances, or benefits by reason of their service on the Task Force.</text>
 </paragraph></subsection><subsection id="HAE9005AA47CA4777826EA0BC2FBE0095"><enum>(d)</enum><header>No Additional Funding</header><text>No additional funds may be appropriated to carry out this section during a fiscal year.</text> </subsection><subsection id="H7211BCA634EA4656A773F6653B512AAF"><enum>(e)</enum><header>Termination</header><text>The Task Force shall terminate on the last day of the One Hundred Seventeenth Congress.</text>
